Abstract

Religion and culture are two elements that constantly interact in shaping human civilisation, including in the context of Indonesian local culture. The megalithic site of Ulak Lebar in Lubuklinggau City is one cultural heritage site that shows traces of the encounter between local traditions and Islamic influences. This article aims to reveal the process of socio-cultural change that occurred through the interaction between megalithic traditions and Islamic teachings at the site. This study uses historical methods through the stages of heuristics, source criticism, interpretation, and historiography. The results of the study indicate that there has been a balanced cultural acculturation between megalithic and Islamic cultures, resulting in a unique cultural product in the form of Islamic menhirs paired menhirs used as grave markers. This finding indicates a cultural leap, in which Hindu-Buddhist culture, which generally served as a transitional phase in other regions, did not play a significant role in Ulak Lebar. This acculturation occurred because the megalithic tradition was deeply rooted in the community, while Islam arrived through an inclusive approach to power via the Sultanate of Palembang. This research contributes to the study of local cultural history, particularly in understanding the dynamics of cultural integration in the inland regions of South Sumatra, and underscores the importance of preserving cultural heritage in the context of social change.

Abstract

Divorce separates not only husband and wife but also parents and children. After the divorce, the role of the mother is identified as the best caregiver for the child. While the father's role is only limited to providing for the child's needs. The question is "whether a mother is the only one with custody rights of a child who has not been mumayiz or is not 12 years old yet? The study was carried out in a descriptive juridical method, with a gender approach, from two things: (1) the normative basis for determining child custody after divorce and (2) determining child custody for the father in a religious court. The findings of this study proved that caring for unmarried children is not the absolute right of a mother. Fathers also have the same rights, even more than a mother. The principle of "the best interest of the child" can be easily enforced by placing the custody rights of the father and mother equally.

The analysis included descriptive statistics and path analysis to explore the relationships between communication, competence, innovation, and employee performance. Validity and reliability tests were conducted to ensure the instruments' accuracy. The results revealed significant positive correlations between communication and competence (r = 0.693, p < 0.01). Path analysis indicated that communication (β = 0.548) and competence (β = 0.381) significantly influence innovation, which in turn has a substantial impact on employee performance (R² = 78.8%). These findings highlight that effective communication and high employee competence are crucial drivers of innovation. Moreover, innovation plays a dominant role in enhancing employee performance, suggesting that fostering an innovative work environment is essential for organisational success. The study concludes that improving communication and competence among employees significantly boosts innovation and subsequently enhances employee performance. The findings underscore the need for targeted training programmes and a supportive work environment to facilitate effective communication and continuous skill development. Future research should consider additional factors such as organisational culture and employee motivation to provide a more comprehensive understanding of performance determinants.

Abstract

During the crisis in the last two years, the government implemented five policy schemes to protect Micro, Small, and Medium Enterprises (MSMEs). This research aims to seek how the policies scheme recovers MSME activities and provides recommendations to distribute the policies benefits evenly. This qualitative research was conducted through a literature review design. Data were collected from laws and regulations, empirical research results, and credible newspapers. Data were analyzed using the theory of Mazmanian & Sabatier (1983). This research finds that not all MSMEs can recover sales, funding, supply, operations, and diversification. Problem characteristics and policy characteristics have been mapped according to the policy scheme. However, the goals achieved are more influenced by variables outside the law. Not all MSMEs meet bankable criteria and integrate with the digital ecosystem. As a structural problem, these situations can be overcome through a derivative policy with a top-down pattern. As a cultural problem, these situations require an MSMEs mindset change. Therefore, this research recommends MSMEs' digitalization through expanding fund access and protection (insurance). This research concludes that the protection of MSMEs is only effective for the integrated digital ecosystem. Thus, a derivative policy is needed to "force" MSMEs' digitalization ecosystem.

Edwards III's theory of policy implementation. The analysis technique used is data reduction, data presentation and conclusion drawing. The results showed that implementing the disaster management budget allocation in Garut Regency had been carried out by the applicable laws and regulations. This is supported by communication factors and good attitude of implementers, complete Standard Operating Procedures, smooth coordination with other agencies and several resources that have been met. Unfulfilled resources are staff shortages in terms of quantity but this can be overcome with good cooperation in overcoming them. In addition, there are several external factors that affect the implementation of the budget in Garut Regency which are beyond the control of the government, for this reason, government innovation is needed to overcome this.
