Journal of International Relations Diponegoro publishes articles on contemporary transnational crimes from a variety of methodologies and approaches. The journal was originally established to encourage scholarly publications by students from International Relations, Faculty of Social and Political Sciences, Universitas Diponegoro. JIRUD will be pubished twice a year May and November. Journal of International Relations Diponegoro seeks original manuscripts that provide theoretically informed empirical analyses of issues in international relations, as well as original theoretical or conceptual analyses. The journal represents no particular school or approach, nor is it restricted to any particular methodology. Instead, it seeks to foster an awareness of methodological and epistemological questions in the study of International Relations, and to reflect research and developments of a conceptual, normative and empirical nature in all the major sub-areas of the field. Abstract

Beasiswa “Monbukagakusho” merupakan program yang digagas Pemerintah Jepang melalui Kementerian Pendidikan, Kebudayaan, Olahraga, Sains, dan Teknologi (MEXT) dengan tujuan untuk mencetak mahasiswa internasional berkualitas tinggi, memperkuat kerja sama dengan negara lain, serta membangun citra positif Jepang di bidang pendidikan secara global. Sejak diluncurkan pada tahun 1954, program ini telah menerima ratusan ribu mahasiswa dari berbagai negara. Penelitian ini bertujuan untuk menganalisis strategi diplomasi digital yang diterapkan Pemerintah Jepang di Indonesia melalui program beasiswa “Monbukagakusho” pada tahun 2020–2022 di masa Covid-19, dengan menggunakan konsep  diplomasi digital Ilan Manor. Metode yang digunakan adalah penelitian kualitatif deskriptif, dengan data primer dari wawancara dengan JASSO Indonesia, serta data sekunder dari buku, jurnal, artikel, dan situs web terpercaya. Penelitian ini menunjukkan bahwa pemerintah Jepang secara aktif memanfaatkan media digital dan memenuhi strategi diplomasi digital, yaitu engagement dan listening, framing the nation, networked and collaborative approaches to diplomacy, serta consular aid dalam mempromosikan program beasiswa “Monbukagakusho”di Indonesia.

Abstract

The Association of Southeast Asia Nations (ASEAN) has several mechanisms for resolving conflicts, the ASEAN Institute for Peace and Reconciliation (AIPR) is one of them, which formed by the legitimacy of ASEAN to resolve conflicts. But, since it was formed, A-IPR did not going well resolving those conflicts. Southeast Asian countries prefer to resolve conflicts in their own ways, namely by means of unilateralism and bilateralism. So A-IPR becomes a pseudo institutionbecause it doesn't work according to the function they’ve been set. Some conflicts, such as theborder conflicts between Thailand and Cambodia, Myanmar's internal conflict, and the Sabahconflict between Malaysia and the Philippines also went that way. These countries prefer toresolve those conflicts in their own way rather than through the AIPR path. Even though AIPR has a management and conflict resolution function. This research wants to explain the reasons of the Southeast Asian countries not using A-IPR as conflict resolution mechanism using the perspective of idiosyncratism. This study argues that the ineffectiveness of A-IPR is because the institution was formed based solely on the personal preferences of the initiatior which is Susilo Bambang Yudhoyono without considering the desires of other countries. So that A-IPR only becomes a pseudo institution without support from it’s member.

Abstract

Post WW-II world eyewitnessed one of the darkest age of humanity. Numerous bloodbaths of innocents occurred as forms of tyranny legitimation. Cambodia, Rwanda, and Yugoslavia were three of the abundant infamous degradations of humanity at the 2nd semester of the 20th century. However, under the universal spirit of humanity, international society reacted actively against those inhumane actions ergo UN formed ad hoc tribunal such as ICTY or ICTR. Yet those ad hoc tribunal were considered ineffective ergo the escalation of permanent court demands. This resulted in the birth of Rome Statute of the International Criminal Court. Rome Statute was positively acclaimed by international society and currently had been ratified by 124 countries. Still, Indonesia were not among them. This thesis would examine Indonesia’s policy of Rome Statute. Through constructivist perspective, this thesis would unfold norms disparities between international norms of Rome Statute and domestic norms of Indonesia. The perception of norms disparity would lead Indonesia to create a congruence of its norms ergo the policy to not ratify Rome Statute yet. To put the finger on the answer, this thesis would also encompass institutional dynamics of ICC and Indonesia’s commitment on Rome Statute, both explicit and implied commitments, started from Megawati’s, SBY’s, to Jokowi’s rule. As the result, it would be concluded whether there is norms disparity as the factor behind Indonesia’s policy to not ratify Rome Statute.

Abstract

The implementation of infrastructure development in ASEAN economic cooperation in the realm of air and maritime transportation is the cornerstone of the establishment of the ASEAN Open Sky. In every policy-making, Indonesia opens access for interest groups, including the epistemic community who want to exert influence in foreign policy. The epistemic community is a network of professionals with recognized expertise and has the authority to propose or make policies on certain issues that are relevant to their knowledge. The objective of this research is to explain the role of the epistemic community in the making and implementation of foreign policy, in this case INACA in ASEAN Open Sky using constructivism theory. According to constructivism, epistemic communities have an important role in policy making and implementation, they can help to shape the interests and preferences of the state. This research uses the qualitative method and the data needed is obtained through primary and secondary resources by interviewing relevant organizations and reviewing relevant literatures, such as books, journals, news, and another online sources. The interview method was carried out online through questionnaires. This research shows that the role of the epistemic community in policy making is less significant caused by the domination of the government and lack of support for the research development process by the epistemic community.

Abstract

United States and France were the two countries that had high involvement in humanitarian intervention in Libya in 2011. In fact, the humanitarian intervention process was deviated from the original goal of humanitarian intervention which was for humanitarian reasons. This indicates that the United States and France have their own interests behind humanitarian intervention in Libya. This research aims to analyze the interests of the United States and France in carrying out humanitarian intervention in Libya in 2011. In this study also briefly explained how the conflict in Libya occur until the UN Security Council gave a decision to intervene. This study uses qualitative and explanatory research methods with two data sources, primary and secondary data. The theoretical framework used in this research is Neorealism theory. From the research that has been done, there are three interests of the United States and France in carrying out humanitarian intervention in Libya. The First is the interests of the United States and France to control oil in Libya, and the second is the political factor of the United States and France, and the third is the interest of the United States to overthrow the Muammar Gaddafi regime.

Abstract

The purpose of this study was to determine the driving factors behind the smuggling of firearms during the conflict, fire arms smuggling patterns that happened, and the government'sefforts in addressing the issue. In conducting this study, researcher used qualitativeresearch methods in explaining the variables of research to answer the essence ofsmuggling SALW arms during the GAM conflict. This research finds that there are 7factors that encourage the smuggling of weapons by GAM during the conflict in Aceh.Those are, the geographical factor, abuse of authority, a lack of legal mechanisms, lack ofcoordination, a lack of supporting infrastructure, high price of the weapons, and increasingGAM membership.

Abstract

Environmental issues has become an important issues in the international world nowadays, even in some countries environmental issues as equivalent to political issues. After the end of the Second World War in 1945, apparently the issue of nuclear began to be popular to be discussed. The issue of nuclear attracted the attention of the European Union, Then Euratom Community was formed which had a focus on improving the security of nuclear energy development. The Chernobyl accident that occurred in 1986 in Ukraine was one of the worst nuclear accidents in history. Seeing this accident, the European Union then began to participate in the Chernobyl nuclear radiation handling activities in the area around Ukraine. Handling activities undertaken by the European Union focus on improving the security of nuclear energy development. At first these handling activities were only aimed at victims' countries around Ukraine, but then along with the development of the European Union era, they began to implement these handling activities in their regional areas. According to research conducted by UNSCEAR there is no nuclear radiation contamination in the European Union region. The purpose of this study is to find out the reasons behind the change in the attitude of the European Union in responding to the issue of Chernobyl nuclear radiation in its regional region. In analyzing this process, this research uses securitization theory with qualitative methods, literature study in data collection, and process tracing data analysis methods. The results showed that the change in the attitude of the European Union on the issue of Chernobyl nuclear radiation is a form of EU securitization to prevent the adverse ef ects of radiation that has entered into its regional territory to become more widespread and detrimental.

Abstract

The strategic location of the Strait of Malacca makes it one of the busiest straits in the world. The Malacca Strait serves as a channel for the distribution of oil and natural gas as a need for energy security and world trade commodities through the sea. But the high activity in the Strait is not balanced with security guarantees. Therefore, the cooperation of coastal countries is needed to maintain the security of the waters around the Strait of Malacca. Indonesia, Malaysia and Singapore formed cooperation to handle armed robbery in Malacca Strait in 2004 named Malsindo. The type of this research is analytic describtive using qualitative method to apply neoliberalism theory. This research is aimed to know the reason measures to combat armed robbery cases in Malacca Strait between 2004-2013. The result of this research finds that measures taken by coastal country to combat armed robbery consists of Malacca Strait Sea Patrol (MSP) which was launched in 2004, Eyes in The Sky (EIS) which was launched in 2005 and MSP-IS in 2006.

Abstract

United States (US) established the Middle East as a strategic area in the context of its foreign policy, one of the things is to pursue peace in the Palestinian-Israeli conflict. The US provides Israel takes more benefits in the middle of a peace conflict outcome instead of being a wise peacemaker. The discourse can be proven in US foreign policy in the era of Donald Trump's presidency, the effort for peace in the Palestinian-Israeli conflict is reflected in the controversial policy in the form of a Deal of The Century and Abraham Accord. This study aims to explain how the influence of the Evangelis group as a domestic factor can encourage US foreign policy in favor of Israel in the midst of peace efforts for the Palestinian-Israeli conflict. In this study, the author applies the theory of ideational liberalism which assumes that state preference is shaped by the values and identity of a group that influences foreign policy. Furthermore, the author adopts a qualitative research method with an explanatory type. The results of the study show that the partiality of the US toward Israel in the context of Palestinian-Israeli peace efforts derives from the preference of the Evangelicals group which parts from the belief in Jesus' Second Coming.

Abstract

Drug trafficking has becoming one of the major crimes and threatening the Indonesian’s national security at the same time. Every single year, drug trafficking’s cases are increasing rapidly throughout the nation. Nevertheless, drug trafficking within the local market keep ascending from times to times, the growth of drug trafficking’s cases by foreign part is having a downside from 2014 – 2016. Going through the fact that as a nation, Indonesia is still facing the drug trafficking issue which spread swiftly then the Indonesian Government urge to take a bigger action to exterminate this problem in to the very root. By using the descriptive method as the research method for this research, there is the thoroughly explanation about how the Indonesian Government taking a direct action in order to suppressing the drug trafficking number in Indonesia. The National Security concept is used to answer the research question. The result presents the fact that Indonesian Government’s effort to holding down the drug trafficking case in Indonesia is by increasing the national security which one of the implementations is by intensifying the resilience in the border region
