Abstract

This research aims to analyze the regulation and law enforcement of gratification offenses committed by immigration officers as state administrators within the framework of Indonesian anti-corruption law. Gratification is regulated under Article 12B of Law Number 31 of 1999 as amended by Law Number 20 of 2001 and is constructed as a formal offense, meaning that receiving gratification related to one’s official position and contrary to official duties constitutes a criminal act without requiring proof of state financial loss. This study employs normative legal research using statute and conceptual approaches. The legal materials consist of primary, secondary, and tertiary sources analyzed qualitatively. The findings indicate that the regulation of gratification provides a clear legal basis for holding immigration officers criminally liable. However, challenges remain in interpreting elements such as “related to official position” and “contrary to official duties,” as well as in the reporting mechanism. Therefore, consistent enforcement and comprehensive normative understanding are necessary to ensure legal certainty and integrity in public administration.

Abstract

This study aims to analyze the function of legal aid and the protection of suspects' rights during the investigation process within the Indonesian criminal justice system. The right of suspects to obtain legal assistance is part of human rights protection guaranteed by legislation, particularly the Indonesian Criminal Procedure Code (KUHAP). However, in practice, violations of suspects' rights are still frequently found, such as intimidation, violence, and the lack of awareness among suspects regarding their right to legal representation. This research employs a normative legal research method using a statutory approach by examining various laws and regulations related to legal aid and the protection of suspects' rights. The results of the study indicate that legal aid plays an important role in ensuring access to justice, realizing equality before the law, and protecting suspects’ rights during the investigation process. Furthermore, the protection of suspects can be implemented through several legal mechanisms, including the assistance of legal counsel, the application of the presumption of innocence principle, and the use of pretrial institutions to examine the legality of investigators’ actions. Therefore, the existence of legal aid becomes an essential instrument in realizing a fair criminal justice process and ensuring the protection of suspects' rights.

Abstract

This study analyzes the dynamics of inter-agency coordination in the implementation of the National Three Million Houses Program in South Buton, which is crucial for providing adequate housing. Although this program represents a commitment of the central government, its effectiveness at the regional level largely depends on coordination among institutions, which is often hindered by geographical and administrative challenges in archipelagic areas. This study employs a qualitative approach with a case study design, collecting data through in-depth interviews, observation, and documentation. The main findings reveal two fundamental constraints: the lack of consistent policy information dissemination and delays in inter-organizational responses. Inconsistent information leads to ambiguity in interpretation and operational differences, while delayed responses create a domino effect that hampers program progress and postpones the fulfillment of housing needs. To address these issues, this research proposes an inter-agency collaboration model based on integrated collaborative governance that emphasizes actor interdependence, active stakeholder participation, and regulatory alignment, in line with the theories of Collaborative Governance and Network Governance. This model aims to minimize variability in bureaucratic commitment and the complexity of administrative procedures in order to accelerate the realization of the program. The implications of this research highlight the importance of shifting toward a collaborative and partnership-based approach to enhance the effectiveness of national housing programs.

Abstract

The objective of this study is to examine and describe the significant influence of principals’ leadership styles and organizational culture on the improvement of educational quality in elementary schools within the Mesuji Raya District. The study will be carried out in elementary schools located in the Mesuji Raya District. A quantitative descriptive method is employed in this research. The population comprises all teachers from 24 elementary schools in the Mesuji Raya District, totaling 302 individuals. Based on the sampling calculations, the sample consists of 80 teachers from 6 selected elementary schools. Data were collected using questionnaires and documentation techniques. The data analysis procedures include normality testing, linearity testing, simple regression analysis, multiple linear regression analysis, t-tests, and F-tests. The findings of this study reveal that principals’ leadership styles and organizational culture have a positive influence on the improvement of educational quality in elementary schools in the Mesuji Raya District.

Abstract

This study aims to determine the effect of resilience to burnout in mining employees at PT Berkah Daya Mandiri. This study uses a quantitative approach by involving 40 employees as respondents through a total sampling technique. Data collection was carried out using a questionnaire consisting of The Connor Davidson Resilience Scale and The Oldenburg Burnout Inventory resilience measurement tool. Data analysis was carried out using simple linear regression to test the research hypothesis. The results of the analysis showed a t-value of 2.769 with a significance value of 0.009 which indicates a positive and significant influence between resilience to burnout in mining employees at PT Berkah Daya Mandiri. The determination coefficient value of 0.168 showed that resilience contributed 16.8 percent to burnout, while the other 83.2 percent was influenced by other variables not studied in this study. In addition, the majority of employees showed a level of resilience and burnout in the medium category of 75 percent each. These findings indicate that even though employees have a fairly good adaptability, high work demands and expectations still have the potential to increase burnout rates.

Abstract

Penelitian ini bertujuan untuk mengeksplorasi peran Science of Talents through Intelligence Fingerprint (STIFIn) dalam memetakan gaya belajar peserta didik pada pembelajaran Pendidikan Agama Islam (PAI) di SDIT Andalusia Parepare. Penelitian dilatarbelakangi oleh keberagaman karakteristik dan kecenderungan belajar peserta didik yang menuntut pembelajaran lebih adaptif dan berpusat pada individu. STIFIn digunakan untuk mengidentifikasi tipe kecerdasan dominan, yaitu Sensing, Thinking, Intuiting, Feeling, dan Instinct. Penelitian ini menggunakan pendekatan kualitatif dengan jenis deskriptif eksploratif. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi yang melibatkan kepala sekolah, guru PAI, dan peserta didik. Analisis data dilakukan melalui reduksi, penyajian, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa STIFIn mampu memberikan gambaran komprehensif tentang kecenderungan belajar peserta didik serta membantu guru memahami perbedaan karakter belajar. Pemanfaatannya dalam pembelajaran PAI telah mendukung perancangan strategi yang lebih adaptif, meskipun implementasinya belum sepenuhnya optimal. Penelitian ini menyimpulkan bahwa STIFIn berperan strategis sebagai dasar pemetaan gaya belajar dan berpotensi meningkatkan efektivitas pembelajaran PAI jika diintegrasikan secara konsisten dalam proses pembelajaran.

Abstract

The number of sexual violence cases against children continues to rise, showing a significant increase each year. This form of violence has long-lasting psychological effects and has become a complex social problem. This study aims to determine the relationship between emotion regulation and self-resilience among victims of sexual violence in Gorontalo Province. Sexual violence can lead to serious psychological impacts, such as trauma, anxiety, and depression, making emotion regulation and resilience essential factors in victims’ recovery. This research uses a quantitative approach with a correlational method. The population consists of 57 victims of sexual violence in Gorontalo Province. The sample includes 37 victims selected through purposive sampling. Data were collected using an emotion regulation scale and a resilience scale. The results of data analysis indicate a significant positive relationship between emotion regulation and self-resilience (r = 0.994; p = 0.000). This means that the higher the level of emotion regulation, the higher the level of self-resilience among victims of sexual violence.

Abstract

Posisi negara nirmiliter umumnya dipandangstatis di tengah persaingan kekuatan global, namundinamika transformasinya jarang mendapat sorotan.Penelitian ini bertujuan untuk menganalisis pergeseranmodel pertahanan di Samoa akibat penetrasi geopolitik.Menggunakan metode kualitatif deskriptif dengan desainstudi kasus, penelitian ini membedah manuver SelandiaBaru, Amerika Serikat, Australia, dan Tiongkok terhadapinstitusi kepolisian sipil Samoa (Samoa Police, Prisons andCorrections Services/SPPCS) melalui kerangka Models ofDefence Organisation dari Grant dan Milenski. Hasilpenelitian menunjukkan bahwa ketiadaan militer danjaminan keamanan Selandia Baru secara historismenempatkan Samoa ke dalam Politics Dominant model,yang menjadikan SPPCS berada dalam kekosongankapasitas operasional. Namun, eskalasi ancaman gray zonewarfare mendorong kekuatan eksternal lain mengeksploitasicelah struktural tersebut. Manuver Amerika Serikat danAustralia terbukti menggeser SPPCS menuju RationalModel melalui pembebanan standar kesiapan berskalamiliter tanpa memberikan otonomi komando yangindependen. Di sisi lain, manuver pengadaan infrastrukturTiongkok menarik institusi tersebut ke arah EmotionalModel melalui pembangunan fasilitas kepolisian berskalamasif yang menanamkan ketergantungan teknologi danutang. Akibat dari tarik-menarik asimetris ini, SPPCS padaakhirnya mengalami sebuah dualitas operasional, tertahandi garis demarkasi antara paksaan kesiapan operasionaldengan standar militer dan ilusi kemajuan infrastruktur.Pergeseran model pertahanan ini tidak bermuara padakemandirian strategis, melainkan menghasilkanketergantungan struktural. Penelitian ini menegaskanbahwa tanpa kemandirian dan kapasitas internal, institusikepolisian sipil di negara nirmiliter, seperti Samoa padaakhirnya akan kehilangan kedaulatan operasionalnya akibatpenetrasi geopolitik.

Abstract

Hak Asasi Manusia menjamin bahwa ODGJ berhak memperoleh perlindungan, layanan, dan pemenuhan hak tanpa diskriminasi. Namun, pelanggaran seperti penelantaran masih terjadi di Kota Bandar Lampung. Penelitian ini menganalisis pelaksanaan pemenuhan hak ODGJ oleh Dinas Sosial berdasarkan Perda Kota Bandar Lampung Nomor 4 Tahun 2024. Melalui pendekatan kualitatif, penelitian menemukan bahwa Dinas Sosial berperan dalam penjangkauan, asesmen kesehatan, rujukan medis, serta rehabilitasi melalui yayasan mitra pemerintah. ODGJ tanpa identitas menjadi tanggung jawab penuh pemerintah dengan dukungan anggaran. Hambatan utama terdapat pada sosialisasi, koordinasi antarlembaga, dan pendekatan terhadap masyarakat yang keluarga pasien.

Abstract

Pembelajaran Pendidikan Agama Islam (PAI) di sekolah dasar memiliki peran strategis dalam membangun karakter religius siswa sejak dini. Namun, pembelajaran PAI masih kerap berorientasi pada aspek kognitif dan hafalan, sehingga nilai-nilai agama belum sepenuhnya terinternalisasi dalam perilaku siswa. Penelitian ini bertujuan menganalisis strategi pembelajaran PAI berbasis meaningful learning dalam membangun karakter religius siswa sekolah dasar. Penelitian menggunakan metode library research dengan pendekatan deskriptif-analitis. Data diperoleh dari berbagai sumber pustaka, seperti buku, artikel jurnal, hasil penelitian terdahulu, dan dokumen ilmiah lain yang relevan, kemudian dianalisis melalui teknik analisis isi (content analysis). Hasil penelitian menunjukkan bahwa strategi pembelajaran PAI berbasis meaningful learning dapat memperkuat pembentukan karakter religius melalui pengaitan materi dengan pengalaman nyata siswa, pembiasaan nilai-nilai keagamaan, keteladanan guru, serta aktivitas reflektif dan kontekstual. Strategi ini menjadikan pembelajaran lebih bermakna, mendorong keterlibatan aktif siswa, dan mendukung internalisasi nilai religius dalam kehidupan sehari-hari. Dengan demikian, penerapan meaningful learning dalam pembelajaran PAI penting dijadikan landasan konseptual dan praktis untuk membangun karakter religius siswa sekolah dasar secara lebih efektif.
