Abstract

A number of social safety net programs have been provided to the community, one of which is through BLT-DD. BLT-DD is a new type of social assistance where the village government is given the authority to manage the technical implementation in each village by involving stakeholders to be able to implement this policy with full responsibility. This authority was given as the government's final step to be able to capture poor and vulnerable people who have not been touched by any social assistance, either from the central or regional government in Tuban Regency. In implementing the Village Fund BLT policy, it is necessary to have a monitoring system from upstream to downstream to ensure that the assistance provided is appropriate and on target. This research aims to determine participatory supervision in the implementation of BLT-DD in Tuban Regency. This research uses qualitative research methods with descriptive research type. Policy implementation is carried out by referring to government laws and regulations, both from Village Ministerial Decree No. 6 of 2020 to Tuban Regent's SE Number 140/2112 /414.106/2020 including activities for forming data collection teams, data collection mechanisms, setting targets, methods and mechanisms distribution, and monitoring and evaluation. In collaborative supervision, a coordination system has been implemented between the Inspectorate, PMD Service, Social Service and Village Government and BPD. This confirms the government's commitment to ensuring that social assistance is provided in an appropriate and targeted manner to poor and vulnerable communities at the village level.

Abstract

Education has a crucial role in determining the direction of a nation's development. Indonesia's Gross Enrollment Rate (APK) data shows a positive trend, but challenges in the quality of education remain, especially in terms of literacy, numeracy and understanding of science based on PISA scores. The inequality of educational attainment between regions indicates the need to increase access and quality of education evenly throughout Indonesia. Inadequate curriculum in developing basic competencies is one of the main causes of suboptimal achievements. Apart from that, Indonesia also faces the challenge of low public IQ levels, showing the importance of improving the education system to increase the nation's overall competitiveness. The process of preparing the vision, mission and strategic objectives by the Ministry of Education and Culture and Brawijaya University adopts an approach that is in accordance with theory, but the main challenge lies in implementing the strategic plan. Abstract

Thematic bureaucratic reform is a program initiated by the Ministry  of State Apparatus Empowerment and Bureaucratic Reform (Kemenpan-RB) to accelerate the improvement of efficiency and accountability of public services in Indonesia. This research aims to elaborate the level of understanding of the State Civil Apparatus (ASN) and the realization of the implementation of thematic bureaucratic reform at the local government level. A descriptive qualitative method is used in this study. The data was obtained based on an in-depth interview technique with a resource person from one of the employees in the City Government who has credibility in the preparation of bureaucratic reform. The results obtained in this study show that thematic bureaucratic reform is indeed the right step in the acceleration program to improve public services. In addition, there is a focus on the theme of bureaucratic reform which is divided into 4 (four) categories, namely poverty alleviation, increasing investment, digitizing government administration, and increasing the use of domestic products. However, in reality, in the field, there are still several obstacles in the preparation of the thematic bureaucratic reform roadmap, where the main obstacle is the lack of understanding of ASN in the preparation of the thematic bureaucratic reform roadmap. The hope in the future is that there will be a forum or in-depth socialization or technical guidance from the Ministry that can help overcome ASN problems related to the technical preparation of thematic bureaucratic reform roadmaps and integration with existing programs in local governments.

Abstract

The President of the Republic of Indonesia, who has been directly elected in the general election represents a better relationship to the people compared to the previous concept of presidential elections by Consultative Assembly. Indonesian President, who wields significant and central influence, must maintain independence to uphold the integrity and sanctity of the elections. As long this research, the general election event is overshadowed by concerns regarding presidential neutrality in the electoral contest. This is further compounded by the term 'cawe-cawe', which has recently emerged, and indications of power misuse within intelligence agencies by President Joko Widodo, leading to increased suspicions about his neutrality and its impact on the electoral process. This study examines the correlation between elections and good governance, particularly how the perceived non-neutrality of the President may affect the achievement of good governance in Indonesia. The research aims to analyze the relationship between the implementation of general elections and the dimensions of good governance, both economic and social. This systematic reviews employs a conceptual and comparative approach, presenting data on the quality of Indonesian governance and economic growth during the election years of 2014 and 2019. The comparison aspect included good governance and economic growth in the years before, during, and after the elections.

Abstract

This study contributes to the understanding of financial distress by examining the role of gender diversity on corporate boards as a moderating variable in the relationship between company performance and financial distress. Focusing on the property and real estate sector, the research utilized a sample of 120 observations collected through purposive sampling techniques. The analysis was conducted using regression techniques to assess the impact of board gender diversity while controlling for company performance. Findings reveal that neither company performance nor board gender diversity alone has a significant relationship with financial distress. However, the study highlights the importance of board gender diversity as a moderating factor, suggesting that the composition of the board can influence the dynamics between a company's performance and its susceptibility to financial distress. The practical implications of this research are particularly relevant for companies in the property and real estate sector, as it underscores the need for balanced gender representation on boards. It suggests that shareholders should take care when selecting new board members, ensuring a well-rounded mix of male and female directors. This diversity is valuable because it brings together different perspectives, experiences, and expertise that can enhance decision-making processes, potentially leading to better management of financial risks and overall company performance. Ultimately, this study advocates for a more inclusive approach to corporate governance that recognizes the benefits of gender diversity in the boardroom.

Abstract

MSMEs in the national economy have a role as the main actors in economic activities. Micro, Small and Medium Enterprises (MSMEs) as a concrete player in the people's economy feel a strategy to be developed, because this sector is able to provide employment opportunities that are able to absorb the expected high workforce. The aim of this research is to examine local government strategies in increasing the productivity of MSMEs in Bumi Aji village, Batu city. The research method used in this research uses an exploratory descriptive type with a qualitative approach. The results of the research are the Petama Department of Small and Medium Enterprise Cooperatives and the Department of Industry and Trade which are the technical implementers in empowering MSMEs for processed mangoes. Second Resource development. Third, capital facilitation, fourth, expanding market access, fifth, facilitation of establishment permits, sixth, capital facilitation for MSMEs is regional bank loans, apart from that there are several other facilities, namely through the provision of Working Capital Credit, CSR. The strategy to expand market access is carried out, among others, through exhibition events at local, regional and national levels, printed (and electronic) media as well as the implementation of regulations regarding the requirements for establishing a mini market business, there must be five local MSME products.
