Abstract

  This study examines the effect of apparatus service quality on community satisfaction at the National Unity and Politics Agency (Bakesbangpol) of Tabalong Regency, specifically in the context of the Registered Certificate (Surat Keterangan Terdaftar/SKT) service. Service quality was measured using the SERVQUAL model encompassing five dimensions: tangibles, reliability, responsiveness, assurance, and empathy. A quantitative approach with multiple linear regression analysis was employed. The research involved 59 respondents selected from the community who had received SKT services. Data were collected through structured questionnaires and analyzed using SPSS version 26. The results reveal that: (1) partially, tangibles (t=2.491, sig.=0.016), responsiveness (t=2.585, sig.=0.013), and assurance (t=3.275, sig.=0.002) have a positive and significant effect on community satisfaction, while reliability (t=-1.308, sig.=0.197) and empathy (t=-0.440, sig.=0.661) do not have a significant effect; (2) simultaneously, all five dimensions significantly influence community satisfaction (F=12.931, sig.=0.000); and (3) assurance is the dominant variable influencing community satisfaction with a standardized coefficient of 0.681. These findings emphasize the importance of enhancing staff competence, trustworthiness, and service assurance to improve public satisfaction in government administrative services.

Abstract

Employee performance in public sector organisations is influenced by several human resource factors, particularly competence, workload, and work culture. This study aims to examine the direct and indirect effects of competence and workload on employee performance, with work culture acting as a mediating variable, at the Environmental Service Office of Tanah Bumbu Regency. A quantitative approach with a correlational research design was employed. The population consisted of 102 employees, and 50 respondents were selected through random sampling. Data were collected using structured questionnaires and analysed using Structural Equation Modelling–Partial Least Squares (SEM-PLS) with SmartPLS software. The results indicate that competence has a significant positive effect on employee performance (β = 0.390, t = 4.776, p < 0.05). Workload also significantly influences employee performance (β = 0.373, t = 3.680, p < 0.05), while work culture has a significant positive effect on performance (β = 0.386, t = 5.270, p < 0.05). Furthermore, competence does not significantly affect work culture (β = 0.187, t = 1.386, p > 0.05), whereas workload significantly affects work culture (β = 0.623, t = 5.555, p < 0.05). The mediation analysis reveals that work culture does not mediate the relationship between competence and employee performance. However, work culture significantly mediates the relationship between workload and employee performance. The model explains 93.5% of the variance in employee performance and 53.7% of the variance in work culture

Abstract

Village apparatus performance is a crucial factor in supporting the effectiveness of village governance and the quality of public services. However, several issues remain evident, including low attendance rates, delays in administrative reporting, and suboptimal public service performance among village officials in North Candi Laras District. This study aims to examine the effects of employee competence, compensation, and leadership style on village apparatus performance in North Candi Laras District, Tapin Regency. A quantitative approach with an explanatory research design was employed. The study involved 54 village apparatus members selected through a stratified random sampling technique. Data were collected using questionnaires and analyzed through multiple linear regression. The results reveal that employee competence, compensation, and leadership style each have a positive and significant effect on village apparatus performance. Simultaneously, these three variables also exert a significant influence on performance improvement. The findings indicate that enhancing employee competence, providing fair compensation, and implementing effective leadership practices are essential factors in improving village apparatus performance. This study contributes to the human resource management literature in the public sector, particularly in the context of village governance.

Abstract

Employee performance is a crucial factor in supporting the effectiveness of internal government supervision. As a Government Internal Supervisory Apparatus (APIP), the Regional Inspectorate plays a strategic role in ensuring accountability, transparency, and effectiveness in public governance. However, increasing organizational demands and the complexity of supervisory responsibilities require employees to possess adequate competencies, strong work motivation, and high levels of work discipline to achieve optimal performance. This study aims to examine the effects of education and training, work motivation, and work discipline on employee performance at the Regional Inspectorate of Tanah Bumbu Regency. A quantitative approach with a survey method was employed in this study. Data were collected through questionnaires distributed to all research respondents and analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM). The findings indicate that education and training, work motivation, and work discipline have positive and significant effects on employee performance. Furthermore, these variables collectively contribute substantially to performance improvement. The results suggest that continuous human resource development through education and training programs, strengthening employee motivation, and maintaining consistent work discipline are essential factors in enhancing employee performance at the Regional Inspectorate of Tanah Bumbu Regency.   Keywords: : education and training; work motivation; work discipline; employee performance; regional inspectorate

Abstract

The alignment of employee competencies with job placement remains a critical issue in human resource management, particularly within healthcare organisations where service quality depends on workforce performance. This study investigates the effects of competence and job placement on employee performance, as well as the mediating role of job satisfaction in these relationships at the South Amuntai Community Health Centre, North Hulu Sungai Regency, Indonesia. A quantitative explanatory research design was employed, involving all 82 employees of the health centre, including civil servants, contract staff, and voluntary workers, through a saturated sampling technique. Data were collected using a structured questionnaire and analysed using Partial Least Squares Structural Equation Modelling with SmartPLS 4. The findings reveal that both competence and job placement exert positive and significant effects on employee performance. Job placement also demonstrates a positive and significant influence on job satisfaction, whereas competence does not significantly affect job satisfaction. In addition, job satisfaction significantly enhances employee performance. The mediation analysis indicates that job satisfaction does not mediate the relationship between competence and employee performance. However, it partially mediates the relationship between job placement and employee performance. These findings suggest that improving employee performance in primary healthcare institutions requires not only competent personnel but also appropriate job placement practices that foster higher job satisfaction. This study contributes to the public sector human resource management literature by providing empirical evidence of the mediating role of job satisfaction in linking job placement and employee performance within the context of primary healthcare services in Indonesia. Abstract

This study aims to examine the effect of motivation on employee performance through job satisfaction as a mediating variable among civil servants at dr. H. Moch. Ansari Saleh Regional General Hospital. A quantitative approach with an explanatory research design was employed in this study. The population consisted of 777 civil servants, comprising both permanent civil servants (Pegawai Negeri Sipil-PNS) and government employees with work agreements (Pegawai Pemerintah dengan Perjanjian Kerja-PPPK). A total of 264 respondents were selected using a proportional random sampling technique. Data were collected through questionnaires and analysed using the Partial Least Squares Structural Equation Modelling (PLS-SEM) method with SmartPLS software. The findings reveal that motivation has a positive and significant effect on job satisfaction. Job satisfaction also has a positive and significant effect on employee performance. However, motivation does not have a significant direct effect on employee performance. Furthermore, the mediation analysis demonstrates that job satisfaction significantly mediates the relationship between motivation and employee performance. These findings indicate that enhancing employee motivation alone is insufficient to directly improve performance unless it is accompanied by increased job satisfaction. Therefore, job satisfaction serves as a crucial mechanism linking motivation to employee performance. This study contributes to the human resource management literature in the healthcare sector by providing empirical evidence regarding the mediating role of job satisfaction in the relationship between motivation and employee performance among public hospital employees. Abstract

This study aims to analyse the role of the Government Section at Pulau Laut Kepulauan Sub-district Office, Kotabaru Regency, in the implementation of population administration and to identify the challenges encountered in its execution. A qualitative approach with a descriptive research design was employed in this study. Data were collected through in-depth interviews, observation, and documentation. The findings reveal that the Government Section plays four strategic roles in population administration implementation: facilitator, mediator, motivator, and dynamist. As a facilitator, it provides information and assistance to the community. As a mediator, it coordinates with village governments and relevant agencies. As a motivator, it conducts socialisation to raise public awareness. As a dynamist, it drives service improvements through periodic data updates. However, several challenges were identified, including limited human resources, inadequate infrastructure, geographical constraints due to the archipelagic nature of the area, and low public awareness. These challenges often result in suboptimal service coverage and difficulties in accessing services for residents in remote islands. This study contributes to the public administration literature by providing empirical evidence regarding the role of sub-district governments in population administration implementation in archipelagic regions..
