Journal of International Relations Diponegoro
Journal of International Relations Diponegoro publishes articles on contemporary transnational crimes from a variety of methodologies and approaches. The journal was originally established to encourage scholarly publications by students from International Relations, Faculty of Social and Political Sciences, Universitas Diponegoro. JIRUD will be pubished twice a year May and November. Journal of International Relations Diponegoro seeks original manuscripts that provide theoretically informed empirical analyses of issues in international relations, as well as original theoretical or conceptual analyses. The journal represents no particular school or approach, nor is it restricted to any particular methodology. Instead, it seeks to foster an awareness of methodological and epistemological questions in the study of International Relations, and to reflect research and developments of a conceptual, normative and empirical nature in all the major sub-areas of the field. This research discusses the problem of violence experienced by migrant workers, especially illegal migrant workers while working in Malaysia. The number of problems caused by illegal migrant workers due to lack of educational background, and the origin of migrant workers from families who cannot afford it, is the main reason for the existence of illegal migrant workers. This is not only troubling the Malaysian side but also the Indonesian side. Then there needs to be a continuous review of why similar cases can occur. This research aims to find out what forms of violations occur against Indonesian workers and also what steps and cooperation efforts are taken by the Indonesian government with the Malaysian state. This research uses the theory of international cooperation to explain and analyze the themes discussed in the research. The results of this research analysis can be known that international cooperation between Indonesia and Malaysia got quite good results, evidenced by the success of the MoU agreement. But when the MoU agreement has expired or expired, the results of JC, JTF and JWG performance become not maximal, arguably even unsuccessful in dealing with the problems that occur.

Australia's interest in improving the quality of public health by reducing the level ofsmokers through a plain packaging policy has sparked debate from the five member statesof the WTO. The lawsuit against Australia is the effort of the five member states to cancelout Australia's plain packaging policy which views the policy as violating the rules inTRIPS. The five claimant countries claiming a plain packaging policy could potentiallythreaten cigarette manufacturers with reduced market share in Australia. This researchaims to explain the efforts of the Australian Government to win the case at the WTO onthe policy of plain packaging of cigarretes and tobacco products as Australia's national lawover the accusation of the five WTO member states. This research uses realism tounderstand actors action. Technique data collection on this research using secondary datathrough literature study by processing data from books, journals, and official website. Theresults of this research explain that Australia's victory is the result of a rational choice ofbargaining position calculation based on strong Australian national interest, strong counterwinning argument at WTO trial and successful use of WHO FCTC as legal umbrella forplain packaging policy. Through the viewpoint of realism explained that conflict in thiscase based on differences interpretation of TRIPS from national interest sparked debateamong the actors involved, and the capability of actors is the key to victory in the case ofplain packaging policy.

The purpose of this research is to know and understand Indonesian government effort or actions on protecting Human Rights for child refugee that live in Indonesia’s Immigrant Detention House. This research used the concept of Human security and qualitative method for the research analysis. The results of this research explain that Rudenim Jakarta, Semarang and Surabaya in the fulfillment of human rights of the displaced children are in accordance with the Regulations the Director General of Immigration Number F-1002.PR.02.10 of 2006 and the United Nations Development Programme 1994 on a structured and overall handling and procedures for the placement of a stranger. I recommend that Immigrant Detention House in Jakarta, Semarang and Surabaya to coordinate more efficiently with related agency or institution, and increase their Human resources so they will be able to perform maximally in handling Child Refugee’s rigths. Indonesian Government should also make a policy that could clearly state and explain the status of asylum seeker in Indonesia to fulfill their rights.

Fiji, Papua New Guinea, Solomon Islands and Vanuatu are countries in the SouthPacific that share ethnic, racial and cultural similarities. With historical burden that had beencolonized by the western nations, they formed the MSG to take their own sovereignty. Papuawhich is part of Indonesia have Melanesian ethnicity are considered to have no sovereignty oftheir own. So ULMWP wants to get independence from Indonesia and got supported by severalMSG member countries. Therefore, Indonesia has an interest to cease ULMWP byapproaching MSG members using Soft Power. Soft Power is a way to get the desired resultsthrough cultural, domestic values and foreign policy. Human trafficking in the fishing industry is one of the threats of human security and also tothe security of Indonesia’s sea. PT. Pusaka Benjina Resources (PBR) conducts its activities by illegally employing ABK in the territorial waters of Indonesia. This study aims to explain the efforts of Indonesia as the main actor in addressing human security issues. In this regards, the Indonesian government involved IOM as a non-state actor to solve human trafficking problems in Benjina. To analyze these efforts, this study uses the concept of human security, the theory of state-centric, and the concept of rational actors. This research uses a qualitative research methodology based on data collection through a literature study. The results show that the Indonesian government’s efforts in dealing with human trafficking by PT. PBR were divided through handling the defendant according to UU No. 21 Tahun 2007 and the victim handled with assistance that facilitated by IOM.

The aim of this research is to find out why Japan still continue their whaling program, even though the previous program was banned. Moratorium of whaling for commercial purpose was signed in 1986 by member states of International Whaling Commission. The next year after the moratorium, Japan launched scientific research program named Japanese Whale Research Program under Special Permit in the Antarctic (JARPA). The second research program which is named JARPA II was banned by International Court of Justice due to violations of some articles on International Convention for Regulation of Whaling. After the banned, Japan is back on doing scientific whaling program. This research is done by using explanatory method, using qualitative analysis technique through accumulating primary and secondary data. Based on green political theory, environmental security, and ecological crime, the main reason why Japan still continue their whale research program is culture. This culture starts to disappear when whaling moratorium was signed. Government of Japan created several policies to address this issue. Supports Institute of Cetacean research for whale research and launched campaign activities to reintroduce whale culture for the people. These evidence proof that culture is the main motive on why Japan still continue their whale research program.

Within the history of Japanese Colonization, follows establishment of Japanese Military Sexual System. Japanese action trigger transnational movement who gave demands for Japan to redress, but have not accomplished until this time. There are attempts to made an issue’s settlement through Japan-ROK Agreement 2015, however The Redress Movement for Comfort Women in western country still giving their efforts, and there is fresh establishment of new NGO after Agreement accomplished. The purpose of this research is to examine transnationalization’s process of Redress Movement for Comfort Women in the West Country. To analyze the process of transnationalism of Redress Movement for Comfort Women, this research use Transnational Advocacy Network (TAN) approach and Boomerang Pattern Concept. This research have two argument, first argument saying that transnationalism of Redress Movement for Comfort Women in western countries are caused by implementation of TAN and Boomerang Pattern by The Korean Council. The Korean Council must implementing TAN Strategy due to Blockage has given by the Government of Japan and South Korea.

Terrorism is the result of a radical behaviour where radical understanding can trigger a person to take a violent action to achieve their goals. In Indonesia, radical groups have emerged for a long time, even in the past times there have been terrorist attack. The Indonesian government has established the National Agency for Combating Terrorism (BNPT) as a form of commitment in combating terrorism. BNPT itself has a deradicalization program, where the meaning of deradicalization is an attempt to quit the radical notion of radical adherents or terrorist in non-violent ways. Terrorism has long been regarded as the exclusive scope of men, but it has changed now where women are also involved in terrorism, therefore BNPT involved women role in deradicalization in Indonesia. This research use qualitative research method to explains the role of women in BNPT’s deradicalization in Indonesia. To answer this issue is by using cultural feminism theory, finally it has found that the reason’s BNPT involved women role in deradicalization is as a strategy because women had a female essence which is softer, more compasionate and persuasive is able to approach the wives of terrorist, the prisoners and the ex-prisoners. Beside being a strategy, the reason of the BNPT involving women in deradicalization is to regard the aspects and needs of prisoner since the role of family is also needed in the process of deradicalization.

North Korea’s nuclear proliferation has implicated threat toward Japan’s security directly,proven by illicit networks existence that support the nuclear proliferation program withinthe jurisdiction of Japan and indirectly, the capability of North Korea’s nuclear power to atany time could threaten the safety of Japanese citizens and Japanese territory. Threatescalation due to the North Korea’s nuclear proliferation is North Korea dared to conduct anuclear test in 2006 and 2009 after declaring withdrawal from regime of the Treaty on theNon-Proliferation of Nuclear Weapons (NPT). This nuclear issue has become internationalconcern, especially Japan. This research has purpose to analyze Japan’s security policybased on Japan’s identity as “pacifist country” and “non-nuclear country”. The frameworkused in this research is the concept of norms and identity of the constructivist theory. Thetype of this research is explanatory, using qualitative data analysis techniques fromliteratures review. The result of this research is given explanation about Japan’s securitypolicies which are normalization talk, international cooperation through ProliferationSecurity Initiative and Six Party Talk, and enhance its role as “stabilizer” in Asia region ininternational non-proliferation effort through Proliferation Security Initiative MaritimeInterdiction Exercise and Asia Senior-Level Talks on Non-Proliferation.

The United States is a democracy country which rescpect for human rights. One of the manifestation is the right of entry for imigrants seeking asylum. However, Trump’s administration didn’t reflect this. Through his authority, he issued Protecting The Nation From Foreign Terrorist Entry Into The United States by citing citing the national security. The perspective of relationship between policy and personality of the president is an interesting research objeck to study. It will be revealed in this study through the key questions about how personal characteristics of Donald Trump in taking the policy. The aim of this study is to explain the characteristics of leaders in relation to policy. This study uses qualitative methods with the type of explanatory research In compiling their arguments, researchers used the concept of Margaret Hermann (1980) "Explaining Foreign Policy Behavior Using the Personal Characteristics of Political Leaders", by looking for indicators of nationalism, trust in the ability to control issues, need for influence, need for affiliation, conceptual complexity, and distrust of others which will refer to the leadership model, which is analyzed through his attitude, judgment, and words. The study concludes that Donald Trump is aggresive leader.
