Abstract

Objective: This study analyzes the role of the Regional Financial and Revenue Management Agency (BPKPD) in administering village transfer expenditures and identifies the inhibiting factors it faces in East Minahasa Regency, Indonesia.Methodology: A qualitative descriptive approach was employed. Data were collected through observation, in-depth interviews with nine key informants (including BPKPD officials, the Community and Village Empowerment Agency (DPMD), and village heads), and documentation. Analysis followed Miles, Huberman, and Saldana’s interactive model.Findings: Regional government agencies possess comprehensive regulatory knowledge, but village officials lack such mastery. Roles are clearly understood by all parties. However, no binding regional regulation establishes formal Standard Operating Procedures (SOPs) or time standards. Rapidly changing central government policies (e.g., the introduction of the Red-and-White Village Cooperative/KDMP) are a major hindrance. Additional obstacles include a shortage of competent village financial staff, difficult topography, and delayed issuance of the legal framework for distributing the share of Regional Tax and Levy Revenue (BHPRD).Conclusion: The administration of village transfer expenditures is hampered by the absence of standardized SOPs, frequent policy changes, and limited village apparatus competence.Suggestions: Issue a binding regulation for SOPs, provide technical guidance for village officials, accelerate the establishment of Village Cooperatives, and promptly issue the decree on revenue sharing.Keywords: Administration, Village Transfer Expenditures, Local Financial Management, Inhibiting Factors, East Minahasa. ABSTRAK Penelitian ini bertujuan untuk menganalisis peran Badan Pengelola Keuangan dan Pendapatan Daerah (BPKPD) dalam penatausahaan belanja transfer desa serta mengidentifikasi faktor-faktor penghambat yang dihadapi di Kabupaten Minahasa Timur. Dengan menggunakan pendekatan kualitatif deskriptif, data dikumpulkan melalui observasi, dokumentasi, dan wawancara mendalam terhadap sembilan informan kunci yang terdiri dari pejabat BPKPD, DPMD, dan kepala desa, yang kemudian dianalisis menggunakan model interaktif Miles, Huberman, dan Saldana. Hasil penelitian menunjukkan bahwa meskipun pemahaman regulasi di tingkat pemerintah daerah sudah komprehensif dan pembagian peran telah dipahami dengan jelas, namun perangkat desa masih memiliki keterbatasan dalam penguasaan aturan. Selain itu, belum tersedia regulasi daerah yang mengikat terkait Standar Operasional Prosedur (SOP) formal dan standar waktu pelayanan. Penatausahaan ini juga terhambat oleh dinamika kebijakan pemerintah pusat yang berubah cepat (seperti pengenalan Koperasi Desa Merah Putih), kurangnya kompetensi staf keuangan desa, kendala topografi, serta keterlambatan regulasi Bagi Hasil Pajak dan Retribusi Daerah (BHPRD). Oleh karena itu, disarankan agar pemerintah daerah segera menerbitkan regulasi SOP yang baku, memberikan bimbingan teknis intensif bagi perangkat desa, serta mempercepat penerbitan kerangka hukum distribusi pendapatan desa. Abstract

This study aims to analyze the implementation of the Minister of Home Affairs Regulation (Permendagri) Number 7 of 2024 concerning the Management of Regional Government-Owned Assets (BMD) in managing incoming grants of regional assets at the Health Office of Southeast Minahasa Regency. The focus of this research includes the apparatus's understanding of the regulation, planning for grant management, the execution of incoming grant management, as well as the obstacles and impacts of policy implementation. This study employed a descriptive qualitative approach, with data collection techniques including in-depth interviews, observation, and documentation. The research informants were selected using purposive sampling, consisting of 5 personnel from the Regional Financial and Revenue Management Agency and the Health Office of Southeast Minahasa Regency. The results indicate that the implementation of Permendagri Number 7 of 2024 has not been optimal. The apparatus's understanding remains limited to a basic level, grant planning has not been integrated into the Regional Asset Needs Planning (RKBMD) document, and the execution of grants does not fully comply with procedures due to incomplete administrative documentation. Furthermore, the main obstacles include limited human resources, weak inter-agency coordination, and administrative disorder. This study recommends continuous socialization of the regulation, the provision of technical guidance, the integration of grants into planning documents, and enhanced coordination among relevant parties. Abstract

Objective: This study investigates the effectiveness of a deep learning approach in enhancing senior high school students' critical thinking skills, specifically on the topic of electron configuration—an abstract concept in chemistry that often leads to surface learning. Method: A quasi-experimental method with a nonequivalent control group design was employed. The sample consisted of 52 tenth-grade students (26 in the experimental group, 26 in the control group) from SMA Negeri 5 Ternate, Indonesia. The experimental group was taught using the deep learning approach (characterized by meaningful, mindful, and joyful learning), while the control group received conventional instruction. A critical thinking skills test, comprising nine essay items validated for content and construct validity (r > 0.444), reliability (Cronbach’s α = 0.914), discrimination index, and difficulty level, was used for pre-test and post-test measurements. Data were analyzed using descriptive statistics, normality tests (Shapiro-Wilk), homogeneity tests (Levene), and an independent sample t-test. Results: The post-test mean score of the experimental group (M = 63.38, SD = 7.85) was significantly higher than that of the control group (M = 58.19, SD = 7.76), with a mean difference of 5.19 points. The independent sample t-test revealed a statistically significant difference between the two groups (t = -2.398, df = 50, p = 0.020 < 0.05), leading to the rejection of the null hypothesis. Furthermore, students in the experimental group demonstrated improved abilities in interpreting, analyzing, evaluating, inferring, and explaining electron configuration concepts, particularly in applying the Aufbau principle, Hund's rule, and the Pauli exclusion principle. Conclusion: The deep learning approach positively and significantly contributes to improving students' critical thinking skills in learning electron configuration. This approach fosters active engagement, conceptual understanding, and scientific reasoning, making it a recommended pedagogical strategy for chemistry education. Abstract

This study aims to determine the level of application of journalistic language in news reports on the online media Rakyat Bengkulu. This study uses a quantitative approach with a descriptive quantitative approach. The method used is quantitative content analysis of 20 hard news articles published on the online media Rakyat Bengkulu. Data collection techniques were carried out through documentation and content analysis using 12 indicators of journalistic language, such as sentence clarity, language clarity, use of standard language, accuracy of diction, and the completeness of the 5W + 1H news elements. Data were analyzed using descriptive statistics techniques by assigning a score to each indicator. The results of the study indicate that the application of journalistic language in the online media Rakyat Bengkulu is in the high category, with an average score of 46.30. The highest-scoring indicators are easy-to-understand sentence structure and the use of standard language, while the lowest-scoring indicator is the appropriateness of Indonesian spelling. Penelitian ini bertujuan untuk mengetahui tingkat penerapan bahasa jurnalistik pada berita di media online Rakyat Bengkulu. Penelitian ini menggunakan pendekatan kuantitatif dengan jenis penelitian deskriptif kuantitatif. Metode yang digunakan adalah analisis isi kuantitatif terhadap 20 berita kategori hard news yang dipublikasikan pada media online Rakyat Bengkulu. Teknik pengumpulan data dilakukan melalui dokumentasi dan analisis isi menggunakan 12 indikator bahasa jurnalistik, seperti kejelasan kalimat, kelugasan bahasa, penggunaan bahasa baku, ketepatan diksi, serta kelengkapan unsur berita 5W+1H. Data dianalisis menggunakan teknik statistik deskriptif dengan pemberian skor pada setiap indikator. Hasil penelitian menunjukkan bahwa penerapan bahasa jurnalistik pada media online Rakyat Bengkulu berada pada kategori tinggi dengan skor rata-rata sebesar 46,30. Indikator dengan nilai tertinggi terdapat pada struktur kalimat yang mudah dipahami dan penggunaan bahasa baku, sedangkan indikator terendah terdapat pada kesesuaian ejaan bahasa Indonesia.

Abstract

This study aims to determine the effect of Radar Seluma reading intensity on public knowledge about infrastructure development in Seluma Regency. This study used a quantitative approach with an explanatory research approach. The study population was residents of Seluma Regency who had read or accessed Radar Seluma. The sampling technique used purposive sampling with 40 respondents. The results showed that Radar Seluma reading intensity was in the high category with an average score of 4.12. The public's level of knowledge about infrastructure development was also in the high category with an average score of 4.05. The Product Moment correlation analysis obtained a value of 0.742 with a significance value of 0.000 <0.05, indicating a positive and significant relationship between media reading intensity and public knowledge. This means that the higher the public's reading intensity of Radar Seluma, the higher their level of knowledge about infrastructure development in Seluma Regency. Penelitian ini bertujuan untuk mengetahui pengaruh intensitas membaca Radar Seluma terhadap pengetahuan masyarakat tentang pembangunan infrastruktur di Kabupaten Seluma. Penelitian ini menggunakan pendekatan kuantitatif dengan jenis penelitian eksplanatif. Populasi penelitian adalah masyarakat Kabupaten Seluma yang pernah membaca atau mengakses Radar Seluma. Teknik pengambilan sampel menggunakan purposive sampling dengan jumlah responden sebanyak 40 orang. Hasil penelitian menunjukkan bahwa intensitas membaca Radar Seluma berada pada kategori tinggi dengan nilai rata-rata 4,12. Tingkat pengetahuan masyarakat tentang pembangunan infrastruktur juga berada pada kategori tinggi dengan nilai rata-rata 4,05. Hasil analisis korelasi Product Moment memperoleh nilai sebesar 0,742 dengan nilai signifikansi 0,000 < 0,05 yang menunjukkan adanya hubungan positif dan signifikan antara intensitas membaca media dengan tingkat pengetahuan masyarakat. Artinya, semakin tinggi intensitas masyarakat dalam membaca Radar Seluma, maka semakin tinggi pula tingkat pengetahuan masyarakat mengenai pembangunan infrastruktur di Kabupaten Seluma.

Abstract

This study aims to analyze the ability to write argumentative texts through the utilization of Artificial Intelligence (ChatGPT) in Indonesian language learning for ninth-grade students at SMP Advent 2 Manado. The research is based on the need for writing learning innovation in the digital era, particularly in helping students develop ideas, construct logical arguments, and improve written language skills. ChatGPT is used as a learning support medium to provide examples, guidance, and reinforcement in the argumentative text writing process. This study employs a descriptive qualitative approach with ninth-grade students as research subjects, while data were obtained through students' written work, learning observations, and documentation of student interactions with ChatGPT. The results show that the use of ChatGPT in Indonesian language learning helps students understand the structure of argumentative texts, develop ideas, and construct more systematic and coherent arguments. Students appeared more active and assisted in the process of writing argumentative texts, especially in formulating opinions and supporting reasons. Thus, ChatGPT can be utilized as an innovative alternative learning medium to improve students' argumentative text writing abilities, provided it is used in a directed manner with teacher guidance. Abstract

The influence of principal leadership and teacher work motivation in elementary schools in Poigar district. This research aims toTo determine the influence of principal leadership and work motivation on teacher performance in Poigar District Elementary School. This study uses a quantitative approach with an associative research type. The research subjects were 220 teachers in Poigar District. Data collection techniques were through observation, questionnaires using a Likert scale and documentation. The research instrument in the form of a questionnaire measured data on principal leadership, work motivation, and teacher performance. The data were analyzed using descriptive statistical analysis, analysis prerequisite tests in the form of normality, linearity, multicollinearity, heteroscedasticity tests and continued with multiple regression analysis, t-test, f-test, and determination coefficient r. The results of the study showed 1) there was a significant influence of principal leadership on teacher performance with a sig. 0.01 <0.05 and 7.149 > 1.971, so it was concluded that it was accepted. 2) there was an influence of teacher work motivation on teacher performance with a sig. 0.03 <0.05 and 7.013 > 1.971, so it was concluded that it was accepted. 3) There is an influence of principal leadership and teacher work motivation on teacher performance with a sig. 004 < 0.05 and a value of 29.934 > 3.04, then accepted, with the results of the coefficient of determination showing that principal leadership and work motivation contribute 60.8%. Abstract

This study investigates the mediating role of employee engagement in the relationship between Green Human Resource Management (GHRM) practices and organizational sustainability performance. Drawing on social exchange theory and the ability-motivation-opportunity (AMO) framework, we propose that GHRM initiatives (green recruitment, training, performance management, and empowerment) foster employee engagement, which in turn enhances environmental, social, and economic sustainability outcomes. Using survey data from 312 middle-level managers in manufacturing and service sectors, structural equation modeling (SEM) was employed to test the hypothesized model. Results indicate that GHRM has a significant positive direct effect on sustainability performance, and employee engagement partially mediates this relationship (indirect effect β = 0.27, p < 0.001). The findings highlight that engaged employees act as active agents who translate organizational green policies into tangible sustainability gains. Berdasarkan teori pertukaran sosial (social exchange theory) dan kerangka kerja ability-motivation-opportunity (AMO), kami mengusulkan bahwa inisiatif GHRM (rekrutmen hijau, pelatihan, manajemen kinerja, dan pemberdayaan) mendorong keterikatan karyawan, yang pada gilirannya meningkatkan hasil keberlanjutan lingkungan, sosial, dan ekonomi. Menggunakan data survei dari 312 manajer tingkat menengah di sektor manufaktur dan jasa, pemodelan persamaan struktural (structural equation modeling / SEM) digunakan untuk menguji model yang dihipotesiskan. Hasil penelitian menunjukkan bahwa GHRM memiliki efek langsung positif yang signifikan terhadap kinerja keberlanjutan, dan keterikatan karyawan memediasi sebagian hubungan ini (efek tidak langsung β = 0,27, p < 0,001). Temuan ini menyoroti bahwa karyawan yang terikat bertindak sebagai agen aktif yang menerjemahkan kebijakan hijau organisasi menjadi perolehan keberlanjutan yang nyata. Abstract

Kemajuan teknologi digital yang pesat secara mendasar telah membentuk kembali lanskap pengembangan sumber daya manusia (SDM). Artikel ini mengeksplorasi titik temu antara transformasi digital dan pengembangan SDM, dengan fokus pada bagaimana organisasi dapat memanfaatkan teknologi untuk meningkatkan kompetensi karyawan, mendorong pembelajaran berkelanjutan, dan meningkatkan kinerja secara keseluruhan. Berdasarkan tinjauan literatur sistematis, studi ini mengidentifikasi tantangan-tantangan utama—termasuk penolakan terhadap perubahan, kesenjangan keterampilan, dan masalah privasi data—di samping peluang-peluang seperti pembelajaran yang dipersonalisasi, analitik kinerja waktu nyata (real-time), dan peningkatan kelincahan (agility) organisasi. Temuan menunjukkan bahwa keberhasilan pengembangan SDM digital memerlukan keselarasan strategis antara adopsi teknologi, komitmen kepemimpinan, dan budaya belajar sepanjang hayat. Implikasi praktis bagi manajer SDM dan pembuat kebijakan turut dibahas. Kata Kunci : pengembangan sumber daya manusia, transformasi digital, pelatihan karyawan, pembelajaran organisasi, teknologi SDM Teacher performance is the work achievement attained by a teacher in carrying out their duties and responsibilities as an educator according to established professional competency standards. This study aims to determine the influence of principal's supervision and motivation on teacher performance in Tondano: (1) principal's supervision has a significant effect on teacher performance; (2) motivation has a significant effect on teacher performance; (3) principal's supervision and motivation simultaneously have a significant effect on teacher performance. The population in this study were teachers in Tondano. The method used was regression analysis with a sample size of 103 teachers. Data were collected using questionnaires and analyzed using simple and multiple regression techniques tabulated with SPSS for Windows version 25. The results showed that: (1) there is a significant influence of principal's supervision on teacher performance; (2) there is a significant influence of motivation on teacher performance; (3) there is a significant simultaneous influence of principal's supervision and motivation on teacher performance. Based on the research conclusions, it is suggested that: (1) teacher performance needs to be continuously improved; (2) principals need to conduct continuous supervision and enhance teacher work initiative by providing training for self-development, encouraging and motivating continuous growth; (3) schools must create conditions where teachers can optimize their performance.Keywords: Principal's Supervision, Motivation, Senior High School Teacher Performance in Tondano
