Abstract

This study examines the Political Will of the Bogor City Government in implementing urban transportation policies, especially in structuring the operation of city transportation (angkot) during the two leadership periods of Mayor Bima Arya Sugiarto (2016-2024). This research departs from the still not optimal management of angkot, which contributes to congestion in Bogor City. This study aims to analyze the challenges in implementing reform programs, such as rerouting, vehicle age restrictions, integration with the BisKita Trans Pakuan system, and implementation of the Bogor Transportation Program (B-TOP). Policy implementation still faces several obstacles, including suboptimal supervision and the practice of illegal levies by specific individuals. The results show that Political Will faces challenges with coordination, supervision, and transparency. The Bogor City Government has made various efforts, including optimizing funding from the central government and establishing cooperation with the private sector to support the provision of infrastructure and strengthening transportation institutions. The success of transportation management requires collaboration between the government, business actors, and the community. Strong political will must be reflected in cross-sector synergies, consistent supervision, and transparent and sustainable governance.

Abstract

This study aims to analyze the implementation of the Integrated District Administration Service (Pelayanan Administrasi Terpadu Kecamatan or PATEN) policy in South Bekasi District using George C. Edward III’s policy implementation model. The research employed a qualitative method with data collection techniques including participant observation, structured and semi-structured interviews, and documentation. The study found that the four key dimensions of policy implementation—communication, resources, disposition, and bureaucratic structure—were not optimally integrated in the PATEN implementation at South Bekasi District. Communication barriers were evident in the poor dissemination of information to the community, limited public understanding of the PATEN policy, and inconsistencies in service procedures. Although the district has adopted digital systems such as E-Open and OSS to support public service delivery, some staff members still lack the necessary competencies to operate digital platforms effectively. Furthermore, the attitude of policy implementers was found to be problematic, as some officers tended to deflect responsibility, were not proactive in problem-solving, and were suspected of engaging in unofficial payment practices. From the bureaucratic structure perspective, the delegation of non-licensing services to the village level has disrupted the principle of one-stop service and created fragmented procedures that potentially open up opportunities for administrative discretion and service inequality. This study concludes that the PATEN policy implementation in South Bekasi District is still suboptimal and faces significant challenges in communication, human resources, service attitudes, and bureaucratic coordination, which may ultimately affect the public’s trust in government services.

Abstract

The public's dependence on fuel oil (BBM) makes it a vital component in supporting the smooth production and distribution of goods and services, as well as maintaining economic stability. However, it is estimated that around 30 percent of energy subsidies have been enjoyed by groups that are not classified as poor or vulnerable. To address this issue, PT Pertamina (Persero) has implemented a new policy requiring vehicle registration through the MyPertamina app for users of subsidized fuels such as Pertalite and Solar. However, many users have expressed complaints regarding the operational aspects of the app. Therefore, this study employs a descriptive quantitative method relying on objective measurements and mathematical analysis to identify user complaints through sentiment analysis using the Long Short-Term Memory (LSTM) machine learning method. The data used consists of 2,000 user reviews of the MyPertamina app obtained from the Google Play Store. The analysis process was conducted using the Python programming language via the Google Colab platform. The results of the study indicate that the majority of user sentiment is negative, suggesting that the quality of MyPertamina's services is still suboptimal. Additionally, this study adopts the five dimensions of e-ServQual to identify factors influencing users' perceptions and sentiment toward the app. These findings are expected to serve as evaluation material for improving MyPertamina's operational services in the future.

Abstract

This study aims to gain an in-depth understanding of the lifestyle transformation of out-of-town students and its impact on their academic life. Out-of-town students are a vulnerable group prone to behavioral changes due to significant shifts in their social, cultural, and economic environments when leaving their hometowns to pursue higher education in big cities. This study employs a qualitative approach with a phenomenological method to explore the students' subjective experiences in facing the dynamics of living away from home. Data collection was carried out through in-depth interviews, observation, and documentation involving main, key, and supporting informants. The data were analyzed using reduction, presentation, and conclusion-drawing techniques, and their validity was tested through source, technique, and time triangulation. The findings show that out-of-town students experience significant lifestyle changes, particularly in aspects of consumption, fashion, and social interactions. These changes directly or indirectly affect their academic life. Some students experienced a decline in focus and study discipline, while others were able to adapt positively by improving their independence, time management, as well as social and academic skills. Thus, the lifestyle transformation of out-of-town students is dynamic and may serve as either an obstacle or a strength, depending on the individual's adaptive capacity and the support of the existing social environment.

Abstract

The implementation of collaborative governance in managing the creative economy sector has become increasingly essential, particularly at the local level where multiple stakeholders interact. This study explores the role of collaborative government in the activation process of the Creative Center Purwakarta (CCP), a collaborative space established to support creative community activities in Purwakarta, West Java. Employing a qualitative phenomenological approach, the research involved ten key informants, including government officials, CCP managers, members of creative communities, and residents directly engaged in the use of CCP. Data collection was conducted through in-depth interviews and document analysis. The findings reveal that although the government has provided facilities and regulatory support, collaboration remains limited to administrative coordination and has yet to fully foster participatory and innovative synergy. Personal engagement strategies, the government's facilitative role, and the ability to adapt to policy changes emerged as key factors driving effective collaboration. The study concludes that the successful activation of CCP requires a dialogic collaborative structure, facilitative leadership, and governance that is responsive to local policy dynamics. These findings offer practical implications for local governments in strengthening creative ecosystems and contribute to the theoretical development of collaborative governance in the creative economy sector.

Abstract

This study aims to analyze the influence of work values and adversity quotient on employee performance, with affective commitment and affiliation motivation as mediating variables, focusing on millennial employees at BNI KCU Perguruan Tinggi Bandung. A quantitative approach was employed using a survey method involving 101 respondents selected through simple random sampling. The research instruments were adapted from established theories and analyzed using PLS-SEM with SmartPLS software. The results indicate that work values have a significant direct effect on employee performance, and an indirect effect through affiliation motivation. Adversity quotient does not directly influence performance significantly, but has a strong indirect effect through affiliation motivation. Affective commitment showed a marginal mediating effect. These findings highlight the importance of affiliation motivation in enhancing the performance of millennial employees and the need for organizations to foster a workplace environment that supports social relationships and aligns with the work values of this generation.

Abstract

This study explores the perceptions of Political Science students at UPNVJ regarding the “Oke Gas” campaign content on TikTok as part of Prabowo Subianto’s political branding strategy during the 2024 presidential election. Employing a descriptive qualitative method, the research investigates how students interpret the use of populist, symbolic, and visual communication in digital political campaigns. Findings indicate that students view the strategy as an adaptive response to the youth-dominated voter demographic, yet remain divided in their assessments some consider it effective, while others perceive it as superficial rebranding that prioritizes personal image over policy substance. The research also highlights students’ concerns about the potential decline in deliberative democratic quality due to emotionally driven content.TikTok’s role as a fast-paced, interactive platform is acknowledged as effective in disseminating political messages, but it also raises critical questions about the balance between virality and substantive political discourse. Political Science students, equipped with analytical frameworks and democratic awareness, are positioned not merely as campaign targets but as active evaluators of political strategy. Their perceptions are shaped by media ecology, youth political orientation, and the tension between electoral marketing and participatory democratic ideals. This study contributes to understanding how political branding in the digital age is received by an increasingly critical and digitally literate electorate.
