Abstract

Language serves as both a communicative resource and a marker of cultural identity. In migrant contexts, minority languages are often subject to pressure from dominant languages, leading to language shift. This study examines the shift and maintenance of the Mina Yeisa dialect of Eastern Seram language among Seram migrant communities in Manokwari, West Papua. Using a qualitative descriptive approach, data were collected through in-depth interviews, participant observation, conversational analysis, Swadesh list elicitation, documentation, and visual ethnography. The analysis is informed by Ethnolinguistic Vitality Theory. The findings reveal a pronounced intergenerational shift toward dominant languages in public and educational domains, while Mina Yeisa is maintained primarily in familial interactions. Language shift is driven by socio-economic mobility, majority language dominance, and limited institutional support, whereas language attitudes and community cohesion support maintenance. The study proposes a community-based model for sustaining minority languages in multilingual settings.

Abstract

The current state of universities shows a gap between policies and the implementation of adequate accommodation, necessitating a study of university strategies in realizing inclusive services. Likewise, UPN “Veteran” East Java has also developed an appropriate strategy and provided solutions to accommodation-related problems, especially for students with disabilities. This study aims to analyze UPN “Veteran” East Java's strategy in providing adequate accommodation for students with disabilities, including strategy formulation, implementation, and evaluation. This study used a qualitative approach with data collection techniques through interviews, observation, and documentation. The results showed that at the formulation stage, the university had a strong strategic foundation through institutional values, SWOT analysis, and participatory formulation of its vision and mission. At the implementation stage, an inclusiveness policy was in place, but there were still obstacles to inclusive learning, an unintegrated information system, and suboptimal data collection and coordination. At the evaluation stage, the system was running at the program, individual, and institutional levels, but user feedback was not optimal. Overall, the inclusiveness strategy was running but still needed strengthening in the aspects of implementation and participatory evaluation.

Abstract

This study aims to evaluate the Pusat Pembelajaran Keluarga (PUSPAGA) Sakinah, Mawaddah, Rahmah, dan Dakwah (SAMARADA) Program in improving the quality of child parenting in Sukabumi City. This research employed a qualitative method with a descriptive approach. Data were collected through interviews, observation, and documentation. The informants consisted of representatives from DP2KBP3A Sukabumi City, the coordinator of PUSPAGA SAMARADA, a psychologist, and community beneficiaries. The evaluation model used in this study was the CIPP model, which includes context, input, process, and product. The findings indicate that the PUSPAGA SAMARADA Program has been implemented fairly well and is relevant to community needs, particularly in providing consultation, counseling, education, and referral services related to child parenting and family issues. The program provides benefits for the community by improving understanding of parenting patterns, family communication, and the handling of parenting problems. However, the implementation of the program still faces several obstacles, including limited human resources, budget, facilities, and uneven public dissemination. This study contributes to the literature on family support services by providing a comprehensive evaluation of the PUSPAGA SAMARADA Program using the CIPP model, highlighting both its achievements and implementation challenges in improving parenting practices at the local level. Therefore, institutional support, public outreach, and service development need to be strengthened so that the PUSPAGA SAMARADA Program can operate more optimally in improving the quality of child parenting in Sukabumi City.

Abstract

This study aims to determine the effectiveness of the Complete Systematic Land Registration Program (PTSL) services at the ATR/BPN Sukabumi City Land Office during 2022–2024. This research was motivated by the fact that there are still many community land parcels that have not been certified and the uneven achievement of the PTSL program in several areas of Sukabumi City. This study employed a qualitative method with a descriptive approach through observation, interviews, and documentation techniques. The informants consisted of the Head of the ATR/BPN Sukabumi City Land Office, PTSL implementation officers, and community members participating in the PTSL program. The study used Nugroho’s (2020) policy effectiveness theory which includes appropriate policy, appropriate implementation, appropriate target, appropriate environment, and appropriate process. The results showed that the PTSL service program at the ATR/BPN Sukabumi City Land Office has generally been quite effective, as reflected in the suitability of policies with community needs, the implementation of the program according to procedures, the increase in land certification realization in 2023 and 2024, as well as support from the government and community participation in program implementation. However, several obstacles remain, such as the lack of public understanding regarding administrative requirements, limited human resources, and uneven program achievements in several regions. Therefore, increased socialization, coordination, and equal distribution of program implementation are needed to optimize the effectiveness of PTSL services further.

Abstract

Study This done For study relatedness between support colleague work and flexibility Work to Work-life balance member police woman. Approach quantitative used in study with subject of policewomen at Kudus Police. Population study covers all over female police officers, while technique accidental sampling used For determine sample as many as 60 respondents. A total of 37 data were stated fulfil assumptions normality. Instrument data collection consists of on scale work life balance , support colleague work , and flexibility Work with mark reliability of 0.950; 0.953; and 0.934, respectively. The data were analyzed use approach regression with two variables predictor as well as testing correlation product moment, with help device SPSS software. Research results indicates that there is very strong relationship between support colleague work and flexibility Work with Work-life balance that is r = 0.787 and p < 0.01 contribute effective 61.9%. In general partial , support colleague Work r = 0.701 with p < 0.01, and flexibility Work r = 0.765 and r < 0.01 also shows connection proven positive​ real to balance life work (work-life balance). Findings in study This indicate the more increase it support colleague work and flexibility Work so become the more good level too from work life balance in policewomen.

Abstract

Eksploitasi panas bumi di Desa Sokoria, Kecamatan Ndona Timur, Kabupaten Ende menimbulkan konsekuensi sosial yang melampaui pembangunan fisik, terutama terkait struktur sosial, relasi kuasa, nilai budaya, dan pola interaksi masyarakat. Proyek ini juga memunculkan ketegangan karena partisipasi yang tidak setara, keterbatasan transparansi, dan perbedaan kepentingan masyarakat. Penelitian ini bertujuan menganalisis perubahan sosial, konflik sosial, gerakan sosial, dan respons masyarakat terhadap kebijakan eksploitasi panas bumi di Desa Sokoria. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Data dikumpulkan melalui wawancara mendalam, observasi, dan dokumentasi yang melibatkan masyarakat lokal, tokoh adat, pemerintah desa, aktivis PMKRI, aktivis lingkungan, dan pihak terkait lainnya. Temuan menunjukkan bahwa eksploitasi panas bumi memicu perubahan sosial multidimensional, meliputi pergeseran peran Mosalaki dalam pengambilan keputusan, transformasi makna tanah dari nilai budaya menjadi nilai ekonomi, serta fragmentasi sosial dalam masyarakat. Perubahan tersebut berkontribusi terhadap konflik sosial dan mendorong lahirnya gerakan sosial sebagai upaya mempertahankan ruang hidup dan menuntut keadilan sosial. Respons masyarakat beragam, mencakup penerimaan, penolakan, negosiasi, dan adaptasi. Penelitian ini merekomendasikan penguatan transparansi, partisipasi inklusif, dan kebijakan pembangunan yang peka budaya dalam pengelolaan proyek panas bumi agar dampak sosial dapat dikelola secara lebih adil, akuntabel, dan berkelanjutan lokal.

Abstract

This study examines the proficiency level characteristics of al-mahārah al-kitābah (writing skills) in the 12th-grade Madrasah Aliyah Arabic textbook based on the American Council on the Teaching of Foreign Languages (ACTFL) Writing Proficiency Guidelines 2024. A qualitative content analysis approach was applied, utilizing the writing tasks in the textbook and the ACTFL guidelines as the primary data sources. Data collection was carried out through documentation and systematic close reading techniques, which were then analyzed using the FACT instrument covering the aspects of Functions, Accuracy, Context/Content, and Text Type. The results indicate that the writing tasks in the textbook are distributed across the proficiency range from Novice High to Intermediate Low. Two types of tasks are categorized at the Novice High level as they require learners to recombine learned vocabulary and structures to form simple sentences on familiar topics. Meanwhile, one task type is categorized at the Intermediate Low level because it requires the production of original, connected sentences based on familiar thematic content. These findings indicate that the textbook is partially aligned with ACTFL standards, although progression toward higher proficiency levels remains limited.

Abstract

This study aims to analyze legitimization strategies in the report delivered by the Chairman of Commission III of the House of Representatives of the Republic of Indonesia (DPR RI) prior to the ratification of the 2025 Criminal Procedure Code (KUHAP). Dewan Perwakilan Rakyat Republik Indonesia The focus of the study is directed toward how language is used to construct legitimacy for legal reform through particular linguistic devices. This research employs Halliday’s Systemic Functional Linguistics (SFL) approach and Theo van Leeuwen’s theory of legitimacy. SFL is used to identify linguistic structures within the speech text, while van Leeuwen’s legitimacy theory is used to explain the legitimizing functions of these linguistic choices. The research data consist of the transcript of the video report delivered by the Chairman of Commission III of the DPR RI during the plenary session on the ratification of the 2025 KUHAP. The analysis was conducted qualitatively by identifying linguistic elements such as modality, nominalization, material processes, relational processes, passive constructions, and evaluative lexical choices. The findings reveal that the speech of Commission III of the DPR RI constructs legitimacy through several major strategies, namely legal-formal authorization, moral evaluation, rationalization, procedural legitimation, and the delegitimization of public criticism. These legitimization strategies are realized through the use of high modality, nominalization, passive constructions, legality-based thematic structures, and evaluative lexical choices that construct the image of the state as a legal, rational, humane, and procedural institution. This study demonstrates that language in legislative speeches functions not only as a means of conveying legal information, but also as an instrument of institutional legitimacy to build public acceptance of state legal reforms. Therefore, this study confirms that language practices in legislative forums play an important role in shaping representations of power, legality, and the relationship between the state and society.

Abstract

Digital transformation in government administration has encouraged institutions to implement online attendance systems to improve the work discipline of Civil Servants (ASN). This study aimed to analyze the effect of implementing an online attendance system on ASN work discipline at the Health Training Unit of the West Java Provincial Health Office. This research employed a quantitative approach with a descriptive survey method. The sample consisted of 40 civil servants, including Permanent Civil Servants (PNS) and Government Employees with Work Agreements (PPPK), selected using a saturated sampling technique. Data were collected through Likert-scale questionnaires and analyzed using descriptive statistics, Pearson correlation, simple linear regression, partial tests, and coefficient of determination with the assistance of IBM SPSS Statistics version 31. The results indicated that the online attendance system had a positive and significant effect on ASN work discipline, with a correlation coefficient of 0.762 and a coefficient of determination of 58%. These findings indicate that the more optimal the implementation of the online attendance system, the higher the level of Civil Servants (ASN) work discipline, particularly in punctuality, compliance with work regulations, and attendance consistency. This study confirms that online attendance systems play an important role in supporting a disciplined, transparent, and professional work culture in government institutions.

Abstract

This study examined whether Google Sites-based science learning improved higher-order thinking skills (HOTS) among tenth-grade vocational high school students. A quasi-experimental nonequivalent control group design was used with 60 students of SMK Negeri 1 Langowan, divided equally into an experimental class and a control class. The experimental class learned science through a structured Google Sites environment, while the control class received conventional instruction. Data were collected through HOTS-oriented pretest and posttest instruments, student response questionnaires, classroom observation sheets, and documentation. The findings showed a clear difference between groups. The mean posttest score of the experimental class reached 78.93, whereas the control class obtained 54.50. The experimental group also recorded a moderate N-gain of 0.59, compared with 0.18 in the control group. The independent-samples t-test indicated a significant difference (p < 0.001), confirming that the intervention contributed to higher HOTS achievement. Students also responded positively to the platform, as reflected in a questionnaire percentage of 91.08% and an activity observation score of 88.67%. Overall, Google Sites supported a more interactive, motivating, and cognitively demanding science learning process.
