Abstract

The development of the tourism sector is one of the efforts that can be made by the regional government to obtain regional original income. This study aims to determine, describe and analyze the appropriate strategy of the Government of Blitar Regency through the Department of Culture and Tourism in developing regional tourism in Blitar Regency. This type of qualitative research is descriptive and theoretical approach used for this study with SWOT analysis by examining each SWOT indicator with HR, Funds, Information, Infrastructure. There are two types of data, namely Primary (main) and Secondary (assistant) data. Data collection techniques by observation, interviews and documentation and data analysis techniques by reducing data, presenting data, drawing conclusions and verifying. The results of this study are SWOT analysis namely Strengths, Weaknesses, Opportunities, Threats which are then seen from the four strategic indicator factors, namely Human Resources, Funds, Information, and Infrastructure. it can be concluded that placing the tourism sector in the main focus on regional development funding, maximizing funds for the formation of tourism human resources and for the development and development of tourism destinations, as well as facilitating tourism destinations with public facilities, working together with all official parties to carry out development and development of tourism both in terms of accessibility and tourism infrastructure, Providing naming and directions in several tourist attractions and TIC (Tourist Information Center) or Tourism Information Center   Keywords: SWOT analysis, strategy, tourism development

Abstract

The implementation of Electronic Government in the City Of Surabaya has been implemented by many agencies, especially the Departement Of Population and Civil Registration of the City Of Surabaya. In implementing this Electronic Government, the Surabaya City Population and Civil Registry Office has made an innovation in the form of an application called Klampid New Generation, where this application can provide benefits to facilitate the implementation of population services for the people of Surabaya City. With this application, the hope of Surabaya City population and Civil Registry Service is to create effective and efficient services. But in implementing this application there are still problmes, 1). The comunity does not understand the operation of the application, 2). There is no guidebook in application, 3). Public complaints about staff who are not yet reliable in providing information to the public. The purpose of this research is to analyze, describe the application of the Klampid New Generation. This type of research is descriptive qualitative. Source collection technique with purposive sampling, in addition, researchers use a research focus using Delone and McLean’s theory which discusses the succes of information Technology System in implementing electronic government which consists of information quality consisting of sub, information completeness, informasi accuracy, reliability, data is always updated, putput forms. Of these sub-categories, only 2 categories can be said to be good, namely in the form of output where the KNG application provides benefits to the community and employees, data and data are always updtaed properly because employees have carried out their duties to always update population data through the application provied by the ministry of home affairs. While catagories that cannot be said to be good are completeness because there is no application manual, accuracy because the nformation provided to the public is still not in accordance with the real conditions of the application, reliability, namely there are still employees who are less reliable due to the age factor and appearance of the KNG application.   Keywords: Electronic Government, Klampid New Generation, Public Service

Abstract

The electronic archive system is a form of advancement in information technology as evidence and a form of accountability. The purpose of this study was to describe the management of the electronic archive system "SIMANSU" at the Regional Disaster Management Agency of East Java Province. The type of research used is a descriptive approach with a qualitative approach. The focus of this research uses Read & Giin's theory (in Winata, 2016) there are 4 phases of the electronic archive journey including: Creation and Storage, Distribution and Use, Maintenance, Disposition The results of this study indicate that the management of the SIMANSU electronic archive system includes: (1) Creation and Storage through the SIMANSU system is quite good, however, it is constrained in the process of storing incoming letters with numbers that are too long so that when saving through the SIMANSU system will be cut off by the system, the process of creating task orders (SPT) in the SIMANSU system does not have a special signature template for the head of each field and the process of storing outgoing letters in the SIMANSU system is no longer used because the storage is input according to the system order or randomly. 2) Distribution and use can be seen that the distribution carried out by the Regional Disaster Management Agency of East Java Province is carried out directly and by courier delivery, but in using the SIMANSU system there are obstacles, namely processing the use of incoming letters which cannot enter letter numbers that are too long so that the use process in storing letters will be cut off by the system and the unavailability of signature templates according to the leaders of each field. (3) Maintenance, maintenance of the SIMANSU system has been carried out regularly, however, it is constrained by the absence of a budget. (4) Disposition, disposition through the SIMANSU system has been in accordance with the instructions of the Chief Executive but is constrained by the use and storage process in the SIMANSU system so that the delivery of the disposition results by including a letter number that is too long cannot be detected by the system. Abstract

The achievements of the Waluyo Jati Kraksaan Hospital starting from the Waluyo Jati Kraksaan Regional General Hospital have been declared passed. Plenary Level Accreditation Hospita Accreditation Commission (KARS), Creating Innovation of Delivery Friends Services that offers safe, fast and reliable drug delivery services, Cooperation Agreement with the Probolinggo Resort Police regarding the Handling of Road Traffic Accident Victims at the Accident Situation. The purpose of this research is to describe and analyze the quality of health services. according to Standard. Regulation of the Minister of Health.Republic of Indonesia Number.30 of 2022 at Waluyo Jati Kraksaan Hospital. And describe the challenges faced by employees that can hinder efforts to implement Health Service Quality Indicators according to the Standards of the Minister of Health of the Republic of Indonesia Number 30 of 2022 at Waluyo Jati Kraksaan Hospital. The research method is qualitative research. The research focus is the Quality of Health Services according to Regulatory Standards. Minister of Health. Republic of Indonesia Number 30 of 2022 at Waluyo Jati Kraksaan Hospital and Inhibiting Factors Researchers used primary and secondary data sources. Data collection techniques are observation, interviews, and documentation. Data analysis techniques namely collection, reduction, presentation, and drawing conclusions. The results of the study are that 7 indicators are appropriate and 6 indicators are not in accordance with regulations. Minister of Health. Republic of Indonesia Number. 30 years. 2022 at Waluyo Jati Kraksaan Hospital. There are factors inhibiting the quality of health services starting from constraints on infrastructure and facilities that conflict with hospital policies, shortage of human resources, aged human resources so it is difficult to change, availability of pharmaceutical drugs, lack of supporting infrastructure such as CT scans, patient families cannot be invited to work together, Medical devices are not on standby according to standards, doctors who order drugs outside the National Formulary and don't want to be replaced, surgery scheduling that is not in accordance with SOP. Thus it can be concluded that the quality of health services is according to the Standard Regulation of the Minister of Health of the Republic of Indonesia Number 30 of 2022 at Waluyo Jati Kraksaan Hospital.   Keywords: Quality, Service, Health

Abstract

Perkembangan Ilmu Pengetahuan dan Teknologi (IPTEK) yang semakin pesat mampu dirasakan oleh setiap lapisan masyarakat dan instansi pemerintah. BKPSDM Kota Surabaya dalam hal ini telah menerapkan perkembangan IPTEK salah satu alat yang digunakan yaitu alat absensi fingerprint. Alat ini digunakan pimpinan untuk melakukan pengawasan dan penilaian terhadap tingkat kedisiplinan pegawai menyelesaikan tugas dan fungsinya. Pada penelitian ini terdapat permasalahan dalam penerapan fingerprint pada BKPSDM Kota Surabaya masih ada beberapa kendala dalam pelaksanaannya, contohnya terdapat pegawai yang terlambat hadir saat datang bekerja, meninggalkan kantor, pulang tidak sesuai jam kerja yang ditentukan. Tujuan penelitian ini adalah untuk mengetahui dan mendeskripsikan terkait penerapan fingerprint untuk meningkatkan kedisiplinan PNS di BKPSDM Kota Surabaya. Jenis penelitian ini menggunakan metode deskriptif kualitatif. Fokus penelitian dapat diukur melalui Hasibuan tentang indikator kedisiplinan yaitu tujuan dan kemampuan, teladan pimpinan, balas jasa, keadilan, waskat, sanksi, ketegasan, dan hubungan kemanusiaan. Hasil penelitian menunjukkan penerapan fingerprint mampu meningkatkan kedisiplinan pegawai di BKPSDM. Pada tujuan dan kemampuan pimpinan dan staff telah mengetahui tujuan penerapan fingerprint. Teladan pimpinan BKPSDM telah memberikan contoh kedisiplinan yang baik. Balas jasa yang diterima pegawai telah sesuai dengan peraturan dan mampu memberikan kesejahteraan. Keadilan di BKPSDM telah diberikan dengan adil terkait pemberian balas jasa dan sanksi hukuman. Waskat pimpinan kepada bawahan sudah berjalan, namun perlu ditingkatkan. Sanksi hukuman yang diberikan sesuai dengan Peraturan Pemerintah No. 94 Tahun 2021 tentang Disiplin PNS. Ketegasan di BKPSDM, pimpinan sudah bertindak tegas dalam memberikan hukuman atau pengambilan keputusan. Hubungan kemanusiaan yang ada di BKPSDM telah berjalan dengan baik dan mengutamakan kerjasama tim saat bekerja.

Abstract

Indonesia is a country of laws. Everyone has the right to make it happen, but not everyone understands legal issues, especially those who can't afford it. The government has taken steps to overcome this problem, namely by having Posbakum in Court. The purpose of this study was to analyze the effectiveness of the Mojokerto District Court Posbakum services. This type of research is descriptive qualitative. Data collection techniques are carried out by observation, interviews, and documentation. The results of this study indicate that service effectiveness is measured using indicators according to Duncan, namely: (1) Achievement of goals, quite effective and obstacles still found in the time bracket factor (2) Integration, not yet effective because there are obstacles in the process of Posbakum services to the community and related socialization has not yet been carried out widely to villages or sub-districts that are far from the city of Mojokerto. (3) Adaptation, quite effective. Supporting factors in this Posbakum service, there is cooperation with competent parties, there is a budget, there are facilities or facilities to support success. The recommended suggestions are conducting widespread socialization by recording and scheduling remote locations, making videos or information on social media, creating suggestion boxes to criticize services and conducting evaluations. It is hoped that this will increase employee capacity building by participating in training, seminars, technical guidance, workshops related to legal aid services, increasing time discipline and integrating information related to advertising by arranging schedules and hearings and ensuring that the information provided is as needed so you don't feel suffering from waiting.   Keywords: Effectiveness, Public services, Posbakum

Abstract

The office is a place for employees to carry out their professional activities. The purpose of this research is to analyze office layout, analyze the application of office layout principles, and identify factors in the office environment at the Secretariat of the Regional Representatives Council of the City of Surabaya (Study on the Meetings and Legislation Section). This research uses a descriptive qualitative method approach. Data sources include primary and secondary data, data collection is done through observation and interviews. Data analysis was carried out by collecting data, reducing data, presenting data, and drawing conclusions. The results of this study illustrate that: (1) the form of office layout uses a combined office layout form, but besides that there is a dividing partition which makes the room seem crowded and narrow and separates the Head of Section's room from the employees. (2) The principles of office layout, such as the shortest distance, working sequence, and changing the arrangement of the workplace have not been optimally implemented. Employees experience difficulties in accessing work equipment. (3) work environment factors. Suggestions that can be recommended are (1) Gradual overhaul of office layout by removing parapets so that rooms become more flexible, (2) Office spatial principles to support the effectiveness of work completion, and make changes to the arrangement of workplaces to make them more diverse (3) office environmental factors, namely increasing the number of lights and air conditioners, and providing sound insulation so that employees are comfortable while working. Abstract

Licensing services through 'SiRinduNona' at the Investment and One-Stop Service Office of Jombang Regency is a form of public service provided by government agencies to the community but in practice there are several problems so that licensing services through 'SiRinduNona' are not fully effective. There are still many licensing users who do not understand licensing through 'SiRinduNona', the long licensing process, the lack of HR skills in the IT field at DPMPTSP. So the purpose of this study is to describe and analyze the effectiveness of Licensing Services in the Field of Research and Training through 'SiRinduNona' at the Investment and One-Stop Services Office. This type of research is descriptive qualitative. Data collection techniques are carried out by observation, interviews, and documentation. The results of the study show that in licensing services in the field of research and training through 'SiRinduNona' it has been running effectively. However, there is one indicator that has not been effective, namely the integration indicator. In the indicator of integration of human resources in terms of quality they do not understand the process of making permits through 'SiRinduNona' this is related to the absence of socialization carried out by DPMPTSP in the field of research and training, DPMPTSP implementers also do not all understand IT related so they still depend on the head of the IT sector . Making permits through 'SiRinduNona' is also not in accordance with the time provisions in the SOP because OPD executors have other work priorities, causing a delay in the time for making the permit process. The advice given to the DPMPTSP of Jombang Regency is that socialization should be held regarding licensing services in the research and training sector as well as other fields, bearing in mind that licensing through 'SiRinduNona' is not only in the health sector. As well as providing evaluations to employees regarding performance in providing fast service in accordance with procedures and an increase in the ability of the IT field in more knowledge to solve problems if a system down occurs. Abstract

   The Work Performance TPP policy is given as an effort to improve employee performance, improve discipline, improve employee welfare. This study aims to analyze and describe the TPP problem of Work Performance Based on Discipline. This study used a descriptive qualitative method. For the focus of the research, it used East Java Governor Regulation Number 55 of 2022 concerning Work Guidelines and Implementation of Tasks of the East Java Provincial Government. The results of research in the field show that on the indicator of employees who arrive late and go home early so that it is not in accordance with working hours, it turns out that in practice there are still employees who are late so that deductions are made. On the indicator the employee does not fill in the attendance list or does not take attendance because he forgets, takes leave or is on a business trip. In implementing this policy which is supported by the East Java Presence application, it turns out that there are still employees who forget to be absent from coming and forget to be absent from going home for various reasons so that they will receive deductions. On the indicator of employees not carrying out flag ceremonies on national and regional holidays it turns out that there are still employees who do not carry out ceremonies but the number is small and if they do not record attendance they will be subject to deductions. On the indicator of employees who do not take part in physical fitness exercises, the Inspectorate agency in 2022 will not carry out gymnastic activities with limited space. Abstract

Pada Penelitian ini melihat adanya permasalahan yaitu hanya ada 1 pada bagian umum yang telahmengikuti Pendidikan dan Pelatihan (DIKLAT) Kearsipan namun pada bagian lain belum ada. laluditemukan juga, belum adanya ruangan khusus untuk menyimpan arsip sehingga di simpan di tiaptiapruangkepalabagianmasing-masingdisekretariatDPRDKotaSurabaya.Tujuanpenelitian tugasakhiriniadalahmendeskripsikanpengelolaanarsipdinamisaktifdisekretariatDPRDKota Surabaya berdasarkan Peraturan Daerah Kota Surabaya Nomor 3 tahun 2013 TentangPenyelenggaraan Kearsipan. Metode penelitian yang dilakukan adalah deskriptif denganpendekatan kualitatif, Teknik pengumpulan data dikumpulkan dengan menggunakan Teknikobservasi, Wawancara, dan dokumentasi. Teknik analisis data yang digunakan melalui empattahapan, yaitu, pengumpulan data, reduksi data, penyajian data dan verifikasi data. Hasil penelitianini mendeskripsikan pengelolaan arsip dinamis aktif dimulai dari kegiatan penciptaan arsip,penyimpanan arsip, pemeliharaan arsip dan penyusutan arsip. Dalam penelitian yang dilakukanditemukan masalah pada bagian penyimpanan arsip yaitu kurangnya ruangan penyimpanan khususarsip pada setiap bagian di sekretariat DPRD Kota Surabaya sehingga dicampur dengan ruangankepala disetiap bagian. Kedua, Sumber Daya Manusia yang ahli dalam mengolah arsip juga minimhanya ada 1 dari bagian umum khususnya di bagian Tata Usaha dan Kepegawaian yang telah mengikuti Pendidikan & pelatihan kearsipan namun di bagian lain belum ada. Saran dapatdiberikan yaitu dengan meningkatkan kualitas sumber daya manusia yang ahli dalam bidangkearsipan yaitu dengan mendorong beberapa pegawai fungsional pada masing-masing bagianuntuk mengikuti Pendidikan dan Pelatihan kearsipan. Pembinaan kearsipan dilaksanakan olehBadan Arsip dan Perpustakaan Kota Surabaya. Melakukan pengembangan sarana fasilitas ruanganpenyimpanan khusus arsip pada masing-masing bagian di Sekretariat DPRD Kota Surabaya.Sehingga tidak tercampur dengan ruangan kerja kepala Bagian dan pegawai fungsional atau staff.
