Abstract

Education is a key pillar of development, but Indonesia still faces challenges in the accessibility, quality, and relevance of education to the needs of the job market. One of the main problems is the low quality of education, which is influenced by the lack of facilities and qualified teaching staff. The ineffective use of education financing, such as in teacher training and procurement of facilities, is one of the causes. This study aims to identify and analyze the types of education financing in Indonesia and their role in improving the quality of education. Using a qualitative approach with a literature research method, this study examines written documents, including books, scientific articles, and policy reports related to education financing. The results of the study show that education financing can be grouped into direct and indirect costs, routine and development costs, and personal and community costs. All of these costs support each other in creating quality and sustainable education. This research is expected to make a practical contribution to policymakers, educators, and the community in optimizing education financing for better human resource development in Indonesia.

Abstract

Education costs, which are divided into direct costs and indirect costs, play an important role in improving the quality of education services. An appropriate allocation strategy for these two types of costs is urgently needed to optimize the sustainability of educational operations. This study aims to find out strategies and challenges in optimizing the allocation of education costs to improve education services. The method used in this study is library research. The results of this study show that several strategic steps include direct cost allocation for infrastructure, development of the quality of educators through training, technology procurement, strengthening extracurricular activities for soft skills, and regular evaluation of budget allocation. However, there are challenges in optimizing cost allocation, such as budget limitations, imbalances in fund allocation, lack of transparency, lack of technological support, and social and economic inequality.

Abstract

This study aims to analyze the effectiveness of centralized and decentralized education financing in improving the quality of education. This study uses quantitative research methods with secondary data analysis from various sources. The results of the study indicate that decentralized education financing is more effective in improving the quality of education compared to centralized financing. This is due to the flexibility of budget management and greater community participation in decision making. However, centralized financing has advantages in terms of efficiency and uniformity of education standards. This study recommends the need for a combination of the two financing systems to achieve optimal education quality. Some types of centralized education financing models are the Faudation plan model , the power equalizing plan model , the model of choice and voucher plans , and the full state funding model . While the types of decentralized financing models include the Pure Fund Assistance Model, the Planning Basis Model, the Tax Guarantee Principal Planning Model, and the Diverse Funding Source Model.

Abstract

The Government Employees with Work Agreement (PPPK) policy has been introduced to address the shortage of teachers and to enhance the quality of education. This policy is designed to prioritize competence and qualifications, ensuring that teacher recruitment is aligned with the actual requirements in the field. Employing a Critical Policy Analysis (CPA) framework, the study seeks to critically evaluate the impact of the PPPK policy on the quality of teaching and the welfare of teachers in Indonesia. This research scrutinizes three pivotal legal frameworks: Law No. 20 of 2023, which pertains to the State Civil Apparatus; Government Regulation No. 49 of 2018 regarding the management of PPPK; and Ministerial Regulation No. 2 of 2019 regarding PPPK procurement. The study explores how these legal frameworks delineate teaching quality, the structural barriers PPPK teachers face, and the power dynamics among policymakers, local governments, and educators. The findings indicate that the policy is intricately linked to ideological assumptions prioritizing market-oriented accountability and managerial efficiency over the comprehensive needs of educators.

Abstract

This research investigates the multifaceted dimensions of student learning motivation within the context of independent learning curricula, employing factor analysis to dissect the underlying constructs and their inter-relationships. The study aims to provide a nuanced understanding of the key motivational factors that drive student engagement, persistence, and academic success in self-directed learning environments. This study employed a quantitative research design, utilizing survey methodology to collect data from a sample of students enrolled in independent learning programs. The survey instrument was designed to capture a comprehensive range of motivational variables, including intrinsic motivation, extrinsic motivation, goal orientation, self-efficacy, task value, and achievement motivation. Confirmatory factor analysis was then used to validate the factor structure and assess the model fit. Specifically, the independent learning curriculum focuses on enhancing the student's satisfaction in learning and promoting students' deep involvement in learning activities to enrich their experience and foster long-life learning. The result revealed that student learning motivation significantly impacts their satisfaction, involvement, competence, achievements, and overall performance. Furthermore, learning curricula place a greater emphasis on student autonomy, self-regulation, and personalized learning pathways, necessitating a deeper exploration of the motivational mechanisms that underpin effective learning outcome

Abstract

Learning tools that are developed through a systematic approach are key in creating effective and competency-oriented learning. The 4-D model developed by Thiagarajan, Semmel, and Semmel offers a framework for developing teaching tools through four stages: Define, Design, Develop, and Disseminate. This study aims to examine the characteristics and application of the 4-D model stages in learning development in the contemporary era. The method used is a literature study with a descriptive-qualitative approach, through a review of journals, books, and related scientific documents. The results show that in the Define stage, this model emphasizes needs analysis, student characteristics, and learning objectives. The Design stage focuses on media selection, test preparation, and teaching format design. Furthermore, the Develop stage involves expert validation and pilot testing, while the Disseminate stage includes strategies for disseminating the device to users. These four stages form a structured and adaptive process to the demands of 21st century learning.

Abstract

Writing is a foundational skill essential for early childhood academic success, yet children with learning difficulties such as dysgraphia often struggle with basic handwriting, including mathematical symbol writing. This study aimed to explore the effectiveness of the Buku Anak Hebat (Great Children’s Book) as an intervention tool to improve number awareness and mathematical writing skills in a kindergarten student with special needs at TK Sari Asih II Yogyakarta. Using a qualitative case study design, the research involved one purposively selected student and was conducted in three phases: initial assessments of visual perception, motor coordination, and basic mathematical skills; followed by two stages of intervention using the Buku Anak Hebat; and systematic evaluation of student performance. The findings showed marked improvements in the student’s ability to write numbers independently, reduced reliance on assistance, and increased confidence and motivation. The intervention successfully stimulated sensory-motor integration and supported procedural memory development through repetitive and engaging visual-kinesthetic activities. These outcomes suggest that consistent, well-structured, and emotionally supportive media can significantly improve foundational writing skills in children with writing difficulties. The study concludes that early, tailored interventions using interactive learning materials can enhance both mechanical and cognitive aspects of mathematical writing in inclusive educational settings.
