Abstract

This study analyzes the implementation of Supreme Court Circular Letter Number 1 of 2023 concerning Procedures for Summons and Notifications through Registered Mail at the Class IA Religious Court of Majalengka Regency, examined through Soerjono Soekanto's theory of legal effectiveness and the perspective of fiqh siyasah. This research employs an empirical juridical method with a qualitative approach, collecting data through interviews with judges, bailiffs, postal officers, and litigants, supported by literature studies. The findings indicate that the registered mail summons mechanism has been effectively implemented, consistent with the principles of a simple, fast, and low-cost judiciary. Despite technical obstacles in the retur procedure, this policy has demonstrably improved administrative efficiency and strengthened legal certainty for litigants. From the perspective of fiqh siyasah, the implementation of Circular Letter Number 1 of 2023 aligns with the principles of maslahah mursalah and siyasah qadha'iyyah in modern judicial administration.

Abstract

The Free Nutritious Meals Program (MBG) is one of the Indonesian government's strategic policies in an effort to improve nutrition and human resources. However, the implementation and communication of this policy takes place in the context of social media, which is characterized by openness of information and fragmentation of public opinion. This study aims to analyze how the government's communication regarding the Free Nutritious Meals Program takes place on social media and how fragmentation of public opinion is formed in response to this policy. This study uses a qualitative approach with a document study design and secondary social media data analysis. Data were obtained from official government documents, the national Free Nutritious Meals Program dashboard, and public posts and comments on social media platforms. The analysis was conducted thematically using the perspective of political public relations in the social media era as proposed by Kara Alaimo. The results show that although the government has communicated the MBG through data-based narratives and statistical visualizations, social media has become an arena for reinterpreting policy messages, resulting in the fragmentation of public opinion. Public opinion is divided into various clusters influenced by local experiences, emotions, and perceptions of policy implementation. These findings confirm that government communication in the social media era faces structural challenges in the form of a loss of narrative control and a tendency toward reactive communication. This study concludes that data-based policy communication needs to be complemented by communication strategies that are adaptive to the dynamics of social media in order to manage the fragmentation of public opinion and strengthen policy legitimacy.

Abstract

This study discusses prospective students' participation in the 2024 State Islamic Higher Education Entrance Examination (UM-PTKIN), focusing on the geographical distribution of participants from various provinces in Indonesia. The method used is descriptive statistical analysis to identify patterns and disparities in prospective student participation between regions. The results show that provinces on the island of Java, such as East Java, Central Java, and West Java, dominate the number of participants, contributing to almost half of the total UM-PTKIN 2024 participants. Outside of Java, provinces such as South Sulawesi and North Sumatra also recorded fairly high participation rates, indicating a significant contribution from regions with relatively good access to education. Conversely, participation in eastern Indonesia, such as Papua and Papua Pegunungan, remains very low, influenced by limited educational infrastructure and access to technology. To increase participation in disadvantaged regions, this study recommends improving access to educational infrastructure, developing adequate facilities, and providing academic guidance programs and special scholarships for students from areas with low participation. In addition, improving access to information and socialization regarding UM-PTKIN registration procedures is also considered important to reach prospective participants in remote areas. Challenges related to data availability were also identified, and it was recommended that participation data for the past 3-5 years be collected to enable analysis of developments and predictions of future participation. These findings are expected to serve as a reference for policymakers to improve equitable access to religious higher education in Indonesia.
