Abstract

Talent management refers to the attraction, selection, and retention of employees, which involves a combination of HR processes across the employee life cycle. This study explored the best practice in talent management to ensure high potential talents are employed and retained due to the rising rate of employee turnover in the South African public service. A literature review and meta-analysis were conducted to explore different authors' views on the three main objectives of the study, which are to know the competencies of talent managers in developing high potential employees; explore the mechanisms talent managers can adopt in keeping high potential employees and to reveal the best practices in talent management. Findings from the study revealed that talent management is essential in assisting the employees in advancing their skills, improving their performance, and feeling engaged and motivated, thus allowing them to achieve desired goals. The ability to facilitate good planning, decision-making, change management, interpersonal relationships, emotional intelligence, programme implementation, and learning opportunities are the competencies required of talent managers to develop potential talents. Effective communication and feedback, promotion and advancement, efficient leadership, work-life balance, good organisational culture, development and training, and organisational commitment are the competencies required of talent managers to retain talents in the organisation. Regarding the best talent management practice, the study recommended that talent managers should specify the skills they need and select from a diverse pool of candidates. Other factors include onboarding practices, learning and development, performance management, an effective reward system, and a succession plan.

Abstract

The purification of the soul is one of the spiritual activities of humans in the process of cleansing their souls so that life can be calm, understand the nature of truth and become good people through religious practice. Many humans feel uneasy, along with the times that continue to experience changes and trends in consumptive lifestyles. However, in the midst of a society that is undergoing changes due to situations of social change and lifestyle trends, there is a group of Muslims who are members of the Tariqat Al-Tijaniyah Cianjur community trying to live in peace. They try, understand the nature of truth and try to be good people through purification of the soul as a religious experience. The aim of this paper is to understand the technical way of cleansing the soul as a religious experience according to the followers of Thariqat Al-Tijaniyah Cianjur. The method used in this study is a qualitative method by describing the religious experience of the followers of Tariqat Al-Tijaniyah in Cianjur through words. The theory used is the theory of soul purification according to Shaykh Ahmad Al-Tijani. The findings show that the followers of Tariqat Al-Tijaniyah in Cianjur practice the syar'i tradition, often read magical texts so they feel confident in their souls and often recite certain prayers. The conclusion shows that the followers of Tariqat Al-Tijaniyah Cianjur understand that they are committing soul praise as a religious experience.

Abstract

This study aims to determine the Islamic psychotherapy model of heart healing through the talqin dhikr approach at Pondok Pesantren Suryalaya Ciamis. This study uses a descriptive analytical method with a qualitative approach. To obtain complete data, data collection techniques such as direct observation, in-depth interviews, and literature study were used. The results of the study concluded that there are seven places where the human heart will have bad qualities, and that will be removed or treated by cleaning 7 places called latifah. The process of heart healing in the Tharekat Qodiriyah Naqsyabandiyah in Suryalaya, as taught by Sheikh Ahamd Shohibul Wafa Tajul 'Arifin, is to use two methods of dhikr, namely talqin dhikr jahar (hard) and talqin dhikr khafi (taste) method. The main purpose of the first jahar dhikr: to knock, wake the heart to avoid heart diseases that continue to reside in the human heart, Second: to close the devil's holes in humans and Third to destroy the human heart that has become stone

Abstract

Road traffic accidents is a global problem where road users are losing their lives on the road even in South Africa is prevalent. Compliance to the rules of the road is important aspect of road safety and road users should play their part on the road. RTA is a collective responsibility and law enforcement agencies should lead this important task to ensure that road users are safe whenever they are on the road. The inability of law enforcement agencies to formulate road safety measures to address road traffic fatalities is a major problem in South Africa. This article focused on road safety measures to curb factors contributing to road traffic accidents in South Africa. The article is based on a qualitatively rooted methodology including a wide range of primary and secondary sources focusing on road safety measures to overcome road traffic accidents. The article further draws on the findings from the world on road safety measures and formulate steps to counteract road traffic accidents in South Africa. Road safety measures could play a critical role in changing the behaviour of road users other than just focusing on reducing road traffic accidents. The research based key steps leading to the prevention of road traffic accidents. The first step related to the process of raising awareness in road safety; capacitate law enforcement agencies with resources to address non-compliance on the road and lastly to strengthen partnerships in road safety to counteract road traffic fatalities.

Abstract

Contra-radicalization was designed to counter radical ideology, primarily transnational ideology in Indonesia. In its realization, it has two approaches, soft and hard, with two methods, online and offline. However, based on the fact that those radical ideologies are still present virtually and in reality. Thus, this research aims to describe how the program is run by BNPT (National Counter Terrorism Agency) using its strategy, method, and approaches. This research used Grindle’s implementation theory of policy content, with the method used being descriptive and qualitative. The results showed that there are indicators challenging the implementation of the program such as the clarity of Interest affected, lack of resources used, and the characteristic of the regime.

Abstract

The aim of this study was to examine the effect of celebrity endorsement, consumer engagement, brand loyalty, negative publication, and purchase intention. This study also aims to examine the moderating effect of negative publication on the relationship between celebrity endorsement and purchase intention. The research sample was 200 respondents and it was selected using a nonprobability sampling technique and using a purposive sampling technique with the research sample criteria being people who follow the XXX celebrity Instagram social media account for at least 3 months, are female and have Instagram social media. Data were collected by questionnaire, distributed online, and analyzed using a structural equation model (SEM) with partial least squares (PLS) as the method. The results showed that celebrity endorsement did not have a positive and significant effect on consumer engagement, but had a positive and significant effect on brand loyalty and purchase intention. Consumer engagement and brand loyalty have a positive and significant effect on purchase intention. The moderating effect shows that negative publication has no effect on the relationship between celebrity endorsement and purchase intention.

Abstract

This study intends to determine the impact of fintech adoption on the efficiency of conventional banks in Indonesia between 2013 and 2019. The population of this study consisted of all conventional banks listed on the Indonesia Stock Exchange (IDX) between 2013 and 2019, whilst the sample consisted of 38 conventional banks selected using the purposive sampling technique. This study employs two analyses: Data Envelopment Analysis (DEA) to measure bank efficiency and panel data regression analysis to test the hypothesis of the effect of fintech adoption on commercial banks in Indonesia in 2013-2019 using the Stata program. According to the findings of this research, fintech appears to have a positive and discernibly noticeable impact on the operational efficiency of banks. The greater the number of fintech facilities offered by banks, the greater their efficiency; therefore, banks must strengthen innovation and bank infrastructure in order to implement fintech.

Abstract

Employee recruitment is an important function for the survival of the organization. The National Police provides opportunities for each Regional Police (Polda) to look for prospective Polri personnel who are in accordance with the needs in their area through a proactive recruitment program. This study aims to analyze the proactive recruitment program's effectiveness in meeting Polri personnel's needs in the area of Polda Kep. Riau. The qualitative research method is used with the post-positivism approach. The data obtained through observation, documentation and interviews were analyzed descriptively. The results showed that the implementation of proactive recruitment of the selection of Polri officers, Polda Kep. Riau in 2021 still encounters several obstacles; the lack of socialization and registration time for participants who come from outside the city, the assessment system is not yet valid and transparent and the minimum number of native children from the Kep area. Nevertheless, Riau was accepted and passed the selection. These constraints have implications for the declining reputation of the proactive recruitment system, potentially affecting public interest in participating in proactive recruitment programs in the future.

Abstract

The border area between countries is currently a government priority for development. Communication as a means of interaction to build mutual agreements between community institutions and the government is an effort to prepare a strategy to increase the resilience of the Muslim community there. This research aims to formulate alternative policies in developing Muslim communities at the border between countries for sustainable development. This research uses a case study method conducted in Temajuk Village, Kaliau Village, and Sebunga Village on the border between Sambas Regency and Malaysia. The policy analysis method uses a model simulation with a dynamic system approach. The simulation ran between the years 2020 and 2030. The simulation results show the scenario in the sub-model of the Islamic religious instructor. An alternative policy that becomes the priority in developing Muslim communities at the border between countries in Sambas Regency is to increase the number of Islamic religious instructors. This development is directed at religious and social capital. The policy alternative that becomes the second priority is training and skills for the Muslim community at the border between countries in Sambas Regency.

Abstract

Based on Article 201 paragraph (6) of Law Number 10 of 2016, Indonesia has an agenda to hold the General Election for Regional Heads (Pilkada) on September 23, 2020. This Covid-19 pandemic period has caused simultaneous Regional Head elections (Pilkada) in seven districts and cities in South Sumatra (Sumsel) were officially postponed, this delay was due to the corona virus outbreak or Covid-19. The purpose of this study is to explain, analyze and find laws in providing alternatives for filling regional head positions during the Covid-19 pandemic. The research method uses empirical juridical (field research), namely examining the applicable legal provisions and what is happening in reality in society. The results show several alternative patterns of filling regional head positions during the Covid-19 pandemic, including through the appointment of a temporary acting or task executor (Plt), indirect elections, and elections using the electronic election system. Each pattern has its advantages and disadvantages, with strong logical and juridical arguments that can be taken into consideration.
