Abstract

Access to safe drinking water is a fundamental component of sustainable development, particularly in rural areas. In Indonesia, the PAMSIMAS program has played a crucial role in expanding such access. However, the program's sustainability heavily depends on the effectiveness and longevity of its financing models. This study adopts a bibliometric approach using VOSviewer software to map global and national research trends related to sustainable financing in rural water supply services from 2014 to 2025. An analysis of 93 publications from the Scopus database reveals that topics such as sustainability, water supply, and community participation dominate, while more specific themes like financial models, subsidies, and public-private partnerships remain underexplored. Identifying these knowledge gaps highlights the need for integration of technical, social, and financial aspects in water financing. The study recommends developing innovative, community-based financing models, engaging stakeholders, and securing policy support from the government. By applying business administration and risk management approaches, this research offers both a conceptual framework and practical recommendations to enhance the sustainability of rural drinking water systems in Indonesia and in a broader global context.

Abstract

Technological advances have encouraged people to adopt an instant lifestyle, including in financial matters. One widely used innovation is the Buy Now Pay Later (BNPL) service, such as GoPayLater. While offering convenience, the use of this service carries the risk of fostering risky credit behavior, especially if it is not accompanied by adequate financial literacy and financial self efficacy. This study aims to investigate the influence of Financial Literacy on Risky Credit Behavior and to test the mediating role of financial self-efficacy. This study employs a quantitative approach using an associative causal method. The sampling technique in this study uses purposive sampling of 155 GoPayLater users who follow the @discountfess account on the X app. The data analysis technique used in this study is Structural Equation Modeling (SEM) using Partial Least Square (PLS). The results of the study indicate that Financial Literacy has a negative and significant effect on Risky Credit Behavior, as well as a positive and significant effect on Financial Self-Efficacy. Financial Self-Efficacy also has a positive and significant effect on Risky Credit Behavior and is proven to effectively mediate the relationship between financial literacy and risky credit behavior.

Abstract

This research analyzes the effectiveness of provincial financial assistance policies in strengthening village government capacity in West Java using a comprehensive approach. While fiscal transfer systems from central government to villages have been extensively studied, the role of provincial governments as fiscal mediators in decentralized systems still requires in-depth examination. This study employs a mixed-methods approach by integrating structural equation modeling analysis of surveys from 200 village governments and thematic analysis of in-depth interviews with 30 strategic stakeholders. The results reveal that provincial financial assistance contributes significantly to improving village government performance through direct pathways (β = 0.35, p < 0.01) and indirect pathways mediated by village administrative capabilities (β = 0.18, p < 0.01). Other important findings indicate that accountability mechanisms serve as positive moderators (β = 0.27, p < 0.01), while community participation levels show no significant moderating effect. Based on resource-based theory and agency theory perspectives, this research identifies complex interactions between fiscal assistance, administrative capabilities, and governance that have not been fully revealed in previous fiscal transfer studies. These findings provide an empirical basis for developing more effective provincial assistance policies through aligning aid with village needs, strengthening apparatus capacity, implementing balanced accountability mechanisms, and empowering transformative leadership at the village level. This research contributes to food security and human resource strengthening by demonstrating how improved village governance capacity enhances local development effectiveness and community welfare outcomes. The contribution of this research provides a foundation for reformulating fiscal relationships between government levels in the context of village autonomy in developing countries.

Abstract

Merdeka field is a public green open space that serves the functions as stipulated in Sukabumi Mayor Regulation No. 4 of 2017, namely as a venue for ceremonies, sports, education, and other activities of the Sukabumi City Government. However, in practice, there has been a shift in function, with the emergence of various activities, including community activities and informal economic activities that are not subject to regulation. This situation indicates a gap between the established policies and their implementation on the ground. This study aims to analyze the implementation of policies regarding the use of the Merdeka field in Sukabumi City, as well as the factors influencing this implementation. The method employed is a descriptive qualitative approach, utilizing data collection techniques that include observation, interviews, and documentation. The theoretical framework employed is Merilee S. Grindle's policy implementation model, which encompasses both policy content and the context within which policy is implemented. The results of the study show that in terms of policy content, the intended benefits have not been optimally realized, there is a mismatch between the policy and conditions on the ground, low community involvement in decision-making, ineffective implementation by technical agencies, and resource constraints. Meanwhile, in terms of the context of policy, there is a diversity of interests among actors, weak implementation strategies, and low levels of community compliance due to minimal socialization and enforcement of regulations. This study recommends increasing massive and continuous dissemination of information regarding the policy on the use of the Merdeka field to the public; strengthening the capacity and number of field officers so that supervision and management of the Merdeka field can run optimally; and providing alternative economic zones for street vendors to maintain the function of public space by regulations.

Abstract

Misinformation related to food and nutrition is increasingly prevalent on the internet, contributing to public confusion, poor dietary habits and a decline in trust in credible health sources. The aim of this study is to investigate how existing artificial intelligence (AI) tools - such as language models, search engines with AI ranking systems and browser-based fact-checking plugins - influence public awareness and decision-making regarding food and nutrition information. The study uses a mixed methods approach that combines a survey to assess user habits and trust in AI tools with a qualitative analysis of AI-generated content and fact-checking results related to common food myths. The research is based on theories of media literacy and digital trust and provides a framework for understanding how users evaluate the credibility of information in AI-mediated environments. Key findings show that while AI tools are widely used to access health-related information, many users are unaware of how these systems work, resulting in mixed levels of trust and varying effectiveness in discerning reliable content. In addition, users expressed uncertainty about the transparency and accuracy of AI-driven fact-checking mechanisms. Based on the findings, this study recommends the development of clearer strategies to educate users, increased transparency of AI platforms, and policies to promote digital literacy as a means to support food security through informed decision-making. These findings emphasize the role of existing AI technologies not just as tools, but as influential facilitators of public understanding of nutrition and health.

Abstract

Budget efficiency and accelerated digitalization are urgent demands for local governments. However, the low digital competence of human resources and bureaucratic resistance reveal the paradox between policy ambition and implementation reality. An efficiency approach without investment in human capacity has the potential to produce pseudo-digitalization that is only sophisticated on the surface but fragile in practice. Therefore, a long-term transformative strategy is needed that can strengthen the foundations of local governance in real terms. This research aims to examine how budget efficiency and digitization initiatives can be directed towards strengthening human resources within local governments. The main focus lies on how fiscal efficiency policies and the use of information technology can be aligned with the need to improve competencies, work culture, and supporting institutions. The method used is literature study and policy analysis by reviewing relevant official documents, regulations, and results of previous studies. The study was conducted thematically by identifying good practices and common obstacles in the implementation of digitization oriented towards strengthening human resources. The theoretical framework used includes the theory of organizational innovation adoption and the institutional capacity approach in public management. The results show that digitization based budget efficiency will only have a positive impact if followed by a structured apparatus capacity building strategy. Cultural resistance and lack of transformational leadership are the main obstacles. In contrast, local governments that make digitalization part of HR development are able to increase efficiency while encouraging sustainable organizational change. This research underscores the importance of alignment between fiscal efficiency policies, technological readiness, and investment in human capacity as the key to successful bureaucratic transformation in the digital era.

Abstract

Indonesia’s textile industry is under significant pressure due to the global pandemic, exchange rate volatility, and high debt dependence, which has increased the risk of financial distress for major companies such as PT Sri Rejeki Isman Tbk (Sritex). This study aims to analyze the effect of Debt to Equity Ratio (DER), Current Ratio (CR), Return on Assets (ROA), and Sales Growth Rate (SGR) on financial distress, measured using the Altman Z-Score model. A quantitative approach was applied with multiple linear regression using SPSS 26 software, based on the company's quarterly financial reports for the 2017–2024 period. Partial test results (t-test) show that DER has a significant negative effect (β = -0.212; Sig. = 0.000), indicating that higher debt levels increase financial distress risk. ROA has a significant positive effect (β = 0.122; Sig. = 0.000), reflecting that asset efficiency reduces the likelihood of distress. Meanwhile, CR (Sig. = 0.136) and SGR (Sig. = 0.281) have no significant effect. The simultaneous test (F-test) yields F = 92.768 with Sig. = 0.000, confirming that the four variables jointly influence financial distress. The coefficient of determination (R²) is 0.964, indicating the model explains 96.4% of the variance in financial distress. The findings emphasize the importance of managing capital structure and improving profitability to mitigate financial distress. Future research is recommended to include multiple firms and consider external factors such as macroeconomic conditions and corporate governance.

Abstract

The rapid advancement of technology has made it easier for individuals to carry out various activities, including investing. Amid the current weakening of Indonesia’s Composite Stock Price Index (IHSG), an increase in public investment interest is expected to contribute positively to the national economy. Generation Z, as digital natives, holds significant potential in the development of the investment sector. This study aims to analyze the influence of financial socialization, financial experience, and financial literacy on investment intention among Generation Z in Sukabumi City. A quantitative approach with an associative method was employed in this research. Data were collected using purposive sampling, involving 170 respondents categorized as members of Generation Z. The data were analyzed using multiple linear regression analysis. The results reveal that financial socialization does not significantly influence investment intention, indicating that social interaction or exposure alone may not be sufficient to drive investment behavior among Generation Z. In contrast, financial experience has a positive and significant effect on investment intention. Similarly, financial literacy also shows a positive and significant effect on investment intention among Generation Z. These findings suggest that financial experience and financial literacy play crucial roles in shaping individuals' intentions to invest. Therefore, stakeholders are encouraged to enhance financial education programs and provide more practical financial experiences to increase investment interest among younger generations, particularly Generation Z.

Abstract

Sexual violence in higher education institutions is a serious issue that affects victims’ mental health, well-being, and academic performance. Based on data from 2021 to 2024 from MoECRT, 310 cases of violence were reported, with sexual violence being the most prevalent, accounting for 49.7% of the total reports. In response, the government issued MoECRT Regulation Number 30 of 2021, which mandates the establishment of ToPH of Sexual Violence on every campus. University XYZ Sukabumi formed its ToPH on September 20, 2023. However, the implementation of this policy still faces various challenges. This study aims to analyze the implementation of the policy at University XYZ Sukabumi and identify the obstacles in its execution. The research adopts a descriptive qualitative approach, using data collection methods such as observation, in-depth interviews with key informants Vice Rector I, the head of the ToPH, and students at University XYZ Sukabumi, as well as documentation review. Grindle's (1980) policy implementation theory is used as the analytical framework, focusing on two dimensions: content of policy and context of implementation. The analysis reveals that the content of policy dimension remains suboptimal. Although there have been progressive efforts, such as the establishment of the ToPH and collaboration with professional partners, significant obstacles persist. These include a dependent decision-making structure, lack of specific guidelines, low capacity of program implementers, limited facilities and information, and benefits of the policy that have not been evenly felt by the target groups. Meanwhile, the context of implementation dimension shows that the success of the policy is hindered by weak structural commitment, a organizational culture, and a procedural approach that does not fully side with the victims. It can thus be concluded that the implementation of the policy on the prevention and handling of sexual violence has not yet been successful.

Abstract

The role of influencers is influential among young people as a creative strategy in marketing beauty products. The spread of promotions through social media makes it easier for users to select the desired product. It is not uncommon for the country of origin label to trigger buying interest with the country's image attached to its consistency in product innovation. However, the intense competition in the Indonesian cosmetic market affects the position of imported cosmetic brands which also affects market share. So that many cosmetic brands are competing to market their products through relevant influencers as an effective and efficient marketing strategy. This study aims to examine the role of perceived quality in mediating influencer marketing and country of origin in increasing online purchase intention among university students in Sukabumi who use beauty products. This research uses quantitative methods with an associative approach. The sampling technique used the Probability samling method using proportional sampling calculation as many as 240 respondents. Data analysis using SEM-PLS with smartPLS 4 software. The results of this study indicate that Influencer Marketing and Country Of Origin have a positive effect on Online Purchase Intention and Perceived Quality has a positive and significant effect in mediating the influence of Influencer Markering and Country Of Origin on Online Purchase Intention.
