Abstract

The Restorative Justice approach to legal protection for medical personnel and patients is an alternative to conflict resolution that prioritises dialogue, mediation and restoration of relationships between the parties involved. This model focuses on fulfilling the needs of victims, holding perpetrators accountable, and improving social relations without relying entirely on formal, retributive legal processes. In the context of health care, this approach provides a more humane and effective solution to minimise conflict between medical personnel and patients, especially in cases of misunderstanding or suspected malpractice. By promoting transparency, openness, and empathy, Restorative Justice contributes to improving the quality of health services while maintaining the integrity of the medical profession, and encouraging a more comprehensive sense of justice for all parties.

Abstract

The role of ulama in the formation of criminal policy in Indonesia is a form of integration of religious values with the national legal system. As religious authorities, ulama have the responsibility to convey views based on the principles of justice, protection of victims, guidance of criminals, and crime prevention in line with spiritual approaches. Through their input to policymakers, ulama contribute to creating harmony between positive law and religious law. This approach aims to make criminal policy more acceptable to society and effective in combating crime. However, challenges arise in accommodating Indonesia's pluralistic socio-cultural diversity, which requires synergy between ulama, government and legal experts to create policies that are just, inclusive and in line with universal values. This study emphasises the importance of multidisciplinary collaboration for a legal system that is responsive to the aspirations of society.

Abstract

This paper discusses the influence of political budgeting in supporting the improvement of the quality of political education in the community through literature analysis. Political education plays an important role in creating a society that is aware of its rights, obligations and responsibilities in a democratic system. The provision of a political budget is considered a fundamental element to support the implementation of political education programmes, such as training, seminars and counselling. The study results show that adequate budget allocations can improve public access to political information and strengthen active participation in the democratic process. However, the effectiveness of budget provision is influenced by transparent and accountable management. The risk is that the budget may not be targeted if there is misuse or certain political interests. Therefore, political budgeting has great potential to improve the quality of political education if accompanied by good management and consistent policy support.

Abstract

This research aims to explore the social and economic impacts of implementing circular business models through a comprehensive literature review. Circular business models offer solutions to address sustainability challenges, by promoting the principles of recycling, reuse and waste reduction to optimise resources. The review shows that this approach contributes to economic sustainability by creating efficiencies in the value chain, while introducing opportunities for technological innovations that support better resource management. Moreover, from a social perspective, circular business models can create quality jobs, promote community empowerment, and reduce social inequality. However, the implementation of this model faces a number of challenges, such as organisational resistance, large investment needs, and complex policy adaptations. Thus, while the circular business model has great potential for positive impact, it requires cross-sector collaboration for successful implementation.

Abstract

Digitalisation of MSMEs is an important part of economic transformation by providing various benefits, such as increased operational efficiency, easier market access, and business growth opportunities. In the process, digitalisation also has implications for the level of tax compliance of business actors. The use of digital technology, such as automated transaction recording and financial platform integration, provides more transparency into MSME business activities, making monitoring by tax authorities easier. This article discusses how the digitalisation of MSMEs can drive tax compliance through better access to the tax system, while emphasising the importance of tax education for MSME players to optimally fulfil their tax obligations. The main conclusion shows that the adoption of digital technology by MSMEs not only drives business growth, but also becomes a key driver in realising higher tax compliance.

Abstract

Article 27 paragraph (3) of the Information and Electronic Transactions Law (UU ITE) in Indonesia has become the subject of controversy because it is often used to ensnare individuals who express criticism or opinions in the digital space. This research aims to examine the application of this article through a literature review approach to evaluate the balance between legal protection for individuals and the potential criminalization of freedom of expression. By analyzing statutory regulations, case studies, as well as the views of academics and legal practitioners, this research found that the ambiguity of legal norms in this article opens up space for multiple interpretations that have the potential for misuse. Many cases show that this article is more often used to silence criticism than to protect the public from actual defamation. The legal implications of these findings indicate an urgent need to revise Article 27 paragraph (3) of the ITE Law so that it no longer becomes a tool for criminalizing expression in the digital era. Some recommendations include affirming clearer legal boundaries, applying the principle of ultimum remedium, and prioritizing civil settlement mechanisms or the right to reply before entering the criminal realm. Thus, it is hoped that this policy revision can create a balance between legal protection for individuals and respect for the right to freedom of expression, which is a fundamental principle in democracy.

Abstract

Cybersecurity in the digital age is a key challenge for public administrations, given the growth of increasingly sophisticated and destructive cyber threats. This demands effective strategies and solutions to protect critical infrastructure and sensitive data. A multi-layered technology approach, including system updates, encryption, and multi- factor authentication, combined with security training and policies for the workforce, is essential to respond to these threats. In addition, collaboration between governments, the private sector, and the international community should be optimised to strengthen responses to cyber threats. By implementing these measures, public administrations can significantly improve their digital security, ensure public services remain functional, and protect data from irresponsible exploitation.

Drawing from Tere Liye's distinctive style and narrative techniques, the article explores the thematic motifs, character dynamics, and rhetorical strategies employed in "Pulang Pergi". By dissecting the dialogues, narrative structures, and communicative acts within the novel, it uncovers the underlying ideologies, power dynamics, and social constructs that shape the characters' interactions and the overall narrative trajectory. Abstract

This study explores the representation of gender in television advertisements for cosmetic products, focusing on the linguistic and visual elements used to construct gender norms and stereotypes. Through a discourse analysis approach, advertisements targeting both women and men are analyzed to uncover the underlying messages conveyed regarding beauty standards, masculinity, and femininity. The findings reveal a reinforcement of traditional gender stereotypes, with advertisements for women emphasizing physical appearance and youthfulness, while those for men highlight strength and dominance. Despite some attempts to challenge these stereotypes, such efforts often remain superficial. The implications of these representations for societal perceptions of gender and the role of consumers in demanding more inclusive and diverse portrayals are discussed. The study highlights the importance of critical discourse analysis in understanding how gender is represented in media and the need for fairer and more inclusive gender representation in advertising to create a more equitable and diverse media landscape.

Abstract

The implementation of progressive taxes in various jurisdictions and an assessment of their performance in achieving a more balanced distribution of wealth. The research method used literature, which was taken in accordance with the context of the research. The results show that the progressive tax system has potential as a wealth redistribution tool. However, its effectiveness is often hindered by the practice of tax avoidance, tax evasion, and aggressive tax planning. Political and ideological resistance also plays a role in challenging the legitimacy and revenue levels of progressive taxes. In addition, the complexity of tax administration can hinder its effectiveness, causing uncertainty and higher compliance costs for taxpayers. However, despite these challenges, the research points to administrative reform, strengthening of the legal framework, and public participation as important steps that can improve social justice through this system. The conclusion of this study is that although the progressive tax system is not perfect, with the right adjustments, it can be more effective in supporting a fairer distribution of wealth.
