Abstract

The purpose of this article is to find out the role of the village government in improving the quality of administrative services to the community at the Kampili Village Office. The type of research used in this research is descriptive with a qualitative approach, data collection techniques namely interviews, observation, and documentation. The research informants that were taken by the author were the Head of Kampili Village, the Village Secretary, the Head of Government Section, and the Kampili Village Administrative Services Section. The results of the study show the quality of Kampili village government services using Maswell's theory, namely 1) The services provided by staff and employees to the community are quite relevant and still need to be improved, 2) Availability and affordability of services provided by the Kampili Village government to the community can be implemented properly 3) Fair treatment with the distribution of a service provided by the village government without any system for individual communities or differentiating one community from other communities makes the community quite satisfied with the services provided, 4) It has become a priority in administrative services in Village Government by maximizing working apparatus and completing the facilities needed, 5) Kampili Village Government Services are quite efficient and affordable with no collection in services

Abstract

This study aims to determine the accountability of the Covid 19 budget at the Bima district social service.  Based on the results of the study, it showed that aspects of 1) legal responsibility and honesty, the Bima District Social Service was honest in budgeting the Covid 19 budget to the community. 2) managerially, the Bima District Social Service officially reports through the leadership to the Regent then later the Regent is executive and aka plenary in the legislature in the DPRD. 3) programs, programs implemented by the Social Service of Bima Regency, namely the empowerment program for the Poor, Remote Indigenous Communities (KAT) and People with Other Social Welfare Problems. 4) policy, the Bima District Social Service held a special division to handle the Covid 19 budget and that special division was the Social Rehabilitation and Handling of the Poor. 5) financial/financial responsibility, the Bima Regency Social Service said that the Covid 19 budget was for this and that it could not be covered up.

Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana Efektivitas Program Bantuan Langsung Tunai Dana Desa di Desa Latimojong, Kecamatan Buntu Batu, Kabupaten Enrekang. Penelitian ini menggunakan metode penelitian kualitatif deskriptif. Hasil penelitian menunjukkan bahwa efektivitas Program Bantuan Langsung Tunai Dana Desa di Desa Latimojong telah berjalan efektif dalam hal 1) keberhasilan program dana BLT-desa dalam hal proses pelaksanaan program BLT-Dana Desa sudah sesuai dengan peraturan pemerintah pusat 2) Keberhasilan target, dimana Dana BLT-Desa di Latimojong dalam hal penyampaiannya telah sesuai dengan kriteria yang ditetapkan oleh pemerintah pusat 3) kepuasan terhadap program dimana masyarakat di Desa Latimojong sangat puas dengan program ini karena telah sangat membantu masyarakat, 4) tingkat output dan input, dimana harapan pemerintah telah sesuai dengan hasil yang didapatkan oleh masyarakat, 5) Tercapainya tujuan keseluruhan adalah Program Bantuan Langsung Tunai Dana Desa telah dilaksanakan dengan baik.

Abstract

This study purposed to find out the extent of development progress in Biringala Village through the implementation of the IDM Policy. The research method used qualitative to understand the abilities that were capable of being carried out by the research subjects, while the data collection techniques used the methods of observation, interviews, and document studies with a total of 8 informants. Data analysis techniques were data collection, data reduction, data presentation, and  conclusions. Then the data validation techniques used were source triangulation, technical triangulation and theoretical triangulation. The results showed that the Policy Implementation of the Developing Village Index (IDM) in Biringala Village was appropriate and in accordance with the policy implementation method proposed by Van Meter and Van Horn, namely, Standards and policy targets/measures and policy objectives that had been understood and implemented, Resources which consisted of ADD, DD, and PAD, Characteristics of implementing organizations that were tailored to the needs of the economic, environmental and social resilience index, Attitudes of implementers who supported and implemented IDM, Communication between related organizations and implementation activities where each activity and decision were communicated with both by policy implementers to related organizations and finally the social, economic and political environment that supports the implementation of IDM policies in Biringala Village.

Abstract

This study aimed to find out how the implementation of e-government in public services at the Department of Population and Civil Registry of Bone Regency. This study used qualitative with descriptive research type. The data collection techniques used observation, interviews, and documentation. The results of this study indicated that the implementation of e-Government in public services at the district population and civil registry offices provided good benefits. It could be seen from the support element, namely the Population and Civil Registry Office of Bone Regency had implemented this online-based service (e-Government) to improve and produce excellent or good service. Elements of capacity consisted of: 1) competent human resources who became operators, 2) financial sources of funds, 3) adequating infrastructure resources for services. The value element of the benefits felt by the Population and Civil Registry Office of Bone Regency as a service provider, such as the lack of queues and the community perceived as service recipients, such as the time spent in the service becomes effective and efficient.

Abstract

This study aims to determine the effectiveness of land and building tax revenues at the Gowa Regency Original Revenue Agency. This type of research is descriptive qualitative. Data collection techniques were carried out by using observation, interviews, and documentation techniques with a total of 5 informants. Data analysis techniques used are data collection, data reduction, data presentation, and drawing conclusions. The results showed that in 18 sub-districts of Gowa Regency it was not yet effective. The reason is the lack of public awareness in paying taxes. Taxpayers pay PBB only if there is a need, such as selling the land because there must be a PBB payment report or there are other government arrangements and in the application of the tax many SPPT are considered problematic and in the application of the tax there are many SPPT which are considered problematic. Among them, the subject does not exist, the object is unclear or in a state of dispute or multiple PBB so that they return it to the BAPENDA office.

Abstract

Tujuan penelitian ini untuk mengetahui implementasi kebijakan pengelolaan ruang terbuka hijau di kota Makassar. Jenis penelitian yang digunakan adalah penelitian kualitatif dengan pendekatan fenomenologi dan sumber data yang digunakan dalam penelitian ini adalah sumber data primer dan sumber data sekunder dengan informan sebanyak 6 orang. Teknik pengumpulan data menggunakan observasi, wawancara dan dokumentasi dengan analisis data inetraktif. Hasil penelitian menunjukkan bahwa kondisi spesifik kota Makassar menjadi tantangan dalam penyelenggaraan pelayanan di bidang Lingkungan Hidup Kota Makassar sebagai fungsi legislasi untuk mendorong penyusunan dan penetapan peraturan daerah terkait RTH sehingga perencanaan pengembangan RTH memiliki legalitas. memaksa. Luas ruang terbuka hijau (RTH) di Makassar masih kurang dari 20%. Sebab, capaian saat ini baru sebesar 9,077% dari kebutuhan 30%. Rencananya akan disusun berdasarkan masterplan oleh pemerintah kota. Dimana dicanangkan pada tahun 2034 kota Makassar harus memiliki 30% ruang terbuka hijau. Dinas Lingkungan Hidup juga mempunyai kewnangan dalam mewujudkan Kota Makassar menjadi “Kota Layak Huni” dan “Kota Tangguh” sesuai dengan RPJMD. Dinas Lingkungan Hidup Kota Makassar terus menjalin kerjasama dengan instansi terkait lainnya seperti Dinas Tata Ruang dan Bangunan, Dinas Kehutanan, kepada rekan-rekan Satpol PP Makassar untuk melakukan penindakan di kawasan RTH jika terjadi pelanggaran yang mengganggu kenyamanan dan ketertiban masyarakat

Abstract

This study aims to determine the implementation of the cash transfer program in Laringgi village. The type of research used is a qualitative research method with a descriptive type of research. The BLT program aims to reduce poverty. Data collection techniques use observation, interviews, and documentation. The results of the study The implementation of the direct cash assistance program (BLT) in Laringgi Village, consists of four aspects, namely (1) Communication, divided into three, namely: First, the transmission/channel of communication from the village government has been effective in distributing direct cash assistance (BLT), the second is clarity of socialization. has been evenly distributed while in the third the consistency is still lacking. (2) The disposition/attitude is quite good, the people who receive the assistance are very happy. (3) The resources consist of human resources that are quite good in the direct cash assistance program (BLT), the facilities and infrastructure are adequate. (4) Bureaucratic structure, divided into two, namely SOP and Fragmentation, both of which are good in the direct cash assistance program

Abstract

This research is to find out how to process the stages and analyze the Basic Training Program for Civil Servant Candidates at the Center for Training and Development and Government Management Studies. The type of this research is descriptive qualitative research which is sourced from the data using purposive, sampling technique. The results showed that the implementation of basic training for CPNS at Puslatbang KMP LAN RI Makassar City from the aspect of 1) Effectiveness, namely the facilities and infrastructure that had been effectively carried out seen from the evaluation responses of the participant respondents, namely the results of the effectiveness, namely 94.55% had been effective and the next effectiveness was The material provided to the training participants provides maximum results. 2) Accuracy, namely the methods and methods used in this training there are 2, namely classical and blended learning and 3) Responsiveness, namely the facilitator's strategy to teach the results of the basic cpns training agenda. In terms of facilities and infrastructure, materials, and methods can be said to be effective. Where all indicators are very positive and motivating during the implementation of basic CPNS training.

Abstract

This study purposed to find out the strategy of the Department of Cooperatives and UMKM in Jeneponto Regency in marketing horse-based food products using qualitative research methods, the number of informants was 7 people. The results of the research were 1) product strategy consisting of collaboration with agencies, conducting seminars and training, participating in regional innovation exhibitions, prioritizing customer satisfaction, durability, selection of raw materials and packaging as well as flavor variants. However, only three horse-based food UMKM were recorded. 2) the price strategy was based on the price of horse meat ingredients. 3) The place strategy, namely UMKM were mostly located on the side of the main street Jeneponto Regency, where it was clean and comfortable, the food was cooked halal and hygienic. 4) promotion strategies such as making a Jeneponto specialty food house, holding exhibitions, giving souvenir food to officials who made regional work visits. Meanwhile, some UMKM had not implemented an effective promotion strategy. The implementation of the program to increase creativity and innovation carried out by the Office of Cooperatives and UMKM in Jeneponto Regency was not felt evenly.
