Journal of International Relations Diponegoro seeks original manuscripts that provide theoretically informed empirical analyses of issues in international relations, as well as original theoretical or conceptual analyses. Abstract

Worldwide illegal drug trafficking has been constantly increasing. Many countries believethat drug crimes need a special penalization to give a deterrent effect to the perpetrators,one of which is in the form of capital punishment. Indonesia is one of the countries thathas been placing death penalty to the drug users as well as the traffickers. This widelycontroversial approach has been equally applied to many offenders regardless of theirorigins; locals and foreigners, including recently to the Brazilian drug traffickers. Thisresearch discusses the influence of Indonesian death penalty policy to the Brazilians drugtraffickers and how it effects the relations of Indonesia and Brazil. This study found thatthe death sentence policy in Indonesia has made quite an impact to the bilateral relations ofBrazil and Indonesia, where it particularly affects several aspects of economy, military,and especially political relations of the two countries. This research is carried out by usingdescriptive-explanative and qualitative method, focusing on the process and the actualevent of the case gathered from a number of sources and data. This study incorporates theframework of rational choice theory of the decision making policy as the conceptual basisof the research.

Abstract

Japan is a developed nation with exellence economic growth and national stability. Unfortunately, in political, economic, education and family formation, Japan has a problem in a form of gender inequality. This research uses Feminism and its concept, Patriarchy and Hegemonic Masculinity, and Structural,Cultural and Direct Violence theory as a theoretical framework. Specifically, this research analyzes the forms of gender inequality against women using the said framework. The results of this study make clear that Japan’s gender inequality is a form of structural and direct violence, influenced by partriarchal culture of society that eventually shapes a social structure dominated by men, as seen in the imbalance of representation of women in politics, economic gap between men and women, access to education, along with social expecation to form a family towards women.

Abstract

Japan and South Korea have a complicated relations ever since Japan’s occupation in Korean Peninsula in 1910. During Japan’s occupation, Japanese military abducted thousands of Korean women to work in a military brothel and serve as a sex slaves for Japanese forces, or known as “comfort women”. Trauma left by Japanese colonial rule created mutual animosities which hamper bilateral relations between both countries. In 2012, South Korea back off from the first military cooperation pact with Japan, due to overflow public resentment in South Korea toward Japan. The objective of this research is to understand how “comfort women” issue impacted bilateral security cooperation between Japan and South Korea. This research used qualitative methods alongside with the concept of memory, war, and world politics to explain how memory and trauma shape South Korean’s perception toward Japan, as well as the concept of Public Opinion, Domestic Structure, and Foreign Policy in Liberal Democracies to explain the impact of public opinion toward South Korea’s foreign policy. The result of this research indicated that history of “comfort women” created collective memory in South Korea, which hampers its bilateral security cooperation with Japan. The bilateral security cooperation between Japan and South Korea established only after two nations reach consensus in “comfort women” issue.

Abstract

ABSTRACTIn October 2019, Indonesia's Global Competitiveness Index decreased 5 places from the previous year. This decline occurred in the midst of massive infrastructure development carried out during the leadership of President Joko Widodo in the first period. The pillar that experienced the highest decline was the pillar of information and communication technology adoption. This study aims to explain why the infrastructure development carried out is less adaptive to issues regarding the development of information and communication technology, so that the indications are that Indonesia is rife with cybercrime cases. The framework used in this research is the hyperglobalist theory and the concept of cybercrime. Hyperglobalist theory is used to analyze the adaptation process of the Indonesian government to industry 4. 0 and the concept of cybercrime is used to analyze the development of cybercrime cases. This study uses a qualitative research method with the type of explanatory research, data obtained through literature study. This research shows that the government is less adaptive to the development of industry 4.0, so that infrastructure development experiences dislocation. The government does not see aspects of the development of information and communication technology at this time, so that cybercrime cases in Indonesia are increasing every year. so that infrastructure development is dislocated. Abstract

Long-drawn conflictis a resistor for the progress of a country. Colombia has been one of the countries that affected by internal conflict for more than 50 years due to a civil war between the government and the rebel group, FARC. Over the past few years, Colombia‟s commitment to continue to improve achieving peace has stolen the world's attention. In Juan Manuel Santos leadership era, Peace Talk Agreement (PTA) policy in 2012 became the fourth attempt for government reconciliation with the FARC. At this time, the peace negotiations used different new approaches compared to previous peace efforts. This study aims to analyze the influence of Juan Manuel Santos's personal characteristics on his decision to create peace through the Peace Talk Agreement (PTA) policy. The framework theory which used in this study is the Developing Political Personality Profile approach in Political Psychology through five elements in order to understand a leader behavior. This research used a qualitative method with an explanatory type. The results show that the development of Santos personality shaped him to be someone who cares about peace.

Abstract

The notorious Viktor Bout, the most influenced person in the illegal arms smuggling hashuge reputation in supplying illegal arms to the conflicted countries. With his offshorecompanies and his wide-scale network in arms business he supplied small arms and lightweapon (SA/LW) freely without any suspicion of violated the arms embargoes. Liberiaand Angola were countries which clearly cooperated with Viktor Bout to illegally sellarms with the high intensity. Using the method of library research, arms traffickingconcept, and refer to the previous research also with the comparison method in the patternused by Bout in both countries, this research concludes that there is opposite pattern inarms smuggling between Liberia and Angola by Bout. In his operation in Liberia, Boutused the pattern of government assisted-trade which he used to cooperate with localgovernment to illegally break arms embargo and smuggle arms. In Angola, he used thepattern of company brokered-trade which allowed him to utilize his companies andcooperation network to help him smuggled arms to both government and rebel group inAngola.

Abstract

In 2014, for the first time Sweden declared itself a country with a feminist foreign policy. The statement that drew international attention and attention was delivered by the Swedish foreign minister, Margot Wallstrӧm, who is an activist for women and gender equality. In implementing this policy, there are six external policies carried out by Sweden which are implemented by the Swedish foreign ministry and the Swedish International Development Cooperation Agency (SIDA). The six policies include; fulfillment of human rights, freedom from acts of physical, mental and sexual violence, participation of women in preventing and resolving conflicts in the pre and post-conflict period, participation in elections, fulfillment of economic and development rights and finally the right to reproduce and sexually healthy. can analyze Sweden's reasons for implementing these six policies. The unit of analysis in foreign policy consisting of individuals, countries and the international system is used. This research is an explanative research type and qualitative research type with literature research data collection techniques and uses congruent methods to analyze data. The results of this study indicate that the three unit level analyzes, both individual, state and international system, encourage the formation of feminist foreign policy from Sweden

Abstract

Humanitarian aspects on the issue of migration were re-introduced during the reign of Prime Minister Malcolm Turnbull through the regional instrument of Bali Declaration. Although Australia has long ratified the 1951 UN Convention relating to the status of refugees, some of Australia's political efforts have previously been contrary to the principles of the convention. Therefore, this research intends to describe the process that forms political efforts during the reign of Prime Minister Malcolm Turnbull and to determine the factors that shape the dynamics of perception regarding the issue of migration in Australia. To analyze the process, this research uses the concept of securitization with qualitative method and descriptive research by using literature review in data collection. The results show that during the reign of Prime Minister Malcolm Turnbull the issue of migration was framed as a security issue by considering the balance between border protection and fulfillment of international obligations.

Abstract

Migration flows in Italy increased post-Arab Spring that happeneed in North Africa andthe Middle East. Libya as a major gateway shipments directly affected migrants from theArab Spring so that there is instability in the conditions of the region. Smugglers fromLibya used to send irregular migrants from Libya towards Italy. On the way to Italy, manymigrants suffered at sea, the vessel which carrying migrants was not worth with excesscapacity. Lampedusa tragedy claimed 360 people died at sea, the Italians immediatelyresponded by establishing an operations to rescue migrants named Operation MareNostrum. This rescue operation received a negative response from the other party, becausethe operation regarded as the cause of the high flows of irregular migration in Italy andspread to other EU countries, then causing a dilemma. Italy have to bear a very high cost torun the operation alone, but Italy still carry out such operations alone. This research triedto find the Italian reasons to run Operation Mare Nostrum and effectiveness of the policy.This research found that Operation Mare Nostrum done in obedience to comply the normand it was not so effective in its implementation.

Abstract

"Ethnic Uyghurs are residents of the Xinjiang Region, Which is an ethnic minority in the People's Republic of China (PRC). There are subjevtive Chinese policies. Ethnic Uyghur are discriminated against by their own country and forced to slowly forget their true identity, namely Islam. Xinjiang where are attitude of Uyghur who seek justice and protest to the goverment, they are immediately arrested without going through a court process. Then,arrested Uyghur's are sent to re-education camps. The Chinese government's policy has received positive support from 37 countries and received and received negative support from 22 countries including Saudi Arabia. Saudi is the birthplace of Islam, which until now still uses the Shari'a system in state constitution. Saudi is an economically stable Islamic country and Saudi position should be the protector of Muslim in the Uyghur. But the similarities of identical does not ensure that Saudi to protect Uyghurs. This anomaly is the theme of this paper. This Paper was made by qualitative data. Through the Realism, This paper Analyzes Saudi Arabia's Foreign Policy which does not take a stand on this discrimination of Uyghur. Through 3 attributes of Realism namely ; Strength, Nationa Interest and Sovereignty, this paper try to illustrates that China's readliness to support the success of Saudi Vision 2030. Cause of this situation makes Saudi arabia not to take a stand to the Uyghur etnic group.''
