Jurnal Pertanahan was first published online in 2021 by the Center for Development and Standardization of Agrarian, Spatial Planning, and Land Policy (Pusbang SKATP), Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN). Since its inception, the journal has served as an academic medium for disseminating research results, policy studies, and critical thinking in the fields of agrarian affairs, land, and spatial planning. The journal is published twice a year (July and November) with registration numbers P-ISSN 0853-1676 and E-ISSN 2797-1252. Pusbang SKATP ATR/BPN will manage it until 2024. However, based on Service Note Number 60.1/ND-100.7.LB.02/V/2025 and Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency Number 6 of 2025 concerning the Organization and Work Procedures of the Ministry of ATR/BPN, the Pusbang SKATP unit is no longer listed in the organizational structure. Abstract

Document preparation for land technical considerations, such as assignment letters, minutes, invitations, attendance lists, and minutes, has traditionally been done manually using word processing software. This process tends to be time-consuming and potentially leads to errors and formatting inconsistencies. This research aims to design and build a web-based application capable of automating the creation of land documents. The development method uses the waterfall model with stages of needs analysis, system design, implementation, and testing. Trials were conducted using the black box testing method to assess the system's functionality and reliability in producing documents according to standard formats. The results indicate that the application is capable of automatically producing documents with a high level of accuracy, maintaining format uniformity, and minimizing the potential for errors. This application has proven efficient, easy to use, and effective in supporting land administration. Scientifically, this research contributes to the modernization of services with information technology-based innovation. Penyusunan dokumen dalam kegiatan pertimbangan teknis pertanahan, seperti surat tugas, berita acara, undangan, daftar hadir, dan risalah, selama ini dilakukan manual menggunakan perangkat lunak pengolah kata. Proses tersebut cenderung memakan waktu lebih lama serta berpotensi menimbulkan kesalahan dan inkonsistensi format. Penelitian ini bertujuan merancang dan membangun aplikasi berbasis web yang mampu mengotomatisasi pembuatan dokumen pertanahan. Metode pengembangan menggunakan model waterfall dengan tahapan analisis kebutuhan, perancangan sistem, implementasi, dan pengujian. Uji coba dilakukan dengan metode black box testing untuk menilai fungsionalitas dan keandalan sistem dalam menghasilkan dokumen sesuai format standar. Hasil penelitian menunjukkan aplikasi mampu menghasilkan dokumen secara otomatis dengan tingkat akurasi tinggi, keseragaman format terjaga, serta meminimalkan potensi kesalahan. Aplikasi ini terbukti efisien, mudah digunakan, dan efektif dalam mendukung administrasi pertanahan. Secara ilmiah, penelitian berkontribusi terhadap modernisasi layanan dengan inovasi berbasis teknologi informasi.

Abstract

This study examines the integration between access reform in the Agrarian Reform policy and green economy initiatives in Troso Village, Jepara Regency, using woven fabric waste as a productive resource. Troso Village is a center for traditional weaving crafts that produces significant textile waste. In the 2022 Agrarian Reform Access Handling Program, the Jepara Regency Land Office, together with the Cooperatives, SMEs, Manpower, and Transmigration Service, held training on the utilization and recycling of woven fabric waste for 300 Agrarian Reform subjects. This study uses an exploratory descriptive qualitative approach approach with a case study design and thematic analysis techniques. The study results indicate that access reform catalyzes local innovation by encouraging communities to develop creative waste-based products, such as bags, wallets, and household accessories. This activity reduces environmental impacts and improves community welfare through a business model that aligns with the principles of a green economy and a circular economy. This study recommends that this community empowerment model based on waste utilization be applied in other areas as a strategy for transforming the village economy towards sustainable green economy practices that are adaptive to local potential. Penelitian ini mengkaji integrasi antara access reform dalam kebijakan Reforma Agraria dengan inisiatif ekonomi hijau di Desa Troso, Kabupaten Jepara, melalui pemanfaatan limbah kain tenun sebagai sumber daya produktif. Desa Troso merupakan sentra kerajinan tenun tradisional yang menghasilkan limbah tekstil dalam jumlah signifikan. Pada Program Penanganan Akses Reforma Agraria tahun 2022, Kantor Pertanahan Kabupaten Jepara bersama Dinas Koperasi, UMKM, Tenaga Kerja, dan Transmigrasi menyelenggarakan pelatihan pemanfaatan serta daur ulang limbah kain tenun bagi 300 subjek Reforma Agraria. Penelitian ini menggunakan pendekatan kualitatif deskriptif eksploratif dengan desain studi kasus dan teknik analisis tematik. Hasil penelitian menunjukkan bahwa access reform mendorong inovasi lokal dengan menggerakkan masyarakat untuk mengembangkan produk kreatif berbasis limbah, seperti tas, dompet, dan aksesori rumah tangga. Kegiatan ini mampu mengurangi dampak lingkungan sekaligus meningkatkan kesejahteraan masyarakat melalui model bisnis yang selaras dengan prinsip ekonomi hijau dan ekonomi sirkular. Penelitian ini merekomendasikan model pemberdayaan masyarakat berbasis pemanfaatan limbah untuk diterapkan di wilayah lain sebagai strategi transformasi ekonomi desa menuju praktik ekonomi hijau berkelanjutan yang adaptif terhadap potensi lokal.

Abstract

Water pollution management in Surakarta was carried out by building a diversion channel for the Kali Kebo tributary river to support the operation of the Waste Power Plant (PLTSa) and reduce pollution around the landfill. Communities that suffered losses due to this development demanded compensation. Balai Besar Wilayah Sungai Bengawan Solo conducted small-scale land acquisition without location determination to compensate affected communities. The purpose of this research is to find out the implementation and consistency of the implementation mechanism of small-scale land acquisition without location determination in Mojosongo, Jebres, Surakarta against applicable regulations. The research method used is descriptive qualitative approach. The result of this research is that the mechanism starts from collecting data on the rightful owner, socialization, marking the location of the building, submitting an application for measurement, inventorying buildings and plants, valuing the land parcel, deliberating the form and amount of compensation, releasing rights and valuing compensation, and the final result is in the form of a right to use certificate in the name of the Pemerintah Republik Indonesia c.q. Kementerian Pekerjaan Umum dan Perumahan Rakyat. The mechanism for small-scale land acquisition in Mojosongo is consistent with regulations, although there are administrative adjustments in the field due to the absence of specific technical guidelines. Penelitian ini membahas pelaksanaan pengadaan tanah skala kecil tanpa penetapan lokasi dalam rangka pembangunan saluran pengalihan alur sungai anak Kali Kebo di Kota Surakarta, yang bertujuan mendukung operasional Pembangkit Listrik Tenaga Sampah (PLTSa) serta mengurangi pencemaran di sekitar Tempat Pembuangan Akhir (TPA). Pembangunan tersebut menimbulkan tuntutan masyarakat terhadap pemberian ganti rugi atas tanah dan bangunan yang terdampak. Balai Besar Wilayah Sungai Bengawan Solo sebagai pelaksana proyek melakukan pengadaan tanah sesuai ketentuan yang berlaku. Penelitian ini bertujuan untuk mengetahui implementasi serta konsistensi mekanisme pengadaan tanah tersebut di Kelurahan Mojosongo, Kecamatan Jebres, Kota Surakarta. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan deskriptif. Hasil penelitian menunjukkan bahwa mekanisme pelaksanaan meliputi pendataan pemilik yang berhak, sosialisasi, pematokan lokasi, pengukuran, inventarisasi, penilaian, musyawarah bentuk dan besarnya ganti rugi, pelepasan hak, serta penerbitan sertipikat hak pakai atas nama Pemerintah Republik Indonesia cq. Kementerian Pekerjaan Umum dan Perumahan Rakyat. Secara umum, mekanisme pengadaan tanah skala kecil telah konsisten dengan peraturan yang berlaku, meskipun terdapat penyesuaian administratif akibat belum adanya petunjuk teknis khusus.

Abstract

This study aims to analyze the status and validity of the situation drawings issued by the Ministry of Home Affairs, Directorate General of Agrarian Affairs, and examine their strength as evidence in proving land rights. The method used is normative-empirical legal research with a statutory, case, and conceptual approach, using a case study of Decision No. 12/G/2024/PTUN.PLG. The results of the study indicate that situation drawings have an important role as administrative evidence in land cases, especially for land that does not yet have a measurement letter or certificate. In this case, the 1984 situation drawing was proven to be able to reveal procedural flaws in the issuance of certificates by the Land Office. The conclusion of this study confirms that legally issued and administratively verified situation drawings have sufficient evidentiary strength in explaining the boundaries, location, and control of land. Although not the main evidence, situation drawings have strategic value in resolving land disputes and emphasize the importance of procedural compliance in the land registration system in Indonesia. Penelitian ini bertujuan menganalisis kedudukan dan keabsahan gambar situasi yang diterbitkan oleh Departemen Dalam Negeri, Direktorat Jenderal Agraria, serta menelaah kekuatannya sebagai alat bukti dalam pembuktian hak atas tanah. Metode yang digunakan adalah penelitian hukum normatif-empiris dengan pendekatan perundang-undangan, kasus, dan konseptual, menggunakan studi kasus pada Putusan No. 12/G/2024/PTUN.PLG. Hasil penelitian menunjukkan bahwa gambar situasi memiliki peran penting sebagai alat bukti administratif dalam perkara pertanahan, terutama untuk tanah yang belum memiliki surat ukur atau sertipikat. Dalam perkara tersebut, gambar situasi tahun 1984 terbukti mampu mengungkap cacat prosedur penerbitan sertipikat oleh Kantor Pertanahan. Kesimpulan penelitian ini menegaskan bahwa gambar situasi yang diterbitkan secara sah dan diverifikasi secara administratif memiliki kekuatan pembuktian yang cukup dalam menjelaskan batas, lokasi, dan penguasaan tanah. Meskipun bukan bukti utama, gambar situasi memiliki nilai strategis dalam penyelesaian sengketa pertanahan dan menegaskan pentingnya kepatuhan prosedural dalam sistem pendaftaran tanah di Indonesia.

Abstract

Functionally, land administration is carried out by the Ministry of ATR/BPN at the central level, the BPN Regional Office at the provincial level, and the Land Office at the district/city level. Land organization units do not reach the village level, so the land office needs to involve the village government to provide records of ownership of unregistered land. The implementation of land administration in Banyuraden Village includes archiving, recording letter registration numbers and dates, digitizing archives, and issuing letters as attachments to conversion applications. The village government that plays a role in organizing land administration is the hamlet, jagabaya, and lurah. Mapping the components that support the function of land administration is necessary for its implementation in the village to be more effective and efficient. The purpose of this study is to identify and map the components that support the function of land administration in Banyuraden Village. Data collection was carried out through interviews, observations, and documentation studies, which were then analyzed using descriptive qualitative methods. The results of the study show that the land policy framework includes policies for recording letter registration numbers and dates, land information infrastructure related to letter C books and digital village maps, and institutional arrangements related to the roles of hamlets and village heads. Secara fungsional administrasi pertanahan dilaksanakan oleh Kementerian ATR/BPN di tingkat pusat, Kantor Wilayah BPN di tingkat provinsi, dan Kantor Pertanahan di kabupaten/kota.  Unit organisasi pertanahan tidak sampai ke kalurahan, sehingga kantor pertanahan perlu melibatkan pemerintah kalurahan untuk menyediakan catatan penguasaan atas tanah yang belum terdaftar. Pelaksanaan administrasi pertanahan di Kalurahan Banyuraden meliputi penyimpanan arsip, pencatatan nomor dan tanggal register surat, digitalisasi arsip, dan penerbitan surat untuk lampiran permohonan konversi. Pemerintah kalurahan yang berperan menyelenggarakan administrasi pertanahan adalah dukuh, jagabaya, dan lurah. Pemetaan komponen yang menopang fungsi administrasi pertanahan diperlukan agar pelaksanaan administrasi pertanahan di kalurahan lebih efektif dan efisien. Tujuan dari penelitian untuk mengidentifikasi dan memetakan komponen yang menopang fungsi administrasi pertanahan di Kalurahan Banyuraden. Pengumpulan data dilakukan melalui wawancara, observasi, dan studi dokumentasi yang kemudian dianalisis dengan metode kualitatif deskriptif. Hasil penelitian menunjukkan bahwa kerangka kebijakan pertanahan meliputi kebijakan pencatatan nomor dan tanggal register surat, infrastruktur informasi pertanahan berkaitan dengan buku letter C dan peta kalurahan digital, kemudian pengaturan kelembagaan berkaitan dengan peran dukuh, jagabaya, dan lurah.

Abstract

Dryland farming dominates Blora Regency, with a high level of critical land, resulting in low productivity and low farmer incomes. Most farmers have small plots of land and face limited subsidized fertilizer, minimal irrigation, and fluctuating crop prices. This study aims to examine the Agrarian Reform Access Handling Program (PARA) in improving farmer welfare in the region. The method used was qualitative research, located in Sumurboto, Wantilgung, and Tempuran Villages. Primary data were collected through interviews with 300 PTSL participants from 2016–2020. The results indicate that the majority of farmers have low education and earn less than IDR 1,500,000 per month, far below the Blora Regency minimum wage in 2024. Although the PTSL program has provided legal land ownership, most recipients have not utilized their certificates to gain access to capital from financial institutions. Training programs such as manure production, agricultural product processing, and strengthening farmer groups have shown positive results but have not significantly increased income. To achieve sustainable farmer independence and welfare in Blora Regency, we need to further evaluate the strategy and implementation of the PARA Program. Pertanian lahan kering mendominasi wilayah Kabupaten Blora dengan tingkat lahan kritis yang tinggi, menyebabkan produktivitas rendah dan pendapatan petani kecil. Sebagian besar petani memiliki lahan sempit, menghadapi keterbatasan pupuk subsidi, minimnya irigasi, serta fluktuasi harga hasil panen. Penelitian ini bertujuan menelaah Program Penanganan Akses Reforma Agraria (PARA) dalam meningkatkan kesejahteraan petani di wilayah tersebut. Metode yang digunakan adalah penelitian kualitatif dengan lokasi di Desa Sumurboto, Wantilgung, dan Tempuran. Data primer dikumpulkan melalui wawancara terhadap 300 peserta PTSL tahun 2016–2020. Hasil menunjukkan mayoritas petani berpendidikan rendah dan berpenghasilan kurang dari Rp1.500.000 per bulan, jauh di bawah UMR Kabupaten Blora tahun 2024. Meskipun program PTSL telah memberikan legalitas kepemilikan tanah, sebagian besar penerima belum memanfaatkan sertipikatnya untuk memperoleh akses permodalan dari lembaga keuangan. Program pelatihan seperti pembuatan pupuk kandang, pengolahan hasil pertanian, dan penguatan kelompok tani menunjukkan hasil positif namun belum signifikan meningkatkan pendapatan. Kesimpulannya, diperlukan evaluasi lanjutan terhadap strategi dan pelaksanaan Program PARA untuk mewujudkan kemandirian dan kesejahteraan petani secara berkelanjutan di Kabupaten Blora.
