Abstract

The rapid expansion of telemedicine in Indonesia has transformed healthcare delivery from a facility-based model into a platform-based ecosystem in which digital health platforms directly connect patients and medical professionals. However, Indonesian health regulations continue to position digital platforms merely as electronic system providers or cooperation partners of healthcare facilities, despite their substantial operational control over healthcare services. This study examined the legal status and liability of digital health platform providers in Indonesian telemedicine services. The research employed normative juridical methods using statutory, conceptual, and comparative approaches. The findings revealed that digital health platforms simultaneously function as electronic system providers, service business actors, and personal data controllers under different regulatory regimes, while lacking explicit recognition as healthcare service providers. This regulatory fragmentation creates accountability gaps, particularly when patients suffer losses arising from telemedicine services. The study argued that liability-shifting clauses commonly used by digital health platforms are inconsistent with consumer protection principles and the doctrine of vicarious liability under Article 1367 of the Indonesian Civil Code. Accordingly, this article proposed a vicarious liability model that imposes legal responsibility on digital platforms as the controlling party over medical professionals operating under the platform's operational ecosystem, supported by co-regulation principles and integrated cross-institutional supervision.

Abstract

This study aims to identify and analyze the role of cultural diplomacy through the Pacu Jalur Festival as an effort to strengthen Riau’s cultural identity at the international level. A descriptive qualitative method was employed, with the Pacu Jalur Festival serving as the primary unit of analysis within the framework of international relations. Data collection was conducted through in-depth interviews and a literature review based on official documents and previous research. The research findings indicate that the Pacu Jalur tradition has transformed from a 17th-century river transportation means into an international tourism festival included in the Karisma Event Nusantara (KEN). This festival has proven effective as a medium for international communication, an instrument for building a positive image, and a space for direct people-to-people interaction. The active involvement of local governments alongside the private sector through the digitalization of promotions has successfully triggered a surge in international tourist visits. Despite the event’s seasonal nature, Pacu Jalur has strengthened soft power and the presence of Malay culture on the global stage.

Abstract

Work culture is a strategic element in determining the effectiveness of public service delivery. The Investment and One-Stop Integrated Service Office of Riau Islands Province has experienced organizational transformation through the simplification of bureaucratic structures, digitalization of licensing services, and implementation of the Core Values of BerAKHLAK for civil servants. However, several challenges remain, including unequal digital competencies among employees, adaptation to functional positions, and consistency in implementing performance management systems. This study aims to analyze the work culture within the organization using Denison's Organizational Culture Theory. A qualitative descriptive approach was employed through interviews, observations, and document analysis. The findings indicate that employee involvement has improved through functional positions, although competency development remains uneven. Organizational consistency is supported by the implementation of BerAKHLAK values, yet coordination among units still requires strengthening. Adaptability has increased through digital service transformation, but technological mastery remains a challenge for some employees. The mission dimension demonstrates that employees generally understand organizational objectives related to investment and licensing services. The study concludes that the organizational work culture is progressing toward a more adaptive, professional, and service-oriented culture, although continuous efforts are needed to strengthen collaboration, digital competencies, and organizational integration.

Abstract

Abilities that must be developed in children's potential, namely education about good and bad behavior that is the basis of children's social life. Early childhood moral development is very important to form an attitude of discipline, responsibility, politeness, and the ability to respect others. However, the moral development of children aged 5-6 years is still not optimal, characterized by behavior of teasing each other, lack of discipline, breaking rules, and lack of respect for friends and teachers. In addition, the use of learning media in kindergarten is still limited and does not utilize interactive visual media that is interesting for children. This study aims to determine the feasibility and effectiveness of the development of Islamic Pop-Up Book media in improving the morale of children aged 5-6 years. This study used the Research and Development (R&D) method with the ADDIE development model which includes the stages of analysis, design, development, implementation, and evaluation. Data collection techniques were carried out through observation, interviews, and questionnaire validation. Product validation was carried out by two media expert validators and material experts as well as five certified kindergarten educators. The results showed that the Islamic Pop-Up Book media received a very good rating, with a validation percentage of 93.06% from validator I, 91.67% from validator II, and 97.73% from educators. This media effectively provides an engaging learning experience through visualization of Islamic stories and instills moral values ​​in children's daily lives.

Abstract

Global geopolitical crises  including armed conflicts, pandemic shocks, economic sanctions, and climate disasters  have exposed the structural fragility of tourism destination systems that evolved under conditions of relative stability. Leiper's (1979) foundational Tourism System model, while theoretically elegant in characterising the generating-transit-destination triad, was not designed to account for the cascading, non-linear disruptions that characterise the contemporary high-volatility environment. This study extends Leiper's framework by integrating a resilience layer  comprising adaptive governance capacity, system interconnection redundancy, and destination absorptive capacity  and empirically tests this extended model across six tourism destination clusters in North Sumatra Province, Indonesia. Drawing on a mixed-methods design (structured expert Delphi survey, n=48; stakeholder interviews, n=32; field observation), the study maps geopolitical vulnerability profiles and resilience trajectories for each cluster. Results reveal that destinations with higher adaptive governance capacity (notably the Samosir UNESCO Geopark cluster) demonstrate significantly stronger resilience trajectories post-crisis, while coastal clusters with low governance capacity show slow, incomplete recovery patterns. The Destination Resilience Index (DRI) developed in this study provides a replicable diagnostic and monitoring instrument for regional tourism governance bodies operating under conditions of chronic geopolitical uncertainty. The empirical analysis draws on data and literature current to 2026, reflecting the most recent developments in geopolitical volatility and destination resilience scholarship.

Abstract

This study aims to develop a model for women's participation in supporting Drug-Free Indonesia (Bersinar), incorporating an intersectional approach and gender-responsive policies. Given the complexity and multidimensional nature of the drug problem, this study positions women not merely as policy objects but as social actors with a crucial role in prevention, eradication, and rehabilitation. The research employed a qualitative approach grounded in library research, supported by field interviews with the Gorontalo National Narcotics Agency (BNNP) and local women's communities. The results indicate that women's participation remains symbolic, with limited involvement in social activities and in implementing the P4GN program, and no strategic role in policy formulation. This research yields a conceptual model of women's participation with three transformative stages: awareness, empowerment, and governance. This model is rooted in the Ladder of Citizen Participation theory, the Gender-Responsive Policy Framework, and Intersectional Feminism. This model offers a new direction for narcotics policy in Indonesia that is more inclusive, participatory, and humanistic, by positioning women as subjects of social change and strategic partners of the state in realizing a “Indonesia Bersinar.”

Abstract

Digital transformation in border management has accelerated the implementation of Automated Border Control (ABC) systems, commonly known as autogates, as part of efforts to strengthen national security. These systems utilize biometric technologies, facial recognition, and artificial intelligence (AI) to enhance the efficiency of immigration inspections. However, their implementation   introduces various challenges, including cybersecurity threats, data privacy concerns, human error, and digital border governance issues. This study aims to examine the development of Automated Border Control research and identify emerging risk trends associated with autogate implementation. A bibliometric analysis was conducted on 664 publications indexed in the Scopus database. Using VOSviewer, the study mapped the conceptual structure, thematic clusters, and evolution of the ABC research field. The findings reveal that the literature has evolved from a primary focus on operational efficiency toward more complex issues such as AI-driven surveillance, cybersecurity, and governance risks. Biometrics, facial recognition, security, and e-gates emerged as the dominant research themes. The study concludes that ABC systems represent a strategic socio-technical infrastructure that requires adaptive governance and multidimensional risk management to support digital national  security.

Abstract

This study analyses Generation Z's reception of the Indonesian horror film Petaka Gunung Gede using Stuart Hall's decoding theory. The film is based on a true story that went viral on YouTube with 17.1 million views and raises local myths of Mount Gede, including the prohibition for menstruating women to climb and the sacredness of Alun-Alun Suryakencana. A qualitative approach was employed using in-depth interviews and a focus group discussion involving ten Generation Z informants (seven females and three males). The results reveal three decoding positions. The dominant-hegemonic position, held by 20% of informants, fully accepts the myths and prohibitions. The negotiated position, held by 60% of informants, accepts the moral message about respecting nature but remains skeptical toward mystical elements. The oppositional position, held by 20% of informants, rejects the myth as discriminatory against women. All oppositional informants are women, while all dominant informants are men. Despite differing decoding positions, almost all informants agree that the film successfully conveys the importance of maintaining ethics and respect for nature.

Abstract

This study aims to analyse the authority of Qur’anic interpretation in the era of Artificial Intelligence (AI) and to identify the challenges and opportunities arising from the use of this technology in tafsir studies. This study employs a library research method with a qualitative-descriptive approach through the analysis of various literature related to Qur’anic exegesis, religious authority, and the development of artificial intelligence. The findings show that AI has expanded public access to tafsir information, increased the efficiency of searching for Islamic sources, and supported the wider dissemination of Qur’anic knowledge. However, the use of AI also presents challenges, including limitations in understanding the historical, linguistic, and methodological contexts of interpretation, as well as the potential for bias and information inaccuracy. This study concludes that AI cannot replace the authority of mufassirs in interpreting the Qur’an, but it can be used as a supporting instrument in learning and tafsir research. Therefore, AI must be used critically and responsibly while maintaining scholarly competence as the primary foundation of interpretation.

Abstract

This study aimed to analyze the effect of Islamic Corporate Governance Disclosure and operational efficiency on Financial Sustainability in Islamic Commercial Banks in Indonesia during the 2020–2024 period. This study used a quantitative approach with secondary data obtained from annual reports and financial statements of 12 Islamic Commercial Banks. The sampling technique used was saturated sampling with a total of 60 observations. Data analysis was conducted using multiple linear regression analysis with IBM SPSS Statistics 31. The results showed that Islamic Corporate Governance Disclosure had a positive but insignificant effect on Financial Sustainability. Meanwhile, operational efficiency had a positive and significant effect on Financial Sustainability. Simultaneously, both variables did not significantly affect Financial Sustainability. These findings indicate that operational efficiency plays a more important role in improving sustainable financial performance in Islamic banks. Therefore, Islamic Commercial Banks are expected to improve operational efficiency to maintain long-term financial sustainability.
