Abstract

The transformation of local economies is crucial for achieving sustainable development, particularly in the era of Society 5.0, characterized by the integration of advanced technologies into various aspects of society. Indragiri Hilir Regency, through the Desa Maju Inhil Jaya (DMIJ) program, seeks to leverage the Society 5.0 concept to improve village welfare. However, the program faces significant challenges, including limited technological infrastructure and low digital skills among the rural population. Society 5.0, first introduced by the Japanese government in response to the Fourth Industrial Revolution, emphasizes the use of advanced technologies such as IoT, AI, big data, and robotics to create a more inclusive and sustainable society. This research aims to analyze the implementation of Society 5.0 within the DMIJ program and explore the opportunities and challenges encountered. The study employs a literature review method, synthesizing data from various secondary sources to provide comprehensive insights into the potential and obstacles of integrating advanced technology into local economic development initiatives. The findings suggest that digital technology can empower local communities by enhancing economic activities, participation, and human resource quality. Despite the challenges, the successful application of Society 5.0 principles in the DMIJ program can serve as a model for other regions, contributing to national development and improving the quality of life in rural areas.

Abstract

This study examines the political socialization efforts conducted by the General Election Commission (KPU) of Musi Banyuasin Regency towards first-time voters leading up to the simultaneous general elections in 2024 in South Sumatra Province, Indonesia. First-time voters are Indonesian citizens who are using their voting rights for the first time in an election. The KPU of Musi Banyuasin plays a crucial role in providing these voters with understanding of the correct voting process. The study adopts a descriptive qualitative approach, employing data collection techniques such as interviews and documentation. Findings indicate that the KPU of Musi Banyuasin has implemented intensive political socialization efforts to prepare first-time voters for the upcoming elections. These efforts involve adjusting the content delivered to ensure its relevance and comprehensibility to the target audience. Political socialization agents from the KPU require not only effective communication skills but also expertise in delivering information clearly and inspiringly. The interaction between these agents and first-time voters is crucial in shaping positive political attitudes and understanding. Abstract

The Symptomps of One Candidates in post-conflict elections regent and deputy regent has become a big rumor since the Constitutional Court Decision which allowed single candidates in post-conflict local elections. Tthe causes one candidate phenomenon in 2020 and the implementation of the post-conflict regional election process in Ogan Komering Ulu Regency. This research results show that the threshold is a factor that limits political participation for small or independent parties, and encourages political strategies to maximize the opportunities of a single candidate. Apart from that, the practice of political dowries also influences the dynamics of candidate selection and power struggles at the local level. These two factors not only influence the candidate selection process but also have the potential to damage the integrity of democracy and inclusive political representation.

Abstract

Digital Indonesian Identity Card (IKD) is a transition to digital form of e-KTP which makes it easy to access population information. The implementation of IKD is targeted at 50 million of the total number of mandatory KTPs throughout Indonesia's population. For the regencies, especially in OKU Regency, the target is 30% of the total number of mandatory KTPs in 2024. However, this target has not been achieved and the implementation of IKD by the OKU Regency Dukcapil Office is less effective. This research uses descriptive qualitative methods with data collection techniques consisting of interviews, documentation and observation. This research was carried out from March 4 - May 27 2024. The research uses strategy theory which has indicators of goal, environment, direction, action and learning. The results of this research show that the Population and Civil Registration Office of OKU Regency has not reached the target of 30% which has been set, and is still at 6.8% in May 2024, this is due to the lack of community support, and the lack of optimal socialization and activation of IKD to agencies which is aimed. The conclusion of this research is that the OKU Regency Population and Civil Registration Office has not achieved the targets that have been set. This cause is due to a lack of community support and there are not many benefits from IKD for public service needs for the community. The advice given is that the community should give full support to IKD. The government, especially regional heads, provides support in the form of issuing regulations for IKD obligations.

Abstract

ABSTRACT Local E-Catalog is an application created by the Government Goods and Services Procurement Policy Institute which functions to display provider products, especially MSME products. However, the small number of MSMEs joining the local e-catalog is a problem that must be addressed by the Ogan Komering Ulu Regency Government. The background to the problem is how to implement local e-catalogs in Ogan Komering Ulu Regency in order to increase the participation of micro, small and medium enterprises. The aim of this research is to increase the participation of micro, small and medium enterprises to join local e-catalogues. This research was conducted on October 6 2023 at the Regional Secretariat Office of Ogan Komering Ulu Regency in the Goods and Services Procurement Unit Section. This research uses qualitative research with a case study approach. The data sources used are primary data and secondary data. This research produces a conclusion that the implementation of the local e-catalog in Ogan Komering Ulu Regency is going quite well and there is an increase in MSME actors joining the local e-catalog, although it is not yet optimal. This is assessed from four indicators of policy implementation according to Edwards, namely communication, resources, disposition or tendencies of implementers, and bureaucratic structure. From the four assessment indicators, it can be said that the implementation of the local e-catalog in order to increase the role of MSME actors in joining the local e-catalog is going quite well, although there is a tendency for implementers, namely that some MSME actors are not interested in joining the local e-catalog. The researcher's suggestion is that gradual outreach and technical outreach to non-providers is a solution to increase the participation of MSMEs in joining local e-catalogs. Abstract

The South Sumatra Independent Food Movement Program was a program launched by the provincial government to improve the welfare of people from cities to villages. The research was carried out from March to April 2024. Based on the results of the research, the effectiveness of the South Sumatra Mandiri Pangan Movement Program in Lubuk Batang Baru village could be seen from 4 indicators 1) Accuracy of program targets, indicating that the accuracy of targets for distribution of aid in the South Sumatra Mandiri Pangan Movement Program had been achieved. effective. 2) Program socialization, socialization that had been carried out by the village government has been implemented optimally because there are extension workers in every sub-district in OKU Regency. 3) Program Objectives: The Government of Lubuk Batang Baru Village, Lubuk Batang District, Ogan Komering Ulu Regency, in implementing the South Sumatra Independent Food Movement Program has been quite effective, because the results obtained from this program were in accordance with the initial objectives that have been set, although there were still things that are not yet clear. maximum was reached. 4) Program monitoring, that the assessment of the effectiveness of the South Sumatra Independent Food Movement Program is seen from the program monitoring indicators that it was effective. Because there was maximum effort made by the village government in collaboration with Agricultural Extension Officers in monitoring the South Sumatra Independent Food Movement Program, namely by empowering extension officers in each sub-district and also seed distribution staff who go directly to the field to check the implementation of the program. Program activities and monitoring have been carried out effectively but must be optimized, especially the speed of response from the extension team and the village government regarding the obstacles experienced by aid recipients.

Abstract

Ponorogo is one of the many areas that have also been seriously affected by the COVID-19 outbreak. The governance of tourism and UMKM will have an impact on the environment that is controlled by the local government, which is why the development of the tourism sector and UMKM’s, especially in the Ponorogo area, is very important in order to improve the welfare of the community and the regional economy. UMKM actors have also experienced a decline in income due to the Covid-19 pandemic. By strengthening the role of local governments as the leading tourism sector and regional UMKM’s are considered to be able to encourage collaboration between sectors to manage local tourism and sustainable UMKM’s. This paper was written with the aim of finding out how far the role of local government is and how the relationship between sectors (actors) in managing local tourism and UMKM’s. In tourism management, the role is not only carried out by one party but all the supporting aspects involved in creating orchestration and ensuring quality of activities, facilities, services, to create experiences and value benefits of tourism so as to provide benefits and benefits to the community and the environment.

Abstract

The success in government service is seen from the existing reality. The development of the city of Malang to achieve a Smart City is implemented through an Electronic-based system. Included in the procurement of goods / services in the city of Malang using the General Procurement Information System (SiRUP) which will announce the RUP data in Malang City. SiRUP itself is a web-based procurement information system application that is used as a method or tool to announce the RUP. This study aims to determine the implementation of the General Procurement Information System (SiRUP) in Malang. The method used in this research is qualitative through various journal literature and interviews. This study uses primary and secondary data relating to the Development of Information System for General Procurement Plans (SIRUP) to Improve Public Services in Malang City.

Abstract

As technology advances over time, this study seeks to examine the influence of digitalisation on the efficiency of bureaucratic processes. It also explores the challenges encountered during the transition to a digital bureaucracy, including disparities in access to technology, resistance to change, and concerns regarding data security. By leveraging information and communication technology, digitalisation has revolutionised the traditionally slow and paper-dependent bureaucracy into a more efficient, transparent, and accessible system. This study adopts a qualitative methodology, analysing pertinent literature, relevant policies, and applicable government institutions to thoroughly assess the impact of digitisation within public sector organisations

Abstract

The aim of this study was to determine the management of village-owned enterprises through a collaborative governance approach at the village-owned enterprises of Wasuni Mainawa, the village of Suka Maju, the village of Wolowa, the regency of Buton. Qualitative methods can be used to reveal and understand something behind a phenomenon that is not even minimally known.The results of the study show: 1) The face-to-face dialogue has been carried out more than once, which has the character of formal and non-formal. Each phase of the development of BUMDesa is inseparable from the presence of face-to-face dialogue that can improve communication by facilitating the cultivation of trust, the conduct of negotiations and the achievement of the desired results. 2) The building of trust is formed when a face-to-face dialogue takes place, that is, by building a good image, understanding information, potential, opportunities and seriousness in carrying out the collaboration. 3) Process engagement is carried out during face-to-face dialogue inspiring stakeholder engagement, providing motivation and mutual understanding. 4) Sharing Understanding (Sharing Understanding) collaboratively in developing BUMDes was done well with understanding common goals. 5) The interim results of the BUMDesa development program were found to be able to meet the needs of the community
