Journal of International Relations Diponegoro publishes articles on contemporary transnational crimes from a variety of methodologies and approaches. The journal was originally established to encourage scholarly publications by students from International Relations, Faculty of Social and Political Sciences, Universitas Diponegoro. JIRUD will be pubished twice a year May and November. Journal of International Relations Diponegoro seeks original manuscripts that provide theoretically informed empirical analyses of issues in international relations, as well as original theoretical or conceptual analyses. The journal represents no particular school or approach, nor is it restricted to any particular methodology. Instead, it seeks to foster an awareness of methodological and epistemological questions in the study of International Relations, and to reflect research and developments of a conceptual, normative and empirical nature in all the major sub-areas of the field. Abstract

The state's awareness of increased growth and economic opportunities in the industrial sector encourages the state to take on roles and responsibilities so that the state intervenes in the form of regulations on the imports of non-B3 waste as raw material for the recycling industry. However, as the waste import activities were carried out, many B3 wastes were found to be entering. Researchers see that the problem of importing B3 waste needs to be seen from the point of view of implementing policies that have been formed based on the interests of the state and then finding out to what extent the state plays a role and what the results of this policy is when implemented by the state. Researchers seek to see the implementation of this policy through the role of the state concept and the perspective of Edwards III. Based on the final results, several obstacles were found in the implementation of the non-B3 waste import regulatory policy, therefore  policy did not work as expected.Keywords: the role of the state, policy implementation, imported waste.

Abstract

Based on political term in the Copenhagen Criteria, European Commission decide the requirements for Accession to European Union which to guarantee and protect Democracy, Human Rights and Minority Rights. Those are supported by the Liberalism perspective on international relation study which explains that regional cooperation and international cooperation can be done if the state can guarantee the enforcement of Democracy and protect the Human Rights included Minority Rights. This research purpose is to find the obstacles of the Turkey accession to European Union using Descriptive-Qualitative analysis method and Liberalism approach. This research result argues that Turkey has done many efforts for qualifying up the requirements to get the Accession to European Union immediately. But in 2010-2016 the European Union appraised Turkey hasn’t done the enforcement of Democracy, Human Rights, and Minority Rights fully yet. Then Turkey accession efforts to the European Union got an obstacle.

Abstract

In this globalization era, technological advances undeniably encouraged the developmentof the scope of crime along with the development of science. The phenomenon of crimecommitted in cyberspace, known as cybercrime, is one of the most dangerous crimes thatare currently faced by most people in the world. One of those crimes is racism incyberspace or what so-called cyber racism. The United States and Australia are the twolargest countries out of the Council of Europe member countries which committed toovercome cyber racism by ratifying the Council of Europe Convention on Cybercrime andadditional protocol concerning cyber racism (CETS 189). Nonetheless, there are somedifferences in the implementation of this convention between the United States andAustralia in overcoming cyber racism. This study aims to determine factor that influencesthe differences in the implementation of CETS 189 in the United States and Australia.Using culturalist approach as an analytical lens, this study argues that national law is thecause of the differences in the implementation of CETS 189 in the United States andAustralia. It is affected by cultural factor in which the United States has liberal perceptionregarding freedom of speech, while Australia tends to provide some limits on freedom ofspeech.

Abstract

The seeds of the Moro conflict in the Southern Philippines have emerged since the colonialm period. In 1990 the conflict escalated, so that many residents of the Southern Philippines, who are predominantly Muslim, founded resistance organizations. All of this is aimed at fighting or defending his rights against his own government. Therefore, the Moro people are considered by the Philippine government as a threat. The continuity of this conflict resulted in the instability of the Philippines and also affected the Philippines' relations with other countries. Indonesia, as a neighboring country and a region with the Philippines, has helped to resolve the conflict between the Philippine government and the MNLF. This study aims to analyze Indonesia’s involvement in resolving the Southern Philippines conflict. The analysis of this research uses the constructivist concept of identity with qualitative research methods that are descriptive and uses literature studies in data collection. The results of the study indicate that Indonesia's involvement in resolving the Southern Philippines conflict is based on reasons of geographical proximity and the similarity of Islamic religious identity.

Abstract

Climate change is the biggest challenge for humanity in this century as it causesproblematic environmental changes and destructive weather conditions. Vietnamesecoastal community were considered as the most vulnerable people suffering from theimpacts of climate change as their livelihoods are depending on the marine-basedresources. However, this research found that the coastal people today are more able toadapt, adjust and overcome the negative impacts of climate change after receivingintervention from Centre for Marinelife Conservation and Community Development(MCD). This research aims to describe the coastal community condition and explain thestrategies used by MCD to strengthen the coastal community resilience in Vietnam. Thisqualitative research is developed using literary technique. In which, author collected datafrom secondary sources, comprise of publications from of MCD, other related ministriesand institutions. Using the conceptual frameworks of NGO Concept and TransnationalAdvocacy Network, this research answers the question that MCD uses its strategies bymaintaining cooperative manner to deliver its influence within the socialist governmentutilizing the Transnational Advocacy Network and conducting small-scale change andlarge-scale change. These strategies allow MCD to strengthen Vietnamese coastalcommunes’ resilience and to sustain under the socialist regime.

Abstract

Drug smuggling is an organised transnational crime that has reached the global emergency stage. Indonesia as a sovereign country, Indonesia must protect its national interest by surmounting the drug smuggling that enters Indonesian territory. Therefore, Indonesia established cooperation with China in the field of customs, which is between the Indonesian Directorate General Of Customs And Excise and the General Administration China Customs. The research objective is to explain and give an understanding of bilateral cooperation between the Indonesian Directorate General of Customs and Excise and the General Administration China Customs to surmount drug smuggling. The research method that is used is the qualitative method of research. This research has the quality of being descriptive and analytic. The theory used in this research is trans governmental networks and securitisation. This research shows that although cooperation between the two country’s customs offices, the drug smuggling rate still exists. The causes are high demand within the country, limited transparency and the domestic political system.

Abstract

Perdagangan manusia menjadi bentuk ancaman non-tradisional yang nyata dihadapi oleh kawasan Asia Tenggara karena perannya sebagai negara sumber, transit, dan tujuan utama. Indonesia sendiri menjadi salah satu negara yang paling terdampak dengan bentuk human trafficking didominasi oleh kerja paksa serta eksploitasi seksual. Meskipun Indonesia telah memiliki kebijakan-kebijakan domestik sebagai bentuk tanggapan atas maraknya human trafficking, akan tetapi efektivitas pemberantasan masih menghadapi berbagai hambatan, seperti koordinasi yang lemah, keterbatasan sumber daya, serta perbedaan persepsi di antara negara anggota ASEAN. Pada dasarnya, ASEAN sebagai sebuah kawasan memiliki pedoman berperilaku untuk menyelesaikan permasalahan yang termanifestasi dalam ASEAN Way. Penelitian ini bertujuan untuk mengungkap pengaruh ASEAN Way dalam mengatasi peredaman efektivitas pemberantasan human trafficking dengan melihat kasus di Indonesia. Metode kualitatif digunakan dalam penelitian ini dengan menghimpun data primer maupun sekunder. Teori konstruktivisme berbasis norma serta konsep regionalisme digunakan sebagai pisau analisis. Hasil temuan penelitian ini mengungkap bahwa ASEAN Way sebagai norma kawasan berperan penting dalam mengatasi tantangan tersebut melalui pendekatan berbasis konsensus dan dialog. Prinsip tersebut memungkinkan Indonesia untuk lebih efektif dalam berkoordinasi dan menyelaraskan kebijakan dengan negara-negara ASEAN. Selain itu, pendekatan yang tidak memaksa dan mengedepankan kerja sama kolektif membantu menyelesaikan perbedaan persepsi serta meningkatkan efektivitas pemberantasan human trafficking.

Abstract

Since 2011 the Indian government has shown its efforts in complying with the Trafficking Protocol by implementing Transplantation Human Organ Act to curb organ trafficking. But this has not been effective because in reality, there is still human organ trafficking in India. Therefore, this research aims to analyze the factors that make handling the crime still ineffective. In order to analyze the cause of organ trafficking in India, the author uses qualitative method with the theory of compliance by Ronald B. Mitchell. Data collected by conducting a literature review. This study finds that organ trafficking in India still occur because the absence of changes in behavior both in the ranks of government agencies and among the community. The driving factor is due to administrative incapacity. Centralized and independent administrative deficiencies in the handling of trafficking in human organs cause organ trafficking still occur in India.

Abstract

Massive development of tourism accommodation in South Badung have caused water crisis indication which can threaten human security of local society. Water crisis indication is one of critical issue in environmental security. However, there is no joint effort between host government and hotel chain to overcome this problem. This research is aimed to explain why there is no joint effort between host government and hotel chain. This research uses Neo-Marxism and Human Security. Neo-Marxism explains the dependency of developing countries over developed countries investment through MNCs, including in tourism sector by hotel chain. Furthermore, Human Security is used to explain the effect of tourism development over water crisis indication as a serious threat for local society. The result of this research shows that politics and CSR preference are the causative factors. Although most of hotel chain’s CSR are charity that evoke skepticism, hotel chain should have been held responsible to help host government in overcoming water crisis indication in South Badung.

Abstract

Islamophobia has been rife in Europe, including in France, the emergence of Islamophobia has caused a lot of concern for Islamic communities in the world. The development of Islamophobic acts in France has resulted in a lot of chaos and negative sentiments by the world community, especially globally, towards French society. Until the emergence of Charlie Hebdo magazine which publishes a controversial article which is considered to be ridiculing the Prophet Muhammad, it has finally caused criticism for Muslims, especially in the Middle East. Muslims argue that what has been written in Charlie Hebdo magazine is blasphemy. Prophet Muhammad SAW is considered a role model for the Muslim community so no one should be able to give unfounded criticism. The people of the Middle East as a region with a Muslim majority finally responded to this phenomenon. In this paper, we will examine how the Middle East responds to the phenomenon carried out by Charlie Hebdo. This study uses the concept of a new social movement to see the movements carried out by the Middle East and the impact on the response of Muslim communities around the world.
