Abstract

Training organisation (TO) has a very strategic role in developing the quality of human resource of Indonesian government apparatus. The many changing policies concerning the existence of TO has always been the main issues in building and managing TO, especially in local government context. This phenomenon has raised the issue of how and when to start developing the capacity of TO located in provincial or local governments. To start with NIPA Bandung regional office has conducted a research on identifying effective models of TO capacity building. This article is the result of the research and highlighted that there are three development models for TO, namely, expansion, equilibrium and survival models for high, medium and low capacity TO respectively. This research concluded that NIPA – as the supervising body for public service training – should revise its policy on evaluating the capacity of TO, especially the policy on accrediting and certifying TO.

Abstract

Bank BNI kebobolan 1.7 triliun rupiah, angka yang sangat mencengangkan apalagi kita sedang dalam situasi yang begitu morat marit. Dengungan pemberantasan korupsi seakan hilang ditelan deru ombak keserakahan dunia. Belum selesai yang satu ini, muncul lagi kebobolah berikutnya, Bank BRI sebanyak 294 Milyar. Angka angka yang sangat fantastis atas bobolnya dua Bank pemerintah tersebut sangat menyakiti hati rakyat Indonesia. Selanjutnya kejahatan yang dilakukan oleh para oknum kerah putih tersebut semakin memperburuh rekor Indonesia dalam hal korupsi

Abstract

Jatinangor area is designated as an educational area. This area is growing rapidly now. Because of Jatinangor area is a part of Sumedang District, Sumedang’s local government has a big authority to manage this area. But, there are a lot of public service problems in this area, namely disorganized building development; limited health service; inadequate waste management sevices; inadequate water service, etc. The aims of this research are to describe about existing leadership; authority delegation; organization structure; coordination and budgeting Jatinangor area management. This Research used qualitative approach and descriptive method. Interview Technique was used to collect primary data. And purposive technique was used to choose the right informan for this research. Furthermore, this research used qualitative descriptive technique to analyse data. The result shows that the leader of Sumedang’s local government does not have big political will to manage Jatinangor Area. This affects organizational structure which manages the area. There is no specific agency to manage Jatinangor area. The management is conducted by common local government agencies. There are adequate coordination between Sumedang’s local government agencies and between Sumedang’s local government and West Java Province government. But, coordination between Sumedang’s local government agencies, university and society in Jatinangor area still are not adequate. Beside that, Sumedang’s local government does not provide sufficient funding to manage this area. This condition causes the public service in Jatinangor area is not optimal.

Abstract

Dalam aspek kepegawaian negara, tuntutan reformasi yang menggema dewasa inisesungguhnya identik dengan tuntutan untuk menciptakan aparatur pemerintah yang bersih dan berwibawa serta bebas dari KKN. Atas dasar semangat mewujudkan sososk sumber daya aparatur yang memiliki kapasitas seperti itu, maka kebijakan nasional di bidang kepegawaian menjadi signifikan untuk dirubah. Perubahan ini secra formal tertuang dalam UU Nomor 43 Tahun 19999 tentang Perubahan atas Undnag-Undang Nomor 8 Tahun 1974. Dengan perubahan ini diharapkan membawa dampak yang positif terhadap PNS , sehingga PNS memiliki kompetensi yang memadai.

Abstract

Digantikannya George W. Bush oleh presiden yang lebih moderat membawa angin segar terhadap perubahan. Apalagi dengan kenyataan bahwa presiden baru ini adalah keturunan Afro-Amerika dan pernah menghabiskan masa kecilnya di sebuh negara dunia ketiga Indonesia, menjadikan terpilihnya Obama seakan sebuah mimpi yang menjadi kenyataan. Kejutan tidak berhenti sampai disini, George W. Bush menyatakan penyesalannya atas terjadinya invasi Iraq. Pernyataan yang dikeluarkan dalam sebuah wawancara resmi pada tanggal 1 Desember 2008 menjadi sebuah titik balik bagi pemerintahan Amerika Serikat.

Abstract

Local government has responded the local autonomy policy, lauched by Central Government in 1999, with efforts for rissing original income. This effort can use negative impacts in both local economic activities and social welfares, due to incomplete prior anlysis of exixting condition and potency. This paper offers some alterbative strtaegies for original income optimalization. As an illustration, this paper use a case in the district of Cimahi in which the author found an acurate strategy for its original income optimalization such as data consilidation strategy and intensification startegy.

Abstract

Inovasi bukanlah suatu hal yang baru dalam peradaban manusia, karena sejak dahulu manusia telah berpikir bagaimana caranya untuk menghasilkan api dengan membenturkan dua buah batu atau dengan memfokuskan sinar matahari dengan menggunakan kaca cekung. Dari dua contoh hal tersebut dapat kita asumsikan bahwa pada dasarnya manusia sudah melakukan inovasi sejak zaman dahulu, namun hal tersebut seringkali tidak disadari sebagai bagian dari sebuah Inovasi karena adanya persepsi bahwa inovasi itu mutlak bagian dari ilmu sains dan harus ditemukan dalam sebuah penelitian di sebuah laboratorium khusus, inovasi itu sulit karena harus melibatkan teknologi yang canggih, inovasi itu dilakukan hanya oleh kalangan tertentu seperti para insinyur, teknisi, atau ilmuwan eksakta. Dengan masih memegang persepsi tersebut, akan sulit bagi kita dalam memahami konsep inovasi secara komprehensif. Dalam memberikan pemahaman yang lebih komprehensif, Tri Widodo, yang merupakan Kepala Deputi Inovasi Administrasi Negara LAN, melalui Buku Inovasi Harga Mati ini menghadirkan pemahaman-pemahaman baru terkait dengan definisi dari inovasi, mengapa harus berinovasi, seluk beluk memulai inovasi, bagaimana melakukan inovasi di bidang sosial yaitu Inovasi Administrasi Negara dan hambatan-hambatan dalam melakukan atau mengembangkan inovasi.

Abstract

Pemerintahan yang katalitik adalah bahwa peranan baru bagi pemerintah hendaknya lebih diarahkan sebagai pengatur dan pengendali daripada sebagai pelaksana langsung suatu urusan dan pemberi layanan (steering rather than growing). Secara implisit hal ini mengandung pemikiran bahwa pemerintah lebih banyak memberikan peran dan tanggungjawab kepada swasta dan masyarakat untuk menyelenggarakan urusannya, baik melalui privatisasi, lisensi, konsesi, kerjasama operasional (BOO, BOT), dan sebagainya. Dalam hal ini, pihak swasta dan masyarakat diajak untuk memikul peran tanggungjawab, yang selama ini seolah-olah selalu tergantung kepada pemerintah, yang otomatis mematikan kreativitas dan semangat inovasi.

Abstract

Early Childhood Education is an important step in creating a high quality human. Data on 2008 show that, 41% children had early childhood education. This paper presents the evaluation of early childhood education based on district and municipality in Gorontalo Province. The analysis tools are DEA-BCC-O model Solver. The results show that four districts and municipality include in efficient category which are Gorontalo Municipality, Gorontalo District, Gorontalo North District and Pohuwato District. Meanwhile, two districts are include in not efficient category which are Bone Bolango District and Boalemo District

Abstract

Bandung Metropolitan Area is growing up quickly as result of conurbation process and sub urbanization phenemenon. A large urban are created when neighboring towns spread into and merge with each other. Bandung City and some municipalities arround it have a correlation between one and others. This is characterized by a regional cohesion in many aspects such as economy, social, cultural, etc. Today, public infrastucture is managed by each regional government who has autority in their own home and has no authority in their own home and has no autority to others region whereas public infrastructure is not restricted by administration border. By increasing the need of public services quality, each municipality has to have an integrated infrastructure management with others.
