Abstract

The development of information technology has driven the increasing need for personal data protection as part of human rights and legal certainty. Indonesia and Malaysia, as developing countries in Southeast Asia, have established personal data protection regulations, but with different legal system characteristics and policy approaches. This article aims to analyze the comparative nature of personal data protection laws in Indonesia and Malaysia, focusing on regulatory aspects, oversight institutions, and law enforcement mechanisms. This article uses a normative legal research method with comparative law. The analysis shows that Malaysia has a more mature personal data protection system in terms of institutions and law enforcement, while Indonesia is still in the stage of strengthening regulatory implementation. This article is expected to serve as an academic and practical reference in the development of personal data protection laws in Indonesia.

Abstract

This study compares public administration systems in managing exports and imports between Indonesia and China as a key factor supporting international trade. Using a qualitative, descriptive-comparative approach through literature review, the study analyzes institutional structures, administrative procedures, and government roles in both countries. The results indicate that Indonesia implements an administrative system involving multiple institutions, integrated through digitalization, such as the Indonesia National Single Window (INSW), while China uses a more centralized system with strong authority in one central institution. These differences impact efficiency, policy consistency, and ease of service for businesses. The study concludes that institutional structure and inter-institutional coordination significantly determine the effectiveness of export-import administration. These findings can serve as a reference for Indonesia in improving its international trade competitiveness.

Abstract

Development administration plays a crucial role in determining the success of national development, particularly in addressing the challenges of inequality, the effectiveness of public services, and governance. India and Indonesia, as developing countries with large populations, have distinct government systems and therefore implement different development administration models. This study aims to systematically analyze and compare the development administration models implemented in India and Indonesia. This study uses a qualitative approach with a comparative descriptive method. Data were obtained through a literature review sourced from scientific journals, policy documents, and official government publications. The analysis was conducted by describing each country's development administration model and then comparing their institutional structures, division of authority, and development implementation mechanisms. The results show that India tends to implement a centrally coordinated development administration model within a federal framework, with flexibility in implementation at the state level. Meanwhile, Indonesia has developed a decentralized development administration model with broad authority for local governments. These differences affect the effectiveness of coordination, institutional capacity, and the equitable distribution of development outcomes. This study concludes that no single development administration model is entirely ideal, as its success is strongly influenced by the institutional context and government capacity. These findings are expected to provide conceptual contributions to the development of development administration studies and serve as a basis for consideration in formulating development policies in developing countries.

Abstract

Public administration effectiveness is a crucial factor in supporting the success of a country's education system. This study aims to analyze the effectiveness of public administration in the education system through a comparative study between Indonesia and Japan. The research method used is a qualitative approach using literature review techniques, including various scientific journals and relevant education policy documents. The study results indicate that public administration in education in Indonesia still faces several challenges, such as bureaucratic complexity, limited administrative capacity at the regional level, and suboptimal coordination between the central and regional governments, which impacts inequality in education quality. Meanwhile, Japan has a more structured and consistent public administration system, characterized by a clear division of authority, professionalism of its personnel, and the implementation of continuous policy evaluation. This study concludes that effective public administration contributes significantly to improving the quality and equity of education. The findings of this study are expected to serve as considerations for policymakers in efforts to improve educational administration governance in Indonesia.

Abstract

The development of modern bureaucracy reflects the need for an adaptive,afficient,and accountable public administration system in responding to global dynamics, tecnological advancement,and increasing public demands for high-quality public service. This article aims to compare the public administration systems of Indonesia and Japan in addressing the challeges of modern bureaucracy. The study employs a deskriptive approach using a comprative method, based on the analysis of policy documents,goverment performance repots,and relevant literature on public administration reform in both countries. The findings indicate that japan possesses a relatively stable public  administration system characterized by a professional bureaucracy,strong inter-agency coordination, and a work culture that emphasizes discipline and policy continuity. Meanwhile,  Indonesia continues to face various challenges in bureaucratic modernization,including regulatory complexity, institutional fragmentation,and iconsistecies in the implementation of bureaucratic reforms, despite notable progress through the adoption of performance manajement and the digitalization of public services. This study concludes that differences in instutional context, bureaucratic culture, and public administration capacity significantly influence the ability of both countries to manage modern bureaucratly. The findings are expected to contribute theoritically to the field of comprative public administration and serve as a practical reference for the formulation of bureacratic reform policies in Indonesia.

Abstract

The climate crisis in South Kalimantan represents not only an ecological breakdown but also a profound spiritual crisis caused by the loss of tawhidic consciousness in modern humanity. This study explores the relevance of Bediuzzaman Said Nursi’s thought to Islamic environmental ethics in the context of South Kalimantan’s ecological crisis. Using a theological-ecological approach through content analysis of Risale-i Nur and empirical data from BMKG, WALHI, and the Provincial Environmental Agency (DLH), this research demonstrates that Nursi’s ideas provide a conceptual foundation for an eco-spiritual ethics paradigm grounded in ecological tawhid, the trust of khalifah, and ukhuwah makhlukiyah (universal kinship of beings). From a Sufi perspective, nature is viewed as the Book of God (kitâbullâh), reflecting the Divine Names and functioning as a cosmic dhikr of creation. Hence, ecological degradation is understood as a manifestation of humanity’s spiritual failure to maintain divine balance. By integrating Sufi spirituality with Banjar local wisdom, this article expands the horizon of Islamic ecotheology from its Middle Eastern center toward a transformative and sustainable tropical Southeast Asian perspective.

Abstract

This article examines the dialectic between spirituality and social transformation in the practice of the Khalwatiyah Order in two different cultural contexts beetwen Egypt and Banjar (South Kalimantan). By combining a social Sufism approach and social transformation theory, this study shows how the order acts as a spiritual and social force that is adaptive to the currents of modernity. In Egypt, the Khalwatiyah Order grew within the framework of urban Sufism integrated with the Al-Azhar scientific institution, demonstrating the order's ability to respond to modernity by emphasizing Qur'anic rationality and morality. Meanwhile, in Banjar, the teachings of Khalwatiyah are manifested through the Sammaniyah Order, which is deeply rooted in local traditions and the charismatic authority of the ulama, particularly through the figure of K.H. Muhammad Zaini Ghani (Guru Sekumpul). This study finds that both contexts show different patterns of spiritual adaptation but both affirm the role of the order as an agent of social transformation and a bridge for Islamic transnationalism. Thus, the order functions not only as a space for spiritual guidance but also as an arena for the negotiation of values, identity, and cultural resistance to the challenges of global modernity.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis implementasi kurikulum Pendidikan Agama Islam (PAI) di Pesantren Salaf berdasarkan hasil observasi lapangan. Penelitian ini menggunakan pendekatan kualitatif dengan metode observasi dan wawancara yang dilakukan di Pondok Pesantren Riyadlul Ulum Tempursari, Desa Panaragan, Kecamatan Cikoneng, Kabupaten Ciamis. Fokus kajian meliputi desain pengembangan kurikulum, pendekatan pengembangan kurikulum, tujuan PAI, isi atau materi pembelajaran, proses belajar mengajar, serta evaluasi kurikulum PAI. Hasil penelitian menunjukkan bahwa kurikulum PAI di Pesantren Salaf tidak disusun dalam bentuk dokumen tertulis, melainkan berkembang secara tradisional melalui alur pengajian kitab kuning yang diwariskan secara turun-temurun dan berada di bawah otoritas pengasuh pesantren. Pendekatan pengembangan kurikulum bersifat tradisional-transmisi yang menekankan tafaqquh fi al-din, namun tetap adaptif terhadap kebutuhan sosial santri. Tujuan PAI diarahkan pada pembentukan keimanan, ketakwaan, dan akhlak mulia santri secara holistik. Materi PAI berfokus pada ilmu-ilmu keislaman klasik yang bersumber dari kitab turats, sementara proses pembelajaran dilakukan melalui metode bandongan, sorogan, dan halaqah yang dipadukan dengan pembiasaan dan keteladanan. Evaluasi kurikulum dilaksanakan secara kualitatif dan berkelanjutan dengan menekankan pemahaman kitab dan pengamalan nilai-nilai Islam dalam kehidupan sehari-hari. Temuan ini menegaskan bahwa kurikulum PAI di Pesantren Salaf memiliki karakteristik khas yang berorientasi pada pembentukan kepribadian Islami dan kesalehan sosial santri.
