Abstract

Youth have an important role as agents of change in village development, therefore the existence of Karang Taruna as a youth empowerment institution becomes very strategic in supporting the achievement of Village Sustainable Development Goals (SDGs), especially Goal 17, namely partnerships for village development. However, in Karet Jaya Village, Buay Pemaca District, Ogan Komering Ulu Selatan Regency, the role of Karang Taruna has not functioned optimally, resulting in low youth participation in village development. This study aims to analyze the implementation of Village SDGs Goal 17 through strengthening Karang Taruna institutions in youth empowerment and to identify the factors influencing it. This research was conducted in 2026 using a descriptive qualitative method. Data were collected through observation, interviews, and documentation involving village government officials, Karang Taruna administrators, religious leaders, community leaders, academics, and the general public. The findings show that the strengthening of individual youth capacity has not been supported by sustainable guidance, youth solidarity and cooperation are still situational, and access to facilities, information, and village funding remains limited. These conditions indicate that the partnership between the village government and youth has not been established optimally. Strengthening Karang Taruna institutions, improving village policy transparency, and expanding youth participation are important steps to achieve sustainable village development. Abstract

This study aims to analyze the implementation of Tanjungpinang City Regional Regulation Number 4 of 2022 concerning the Preservation and Management of Cultural Heritage by the Department of Culture and Tourism of Tanjungpinang City. This research was motivated by various problems encountered in the preservation and management of cultural heritage, including limited human resources, budget constraints, suboptimal coordination among related institutions, and low public participation in supporting cultural heritage preservation in Tanjungpinang City. This study employed a qualitative research method with a descriptive approach. Data were collected through observation and interviews. Informants were selected using a purposive sampling technique and consisted of officials from the Department of Culture and Tourism of Tanjungpinang City, the Department of  Culture of Riau Islands Province, the Cultural Preservation Center Region IV, the Cultural Heritage Expert Team (TACB), cultural heritage caretakers, village officials, traditional leaders, community leaders, and local communities surrounding cultural heritage sites. Data were analyzed using the Miles and Huberman model, which includes data reduction, data display, and conclusion drawing. This study applied the policy implementation theory of Van Meter and Van Horn, consisting of policy standards and objectives, resources, characteristics of implementing organizations, inter-organizational communication and implementation activities, implementers disposition, and the social and economic environment. The results of the study indicate that the implementation of Tanjungpinang City Regional Regulation Number 4 of 2022 concerning the Preservation and Management of Cultural Heritage has been carried out by the Department of Culture and Tourism of Tanjungpinang City however it has not yet been fully optimal. In terms of policy standards and objectives, the policy goals have been well understood by the implementers. Regarding resources, limitations in expert personnel and budget support remain significant challenges. The characteristics of the implementing organization demonstrate a clear division of tasks, although inter-agency coordination still needs improvement. Inter-organizational communication has been conducted through various coordination mechanisms, but it has not operated optimally. The implementers have shown a strong commitment to supporting cultural heritage preservation. Meanwhile the social and economic environment reflects community support, although the level of public participation remains uneven. Therefore, it is necessary to strengthen resource capacity, enhance coordination among stakeholders, and increase public participation to support the sustainable preservation and management of cultural heritage in Tanjungpinang City.

Abstract

This study is entitled "Analysis of the Capability of the Department of Population and Civil Registration of Bintan Regency in Managing the Innovation of the Population Administration and Civil Registry Service System with a Dynamic Governance Perspective." Driven by national bureaucratic reform and digital government expansion, the local government launched the Civil Registry and Administration Service System Innovation, or Si Pandu Capil, to provide population administration services online. This study aims to analyze the institutional capabilities of the Bintan Regency Population and Civil Registry Department in managing the Si Pandu Capil innovation through a dynamic governance perspective. The researcher utilizes the theoretical framework proposed by Neo and Chen (2007), evaluating three core organizational dimensions: routines, resources, and resilience. This study employs an exploratory research design with a qualitative approach. Located at the Population and Civil Registration Office of Bintan Regency, the research informants include employees and local residents using Si Pandu Capil, selected via purposive sampling. Data collection methods involve direct observation, structured interviews, and comprehensive documentation. The results demonstrate that the Department of Population and Civil Registration possesses the capability to manage the Si Pandu Capil innovation, although it is not yet optimal. Consequently, this study recommends that the government update the existing Standard Operating Procedures (SOP) and Public Service Standards for this digital platform. Additionally, the department should officially establish the Innovation Implementation Team, accelerate new feature developments, and enhance coordination with the Office of Communication and Information.

Abstract

This study raises the title Evaluation of Gemilang Inovasi Daerah (Layangan Indah) Services at Badan Perencanaan, Penelitian dan Pengembangan Daerah Kabupaten Bintan. The purpose of this study was to determine the evaluation of consultation services regarding regional innovation through the Regional Innovation Gemilang Service (Layangan Indah) at Badan Perencanaan, Penelitian dan Pengembangan Daerah Kabupaten Bintan. This research refers to the operational concept put forward by Robert E. Stake in 1967, there are 2 stages in evaluating, namely in the planning and process aspects and evaluating the results aspects. The type of research used is descriptive with a qualitative approach, the location of this research is Badan Perencanaan, Penelitian dan Pengembangan Daerah Kabupaten Bintan. The research subjects and informants were employees of the Badan Perencanaan, Penelitian dan Pengembangan Daerah Kabupaten Bintan, regional innovation facilitator experts and users of Layangan Indah. Data collection techniques through observation, interviews, and documentation. The results of this study indicate that in the aspects of planning and process there is a mismatch of the Indah service implementation team, services through Zoom are not running effectively, there is no evaluation of Layangan Indah which has been running for three years. The suggestion given is that it is expected to optimize all existing human resources to carry out consultation services so that there is no accumulation of workload on one person.
