Abstract

A This study analyzes administrative discretion in public policy implementation in Indonesia from legal and administrative perspectives. Discretion is an essential instrument in government administration because public officials often face legal gaps, unclear norms, urgent public needs, and complex implementation contexts that cannot always be fully regulated by written laws. However, discretion also creates legal risks when it is exercised beyond the scope of authority, contrary to the purpose of authority, in violation of procedures, or without adequate accountability. This study uses normative juridical research with a qualitative approach, applying statutory and conceptual approaches. The analysis focuses on Law Number 30 of 2014 concerning Government Administration, administrative law principles, public policy implementation, abuse of authority, accountability, and the protection of citizens’ rights. The findings show that discretion has a dual position. On the one hand, it functions as an instrument of administrative responsiveness in policy implementation. On the other hand, it may become a source of abuse of authority if it is not controlled by legality, public interest, proportionality, accountability, and the general principles of good governance. Therefore, administrative discretion must be regulated, documented, supervised, and open to legal and administrative review. This study contributes to administrative law and public policy studies by offering an integrated legal-administrative framework for understanding discretion as both a public authority and an administrative instrument in Indonesian public administration.

Abstract

The implementation of the Standard Inpatient Class (KRIS) through Presidential Regulation Number 59 of 2024 represents an important reform in Indonesia’s National Health Insurance (JKN) system, aimed at promoting equitable health services for all participants. However, this policy has generated political resistance and contestation among the government, hospitals, workers’ organisations, and civil society groups. This study analyses the dynamics of political contestation in KRIS implementation using the Advocacy Coalition Framework (ACF) and Argumentative Discourse Analysis (ADA). It employs an interpretive qualitative method based on policy documents, government reports, minutes of parliamentary meetings, media publications, and supporting documents related to KRIS implementation during 2024 to 2025. The findings show that contestation occurs through three main dimensions: discourse struggles between welfare-state and market logics, negotiation and compromise within institutional arenas, and delay politics with quiet resistance at the implementation level. The shift towards a compromised three-class inpatient system reflects a negotiated agreement caused by the inability of any coalition to fully dominate the policy process. This study confirms the relevance of ACF in explaining health policy change and highlights that public policy implementation is shaped by ideas, interests, and power relations among actors.

Abstract

Public service innovation is an important strategy for improving integrated and sustainable healthcare services. This study analyses healthcare service innovation through the One Baby Three Documents Program at Kelong Public Health Centre, Bintan Regency. It used a descriptive qualitative approach, with data collected through interviews, observations, and documentation. Data were analysed using the interactive model of Miles, Huberman, and Saldaña, while Osborne and Brown’s public innovation theory served as the analytical framework, covering dynamic capability, adaptability, collaboration, learning organisation, and co-production. The findings show that the program integrates maternal and child healthcare services with civil registration services by issuing three essential documents, namely Birth Certificate, Family Card, and Child Identity Card, within one service process. Its implementation is supported by organisational adaptability, cross-sector collaboration, continuous staff capacity building, and community participation. During 2023 to 2024, the program served 109 newborns and improved early access to civil registration documents. However, limited digital infrastructure and suboptimal public participation remain key challenges. This study concludes that the program represents a sustainable healthcare service innovation through service integration and inter-agency collaboration.

Abstract

The phenomenon of fatherlessness in working -class families is one of the problems that affects the psychological and mental health of children due to the low involvement of fathers in parenting. This study aims to analyze the factors influencing fatherlessness and its effects on children's mental health in Saentis Village, Percut Sei Tuan District. The study used a qualitative descriptive case study approach, employing observation techniques, semi-structured interviews, and documentation from three informants selected through purposive sampling. Data analysis was carried out using the Miles and Huberman model as well as thematic analysis. Research results show that structural factors, such as economic limitations, uncertainty about the father's job, divorce, the father's death, and economic demands, influence the emergence of fatherlessness in the family class of workers. Impacted psychological experiences are child covering anxiety (anxiety), feeling insecure, attachment crisis, confusion, identity self, prolonged grief (unresolved grief), and accumulation of disappointment (resentment). According to Erik Erikson's psychosocial theory, the stages differ at each stage of children's development, namely, identity vs. role confusion in adolescents and intimacy vs. isolation in adults in early adulthood. Research shows that this expectation can inform the development of contextualized service guidance and counseling for children who experience fatherlessness.

Abstract

The emergence of modern tourism destinations has generated new considerations for Muslim travelers, particularly when leisure-oriented attractions intersect with religious values. This research explores how religiosity and social media marketing shape visit intention toward Mezzo Beach Club Kebumen, while accounting for the role of Muslim cognitive dissonance. Using a quantitative explanatory design, data were collected from 250 Muslim respondents who had prior knowledge of the destination. The proposed relationships were evaluated through Structural Equation Modeling-Partial Least Squares (SEM-PLS) using SmartPLS 4. The analysis demonstrates that religiosity contributes to both visit intention and Muslim cognitive dissonance, whereas social media marketing strengthens visit intention without significantly influencing cognitive dissonance. the results further show that higher levels of Muslim cognitive dissonance are associated with lower intention to visit. In addition, Muslim cognitive dissonance serves as a partial explanatory mechanism linking religiosity to visit intention, while no mediating role is identified in the relationship between social media marketing and visit intention. These findings enrich the understanding of Muslim tourist behavior by highlighting the interplay between religious commitment, marketing communication, and psychological evaluation when assessing contemporary tourism destinations.

Abstract

The Ruwat Sukerta tradition is a Javanese culture heritage maintained by the community of Gemekan Village, Mojokerto Regency as a ritual to ward off misfortune. Tis study describes the procession, analyzes the symbolic meaning of ubarampe and sesaji, and reveals the embedded cultural values. A descriptive qualitative method was employed through observation, in-depth interviews, and documentation. The procession consists of two stages; preparation and penjamasan. The ubarampe include kembang setaman, sajen sanggan, water from seven springs, jajanan polo pendem gumandul kesampar kesandung, tumpeng pepek, bubur panca warna, and jajanan pasar, each carrying denotative, connotative, and mythical meanings. Culture values identified include safety, life balance, mutual cooperation, respect for ancestors, and spirituality.

Abstract

Poverty in Sukaresmi District, Cianjur Regency, increases the risk of school dropout among children from low-income families. Although the sponsorship programme implemented by Yayasan Usaha Mulia (YUM) supports children’s educational continuity, limited parental involvement and weak collaboration with local resource systems remain key challenges. This study aimed to develop a community-based implementation system strengthening design through the Sponsorship Parents Community to support children’s education. Using a Participatory Action Research (PAR) approach, the study involved reflection, needs assessment, planning, implementation, evaluation, and final design development. Data were collected through focus group discussions, in-depth interviews, participant observation, and document analysis involving community members and local resource actors. The findings show that strengthening actors, resources, structures, and procedures improved community organisation, capacity building, and collaboration among Sponsorship Project Officers, SIKS-NG operators, PIP operators, PSM, and TKSK. By 14 April 2026, 26 households had been registered in DTSEN, 17 households were recorded as PIP beneficiaries, and only one household remained unregistered. The study concludes that community empowerment and social network-based implementation can improve community functioning and educational access for low-income families.

Abstract

Dating is generally considered inconsistent with the values and regulations upheld in Islamic boarding schools. Nevertheless, some students choose to engage in romantic relationships despite being aware of these restrictions. This study aimed to explore the dynamics of dating decision-making among Islamic boarding school students within the context of negotiating religious values and relational needs. A phenomenological approach was employed involving six adolescents aged 16–17 years who were currently or had previously been involved in dating relationships. Data were collected through in-depth interviews and observations and were analyzed using Interpretative Phenomenological Analysis. The findings revealed that dating decisions emerged through a complex negotiation process involving religious beliefs, relational needs, personal experiences, and social influences. The need for affection, emotional support, and interpersonal closeness encouraged students to pursue romantic relationships, while religious values and boarding school regulations generated ongoing psychological conflicts. Peer influence, family background, social media exposure, and previous romantic experiences also shaped how students interpreted and maintained their decisions. These findings suggest that dating among Islamic boarding school students was not merely an act of norm violation but rather the result of a dynamic decision-making process in response to competing value systems and developmental needs during adolescence.

Abstract

The persistently low mathematical literacy of Indonesian students, repeatedly documented in international assessments, is rooted in procedural and decontextualised teaching practices, including in the topic of arithmetic sequences and series at vocational high schools (SMK). This study aimed to produce a realistic mathematics teaching module on arithmetic sequences and series that is valid, practical, and effective for supporting the mathematical literacy of grade X students. A Research and Development approach using Plomp's model was employed, comprising three phases: preliminary research, development/prototyping, and assessment. The subjects were 22 grade X students of SMK Negeri 1 Amurang; three expert validators assessed validity and eight students assessed practicality in a small-group evaluation. Instruments comprised validation sheets, student response questionnaires, and a mathematical literacy test based on the formulating, employing, and interpreting indicators. The results showed that the module met the highly valid criterion (86%), the practical criterion (81.8%), and the effective criterion with a mean N-Gain of 0.84 (high category) and 86.36% classical completeness. The mean test score increased from 17.73 in the pretest to 86.45 in the posttest. These findings confirm that a Realistic Mathematics Education-based module designed through layered formative evaluation can bridge mathematical concepts with students' vocational contexts while strengthening mathematical literacy. This study contributes to the provision of contextual teaching materials for vocational education and opens opportunities for experimentally designed effectiveness testing in further research.

Abstract

This study aims to develop a social arithmetic teaching module based on the Indonesian Realistic Mathematics Education (PMRI) approach that is valid, practical, and effective in supporting the numeracy skills of junior high school students. The low numeracy achievement of Indonesian students, reflected in the 2022 Programme for International Student Assessment (PISA) score of 366, together with the limited availability of contextual teaching materials, motivated this research. The study employed the Research and Development method using the Plomp model, which comprises three phases: preliminary research, the development or prototyping phase, and the assessment phase. The research subjects were seventh-grade students of SMP Katolik Don Bosco Bitung in the 2025/2026 academic year. Data were collected through expert validation sheets, teacher and student practicality questionnaires, and numeracy tests (pretest and posttest), then analysed using percentage scores and the N-Gain formula. The results show that the module met the highly valid criteria with percentages of 90% from the material expert and 91.7% from the media expert, while the test instrument reached 90%. The practicality aspect was categorised as highly practical based on the one-to-one trial (85.2%), small-group trial (88.8%), and field test (85.34%). The module's effectiveness was demonstrated by an increase in students' average scores from 28.63 on the pretest to 65.91 on the posttest, with an N-Gain value of 0.51 in the medium category. Therefore, the developed PMRI-based social arithmetic module is feasible for use as teaching material that supports the numeracy skills of junior high school students.
