Madania: Jurnal Kajian Keislaman is a peer-reviewed international journal focusing on Islamic studies. Conceptual Articles: Papers offering theoretical perspectives, models, or philosophical analyses relevant to Islamic studies, engaging with contemporary theories and frameworks. All submissions to Madania undergo a rigorous double-blind peer-review process to ensure high standards of quality and academic integrity. Abstract

Muslim is the majority population in Indonesia. This has become a background to provide investment instruments to meet Islamic principles. This study analyzes the renewal of Islamic stock criteria established through Bapepam LK (The Financial Services Authority/OJK) regulations. This is normative juridical research, with the object of Bapepam LK Regulations regarding Islamic stock criteria. In Indonesia, the Islamic stock criteria were first established in 2007. Bapepam LK then made an update on the Islamic stock criteria in 2009, and the last update was in 2012. Updates in 2009 were carried out on qualitative criteria, while the quantitative criteria remained. This renewal made the criteria for Islamic stocks more stringent. While the renewal in 2012 was carried out on quantitative criteria, the qualitative criteria remained steady. This renewal had eased the criteria for Islamic stock. The results of the study showed that the issuance and renewal for the Islamic stock criteria was carried out by Bapepam LK based on the fatwa and approval letter of National Sharia Council (DSN) of Indonesian Ulema Council (MUI). The stipulation of the criteria for Islamic stocks is the outcome of DSN MUI’s ijtihad Negara Indonesia memiliki jumlah penduduknya muslim yang besar. Hal ini menjadi pendorong untuk menyediakan instrumen investasi berupa saham yang memenuhi kriteria syariat Islam. Penelitian ini menganalisa pembaharuan kriteria saham syariah yang ditetapkan melalui Perauran Bapepam LK (Sekarang OJK). Penelitian ini bersifat yuridis normatif, dengan objek Peraturan Bapepam LK tentang kriteria saham syariah. Di Indonesia, kriteria saham syariah ditetapkan pertama kali pada tahun 2007. Kemudian  Bapepam LK  melakukan pembaharuan dalam kriteria saham syariah pada tahun 2009. Dan terakhir pembaharuan dilakukan pada tahun 2012. Pembaharuan pada tahun 2009 dilakukan pada kriteria kualitatif, adapun kriteria kuantitatif tetap. Pembaharuan ini menyebabkan kriteria saham syariah semakin ketat. Sedangkan pembaharuan pada tahun 2012 dilakukan pada kriteria kuantitatif, adapun kriteria kualitatif tetap. Pembaharuan ini menyebabkan kriteria saham syariah mengalami pelonggaran. Hasil kajian menunjukan bahwa penerbitan dan pembaharuan demi pembaharuan kriteria saham syariah dilakukan Bapepam LK bersumber pada fatwa dan surat persetujuan Dewan Syariah Nasional (DSN) Majelis Ulama Indonesia (MUI). Penentuan dalam kriteria saham syariah merupakan hasil ijtihad DSN MUI.

Abstract

The issue of distribution in an Islamic economy is not about the allocation of resources/output per se. It is about a ‘just’ allocation of resources/output. This article attempts to elaborate Islamic concept of distribution by exploring the goals of distribution in Islamic economics and mechanisms to achieve distributive justice goals. The focus of discussion is about how to realize ‘distributive justice’ in an Islamic moral economic framework by considering all dimensions: right and responsibility, effort and surplus of individual and public interest. In that spirit, the policy for distributive justice in an Islamic moral economy aims to achieve certain objectives, namely (1) fulfilment of basic needs, (2) establishing socio-economic justice and (3) economic empowerment. To achieve those objectives, Islam uses both moral exhortation to encourage voluntary action and rules/legal measures to ensure distribution/allocation of wealth in society. The distribution scheme in an Islamic economy would attempt to eliminate poverty and deprivation so that the basic needs of all are duly fulfilled. In practice, Islamic economics distribution system is done through (1) the establishment of initial conditions in distribution as the basis upon which operational distribution should be taken place during production and after production; (2) distribution through factor payment; and (3) distribution through transfer payment in the form of compulsory transfers, voluntary transfers and transfer through state. Permasalahan distribusi dalam ekonomi Islam bukan hanya tentang alokasi sumber daya / output, namun lebih tentang alokasi sumber daya secara 'adil'. Artikel ini mencoba untuk menguraikan konsep distribusi Islam dengan mengeksplorasi tujuan distribusi dalam ekonomi Islam dan mekanisme untuk mencapai tujuan keadilan distributif. Fokus kajiannya adalah bagaimana mewujudkan 'keadilan distributif' dengan mempertimbangkan semua dimensi seperti hak dan tanggung jawab, upaya dan surplus kekayaan individu dan publik. Kebijakan keadilan distributif dalam ekonomi Islam bertujuan untuk mencapai tujuan: (1) pemenuhan kebutuhan dasar, (2) membangun keadilan sosial-ekonomi dan (3) pemberdayaan ekonomi. Untuk mencapai tujuan-tujuan tersebut, Islam menggunakan nasihat moral untuk mendorong tindakan sukarela dan juga aturan/tindakan hukum untuk memastikan distribusi/alokasi kekayaan dalam masyarakat. Skema distribusi dalam ekonomi Islam ditujukan untuk menghilangkan kemiskinan dan ketimpangan sehingga kebutuhan dasar semua terpenuhi. Dalam praktiknya, sistem distribusi ekonomi Islam dilakukan melalui (1) penetapan kondisi awal dalam distribusi sebagai dasar di mana distribusi operasional harus dilakukan selama produksi dan setelah produksi; (2) distribusi melalui pembayaran faktor; dan (3) distribusi melalui pembayaran transfer dalam bentuk transfer wajib, transfer sukarela dan transfer melalui negara.

Abstract

This paper is aimed at providing a communication forum for the community of Kampung Nelayan Sejahtera of Bengkulu City. The effective and conducive interactions occur among the citizens in overcoming household economic problems, making a mapping of the family economic potential, and providing assistance that supports the development of the family economy according to the potential mapping results. This research uses transformative research methodology. The research reveals that the Majelis Taklim  (Islamic Study Forum) of household in Kampung Nelayan Sejahtera, the Prosperous Fishermen Village,  has begun to be active again with new targets on family economic empowerment in the field of entrepreneurs. The results of the map of the economic potential of the community's family shows that 2.94% of Muslim households in the Kampung Nelayan Sejahtera live in a prosperous condition (quadrant I), 30.39% in materially poor conditions, (quadrant II), and 14.71% of the observed households were in quadrant III (poor spiritual) and 51.96% are in quadrant IV (absolute poor). This means that the mapping of poor households in such village is in absolute poverty (materially and spiritually poor). Therefore, the focus of empowerment is on revamping material and spiritual abilities through the Majelis Taklim. Tulisan ini bertujuan untuk memberdayakan forum komunikasi bagi masyarakat Kampung Nelayan Sejahtera Kota Bengkulu. Interaksi yang efektif dan kondusif terjadi di antara warga dalam mengatasi masalah ekonomi rumah tangga, membuat pemetaan potensi ekonomi keluarga, dan memberikan bantuan yang mendukung pengembangan ekonomi keluarga sesuai dengan hasil pemetaan potensi. Penelitian ini menggunakan metodologi penelitian transformatif. Penelitian ini mengungkapkan bahwa Majelis Taklim (Forum Pengkajian Islam) rumah tangga di Kampung Nelayan Sejahtera sudah mulai aktif kembali dengan target baru pemberdayaan ekonomi keluarga di bidang wirausaha. Hasil peta potensi ekonomi keluarga masyarakat menunjukkan bahwa 2,94% rumah tangga Muslim di Kampung Nelayan Sejahtera hidup dalam kondisi sejahtera (kuadran I), 30,39% dalam kondisi miskin material, (kuadran II), dan 14,71 % rumah tangga yang diamati berada di kuadran III (spiritual buruk) dan 51,96% berada di kuadran IV (sangat miskin). Ini berarti bahwa pemetaan rumah tangga miskin di desa seperti itu berada dalam kemiskinan absolut (miskin secara material dan spiritual). Karena itu, fokus pemberdayaan adalah pada pembenahan kemampuan material dan spiritual melalui Majelis Taklim.

Abstract

This research aims to analyze the implementation of risk management on productive zakat program in Dompet Dhuafa Yogyakarta. One of the productive zakat programs is Warung Beres (Clean, Tasty, and Healthy). Descriptive qualitative approach was employed as the research method. The data of this study are obtained from semi-structured interviews with staff/employees of Dompet Dhuafa in Yogyakarta branch, mustahiq (Zakat recipients) of Warung Beres program, experts/lecturers in charge of risk management of zakat institutions and secondary data obtained from scientific journals. The research shows that the implementation of risk management is run by a timeline principle such as the stages of application, monitoring and evaluation. In addition, Dompet Dhuafa also utilizes the principles of efficiency and effectiveness. With these principles, Dompet Dhuafa Yogyakarta can be categorized good and in line with the program implementation strategy in running its program of Warung Beres although it has not been fully implemented yet. Penelitian ini bertujuan untuk menganalisis penerapan manajemen risiko pada penyaluran zakat dalam program zakat produktif di Dompet Dhuafa Kota Yogyakarta. Salah satu program zakat produktif adalah Warung Beres (Bersih, Enak, dan Sehat). Metode penelitian yang digunakan adalah pendekatan kualitatif deskriptif. Data yang digunakan dalam penelitian ini adalah data primer berasal dari wawancara semi terstruktur kepada staf/karyawan Dompet Dhuafa Yogyakarta, mustahiq/penerima manfaat Program Warung Beres, Ahli/Dosen yang membidangi manajemen risiko lembaga zakat dan data sekunder berasal dari jurnal ilmiah. Hasil analisis dari penelitian ini yaitu implementasi manajemen risiko dijalankan dengan berpedoman timeline seperti tahap pengaplikasian, monitoring dan evaluasi. Selain itu Dompet Dhuafa juga menggunakan prinsip efektif dan efisien. Dengan panduan tersebut Dompet Dhuafa Yogyakarta dalam menjalankan program Warung Beres dapat dikategorikan baik dan sesuai strategi pelaksanaan program meskipun belum sepenuhnya.

Abstract

The legality and validity of sharia banks still somehow lead to some problems, including a negative view of the use of murâbahah contract at the level of practice in the field. Is it true that the application of the sale and purchase agreement of sharia banks, in this case the contract of murâbahah, salam and istisnâ’, is essentially a sale and purchase process? This is a critical question in this research. This is a critical question in this research. Such a miserable view not only emerged in the country, but also voiced in several other Muslim countries. This type of research is a qualitative descriptive method with content analysis of qualitative / inductive data. Data sources are the results of interviews with Sharia Commercial Banks (BUS) BNI, Sharia Business Units (UUS) Permata Syariah and Sharia People's Credit Banks (BPRS) Al-Salam. This research shows that sharia banks which are still dominant in using murâbahah contracts are not appropriate. Judging from the aspect of sharia maqâsid, the position of shariah banks is basically outwardly not acting as a provider of goods. Sharia banks do not have a stock of goods as a meaning of the use of contracts based on exchange or sale and purchase transactions. In fact, the position and position of a sharia bank is essentially only as an institution mediating financial service providers and not sellers. However, from the perspective of jurisprudence the practice of murâbahah in Sharia Financial Institutions (LKS)  has fulfilled the pillars and conditions, but in the absence of stock of goods, the sale and purchase transactions of sharia banks seem still as al-makhârij al-shar'î (sharia solutions). Legalitas dan keabsahan bank syariah masih menyisakan masalah. Termasuk pandangan negative tentang penggunaan akad murâbahah pada tataran praktek di lapangan. Benarkah bahwa aplikasi akad jual beli bank syariah, dalam hal ini akad murâbahah, salam dan istisnâ’, secara hakiki telah terjadi jual beli?.  Inilah pertanyaan kritis dalam penelitian ini. Pandangan miris ini tidak hanya muncul di tanah air, tapi juga disuarakan di beberapa negara muslim lainnya. Jenis penelitian ini adalah deskriptif kualitatif dengan metode content analisis terhadap data-data yang bersifat kualitatif/induktif. Sumber data adalah hasil wawancara kepada Badan Usaha Syariah (BUS) BNI, Unit Usaha Syariah (UUS) Permata Syariah,  dan Bank Perkreditan Rakyat Syariah (BPRS) Al-Salam. Penelitian ini menunjukkan bahwa bank syariah yang saat ini masih dominan menggunakan akad murâbahah adalah kurang pas. Dikaji dari aspek maqâsid syariah, posisi bank syariah pada dasarnya secara lahiriyah tidak bertindak sebagai  penyedia barang. Bank syariah tidak memiliki stock barang sebagai pemaknaan terhadap penggunaan akad-akad yang berbasis pada transaksi tukar-menukar atau jual beli. Sebenarnya, kedudukan dan posisi bank syariah hakekatnya adalah hanya sebagai institusi mediator penyedia jasa keuangan dan bukan penjual. Namun, dari sudut fikih praktek murâbahah di Lembaga Keuangan Syariah (LKS) sudah memenuhi rukun dan syarat, tapi dengan tidak adanya stock barang, maka transaksi jual beli bank syariah terkesan masih sebagai al-makhârij al-shar'î  (solusi syariah).

Abstract

This study aimed to analyze the relationship between religion and Pekalongan Batik Village as a hospitality organization. The existence of Batik Village was very essential, not only for the development of local economics such as employment creation, tourism satisfaction and to generate selling, but also for the religious community development. The government policy to establish the batik village was a good decision to attract more customers and improve  competitiveness. In terms of public policy perspective, Batik Village was more effective and efficient for local government to provide technical support, capital and management support, promotion, education and training and many more. Employer and employee,  wholesaler, and supplier mostly had close interrelationship (ukhuwwah), mutual respect (tasamuh), understanding (tafahum) and cooperation (ta’awun) and  as well as trustworthiness (amanah); and they live in Islamic compliance. The study of how they developed their organization based on hospitality religion was interesting to be observed .  This study highlighted the religious contribution of  hospitality organization by classifying the followings: (1) The cooperation type of Pekalongan batik village organization, (2) The Islamic socio-cultural contribution understanding in terms of human resource management, innovation, business ethic and marketing behavior. Tujuan dari kajian paper ini adalah untuk menganalisis hubungan antara agama dan Kampung Batik Pekalongan sebagai organisasi yang ramah. Keberadaan Kampung Batik sangat penting, tidak hanya untuk pengembangan ekonomi lokal seperti penciptaan lapangan kerja, kepuasan pariwisata dan untuk menghasilkan penjualan, tetapi juga untuk meningkatkan komunitas agama. Kebijakan pemerintah untuk menegakkan Kampung Batik adalah keputusan yang baik untuk mencari pelanggan dan meningkatkan daya saing. Dari perspektif kebijakan publik, desa batik lebih efektif dan efisien bagi pemerintah daerah untuk memberikan dukungan teknis, modal dan manajemen, promosi, pendidikan dan pelatihan dan banyak lagi lainnya. Sebagian besar majikan dan karyawan, pedagang grosir, dan pemasok memiliki keterkaitan yang erat (ukhuwwah), saling menghargai (tasamuh), saling memahami satu dengan yang lainnya (tafahum), dan mereka memiliki  sikap dapat dipercaya (amanah), dan mereka hidup dalam ajaran Islam. Sangat menarik untuk meneliti tentang bagaimana mereka mengembangkan organisasi mereka berdasarkan agama yang ramah. Makalah ini menyoroti kontribusi agama dalam organisasi usaha batik yang ramah dengan mengidentifikasi dalam banyak cara: (1) tipe kerjasama dalam organisasi Kampung batik Pekalongan, (2) mengidentifikasi pemahaman kontribusi sosial-budaya keramahtamahan Islam dalam hal manajemen sumber daya manusia, inovasi, etika bisnis dan perilaku pemasaran

Abstract

Industrial Revolution 4.0 has produced rapid technological developments to support the ease of human activity in all lines of life. In the economic and financial fields, this development is known as financial technology, commonly known as Fintech. Like two sides of a coin, financial technology offers ease of service in transactions, time efficiency, transaction flexibility, to increase financial literacy and information technology for the public. Conversely, some of the negative impacts of this financial technology include, the increasing culture of consumerism, hedonism to the practice of new style moneylenders that determine high-interest rates for borrowers online, as well as ways of billing outside the fair range. This study aims to conduct an in-depth analysis related to the role of Islamic rulings in the development of financial technology. The conclusions of this study are some of the roles of Islamic rulings in developing financial technology divided into three key aspects; first, as a preventive mechanism to avoid fraud transactions. Second, as a moral guide (ethical guidelines) to maintain that all transactions prioritize the principles of honesty and compliance with sharia principles. Third, as a means of socializing Islamic rulings (muamalah fiqh), especially in transactions that use financial technology instruments. Revolusi Industri 4.0 menghasilkan perkembangan teknologi yang begitu pesat guna menunjang kemudahan aktivitas manusia dalam segala lini kehidupan. Dalam bidang ekonomi dan keuangan, perkembangan ini dikenal dengan tekonologi finansial atau biasa dikenal dengan FinTech (financial technology). Ibarat dua sisi mata uang, teknologi finansial menawarkan kemudahan layanan dalam transaksi, efisensi waktu, fleksibilitas transaksi, hingga peningkatan literasi keuangan dan teknologi informasi bagi masyarakat. Sebaliknya, beberapa dampak negatif dari teknologi finansial ini diantaranya adalah, meningkatnya budaya konsumerisme, hedonisme hingga praktik rentenir gaya baru yang menentukan bunga yang tinggi bagi para peminjam dana secara online, serta cara penagihan di luar batas kewajaran. Penelitian ini bertujuan untuk melakukan analisis secara mendalam terkait peran kaidah fikih dalam pengembangan financial technology. Kesimpulan dari penelitian ini adalah beberapa peran kaidah fikih dalam pengembangan financial technology terbagi menjadi tiga, yaitu: pertama, sebagai mekanisme preventif untuk menghindari kecurangan transaksi. Kedua, sebagai petunjuk moral (ethical guideliness) agar segala transaksi mengutamakan asas kejujuran dan kepatuhan terhadap prinsip-prinsip syariah. Ketiga, sebagai sarana sosialisasi fikih muamalah, khususnya dalam transaksi yang menggunakan instrumen financial technology.

Abstract

This research is motivated by the level of poverty that exists in the District of Sukaraja, Seluma Regency. It is necessary to have a community empowerment program through the zakat community development program. The zakat community development program is a form of community empowerment program in certain villages to enliven or develop the potential of the community through creative industries that produce superior products. Thus, the community is able to be economically independent. The method used is a field research with a descriptive qualitative mixed approach with quantitative using the Zakat Village Index (Indek Desa Zakat/ IDZ). The data consists of primary and secondary data and data collection techniques through observation, questionnaires and interviews with sources and research informants from competent parties. From the results of the study, it was found that in Sukaraja District, there was one village prioritized to be assisted with an IDZ score in the range 0.21-0.40, 13 villages could be considered to be assisted with an IDZ score in the range 0.41-0.60 and 7 villages were less prioritized to be assisted with IDZ scores in the range of 0.61-0.80 through the zakat program. With the zakat community development program in the form of home industry business development programs, animal husbandry and agricultural or plantation businesses. Penelitian ini dilatarbelakangi oleh tingkat kemiskinan yang terjadi di Kecamatan Sukaraja Kabupaten Seluma, maka perlu program pemberdayaan masyarakat melalui program zakat community development. Program zakat community development ini merupakan salah satu bentuk program pemberdayaan sekelompok masyarakat pada desa tertentu untuk menghidupkan atau mengembangkan potensi yang dimiliki masyarakat melalui industri kreatif yang menghasilkan produk unggulan. Sehingga masyarakat mampu mandiri secara ekonomi. Metode yang digunakan adalah field reseach dengan  pendekatan mixed kualitatif deskriptif dengan kuantitatif menggunakan Indeks Desa Zakat (IDZ). Data terdiri dari data primer dan sekunder dan teknik pengumpulan data melalui observasi, angket dan wawancara dengan sumber dan informan penelitian berasal dari pihak yang berkompeten. Dari hasil penelitian ditemukan bahwa di Kecamatan Sukaraja terdapat 1 desa diprioritaskan untuk dibantu dengan score IDZ berada pada range 0,21-0,40, 13 desa dapat dipertimbangkan untuk dibantu dengan score IDZ pada range 0,41-0,60 dan 7 desa kurang diprioritaskan untuk dibantu dengan score IDZ pada range 0,61-0,80 melalui program zakat. Dengan program zakat community development berupa program pengembangan usaha home industri, peternakan dan usaha pertanian atau perkebunan.

Abstract

Bank Syariah Mandiri (BSM) branch (KCP) in Ciamis was very transparent in providing financing products, especially takeover services or the transfer of customer debt from conventional banks to BSM. This study aimed at analyzing the causes of takeover from conventional banks to Bank Syariah Mandiri and analyzing the law of take over. Current research was a qualitative research by using observation and interview techniques. The research process was employed naturally, towards direct observation and in-depth interview. Data obtained were analyzed by applying Miles and Huberman of flow models, includingcollecting, reducing, displaying the data, and drawing conclusions. The results of the study revealed that the causes of the takeover were BSM provided education to customers to transact according to Islamic economic principles; transactions free from usury that led to benefit, justice, and peace. BSM provided several services such as convenient requirements, no penalties, and cheap installments. Benefits and application of Islamic sharia consideration were depicted from findings. The services encouraged customers to perform takeover. However, in terms of Islamic economic law, transfer of customer debt from conventional banks to BSM KCP Ciamis was permitted. This was consistent to Q.S. Al-baqarah [2]: 245; ijmak scholars who agreed to allow the transfer of debt; and DSN fatwa suggested that syirkah al-milk, murabahah, qardh, ijarah muntahiya bi al-tamlik were sharia compliance and avoided from riba and gharar. Bank Syariah Mandiri (BSM) KCP Ciamis lebih transparan dalam memberikan produk pembiayaan, terutama layanan take over atau pemindahan hutang nasabah dari bank konvensional ke BSM. Penelitian ini bertujuan untuk menganalisis penyebab terjadinya take over dari bank konvensional ke Bank Syariah Mandiri dan menganalisis hukum take over itu. Penelitian ini merupakan penelitian kualitatif yang menggunakan teknik observasi dan wawancara. Proses penelitian ini dilakukan secara alami, yakni pengamatan langsung dan wawancara yang mendalam. Data yang diperoleh kemudian dianalisis dengan model alir ala Miles dan Huberman, yakni pengumpulan data, reduksi data, penyajian data, dan penarikan  kesimpulan. Hasil penelitian menjelaskan bahwa penyebab terjadinya take over adalah bahwa BSM memberikan edukasi kepada nasabah untuk bertransaksi sesuai prinsip ekonomi syariah, yakni transaksi bebas dari riba yang akan mendatangka kemaslahatan, keadilan, dan ketentraman. BSM memberikan beberapa layanan seperti persyaratan yang mudah, tidak ada pinalti, dan cicilan murah.Di sini tampak adanya pertimbangan manfaat dan penerapan syariah Islam. Dengan layanan tersebut ternyata banyak nasabah yang melakukan take over. Sedangkan dilihat dari hukum ekonomi syariah, pemindahan hutang nasabah dari bank konvensional ke BSM KCP Ciamis itu dibolehkan. Hal ini  sejalan dengan Q.S. Al-baqarah [2]: 245; ijmak ulama yang bersepakat memperbolehkan pemindahan hutang; dan fatwa DSN yang menyatakan bahwa syirkah al-milk, murabahah, qardh, ijarah muntahiya bi al-tamlik itu sesuai dengan syariah yang terhindar dari riba dan gharar.

Abstract

Financial inclusion is a condition of products or services from formal financial institutions that can be accessed and relished by various groups of society. Inclusive financial conditions can propel economic growths of the poor through formal financial institutions by forming business groups in each village. This article aims to address how the implementation of financial inclusion programs as a form of concrete efforts in the context of alleviating poverty in Rejang Lebong Regency. Moreover, this study uses a qualitative analysis method with a non-parametric qualitative approach. It shows that the presence of a financial inclusion programs in Rejang Lebong Regency can reduce the poverty level. This poverty alleviation effort is carried out through the pattern of providing venture capital to each Joint Business Group (KUBE) by raising regional superior products as its business, so as it can improve the economy of the local community. The distribution of venture capital assistance is also provided to Small and Medium-Sized Enterprises (UMKM) and religious organizations by maximizing the role and function of the Zakat Collecting Unit (UPZ) in each mosque for productive activities. Therefore, it is necessary to facilitate the granting of permits for the establishment of microfinance institutions such as Islamic cooperatives and savings and loan cooperatives as well as the synergy between the government, Islamic scholars, and the community in order to alleviate poverty through financial inclusion programs. Inklusi keuangan merupakan suatu kondisi produk atau jasa dari lembaga keuangan formal yang dapat diakses dan dinikmati oleh berbagai kalangan masyarakat. Kondisi keuangan yang inklusif dapat mendorong pertumbuhan ekonomi masyarakat miskin melalui lembaga keuangan formal dengan membentuk kelompok usaha disetiap desa. Tulisan ini ingin menjawab bagaimana implementasi program inklusi keuangan sebagai bentuk upaya konkrit dalam rangka mengentaskan kemiskinan di kabupaten Rejang Lebong. Menggunakan metode analisis kualitatif dengan pendekatan kualitatif non parametric, maka dapat disimpulkan bahwa kehadiran program inklusi keuangan di kabupaten Rejang Lebong dapat menurunkan tingkat kemiskinan. Upaya pengentasan kemiskinan ini dilakukan melalui pola pemberian modal usaha kepada setiap Kelompok Usaha Bersama (KUBE) dengan mengangkat produk unggulan daerah sebagai usahanya, sehingga bisa meningkatkan perekonomian masyarakat setempat. Penyaluran bantuan modal usaha ini juga diberikan kepada Usaha Mikro Kecil dan Menengah (UMKM) dan organisasi keagamaan dengan memaksimalkan peran dan fungsi Unit Pengumpul Zakat (UPZ) disetiap masjid untuk kegiatan-kegiatan produktif. Oleh sebab itu diperlukan kemudahan dalam pemberian izin pendirian lembaga keuangan mikro seperti koperasi syariah dan koperasi simpan pinjam serta  sinergitas antara pemerintah, ulama, dan masyarakat dalam rangka mengentaskan  kemiskinan melalui program inklusi keuangan.
