Journal of International Relations Diponegoro
Journal of International Relations Diponegoro publishes articles on contemporary transnational crimes from a variety of methodologies and approaches. The journal was originally established to encourage scholarly publications by students from International Relations, Faculty of Social and Political Sciences, Universitas Diponegoro. JIRUD will be pubished twice a year May and November. Journal of International Relations Diponegoro seeks original manuscripts that provide theoretically informed empirical analyses of issues in international relations, as well as original theoretical or conceptual analyses. The journal represents no particular school or approach, nor is it restricted to any particular methodology. Instead, it seeks to foster an awareness of methodological and epistemological questions in the study of International Relations, and to reflect research and developments of a conceptual, normative and empirical nature in all the major sub-areas of the field. Child marriage is an issue that is of concern to the international community because it is considered to have many negative impacts. Therefore, conventions and organizations that discuss child marriage have started to emerge, one of which is the Convention on Consent to Marriage, Minimum Age for Marriage, and Registration of Marriages. Based on data from UNFPA, Indonesia is the eighth country with the highest child marriage rate in the world. However, with the high rate of child marriage in Indonesia, the Indonesian government has not ratified this convention. In this study, the author seeks to find out the reasons why Indonesia is not ratifying this convention yet. This paper will use cultural relativism concept, patriarchy concept, and rational choice theory.

The detrimental effect of counterfeiting was the main factor of the WTO-TRIPs Agreement establishment. TRIPs Agreement has been regarded as the international intellectual property rights (IPRs) regime which its important role is providing minimum standards of the intellectual property rights protection and enforcement. Fashion counterfeiting has been one of the phenomena that infringes most of IPRs, particularly on trademarks. It requires global consciousness due to its undetected nature and negative impacts, especially for Indonesia. Indonesia is one of the largest producers in fashion industry. Ironically, it has experienced major counterfeiting problems in its respective regions. Indonesia itself is considered to have potential contribution to the counterfeit fashion trade. However, Indonesia is committed to comply with TRIPs’ regulations due to the single undertakings principle that was agreed upon joining WTO’s membership. This research aims to explain and analyze the influence of TRIPs Agreement on Indonesian compliance in addressing fashion product counterfeiting in 2010-2015. The qualitative method with Rationalist-Functionalism approaches are being used to answer the research question. The result of the analysis is TRIPs Agreement has influenced Indonesian compliance in addressing fashion product counterfeiting in 2010-2015 by: (1) taking into account the relevance and realization of TRIPs Agreement function as international IPRs regime towards counterfeiting issue; (2) affecting Indonesian perception on the importance to provide adequate trademarks protection and enforcement for its fashion industri; and (3) providing economic incentives in the form of reputation, market access, and investation.

Montara oil refinery marine pollution which comes from Australia enter Indonesia’s seaand inflict disadvantage, that make Indonesia to seek compensation on Australia but notsucceeded. Indonesia and Australia ratified Memorendum of Understanding 1996 onrespond and preparedness marine pollution, but Australia did not use three paragraphs inMoU 1996 when Montara marine pollution happened. Indonesia should seek compensationbe based on three paragraphs in MoU 1996 which did not use by Australia but Indonesianot did it. This study tries to analize Indonesia respond’s which did not use MoU 1996 toseek compensation on Australia. The research method which used to explain of Indonesiarespond’s is explanative analytical research and found the Indonesia repond’s which didnot use MoU 1996 to seek compensation on Australia is a form of compromise. Thecompromise used by Indonesia to keep stability relations with Australia because bothcountry had a mutual relations.

Bangladesh, a neighboring country of Myanmar, has received the direct impact of the Rohingya refugee crisis which has not ended, especially in the economic and security aspects. This study aims to explain the process as well as the background of the Government of Bangladesh in issuing a policy to stop the admission of Rohingya refugees starting March 2019. This research is a qualitative study that uses a rational choice framework and the concept of national interest. Based on the analysis conducted, it is known that the Government of Bangladesh issued this policy in order to protect national interests in the economic and security sector, and this policy is the most rational choice based on cost-benefit considerations compared to other policies.

ABSTRACTTransnational marriage is a marriage that occurs between Indonesian Citizens and Foreign Citizens, this phenomenon arises because of globalization. Transnational marriages occur in the Riau Archipelago, an island directly adjacent to Malaysia and Singapore. This study aims to explain the process and the impact of globalization in transnational marriage in the Riau Archipelago with the concept of Globalization: Connectivity, Mobility, and Migration. This research uses qualitative methods with data obtained from literature studies from journals, books, newspapers, and related sites; field studies in the Riau Archipelago. The research was conducted from 2015 to 2021. United Kingdom is a country who illegaly export its electronic waste to developing countries. Despite United Kingdom has ratified the Basel Convention on the Control of Transboundary Movements of Hazardous Waste, United Kingdom is the the most exporter of illegal electronic waste in the European Union. The convention require every states party to treat its electrionic waste ecologically friendly and prohibit exporting its electronic waste to developing countries. This condition can be assumed that United Kingdom does’nt comply the convention which it has ratified in 1994. This research will employ non-compliance theory by Ronald B. Mitchell to explain the cause of United Kingdom non-compliance. Mitchell indentify three kinds of compliance, they are non- compliance due to preference, non-compliance due to incapacity and non-compliance due to inadvertence. The main argument of this research is United Kingdom’s non-compliance caused by its preference. Non-compliance gives United Kingdom benefit economically

In November 2018 Mahathir Mohamad, who re-assumed the position of Prime Ministerof Malaysia stated that Malaysia would not ratify ICERD. It is considered by some to be asetback for the struggle of equalization of racial rights in Malaysia. Previous research on racialdiscrimination in Malaysia focused mostly on the human rights side and the roots ofdiscrimination itself without specifically addressing the issue of ICERD. This study will analyzethe rationale behind Malaysia's refusal to ratify ICERD using an idiosyncratic theory.Researcher place the level of analysis at the individual level, by examining Mahathir Mohamad.By analyzing elements of Mahathir Mohamad’s leadership style, the researcher argues that thestrong driving factor behind Malaysia's refusal to ratify ICERD is an element of Mahathir'sexperience and interest in politics as a person who was predominantly Malay-chauvinist becauseof his Malay-centric ideas.

The United States of America as a super power, is able to create and build knowledge, 'reality', and global narratives that are trusted by the world community according to their interests. This is no exception in terms of terrorism. The purpose of this study is to explain how the discursive practices carried out by the US Government and media in building a global narrative related to terrorism through case studies of crimes committed by Ali Muhammad Brown and Stephen Craig Paddock. The method used in this research is a qualitative descriptive approach. This research is viewed from the perspective of poststructuralism which has not been found in previous studies. The result of this study is that the identification of who deserves the label of terrorist in the United States occurs only in Muslims and especially those who have people of color. This occurs as a result of the social construction that develops in global society through the discursive practices of the United States Government and Media. From the results of this study, it shows how discursive practice can be used in shaping existing reality and knowledge, so the discourse will contain different meanings depending on who interprets it. In addition from this research, it can be concluded that the reality and narrative as well as knowledge related to global terrorism are not free values but are biased towards political interests and are built by constructions and discursive practices developed by the ruling state.

Multinational corporations increasingly spread out across developing countries that haveresources. The presence of multinational corporation is opportune in improving investmentclimate but it's also causing pollution and environmental damage in countries where thecorporations operate. One of the operations is a mining activity by PT. Freeport in Mimika,Papua. The subsidiary of this corporation, Mac.Moran Coper Inc, manages miningresources asset in the form of copper and gold and has been operated since 1967 inIndonesia. Problem arises as a result of the polluting environment mining activity thatstarting to make people disturbed and starting to get condemned by environmentalists. Alocal non-governmental organization, Wahana Lingkungan Hidup, released an independentreport about impacts of pollution and environmental damage. This research is intended todicuss about Indonesia's policy in addressing environmental pollution and damage case byPT. Freeport's mining activity which affects human security. This research uses qualitativemethod with descriptive-explanative type with literature and technique study. Toanswering the question, this research used Human Security Concept and Elite Theory tolook at Indonesian policy by interviewing Walhi representatives and the Ministry of theEnvironment. The results of this study indicate that two different regimes that are SusiloBambang Yudhoyono and Joko Widodo have not been able to solve the case ofenvironmental pollution by PT. Freeport to conduct negotiations in order to review theextension of contract PT. Freeport in Indonesia.

Gastrodiplomasi menjadi salah satu instrumen diplomasi budaya yang memiliki pengaruh cukup besar bagi suatu negara. Salah satu contoh negara yang berfokus dalam gastrodiplomasi adalah Jepang. Indonesia sendiri menjadi salah satu tujuan Jepang dalam memperkenalkan kulinernya. Keseriusan tersebut dapat dilihat dari dibentuknya Japan Foundation di Indonesia. Namun dengan adanya pengaruh budaya luar yang mulai banyak masuk ke Indonesia, ketenaran kuliner Jepang mulai terancam. Pada saat ini, masakan cepat saji yang diproduksi negara Barat, dan juga kemajuan budaya Korea dan China mulai banyak diminati oleh masyarakat Indonesia. Hal ini tentu menjadi perhatian lebih bagi Jepang untuk meningkatkan promosi kulinernya di Indonesia. Penelitian ini bertujuan untuk mengetahui strategi apa saja yang dilakukan Japan Foundation dalam menggunakan gastrodiplomasi sebagai instrumen diplomasi budaya di Indonesia. Metode penelitian ini menggunakan metode kualitatif dengan menganalisis strategi Japan Foundation melalui teori soft power, terutama dalam konsep diplomasi budaya dan gastrodiplomasi. Hasil menunjukan strategi gastrodiplomasi yang dilakukan Japan Foundation mendapatkan respon yang baik dan antusias yang tinggi dari masyarakat Indonesia. Sehingga tentu ini dapat menjadi upaya Jepang dalam terus meningkatkan promosi budayanya agar tidak kalah saing dengan negara lainnya di Indonesia.
