Abstract

MSMEs have become the foundation for growth in various countries, including Indonesia. Especially in West Java, MSMEs play an essential role in absorbing labour. However, MSMEs in West Java face an uncertain business environment and difficulties in creating products that suit market needs. This research will use the Resource Based View (RBV) and Dynamic Capability View (DCV) theories. This research examines the influence of entrepreneurial orientation on the innovation performance of MSMEs by using foresight capabilities as a mediating variable. 245 MSMEs were collected as respondents to fill out the survey questionnaire. The MSMEs used in this research are from West Java, with the main characteristics of operating for more than one year and developing new products for at least two years. Structural equation modeling (SEM) was used to test the research framework. It was found that entrepreneurial orientation can influence the innovation performance of MSMEs positively and significantly. The influence of foresight capabilities on MSME product innovation performance has a positive effect. The mediating effect of foresight capabilities on the relationship between entrepreneurial orientation and product innovation performance was partially mediated. MSMEs that behave more entrepreneurially benefit from being more proactive, innovative, and risk-taking in an uncertain market environment. Product innovation can be achieved through a good understanding of entrepreneurial orientation mediated by an understanding of Foresight to process information for future decisions. Finally, managerial and theoretical implications and future research are presented.

Abstract

In 2019, PT. Garuda Indonesia (Persero) Tbk. introduced the Indonesian Jiddah flight route for Umrah services, employing a wholesaler mechanism through the appointment of strategic business partners. This exclusive arrangement limited Umrah ticket reservations to specific partners and raised concerns about PT. Garuda's potential dominance in the market, which could lead to violations of business competition laws. The aim of this research is to analyze PT. Garuda's behavior in appointing these strategic partners and assess its potential for abusing its dominant position. Additionally, it examines the authority of the Business Competition Supervisory Commission (KPPU) in addressing allegations of PT. Garuda's abuse of its dominant position and explores the broader implications of such abuse on market competition. This study employs a normative juridical approach, scrutinizing relevant statutory regulations and adopting both statutory and case approaches to provide insights into the market concentration and its potential impact on competition.

Abstract

This article examines the advocacy strategies employed by civil society organizations (CSOs) within the framework of decentralized governance. Using the policy window framework and the concept of an opportunity stream, the analysis investigates the extent to which decentralized governance influences the strategies adopted by CSOs. The research was conducted in Indonesia, a newly democratized developing country, and focused on two case studies involving local government efforts to improve public services with the goal of poverty alleviation, as part of the country's bureaucratic reform initiatives. This article addresses two key research questions: What strategies did CSOs employ to seize opportunities for advocating policy changes, and how has decentralized governance impacted CSOs? The findings indicate that CSOs utilized a strategy that involved opening political, problem, and policy windows, which included elements of decentralized governance and bureaucratic reform, as well as challenges related to citizens' ability to voice complaints about poor services and resistance from local governments regarding reform efforts. The article contributes to the literature on decentralized governance and policy windows, offering insights into lessons learned and potential areas for future research

Abstract

Numerous experts recommend the adoption of evidence-based policy concepts to ensure the high quality of policy decisions and practices. Research plays a crucial role in this context, serving as an instrumental process to inform policy decisions at various levels. In contrast to some countries that have established independent, autonomous, and decentralized research institutions, Indonesia's recent shift towards centralization through the creation of the National Research and Innovation Agency has raised concerns about potential politicization of research. This article seeks to analyze the risk of research politicization and explore prospects for future research management to support the implementation of evidence-based policies. Employing a qualitative approach, this study relies on a thorough literature review, drawing from reputable journals, books, and other credible references. The results indicate that the existence of the National Research and Innovation Agency offers a dual perspective: while it enables government control over research implementation aligned with political agendas, it also opens avenues for utilizing research findings in diverse policy decisions and practices. Emphasizing objectivity is essential as research must remain impartial. Therefore, future research management should prioritize objectivity, and the format of the National Research and Innovation Agency presents an opportunity to promote evidence-based policies and policy practices grounded in unbiased research outcomes.

Abstract

After the policy of the Chief of Police issued his Decree Number: 613/III/2021 dated March 23, 2021 so that the authority of the Sector Police is reduced to only carrying out investigative activities including receiving reports, requesting information, visiting crime scene, collecting evidence but also to delegate the case to the Resort Police if the crime is continued into the investigations stage, if the crime is continued to the investigation stage it must be delegated to a higher unit, namely the Resort Police. This research is based on the theory of legal certainty and hierarchy. The legal status of the Decree of the Chief of Police Number Kep/613/11/2021 concerning Appointment of Sector Police Only to Maintain Public Security and Order in Certain Areas (Not Conducting Investigations) is that the Decree of the Chief of Police is categorized as a beleidsregel (policy regulation). The Polsek focuses on aspects of Kamtibmas, being in the midst of society, prioritizing the main tasks of protecting, nurturing and serving the community by carrying out pre-emptive and preventive activities rather than repressive and the effectiveness of investigations is handed over to the upper unit level, namely the Polres. Then the decision of the Head of the National Police to remove the investigative authority at the Polsek in the study of criminal law policies is quite rational within the framework of non-penal efforts to solely enforce the law for the realization of security and public order. The impact of the issuance of the decision to stop investigations and investigations at the Polsek, the stipulation of the Decree of the head of the National Police of the Republic of Indonesia Number: Kep/613/III/2021 made it difficult for the community. People who live far from the Polres use paid transportation and are not ready for transportation. The police are unable to handle cases. The community feels that the authority of the police is burdened in enforcing the law because it is more expensive. Abolishing investigative powers is also beneficial for the police, because basically law enforcers must be closely monitored, while so far supervision at the police level has been very weak. Eliminating the right to investigate can minimize the potential for abuse of authority. Another advantage, the abolition of investigative authority can also make the Police closer and become friends of the community. Because on the one hand the police can focus more on working with the community to maintain order, and on the other hand eliminate negative perceptions such as repression that generally arise when they handle cases.

Abstract

Nigeria is one of the countries that operates a federal system of government. Likewise, Nigeria has been a federal state with several security challenges for many decades, despite a strong and unified security architecture controlled by the government at its centre. The matters of national security are vested with the central government in the Exclusive List of the Nigerian 1999 Constitution. Despite the huge budget that the Federal Government has allocated towards security operations and operations for many years, there is dissatisfaction and outcries from several segments of the country regarding the current security situation. This study examined the various discourses on redesigning the Nigerian security architecture, including the calls for state police in a fashion that will appease the comprising federating units. The problem is the reservation and the resentment that some stakeholders are expressing towards the decentralisation of the national security architecture. The theory of decentralisation and devolution of powers was adopted in the study. The study utilised documented sources of data, including books, journal articles, newspapers, reports, and internet sources, for data collection. The data obtained were analysed using content analysis, where themes were designed and discussed concerning the adopted theoretical framework. The study discovered that the agitations for state police were perceived by the Federal Government, some state governments, and stakeholders as a political move to weaken the might of the FG and to muster extra powers by some state governors against the public, the opposition, and the FG. The study recommends, among others, that the calls for the decentralisation of national security architecture should not be jettisoned totally as political, but there is a need for caution in establishing them to avoid further security crises in the future because practically, it is not feasible now.

Abstract

The research aims to influence the management of sustainable development represented in (the environmental dimension, the economic dimension, the social dimension, and the technological dimension) in government institutions represented (planning, organization, direction, and control) in the College of Administration and Economics, where the research sample was chosen to include a number of The staff of the college, has developed (90) questionnaires for both genders, returned (86) subject to statistical work, where the results showed a positive impact of sustainable development management in government institutions. Significant relationship between the technological dimension and the institution's performance. The results of the research show that there is a relationship between the economic dimension, the social dimension,  the environmental dimension, and the performance of the institution and the institution's performance.

Abstract

The challenges of globalization in the SME sector are getting tougher. SMEs are required to innovate in order to be able to face the challenges of globalization. The purpose of this study is to identify the internal resources of Coffee SME to create innovation capabilities and to determine the effect of knowledge sharing on the innovation capabilities of Coffee SMEs in Garut Regency. This study uses the Mix Method. Qualitative method with Resource-Base View (RBV) approach based on knowledge sharing perspective. The quantitative method is implemented through distributing questionnaires. Data collected using a questionnaire were analyzed using a structural equation model - partial least squares (SEM-PLS). The unit of analysis is seven Coffee SMEs in Garut Regency which has the same character resemblance. The results of the qualitative research show that IKM Coffee in Garut Regency is at the level of competitive advantage. Competitive advantage in question can be seen in several aspects. First, Coffee SME is able to create innovation capabilities in coffee processing from post-harvest to ready-to-drink coffee, limited to various flavors and aromas, that are tacit knowledge. Second, Coffee SME is able to innovate on brands, solar dryer domes, video content as a marketing tool, and coffee processing SOPs that are explicit knowledge. However, Garut coffee SMEs have not been able to achieve a level of sustainable competitive advantage where tacit knowledge and explicit knowledge can be well organized. While the results of quantitative research show that knowledge sharing has a positive effect on innovation capability.

Abstract

The realm of domestication of women still continues to leave studies through the study of gender studies in perspective. in line with this, sharia economics is still not present in the study of implementative studies, especially related to the economic activities of Muslim women. The presence of elections as part of this is in line with efforts to improve equality and justice between men and women in the public sphere. This study emphasizes their economic activities in the midst of Indonesia's political events that have escaped from various previous studies. This research uses a descriptive qualitative approach with data sources from various conversations in online media and relevant literature. The results show that women who are active in Islamic economics in the 2019 elections by calling the emak emak group and the Srikandi group and continue with these terms in the 2024 elections rely on the concept of maslhahah as a form of responsive participation for the success of the struggle in the public sphere as well as to help their respective family economies. This paper concludes that the economic activities of emak emak and Srikandi by building on Islamic values make an important contribution to increasing the number of women's votes included in the list of legislative candidates in Indonesia.

Abstract

This study delves into the implementation and development of a Smart City model as a strategic approach by the Regional Government to achieve bureaucratic reform. The aim is to address challenges associated with inefficient service systems, lengthy processes, organizational structures, and bureaucratic placements that hinder effective government management. Focused on Cimahi City's urban development strategy, the Smart City concept integrates the Internet of Things (IoT) and information and communication technology (ICT) to optimize city assets, enhance law enforcement, streamline government agency information systems, and improve community services. However, despite its potential, the government's Smart City strategy faces obstacles, including server errors, login difficulties, frequent application loading, cumbersome display interfaces, and unresponsive buttons. In response, this research proposes the TRSCM model as a framework for the effective implementation and development of Smart City initiatives, aiming to overcome barriers and contribute to the realization of meaningful bureaucratic reform in government organizations.
