Abstract

This study aims to analyze the mechanisms and processes of positive culture construction through the practice of "Servant Love" leadership in a madrasah environment. This objective is motivated by the need to unpack the "black box" of social processes linking leadership actions to sustainable cultural change, which has so far remained understudied. The study used a qualitative approach with an intrinsic case study design in one madrasah led by a figure who implements the Servant Love principle. Data were collected through triangulation of passive participant observation techniques, in-depth semi-structured interviews with the madrasah principal, teachers, staff, and students, and analysis of related documents. Data were analyzed interactively and thematically. The results revealed three key mechanisms (1) Operationalization of Servant Love as a "Present-Serving Leader" through physical and emotional presence that builds trust; (2) Transformation of decision-making into a collective learning and empowerment ritual that fosters a sense of agency and we-ness; and (3) Reframing conflict as a momentum for "relationship building" that builds organizational resilience and solidarity. These findings provide a process map showing how micro-practices of love and service-based leadership actually shape the norms, values, and interaction patterns that build a positive madrasah culture.

Abstract

This study examines the implementation of the Al-Islam and Kemuhammadiyahan (AIK) curriculum in fostering student character at Institut Ahmad Dahlan Probolinggo. Character education is a central objective of Muhammadiyah and ‘Aisyiyah Higher Education Institutions (PTMA), where character formation has been embedded as a core educational mission since their establishment. Within the PTMA framework, character education is institutionally realized through Al-Islam and Kemuhammadiyahan (AIK) education. This study employed a qualitative descriptive approach. Data were collected through in-depth interviews, observations, and document analysis, and analyzed using data reduction, data display, and conclusion-drawing techniques. The findings indicate that Institut Ahmad Dahlan Probolinggo has systematically developed and implemented character education through the AIK curriculum, encompassing institutional policies, curriculum structure, and organizational governance. The implementation of the AIK curriculum has contributed positively to student character development. However, it has not yet fully achieved the expected outcomes. Several aspects require improvement, particularly in strengthening learning materials and instructional methods that remain predominantly cognitive, limiting the internalization of character values in affective and behavioral domains. Despite these limitations, the managerial implementation of the AIK curriculum has been well structured and consistently applied.

Abstract

This article examines the implementation of Muhammadiyah’s Wasatiyah as a preventive strategy in countering extremism through the strengthening of Islamic moderation, inclusive education, and community-based da‘wah and leadership. Employing a qualitative approach through library research, the study synthesizes classical and contemporary literature to understand wasatiyah as both a normative framework and a practical guide in religious and social life. The findings indicate that wasatiyah is understood as a principle of the middle path that emphasizes justice, balance, and tolerance, while rejecting all forms of ideological and practical extremism. Within the Muhammadiyah context, wasatiyah is institutionalized through the ideological foundations of tajdid, purification, and the orientation of Progressive Islam (Islam Berkemajuan), which are integratively implemented across education, da‘wah, and institutional policies. Muhammadiyah education serves as a strategic arena for internalizing values of moderation through inclusive curricula, character development, and dialogical learning environments. Meanwhile, community-based da‘wah and participatory leadership strengthen social empowerment and community resilience against extremist influences. This study affirms that Muhammadiyah’s Wasatiyah represents a coherent and adaptive model of religious praxis oriented toward social welfare and the sustainability of peace in plural societies.

Abstract

Contemporary Islamic education tends to emphasize cognitive and instrumental aspects, leading to the weakening of faith, adab, and character formation. This article analyzes the thought of Shaykh Muhammad Arsyad al-Banjari through the study of Tuhfatu ar-Raghibin and examines its relevance to contemporary education. This study employs library research with content analysis techniques. The findings indicate that Shaykh Muhammad Arsyad al-Banjari views faith as an integrated unity of belief, speech, and action, serving as the foundation of character education. His thought is integrative and normative, emphasizing the importance of a clear value paradigm and scholarly authority in Islamic education. These findings remain relevant for strengthening character education and integrating faith, knowledge, and adab in contemporary educational contexts.

Abstract

The use of digital media in Islamic Religious Education (PAI) has become increasingly significant in response to rapid technological developments, changing student characteristics, and the growing demand for interactive learning. This study aims to explore how digital media is implemented in PAI learning, its effects on students’ learning motivation, and the factors influencing its successful integration. The research employed a qualitative descriptive approach conducted in a secondary education institution. Data were collected through classroom observations, in-depth interviews with teachers and students, and documentation analysis of lesson plans and learning materials. Findings show that digital media—such as instructional videos, interactive multimedia, and online learning platforms—significantly enhance student engagement, participation, and motivation. Teachers’ creativity and digital competence, supported by adequate institutional resources and policies, are critical for effective media integration. The study concludes that digital media utilization not only enriches the PAI learning process but also improves learning outcomes, encourages independent and student-centered learning, and strengthens students’ understanding and internalization of Islamic values.

Abstract

This paper discusses Abuddin Nata’s thoughts on Islamic education in response to the rapid development of the digital era. The study aims to analyze how Islamic educational concepts can adapt to technological advancement while maintaining spiritual and moral values. This research employs a library research method by examining Abuddin Nata’s works and relevant literature related to Islamic education and digitalization. The results indicate that digitalization offers significant opportunities for Islamic education, including broader access to learning resources, increased effectiveness of teaching methods, and the development of innovative learning media. However, digital transformation also presents challenges, particularly the risk of declining moral values, ethical awareness, and spiritual orientation among learners if technology is used without proper guidance. Abuddin Nata emphasizes that Islamic education should prioritize character building and the internalization of Islamic values alongside the development of digital competencies. Therefore, the integration of spiritual values and digital literacy is essential to ensure that Islamic education remains relevant, balanced, and capable of producing individuals who are intellectually competent, technologically adaptive, and morally responsible in the digital era.

Abstract

This research explores the reception, transmission, and transformation of surah al-Mulk in Islamic literature, from hadiths, tafsir, amaliyat, and contemporary works. This study uses the qualitative literature study method, with the application of Hans Robert's theory of Horizon of Expectations and Wolfgang Iser's theory of reception, to analyze the reader's interaction with the text. The findings of this study show that surah al-Mulk is not only seen as a rigid text, but a text that lives with various benefits, both spiritually and materially. The process of transmission occurs through three main patterns: literary quotations, sanad, and discursive traditions that adjust to the dynamics of society. This research shows that the reception of surah al-Mulk has evolved from informative to performative, where the meaning of al-Mulk will be reconstructed based on the spiritual and material needs of readers from various cross-generations.

Abstract

This study compares e-government implementation between Indonesia and Australia to identify factors influencing the success of digital transformation in both countries. Using a qualitative approach with a comparative study method, this study analyzes the differences and similarities between the two countries' e-government systems through the Technology-Organization-Environment (TOE) Framework. Data were collected through documentary studies of e-government policies, regulations, and evaluation reports, in-depth interviews with key stakeholders, and direct observation of government digital platforms such as SPBE Indonesia and myGov Australia. The results indicate that Australia has a more mature and integrated e-government system, with service penetration reaching 90% of the population, supported by a robust digital infrastructure, highly competent human resources, and a solid governance structure through the Digital Transformation Agency. In contrast, Indonesia still faces various challenges such as a digital infrastructure gap between urban and rural areas, fragmented systems that are not yet optimally integrated, weak coordination between agencies, and diverse digital literacy levels. Nevertheless, Indonesia has shown significant progress through innovative approaches such as the development of mobile-first applications and partnerships with the local private sector that are adaptive to local contexts and limitations. This study recommends that Indonesia gradually accelerate digital infrastructure development, increase the capacity of civil servants through ongoing training programs, strengthen governance structures with clearer authority, and adopt a user-centric design approach in developing government digital services. The research findings contribute to the e-government literature by demonstrating that contextual factors such as socio-economic conditions, geographic characteristics, and institutional capacity play a crucial role in determining e-government implementation strategies and outcomes. Therefore, best practices cannot be directly transferred without substantive adaptation to local contexts.

Abstract

Demands for improved quality of public services that are fast, responsive, and accountable are growing stronger with the development of the digital transformation era. In this context, the State Civil Apparatus (ASN) management system plays a strategic role as the main foundation of bureaucratic reform. South Korea is often cited as a benchmark for successful public administration reform due to its ability to build an efficient, performance-based ASN management system integrated with the use of technology. Conversely, although Indonesia has a strong regulatory framework through Law Number 5 of 2014 concerning ASN, the implementation of this policy still faces various challenges, particularly related to the application of meritocratic principles, objectivity in performance assessments, and consistency in ASN career development. This study aims to comparatively analyze the ASN management systems in South Korea and Indonesia by examining aspects of recruitment, career development, performance assessments, reward systems, and the influence of cultural and political factors on their implementation. The research approach used is a qualitative comparative study through literature analysis of relevant regulations, policy reports, and previous research findings. The study's findings indicate that the success of the South Korean civil servant management system is determined not only by performance-based policy design, but also by consistent implementation, an organizational culture that supports professionalism, and strict oversight mechanisms. Meanwhile, Indonesia still faces a gap between normative policies and field practices. This research is expected to provide theoretical and practical contributions to the development of civil servant management policies in Indonesia by identifying practices that can, in principle, be contextually adapted from South Korea. The findings are expected to serve as a reference in accelerating the realization of a professional, high-integrity, high-performance, and service-oriented Indonesian bureaucracy.

Abstract

This study examines public management reform in Indonesia and France using a comparative approach. The main focus of the study is to examine how the two countries responded to demands for improved public service quality, bureaucratic efficiency, and government digitalization within different socio-political contexts. Indonesia implemented bureaucratic reform after the 1998 Reformation as part of its democratization and governance reform process. Various initiatives, such as the implementation of a merit system, service digitalization, and performance evaluation, showed progress, but still faced structural and cultural obstacles. In contrast, France implemented reform through a more gradual and structured administrative modernization with a strong institutional foundation. The reforms in that country emphasized internal efficiency, policy consistency, and the strengthening of technology-based public services, despite also facing resistance from established institutions and labor unions. The comparative results demonstrate that public management reform cannot be separated from the national context. A successful reform model in one country cannot necessarily be applied in another without adjustments. Therefore, cross-national policy learning needs to consider administrative culture, institutional capacity, and the surrounding political conditions. This research is expected to enrich the literature on bureaucratic reform and provide a comprehensive overview for policymakers to design more adaptive and effective reforms.
