Abstract

This study aims to analyze the causal relationship between Government Expenditure (PP), Household Consumption (KRT), and Local Own-Source Revenue (PAD) in North Sumatra Province during the period 1995–2024. The method used is the Vector Error Correction Model (VECM), selected after a series of stationarity tests, optimal lag determination, stability tests, Granger causality tests, and Johansen cointegration tests. The results show a significant bidirectional causal relationship between PAD and PP, as well as a significant effect of PAD on KRT, but no causal relationship from KRT to other variables. The cointegration test confirms three long-term relationships among the variables, justifying the use of the VECM model. In the long term, PAD plays an important role in adjusting the equilibrium of the regional economic system, while in the short term, changes in PP and PAD significantly affect the dynamics of their respective variables. The impulse response results indicate that PP and KRT are more responsive to shocks in themselves, while PAD acts as the main driver in correcting long-term disequilibrium. These findings emphasize the importance of strengthening PAD and effective management of government expenditure to support sustainable regional economic growth in North Sumatra Province.

Abstract

This study aims to analyze the causality relationship between the level of education (measured through Average Years of Schooling), Open Unemployment Rate (TPT), Gross Regional Domestic Product (GRDP) per capita, and the percentage of poor people in Papua Province. The data used is secondary quarterly time series data for the period 2015-2023 using the Vector Error Correction Model (VECM) methods. The stationarity test results show that all variables are stationary at the 2nd difference level, while the optimal lag test selects lag 4 as the best lag. The stability test proves that the model used is stable and valid. The Granger Causality test shows no significant short-term causality between variables, but the Johansen cointegration test proves a significant long-term relationship. The VECM estimation shows significant error correction term coefficients on some of the main variables, indicating the existence of an adjustment mechanism towards long-term equilibrium. IRF and Variance Decomposition (VD) results show each variable is most responsive to shocks from itself, but there are also inter-variable influences in the long run. These findings emphasize the importance of integrated development policies to reduce poverty in Papua in a sustainable manner.

Abstract

revenue for local development, yet it faces challenges in taxpayer compliance. In Mlandangan Village, this issue arises due to a lack of understanding, low awareness, and negative attitudes of the community towards PBB, often because of insufficient socialization of its benefits and issues of trust in fund management. The objective of this research is to analyze the influence of tax knowledge, taxpayer awareness, and taxpayer attitudes on PBB compliance. Using a quantitative approach with 95 respondents in Mlandangan Village, data was analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM). Research findings indicate that: Tax knowledge has a positive and significant influence on PBB compliance (path coefficient = 0.719; p-value = 0.000), emphasizing the importance of understanding.Taxpayer awareness has a negative and significant influence on PBB compliance (path coefficient = -0.535; p-value = 0.008). This finding is interesting and indicates that increased awareness might be accompanied by a perception of high tax burden or dissatisfaction with fund transparency. Taxpayer attitude has a positive and significant influence on PBB compliance (path coefficient = 0.615; p-value = 0.004), demonstrating the important role of a positive attitude.Overall, the model is strong, explaining 67.4% of the variation in PBB compliance.Suggestions from this research are divided, for future research: It is recommended to delve deeper into the negative influence of taxpayer awareness through mixed methods and to test mediating/moderating variables such as trust in government and for tax offices: It is necessary to optimize PBB education and socialization with better materials and a focus on direct benefits, as well as to improve services and transparency in fund management to build positive taxpayer attitudes.

Abstract

This study aims to analyze the tourist attractions at the Museum of the Asian-African Conference (MKAA) in Bandung and evaluate the impact of tourism budget allocation policies on educational, social, economic, and environmental aspects. The method used was descriptive qualitative, with data collection techniques through observation, in-depth interviews with visitors, MSMEs, and museum managers, and field documentation. The results indicate that the MKAA has succeeded in becoming an effective historical education platform, especially for school and university students. Socially, the museum raises public awareness of the importance of cultural heritage and enriches cross-cultural experiences for domestic and international tourists. The economic impact is also significant, with local business owners experiencing a 2-4 fold increase in income on weekends and holidays. Environmentally, conservation efforts have been made through the provision of green spaces and sanitation facilities, although challenges such as increased waste and traffic congestion remain. This study recommends the development of digital attractions, strengthening environmental management systems, and further studies using a quantitative approach to more comprehensively measure the effectiveness of the policy.

Abstract

This study aims to analyze the impact of government budget allocation policies on the tourism sector, particularly in the context of their impact on the local economy and tourism sustainability in the Dago Dreampark area, West Bandung. The research method used was descriptive qualitative with a case study approach, through in-depth interviews with visitors, local business owners, local residents, and tourism managers. The results indicate that the existence and development of Dago Dreampark have had a significant positive impact on the community, particularly economically, such as increased employment and local business opportunities. From a socio-cultural perspective, interactions between tourists and the community encourage the exchange of values and increase social openness, although this requires cultural adaptation. Environmentally, the management of the tourism area is considered quite well-organized in terms of cleanliness, but issues such as congestion and noise remain major challenges, particularly during the holiday season. The study also found that local government budget allocation plays a significant role in supporting tourism development, both through basic infrastructure development and operational funding assistance. However, the technical and operational management of the tourism area is largely carried out independently by the managers, utilizing funds from various sources, including tourist contributions and government assistance. To achieve sustainable tourism goals, a more holistic budget allocation policy is needed, focusing not only on physical development but also on community empowerment, local cultural preservation, and environmental protection. This study concludes that the success of tourism sector development is measured not only by the increase in visitor numbers but also by its impact on the community's quality of life and the sustainability of natural resources.

Abstract

This study aims to analyze the impact of the Curug Tilu Leuwi Opat tourist destination on the environment, socio-cultural environment, and economic growth of the local community in West Bandung Regency. Using a descriptive qualitative approach, data was collected through interviews with five tourists, two MSMEs, and several local residents living near the tourist area. The results indicate that this tourist destination provides a significant economic contribution to micro, small, and medium enterprises (MSMEs), especially as tourist numbers increase. The socio-cultural impact is evident in changes in community behavior in terms of lifestyle, speech, and dress due to interactions with tourists, which can lead to cultural acculturation. Environmentally, cleanliness and natural preservation are considered well-maintained, supported by tourist awareness and adequate supporting facilities. Tourist satisfaction is also high due to the availability of complete public facilities. However, some local residents have voiced complaints about traffic congestion, noise, and rising prices of goods that are disproportionate to their incomes. The government, through the tourism office and Perhutani (Perhutani), is actively involved in the management of the destination, although equitable distribution of economic benefits and comprehensive community involvement remain challenges. Therefore, inclusive and sustainable community-based tourism management is crucial to ensure that all parties receive equitable benefits from tourism activities.

Abstract

This study aims to analyze the effect of Regional Taxes, Regional Levies, and Locally Generated Revenue (PAD) on Capital Expenditures in city/regency governments in East Kalimantan Province during the 2020–2023 period. The study is motivated by a mismatch between the increasing trend of PAD and the suboptimal allocation of Capital Expenditures, even though capital expenditure is a crucial component in infrastructure development and improving community welfare under regional autonomy. A quantitative associative approach was employed using multiple linear regression analysis. The data were obtained from the Regional Budget (APBD). The analysis included classical assumption tests (normality, multicollinearity, and heteroscedasticity), t-tests, F-tests, and the coefficient of determination (R²). The results show that partially, Regional Taxes and PAD significantly affect Capital Expenditures, while Regional Levies do not have a significant effect. However, simultaneously, all three variables significantly influence Capital Expenditures, with an R² value of 47.6%. These findings highlight the importance of optimizing PAD, particularly from the tax sector, to support productive and sustainable capital expenditures. The study concludes that strengthening regional fiscal independence through PAD optimization, along with enhancing transparency and public participation in financial management, is essential for supporting capital expenditure allocation aimed at development and public service improvement.

Abstract

In this era of globalization, activities aimed at meeting increasing market needs sometimes force the government to import products. The government imports many goods to support the Indonesian economy in various fields such as infrastructure, industry, health, and others. This is due to the limitations of technology, the quality and quantity of products. The Indonesian government itself has created the Domestic Product Use Improvement (P3DN) to maximizing the use of domestically produced products. The purpose of this study is to determine P3DN commitment, and strategies undertaken to strengthening P3DN commitment in the Garut City local government environment. In addition, this research is also to find information about the licensing procedures for using imported products if domestic products do not meet the criteria or quantity needed by an local goverment. This research uses a qualitative approach by conducting in-depth interviews, field observations, and collecting secondary data from trusted sources. The results showed that the P3DN commitment of the Garut City government was very high. The obstacles on strengthening this P3DN commitment are the absence of local products that can substitute imported products, this still dominate in several fields. In addition, the quality and quantity that have not met the standards are also an obstacle to this P3DN program that cannot be equalized. The P3DN team of Garut City often conducts socialization and e-catalog optimization to increase the use of domestic products in the Garut City government. This research also obtained information related to licensing the use of imported products if there are no domestic products that meet the needs
