Abstract

The Child Identity Card (KIA) Program service is one of the population programs for children aged 0-17 years that has been implemented since 2018 at the Population and Civil Registration Office of Ponorogo Regency. The difficulty of the community in taking care of making KIA and the lack of understanding of the use of KIA is still a challenge for Dispendukcapil employees. This study aims to describe and analyze the results of the effectiveness of the KIA Program services at the Dispendukcapil of Ponorogo Regency. The research method used is descriptive qualitative. The theory of effectiveness used is Duncann's theory, namely Goal Achievement, Integration, and Adaptation which includes seven sub-indicators, namely timeframe, objectives, legal basis, socialization process, procedures, capacity building, and facilities and infrastructure. The results of the study found that of the seven sub-indicators had been carried out well although there were still two sub-indicators that were still less than optimal. KIA program services have been carried out in accordance with the working hours of Dispendukcapil employees; the legal basis used is in accordance with Permendagri No. 2 of 2016; targets are given to children aged 0-17 years; socialization is carried out by cooperation agreements and going directly to the field using operational vehicles even though it is not yet comprehensive; procedures provided are in accordance with regulations; the ability of qualified and competent employees even though there are still a few employees; and adequate facilities and infrastructure.

Abstract

Ketahanan pangan merupakan salah satu kebijakan yang dapat dilakukan oleh sekelompok orang atau lebih dalam menghadapi dinamika global dengan memanfaatkan potensi sumber daya alam, manusia, sosial, ekonomi serta kearifan lokal. Mewujudkan kecukupan pangan bagi masyarakat desa, pencapaian kemandirian pangan desa, dan memastikan seluruh desa di Indonesia terlepas dari kerawanan pangan, menjadi dasar adanya kebijakan tersebut. Penelitian ini berfokus pada kebijakan ketahanan pangan hewani yang berorientasi pada program Kolam Budidaya Ikan dalam memenuhi kebutuhan pangan hewani yang stabil di Desa Medaeng. Penelitian ini menggunakan teori George Edward III dengan empat indikator utama meliputi komunikasi, sumberdaya, disposisi dan struktur birokrasi. Penelitian ini menggunakan metode deskriptif kualitatif dengan dua teknik pengumpulan data, yaitu data primer yang dilakukan dengan cara observasi dan wawancara, sedangkan data sekunder berupa pengumpulan data melalui jurnal, artikel, penelitian terdahulu dan dokumen. Pengambilan data dilakukan di Desa Medaeng, Kabupaten Sidoarjo dengan beberapa informan yang terlibat meliputi Kepala Desa, Carik dan kelompok masyarakat. Hasil penelitian menunjukkan bahwa implementasi kebijakan ketahanan pangan sebagai berikut: penggunaan teknologi menjadi salah satu alat komunikasi sebagai pengaktualan dari kebijakan ketahanan pangan. Faktor-faktor sumber daya yang mendukung dan memadai untuk merealisasikan implementasi kebijakan ketahanan pangan. Dapat dikatakan bahwa karakter atau sikap dan perilaku para peserta kebijakan ketahanan pangan bertanggung jawab dan konsisten dengan aturan yang berlaku untuk pelaksanaan program ini. Program Budidaya Kolam Ikan ini tidak melibatkan banyak pelaku inti kebijakan pada struktur birokrasi untuk mengurangi resiko terjadinya perselisihan. Sebuah kebijakan dikatakan gagal atau tidak efektif apabila tanpa adanya peran yang dilakukan oleh faktor lain. Food security is one of the policies that can be carried out by a group of people or more in facing global dynamics by utilizing the potential of natural, human, social, economic resources and local wisdom. Realizing food sufficiency for village communities, achieving village food self-sufficiency, and ensuring that all villages in Indonesia are free from food insecurity are the basis for this policy. This research focuses on animal food security policies oriented towards the Fish Farming Pond program in meeting stable animal food needs in Medaeng Village. This research uses George Edward III's theory with four main indicators including communication, resources, disposition and bureaucratic structure. This research uses a qualitative descriptive method with two data collection techniques, namely primary data conducted by observation and interviews, while secondary data is in the form of data collection through journals, articles, previous research and documents. Data collection was carried out in Medaeng Village, Sidoarjo Regency with several informants involved including the Village Head, Carik and community groups. The results show that the implementation of food security policies is as follows: The use of technology is one of the communication tools as an actualization of food security policies. Supportive and adequate resource factors to realize the implementation of food security policies. It can be said that the character or attitude and behavior of the participants in the food security policy are responsible and consistent with the rules that apply to the implementation of this program. This Fish Pond Cultivation Program does not involve many core policy actors in the bureaucratic structure to reduce the risk of disputes. A policy is said to fail or be ineffective if there is no role played by other factors.

Abstract

The Policy on Reducing the Use of Plastic Bags is one of the policies made by the Mayor of Surabaya which is guided by the Mayor of Surabaya Regulation Number 16 of 2022 concerning Reducing the Use of Plastic Bags which aims to reduce waste generation from plastic bags that are difficult to decompose and build community participation in environmental management and protection. . The purpose of this research is to describe and analyze the implementation of policies to reduce the use of plastic bags (study at Wonokromo Market). The type of research used is descriptive qualitative research using the theory of Donald Van Meter and Carl Van Horn covering resources, policy standards and targets, characteristics of implementing agents, inter-organizational communication and implementing activities, attitudes or tendencies of executors (dispositions), social environment, economy and politics. The data collection techniques used were observation, interviews and documentation while the data analysis techniques in this study used qualitative analysis techniques according to Miles and Huberman including data reduction, data presentation, drawing conclusions. The results of this study indicate that the Implementation of the Policy on Reducing the Use of Plastic Bags (Study at the Wonokromo Market) is running less than optimally, this is based on the implementation variable of Donald Van Meter and Carl Van Horn, namely human resources, there is already an implementation team for the policy, but in terms of quality and quantity inadequate, financial resources are only available for funds to pay the implementing team no funds for infrastructure, other activities or funds to replace plastic bags, time resources are also not optimal because the implementing team is not intense enough to socialize.   Keywords: Policy Implementation, Plastic Waste, Wonokromo Market

Abstract

Workload analysis is a management activity aimed at determining the level of proportionality of positions. This research sees problems in the preparation stage of forming an internal team experience gaps with the training criteria in the guidelines, as well as a mismatch between position requirements and existing employees. The method used is descriptive with the focus of research on the stafes of implementing workload analysis based on Perka BKN No. 10 of 2021 consists of preparation, data collection, data processing, and verification and validation of calculation results. The results of research in the field show that preparation is carried out through application preparation planning, team formation consists of two levels and the internal team experiences gaps in the quality aspects of training with criteria, organizational assessment based on job descriptions, unit notification, and submission of forms carried out through socialization meetings. Data collection applies to the whole method. Data processing uses the calculation of tasks per position task with the results of the calculation of 1 employee of the Head of Subdivision of Institutional and Job Analysis, 4 employees of Position Analysts, 1 employee of Institutional Analysts, and 4 employees of Organizational and Procedural Data Managers. However, the calculation results experienced gaps, this was motivated by the fact that the position map only describes existing civil servants, the accumulation of employee needs has not been rounded, and the impact of the implementation of the moratorium policy. Verification and validation of calculations are carried out by issuing a decision letter. Suggestions submitted by researchers are to conduct training planning through the preparation of position competency standard documents, standardize the time of executive positions based on clumps, fulfill employees through recruitment of non-civil servants, coordinate with the position in charge of applications to improve the rounding system in calculating employee needs according to applicable regulations.

Abstract

Plavon (Online Service) is a service that can be used to request population administration services developed by the Sidoarjo Regency Population and Civil Registration Office. The purpose of this study to describe and analyze the quality of service through E-Plavon (Online Service) Trosobo Village. The research using theory by Zeithaml, et al based on 5 indicators, tangible, reliability, responsiveness, assurance, and empathy. The type of research used is descriptive with a qualitative approach. The results showed that quality of service First, tangible indicators include the appearance of E-Plavon and the appearance of employees have been fulfilled, the service process still constrained by the community not knowing the stages of use, and facilities are constrained by the community not knowing how to minimize files. Second reliability indicator includes the accessibility of E-Plavon and the officer's ability to use tools has een fulfilled. Third indicator of responsiveness includes complaints that are constrained by the suggestion box not being used and fast service has been fulfilled. Fourth, assurance indicators include service times that are often late and service fees are good. Fifth, the empathy indicator, which is non-discriminatory, is constrained because there are no other language options displayed. Suggestions by researchers are to make a service flow chart through E-Plavon in Trosobo Village which is made x banner and uploaded through social media, reactivate the suggestion box at the Trosobo Village Government, increase the number of Sidoarjo Regency Dispendukcapil employees in the E-Plavon operator section, Add other language options to the E-Plavon service.

Abstract

The problems that exist in the service of managing the Certificate of Loss Report (SKTLK), Polsek Jambangan has not implemented the IKM, lack of human resources which results in less than optimal service, lack of publication related to information about the service of managing the Certificate of Loss Report (SKTLK) and lack of infrastructure. Therefore, the purpose of this study is to describe and analyze the results of the Community Satisfaction Index (SMI) on the service of managing the Certificate of Loss Report (SKTLK) at the Jambangan Police. This research uses a quantitative approach with a survey method. In this study to measure public satisfaction with the services provided by Jambangan Police is to use the Community Satisfaction Index in accordance with the Regulation of the Minister of Administrative Reform of Bureaucratic Reform (Permenpan RB) Number 14 of 2017 concerning Guidelines for Preparing Community Satisfaction Surveys for Public Service Delivery Units. The sampling technique used Accidental Sampling with a population of 250 people and a sample size of 71 people using data collection techniques in the form of questionnaires. The results showed that the Community Satisfaction Index at Jambangan Police fell into the "GOOD" category with an interval value of 81.57. Suggestions given to Jambangan Police in improving elements that have not fully run smoothly.

Abstract

In order to stop the spread of the Covid-19 virus, the Indonesian Ministry of Law and Human Rights has issued a strategy to assimilate and integrate prisoners. When a prisoner meets the standards as outlined in the relevant rules, assimilation is given. Adult and juvenile inmates are guided towards assimilation to give them the opportunity to be able to socialize with society. In contrast to the integration carried out by releasing prisoners who have met the requirements according to applicable regulations. In preventing and controlling the spread of Covid-19, the policy of the Minister of Human Rights of the Republic of Indonesia No. 10 of 2020 concerning Assimilation Requirements and Integration Rights of Prisoners and Children has caused debate. This was chosen taking into account the sensitivity of the spread of Covid-19 in overcrowded prisons. In this study, descriptive qualitative research techniques were used with the literature study methodology. The purpose of this study is to ascertain how the policy is assessed. The findings of this study show that the government's actions are quite appropriate, as evidenced by the fact that the Covid-19 virus has not spread widely.

Abstract

Library circulation services are essential to carry out a satisfaction survey to determine the level of satisfaction from the community's point of view to improve and develop services in the future. The problems found in the library circulation service of the Ministry of Villages, Development of Disadvantaged Regions, and Transmigration (Kemendesa PDTT) are that they have not implemented the Community Satisfaction Index (IKM), the system has not been computerized, the lack of utilization of complaints, suggestions, and input. Therefore, the purpose of this study is to describe and analyze the results of the Community Satisfaction Index on library circulation services at Kemendesa PDTT. The type of research used is quantitative with a descriptive method using Community Satisfaction Index measurements by the Regulation of the Minister of Administrative Reform and Bureaucratic Reform Number 14 of 2017 concernin guidelines for Compiling Public Satisfaction Surveys in Public Service Delivery Units. Sampling technique using Accidental Sampling with a total sample of 73 respondent. Data collection techniques include questionnaires, interviews, observation, and documentation. Data analysis techniques use tabulation, data verification, IKM analysis, and conclusion. The results showed that the Community Satisfaction Index in the Kemendesa PDTT library was included in the "GOOD" category with a value of 81.82. The element that has the highest score is cost/tariff which is worth 100.00 and the element that has the lowest score is complaint, suggestion, and input which is worth 77.05.

Abstract

Pelayanan melalui Call Center 112 di Kabupaten Sidoarjo merupakan pusat untuk mengetahui keadaan Gawat Darurat. Masyarakat Kabupaten Sidoarjo masih belum mengetahui cara menggunakan layanan Call Center 112 terdapat Pank & Gosh Call untuk setiap harinya, kurangnay Kordinasi antara Pegawai Call Center dengah OPD (Organisasi Perangkat Daerah), sehingga bertujuan untuk Mendiskripsikan Efektivitas pelayanan Gawat Darurat melalui pelayanan Call Center 112 di Kabupaten Sidoarjo. Penelitian terkait Efektivitas pelayanan Pengaduan Gawat Darurat melalui Pelayanan Call Center 112 mengunakan metode pendekatan Deskriptif melalui metode kualitatif yang digunakan dalam mendapatkan data secara detail dan bermanfaat, sehingga Efektivitas Pelayanan Pengaduan Gawat Darurat melalui Call Center 112 Kabupaten Sidoarjo menggunakan teori pengukuran efektivitas menurut Duncan (dalam Hasanah Budi, 2018) yaitu : Mencapai tujuan, Integritas, dan Adaptasi. Hasil dari penelitian ini menghasilkan sebuah SOP (Standart Operasional Pelayanan) tindak Lanjut Gawat darurat dan Tidak Gawat Darurat dan Pamflet SOP (Standart Operasional Pelayanan) dan Punishment layanan. Kesimpulan dari Hasil Penelitian yaitu dalam indikator Pencapain tujuan yaitu dalam masih belum efekti, indikator Integrasi masih belum berjalan secara maksimal, indikator Adaptasi belum dapat dikatakan maksimal masih kurangnya kordinasi, sehingga terdapat saran dapat mengembangkan inovasi pelayanan pengaduan, mengadakan sosialisasi lanjutan dan dapat mengevaluasi kebutuhan pelayanan pengaduan Call Center 112.

Abstract

Empowerment of micro, small and medium enterprises is the most important effort in encouraging business actors to have the ability and fulfill their needs in order to compete globally and internationally. The Surabaya City Office of Small and Medium Enterprises Cooperatives and Trade helps the recovery of economic actors online through the Economic Empowerment and Economic Resilience Application (E-Peken). The problem in this study is that there is a mismatch between website login access and smartphones, increased access to small businesses is not yet widespread, and the implementation of training and guidance is not according to the timeline. The purpose of this study is to describe, analyze, and explain the Strategy for Empowering Micro, Small and Medium Enterprises through the E-Peken Application. The type of research is descriptive qualitative. Data source collection techniques using purposive sampling. The focus of the research uses business empowerment strategy efforts according to Sjarifuddin which consists of Financial Capability Improvement Strategies, Marketing Development, Human Resource Development, Regulatory and Control Strategies. The results showed that the empowerment of micro, small and medium enterprises through the E-Peken application can help the economic recovery of business actors. In the indicator of the strategy to improve financial capabilities, the Surabaya City Office of Small and Medium Enterprises and Trade Cooperatives only directs business actors to make loans through Bank Jatim, Mandiri Bank, and Rural Banks (BPR). In the Marketing Development indicator, what is done is to appeal to the District and Kelurahan in Surabaya City to make purchases through the E-Peken application. Furthermore, the indicator of Human Resource Development carried out is conducting guidance and training. In the Regulation and Control strategy indicator, namely by joining through the E-Peken application according to applicable requirements. Suggestions that can be given by researchers, namely the E-Peken application in marketing development can be carried out widely through social media such as Facebook, Instagram and Tiktok. Provide training and guidance according to the timeline, as well as updates related to smartphone-based applications.
