JHSS (Journal of Humanities and Social Studies) is a journal that publishes scientific papers in the field of humanities and social studies. This Journal, run by Lembaga Penelitian dan Pengabdian Pada Masyarakat, Universitas Pakuan, Bogor. The Journal provides opportunities for scholars to submit papers in humanities and social studies, and also management policies related to education, teaching, and learning fields which will be published online. Abstract

Illegal logging remains one of the major environmental challenges threatening forest sustainability in Indonesia, particularly in Rokan Hulu Regency, Riau Province. This study aims to examine the effectiveness of environmental law enforcement against illegal logging and to analyze whether its implementation is consistent with the principles of environmental legal protection, including the doctrine of ultimum remedium. This research employs a normative legal research approach using a statutory, conceptual, and doctrinal approach. The legal materials analyzed consist of primary legal materials, including Law No. 18 of 2013 concerning the Prevention and Eradication of Forest Destruction and Law No. 32 of 2009 concerning Environmental Protection and Management, supported by secondary legal materials comprising legal literature, scholarly journals, and official government documents. The collected legal materials were analyzed qualitatively through legal interpretation and descriptive-analytical methods. The findings indicate that environmental law enforcement against illegal logging in Rokan Hulu Regency is partially effective when assessed based on regulatory compliance, implementation of legal sanctions, and the achievement of environmental protection objectives. Although Indonesia has established a comprehensive legal framework for combating illegal logging, its implementation remains constrained by institutional capacity, inter-agency coordination, supporting facilities, and the continuing occurrence of environmental degradation. The study also concludes that the implementation of environmental law enforcement is generally consistent with the principles of environmental legal protection, including the doctrine of ultimum remedium. However, the application of ultimum remedium should be determined according to the statutory provisions governing each type of offence and should not be interpreted as requiring administrative sanctions before criminal prosecution in every illegal logging case.

Abstract

As part of Indonesia’s cultural diplomacy and language internationalization agenda, the Indonesian Language for Foreign Speakers Program, known as BIPA, has become an important instrument for promoting Indonesian language and culture abroad. This study examines how the BIPA Program functions as a strategy of Indonesian cultural diplomacy in building an ecosystem of Indonesian language learners in Germany during the 2023–2025 period. Using a qualitative descriptive approach, this study draws on policy documents, relevant literature, institutional reports, and interviews with stakeholders involved in BIPA implementation. The findings show that the BIPA Program in Germany is supported by a strong legal and policy foundation, particularly Law No. 24 of 2009 and related regulations on the internationalization of the Indonesian language. The implementation of BIPA in Germany is carried out through cooperation between Indonesian government institutions, diplomatic representatives, APPBIPA, and German higher education institutions. The study identifies three main strategies: connection, consistency, and innovation. The connection strategy is reflected in institutional networks and diplomatic cooperation; consistency is shown through curriculum development, teacher training, and sustainable program implementation; while innovation appears in the use of digital media, culturally contextualized materials, and interactive learning methods. However, the program still faces several challenges, including limited authentic language environments, bureaucratic constraints, unequal institutional support, and competition with other global languages. The study concludes that BIPA has significant potential to strengthen Indonesia’s soft power in Germany, but its sustainability requires stronger policy coordination, broader promotion, improved teacher capacity, and more adaptive learning innovation.

Abstract

Military operational readiness is increasingly challenged by infectious diseases and emerging biological threats that may disrupt mission continuity, particularly in geographically diverse settings such as Indonesia. As an archipelagic country with heterogeneous endemic disease patterns and frequent military deployments to remote and maritime areas, strengthening force health protection represents a critical public health priority. This systematic literature review aimed to examine the strategic role of vaccination and biosecurity in enhancing military operational readiness and to identify implications for national defense health systems. A systematic literature review design was conducted following PRISMA guidelines. Electronic searches were performed in PubMed, Scopus, Semantic Scholar, CrossRef, and Google Scholar for peer-reviewed studies published between January 2020 and December 2024. Studies addressing vaccination programs, biosecurity measures, and their impact on military readiness were included, and 25 eligible articles were analyzed using qualitative thematic synthesis. Four principal domains were identified: Force Health Protection, Biodefense, Operational Logistics, and Civil–Military Cooperation. Preventive vaccination and pre-deployment biosecurity training were the most emphasized strategies and were associated with reduced disease transmission and improved operational continuity. However, logistical constraints, physiological stressors, and vaccine hesitancy emerged as key implementation barriers. These findings highlight the need for an integrated biodefense framework tailored to Indonesia’s defense health system to strengthen preparedness, resilience, and sustainable operational readiness.

Abstract

The convergence of conventional, hybrid, cyber, and non-traditional threats has increased the need for defense institutions to develop adaptive capabilities beyond static doctrines, force structures, and material modernization. This study examined the mechanisms through which strategic leadership influences national defense adaptation and asked how this relationship is shaped by organizational inertia and strategic culture. Existing studies have generally treated strategic leadership and defense adaptation as separate constructs and have not sufficiently explained how leadership cognition is translated into institutional and operational capabilities, particularly within developing and archipelagic states. To address this gap, the study employed a qualitative hybrid narrative-integrative review combining a semi-systematic literature search, thematic synthesis, theoretical triangulation, and mechanism-based conceptual framework development. The analysis identified three sequential but iterative mechanisms: strategic cognition, organizational learning, and resource orchestration. Strategic cognition enabled leaders to interpret and prioritize multidimensional threats, organizational learning institutionalized these interpretations into doctrine, routines, and organizational memory, and resource orchestration aligned personnel, budgets, technology, logistics, structures, and partnerships with strategic priorities. Organizational inertia and strategic culture were found to condition each stage by facilitating, delaying, distorting, or preventing adaptation. This study contributes to defense and strategic leadership literature by integrating upper echelons theory and the dynamic capabilities framework into a testable leadership-centered model of defense adaptation. It concludes that adaptive defense capability depends not merely on resource possession but on leaders’ ability to interpret change, institutionalize learning, and coherently mobilize resources, providing a diagnostic foundation for strengthening Indonesia’s defense policy and institutional resilience.

Abstract

Digital transformation has shifted the arena of value formation from physical spaces to algorithmically curated digital ecosystems. This study examines the role of social media algorithms in shaping the ethical compass of Muslim youth through a netnographic approach. The research aims to: (1) analyze the operational mechanisms of social media algorithms in shaping ethical discourse, (2) map the dynamics of value negotiation between Islamic teachings and global influences in digital spaces, and (3) formulate a digital ethics literacy model based on Islamic values. The study uses a qualitative approach with a netnographic design, involving in-depth interviews with 10 Muslim adolescents (15–23 years), content observation on Instagram, TikTok, YouTube, and Telegram over three months, and screen time analysis. Findings reveal an average social media usage of 4.2 hours per day, creating intensive exposure to algorithmic curation that forms a hybrid moral ecosystem. All participants experienced value conflicts and developed negotiation strategies through selective hybridization and the construction of hybrid religious authority. Most participants possessed basic algorithmic literacy, but its effectiveness was limited by system complexity. The study concludes that transformation of Islamic Religious Education is required through the integration of critical algorithmic literacy, strengthening of digital parenting, and multi-stakeholder collaboration so that Muslim youth can wisely navigate digital ecosystems based on Islamic values

Abstract

Designing 2D Assets as Digital Promotional Media for Batak Mandailing Traditional Clothing. This study is motivated by the declining appreciation of younger generations for local culture amid globalization and the rapid development of digital media. The research object focuses on Batak Mandailing traditional clothing, visualized in the form of 2D illustration assets, including men’s and women’s traditional attire and supporting elements such as ulos, bulang, colors, and traditional accessories. This study aims to design representative and communicative 2D visual assets as digital promotional media as well as a means of cultural education. The method used is descriptive qualitative research with a visual design approach through the stages of data collection, visual analysis, sketching, digitalization, coloring, and finalization. The results show that 2D illustrations in a semi-realistic style can visually represent Mandailing traditional clothing without eliminating its symbolic values. In addition, this visualization can enhance aesthetic appeal, making it more acceptable to audiences, especially younger generations. In conclusion, the design of 2D illustration assets for Batak Mandailing traditional clothing can serve as an effective digital promotional medium as well as a visual educational tool to support the preservation and strengthening of local cultural identity in the digital era.

Abstract

Creative thinking skills are essential for students because they can help them find innovative solutions in facing various challenges and problems that arise due to technological advances and their readiness in 21st century skills. This study aims to develop SMART M3D learning media to improve students' creative thinking skills in the fifth grade elementary school spatial structure material. The development model used is Lee & Owens. The validity test results show that the media meets the very valid category, with scores: media experts 90%, material experts 93%, and learning experts 94.6%. Thus, SMART M3D media is declared suitable for use in learning activities. This AR-based learning media is also considered very practical to use in the learning process. This is evidenced by the results of the teacher response questionnaire with a score of 98% and the student response questionnaire which obtained a score of 95%, both of which are included in the very practical category. Analysis of the results of the pre-test and post-test of creative thinking skills in the experimental class shows an increase in each indicator of creative thinking. The average pre-test score was 52.25 (quite creative category), increasing in the post-test to 69.25 (creative category).

Abstract

This study analyses the representation of digital activism in Ferry Irwandi’s #WargaBantuWarga campaign on Instagram by applying Ruth Wodak’s Critical Discourse Analysis, particularly the Discourse-Historical Approach, to examine the relationship among text, historical context, power relations, and intertextuality. The study employs a qualitative method using posts, captions, comments, follow-up podcasts, and cross-platform digital conversations related to the hashtag, supported by sentiment and emotion tracing. The analysis covers the identification of social problems, contextual analysis, discursive and linguistic strategies, and critical interpretation, with validity strengthened through expert triangulation. The findings show that Ferry Irwandi’s two videos function not only as representations of humanitarian assistance, but also as sites for the production of moral legitimacy, citizen solidarity, criticism of institutional responses, and the shifting of public trust from the state to citizen networks. This study contributes to disaster communication research by showing that digital activism should be understood not merely as aid communication, but as a discursive arena in which solidarity, legitimacy, and social authority are actively negotiated.fe.

Abstract

This study aims to analyze the construction of leadership discourse in handling the 2025 Sumatra flood disaster as presented in the Mata Najwa program episode “Gubernur Aceh Bicara” (Aceh Governor Speaks) on Najwa Shihab's YouTube channel. The flood that hit Aceh was not only an ecological crisis but also a space for public communication that showed how the government explained the disaster conditions, responded to criticism, and built leadership legitimacy in front of the public. This study uses a descriptive qualitative approach with Teun A. van Dijk's critical discourse analysis method, which emphasizes the relationship between text structure, social cognition, and social context. The research data comes from the dialogue between Najwa Shihab and the Governor of Aceh in the program, which was analyzed using content analysis techniques to identify themes, language choices, and communication strategies that emerged in the conversation. The results show that leadership discourse is constructed through several main patterns, namely the representation of the disaster as a major crisis, the emphasis on the humanitarian impact, the narrative of regional recovery, the explanation of obstacles to aid distribution, and the communication of the needs of the affected communities. The use of diction such as “second tsunami,” descriptions of the victims' conditions, and explanations of infrastructure damage served to reinforce the public's perception of the scale of the crisis. The structure of the dialogue also showed a shift in the narrative from a discussion of the impact of the disaster to an affirmation of the government's performance in the recovery process. From a social cognition perspective, this discourse shapes the understanding that local governments are actively trying to deal with the crisis. In a social context, digital media becomes a space for regional heads to build their leadership image and political legitimacy through disaster communication. The findings of this study show that political talk shows in digital media serve as an arena for the production of discourse that influences public perception of disasters and government leadership.

Abstract

This study aims to determine the effect of the Problem Based Learning model on students' reading comprehension of explanatory texts in grade VIII at SMP Negeri 7 Jember. This research employed a quantitative approach using a quasi-experimental design with a pretest and posttest structure. The sample consisted of three classes, each comprising 30 students. The instrument used was a reading comprehension test administered before and after the learning treatment. Data were analyzed using the Shapiro-Wilk normality test and paired samples t-test to identify differences between pretest and posttest scores. The results showed a significant increase in posttest scores across all classes, with significance values less than 0,05. These findings indicate that the Problem Based Learning model has a positive impact on students' reading comprehension of explanatory texts. Problem based learning encourages students to actively engage in reading activities, understand the structure of the text, and identify key information. Therefore, the PBL model can be considered an effective instructional approach for improving students' reading comprehension abilities at the junior high school level.
