Abstract

This study scrutinize the factors affecting knowledge management, consisting of acquisition of knowledge, storage of knowledge, distribution of knowledge and use of knowledge, at Private Higher Education Institutions in Garut Regency.  The purpose of this study is to analyze the factors shaping the knowledge management.  By using a survey method with a quantitative approach, the unit of analysis of this study is lecturer at 14 Private Universities in Garut Regency, with 229 lecturers as respondents. Data is obtained from survey results through questionnaires distributed directly to lecturers. Data is processed using descriptive statistical analysis and Confirmatory Factor Analysis (CFA). The research findings showed that the use of knowledge and the storage of knowledge are the most powerful factors in knowledge management, followed by the acquisition of knowledge, and distribution of knowledge.

Abstract

Sistem informasi manajemen keuanganyang sebelumnya banyak dikembangkan oleh sektor privat, saat ini telah banyak pula dikembangkan oleh sektor publik dan lembaga non profit. Hal ini terutama menyangkut kebutuhan dari kedua jenis lembaga tersebut untuk efisiensi dan efektivitas pengelolaan keseluruhan aktivitas dan programnya, dalam rangka memenuhi pertanggungjawaban dan akuntabilitas kepada stake holder kedua lembaga tersebut. Selanjutnya tulisan ini akan menguraikan berbagai persoalan dan tahapan yang harus diperhatikan dalam upaya mengembangkan sebuah sistem informasi manajemen keuangan yang terintegrasi bagi kedua lemabga tersebut.

Abstract

Structuring Urban Transportation System in Indonesia is an important problem to overcome. The enactment of Law no. 22 year 2009 regarding Road Traffic and Road Transportation is the one of government's commitment in arranged system of transportation. Bandung City as one of Metropolitan Cities in Indonesia is also facing a complex transportation problems. Based on the research, the availability and adequacy of transportation facilities and infrastructure are still inadequate to satisfy the society. Public transportation in Bandung City is not comfort and safety yet. The levels of comfort and safety of transportation infrastructure are still low and the shelter needs becomes quite important. Meanwhile, levels of security and comfort of other transportation infrastructure such as parking and terminal are also considered low. To fulfill the availability and feasibility of transportation infrastructure, the local government has been implementing various policies such as Local Regulation no. 2 year 2008 regarding Implementation of Transportation in Bandung, since some regulatory barriers such as lack of clarity and authority, lack of coordination among relevant agencies and low public awareness of the utilization of transportation facilities and infrastructure, causes implementation of the regulation is not optimal.

Abstract

The era of local autonomy, along with laws 32 and 33 – which become effective in 2004 – has resulted in new rights and responsibilities for each local government. One of the rights and responsibilities of each local government is to manage its own resources. In this new era of local autonomy, resource management to be more efficient, each local government must implement a quality control system. A quality control system must utilize: human, facility, technological resources, plus sound procedural practices.

Abstract

Efektivitas pencapaian tujuan organisasi sangat tergantung kuantitas dan kualitas SDM yang ada di dalamnya. Kesesuaian antara tugas pokok dan fungsi organisasi dengan kapabilitas SDM menjadi aspek yang sangat krusial. Kesesuaian ini akan terwujud bila salah satu landasan fundamental dalam pengadaan SDM, yaitu analisis jabatan mendapat perhatian serius dari organisasi. Kurangnya perhatian akan analisis jabatan membawa organisasi pada arah yang kurang menguntungkan, menimbulkan keluhan bagi pelanggan, dan menimbulkan biaya tinggi yang berujung pada sulitnya mencapai tujuan organisasi.

Abstract

PNS described having a low level of professionalism, service capability that is not optimal, low levels of reliability, assurance, tangibility, empathy and responsiveness, do not have this level of integrity as government officials so as not to have an emotional tie to the agency force and duties, authority abuse height (KKN), a low level of well-being and is not associated with education level, performance, productivity and discipline. These conditions have an impact on the performance of low PNS in discharging its duties and obligations in serving the community. One of the causes of poor performance in delivering public services PNS is weak PNS management itself, which began in the planning up to the cessation of PNS findings indicate the need for changes in management aspects of civil servants in the district should be formulated in a clear and decisive in the formulation of the law regulating the civil servants in the district and institutional framework that functionally perform management activities / management of state officials.

Abstract

Munculnya berbagai patologi birokrasi, seperti kebocoran anggaran yang cukup besar, salah satunya tidak bisa dilepaskan dari proses dan struktur sistem administrasi keuangan negara yang belum mampu menjamin terjadinya proses self controling melalui proses “check & correction” anatar sub sistem yang ada. Dan melalui transformasi sistem ini diharapkan mampu secara langsnung mendorong hal tersebut, sekaligus memberikan dampak tidak langsung terhadap perubahan dalam perilaku organisasi sektor publik secara keseluruhan.

Abstract

Like in business sector, investment is also required in human resource through education and training. The basic assumption of the theory of human resource investment is that education and training will improve knowledge, skills and working productivity of the employees so that they will get appropriate compensation throughout their career. The success of all efforts to improve the quality of human resource really depends on the success of human resource investment. Therefore, in carrying out human resource investment, it is necessary to pay attention to the plan and strategy which are going to be delivered. Human resource investment will hopefully develop the characteristic of employees who are creative, adaptive, innovative, and responsible.
