Journal of International Relations Studies
Journal of International Relations seeks original manuscripts that provide theoretically informed empirical analyses of issues in international relations, as well as original theoretical or conceptual analyses. The journal represents no particular school or approach, nor is it restricted to any particular methodology. Instead, it seeks to foster an awareness of methodological and epistemological questions in the study of International Relations, and to reflect research and developments of a conceptual, normative and empirical nature in all the major sub-areas of the field.

The number of incidents of terrorism continues to increase from year to year. Whenterrorism incidents in the world have been increased significantly, Al Qaeda has decreasedtheir acts of terror, especially in the year 2009 -2013. This study aims to determine thecause of the decline of terrorist attacks committed by Al Qaeda. This study use the theoryof the factors that are causing the decline of terrorism from Martha Crenshaw in theconcept of how terrorism decline. There are three factors that can cause the decline ofterrorism acts; first, the weakening of the result of the constant pressure from thegovernment, second, the decision of the members left the group then resulting in thedeployment of members, and the third is organizational destruction. This study use fieldobservations and interviews with former terrorists to obtain primary data. Then, theliterature study method was also performed to obtain supporting data secondary. The resultfrom this study is the factors that caused the decline of terrorist attacks by Al Qaeda in2009 - 2013 in accordance with the theory of Martha Crenshaw.

Eventhough the Minister of Trade Regulation Number 51/M-DAG/PER/7/2015 has beenestablished, the rampant of smuggling on secondhand ballpress clothing still occurs.Smuggiling of ballpress secondhand clothing is banned in Indonesia because it impacts onIndonesia's economy and well-being of its society.The majority of smuggling of ballpresssecondhand clothing comes from Malaysia. That is why, the cooperation between DJBCand the Royal JKDM is important to handle this phenomenon. The method of this researchis a qualitative research, that explains about the actions between DJBC and JKDM.Futhermore, these actions are being analyzed to find the factors of smuggiling of ballpresssecondhand clothing that currently is still happening. To answer this issue is by usingInternational Cooperation Theory and Institutional Liberalism. Finally it has found that thecooperation between DJBC and JKDM not maximal on handling smuggling of ballpresssecondhand clothing in Indonesia. Between Indonesia and Malaysia have differentviewpoints and interests on secondhand clothing. Eventhough, the DJBC and JKDM stillupholds within ASEAN Agreement on Customs that leads both countries on exchanginginformation and also to bind their cooperation that is called, "Patkor Kastima" on handlingsmuggiling. Within this matter, it needs to stengthen their cooperation on exchanginginformation especially from the Royal Malaysian Customs Departement to the DirectorateGeneral of Customs and Excise to take its actions easier.

High population density in Indonesia constricts the job opportunitiesfor Indonesian and gives impacts such as poverty and unemployment.These constricted job opportunities make the people in Indonesia seekfor a job abroad to fulfill their needs. The transmission of Indonesianlabour to Saudi Arabia is increasing every year, triggering the labourissues in Indonesia, such as many forms of harassment that entirelyconducive for human trafficking. This research aims to find outIndonesia’s efforts to prevent trafficking in person of Indonesianlabour in Saudi Arabia through the National Agency for ThePlacement and Protection of Indonesian Labour, as one of the bodiesdirectly responsible to president. To answer the problem, the theory ofinternational migration, the theory of human trafficking, humanrights, and theory of cooperation in the paradigm of liberalism, areused in this research. This research uses qualitative method withdescriptive-analytical type by using literature reviews and interviewsresearch technique. The result shows that the efforts done by theBNP2TKI in preventing trafficking in person of Indonesian labour arenot optimal yet, where there are still many weaknesses and constraintsin preventing human trafficking.

As a nation that rich in cultural heritage, thievery as well as illicit cultural propertyobject are still take place in Indonesia. Also called 'trafficking of cultural property', thiscriminal act categorized as a transnational crime. Later on UNESCO initiate aninternational regulation to oversee the cultural property movement amongst nations called1970 UNESCO Convention on the Means of Prohibiting and Preventing the Illicit Import,Export, and Transfer of Ownership of Cultural Property as a response towards numerouscases in this field that keeps occuring. Nevertheless, Indonesia has not willing to ratify theconvention as on of their foreign policy up to this moment. In order to study why Indonesiadid not ratify that international convention with annalyzing the data qualitatively thenexamine it using Rational Choice Theory by Hadiwinata and Glaser. Then based onresearch, it can be said that there are contrasts between UNESCO 1970 convention andIndonesia's law mechanism (2010 Law No. 11 about Cultural Object), the limited number ofhuman resources, and the slight interests of Indonesia with convention partying countries.

Japan has a very serious problem about Sex Trafficking crime. Sex Trafficking in Japanitself then widened into prostitution and this business is almost entirely controlled by theYakuza, the Japanese mafia. Government of Japan became aware of this problem when thephenomenon of Sex Trafficking emerges. In this research, it is explained that in 2004Japan formulated Action Plan program to address the issue of Sex Trafficking in thecountry. Action Plan program which it purpose is to suppress Human Sexual Trafficking inthe country, formulated efforts made by the Government of Japan are to establish aconnection with another country, tightened "entertainer"visa rules, and enforce the Anti-Prostitution Law. The Japanese government face major obstacles, namely Yakuza as amajor actor in the activities of Sex Trafficking in Japan.

INDEX-SATAL (Indonesian Exploration–Sangihe-Talaud Expeditions) is a cooperation led by the United States to explore Sangihe-Talaud, region in Indonesia, which is very rich in deep sea’s natural resources. This collaboration is a form of Marine Scientific Research. The main problem in this issue is that the US has a bad reputation in international sea regime and historically had eroded the wealth of Indonesian mines. This research then discuss why Indonesia continues to accept United States despite these risks. This research uses the perspective of the Logic of Appropriateness, which explains that state will do something that fulfills moral obligations that come from such situations, identity, role, and membership in political community. The research method is explanative by using literature reviews. The result show that the US was accepted by Indonesia due to the alignment of situation and Indonesia’s identity, the role of Indonesia as UNCLOS’ ratified country, and Indonesia’s moral responsibility as a maritime nation.

This research aims to explain why Indonesian Government keep assigning Indonesian workers into Taiwan fisheries ship. Qualitative research with the explanative method is used to explain the correlation between variables. Range of this research is between 2013 and 2016. Interview and literature review used as data collection technique. This research use public policy theory, human rights concept, foreign policy concept, and rational choice theory as analytical tool. The result obtained from this research is there are a reason that benefit the state and society based on domestic and external factors, as well as the social, political, defense and security impacts. So as rationally based on consideration of profit and loss The Government of Indonesia has a reason to keep the Indonesian Workers Placement Policy at Taiwan Fisheries Ship Crew.

Intellectual Property Right is a sensitive issue for developing country such as Vietnam. Accession to the Trans Pacific Partnership (TPP) at 2008 and approval TRIPS Agreement makes Vietnam engaged in a system to guarantee the protection of intellectual property rights. TPP is a free trade agreement that is projected to be a 'comprehensive and high standard free trade agreement' in the trans pacific region which aims to liberalize trade in almost all sectors of goods and services. This research aim to obtain an overview and analysis of the Trans Pacific Partnership (TPP) and its relation to the crime of intellectual property rights, explaining the implementation of TPP in Vietnam in overcoming intellectual property rights. International Cooperation theory and International Regime theory are used to explain the fact and phenomenon and also as base in building the arguments to answer research questions. Built arguments are sourced from conference proceedings, report, protocols, conventions and other literature sources which are processed in qualitative way based on the theories which resulted an explanative argument as a research answer. The result of this study is Vietnam has joined the TPP but in its implementation of intellectual property rights were far from compliance with the TRIPS Agreement. Vietnam has not been able to comply with the commitments of this agreement because it could not provide sufficient protection and strict law enforcement towards the infringements.

This research aims to determine the cause of increasing illegal timber trade from Indonesiato China within 2010-2015. During that time, both countries established bilateralcooperation through Memorandum of Understanding Between the Ministry of Forestry ofthe Republic of Indonesia and the State Forestry Administration of the People’s ofRepublic of China Concerning the Cooperation in the Field of Forestry which was signedon September 15th, 2010. This is a qualitative research, using explanation. This researchused neorealist theory. As the consequences this research showed that the cause ofgrowing in illegal timber trade from Indonesia to China is weak supervision in borderregions and law enforcement against criminal acts of forestry in Indonesia. Besides, Chinais not seriously implement the MoU. This situation occurs because China got relative gainsless than Indonesia.

The conflict between Azerbaijan and Armenia over Nagorno-Karabakh began with territorial disputes. Nagorno-Karabakh has de facto recognition as Azerbaijan territory, but 95% of its population is Armenian. The relations between both countries continued to tense after a ceasefire in 1994. War crimes issue also affected these two states conflict resolution. This research discusses conflict resolution efforts by Azerbaijan and Armenia and the effect of war crimes issue on their conflict resolution efforts from 2006 to 2015 with the Organization for Security and Cooperation in Europe (OSCE) as mediator. This research is carried out by using descriptive-explanative and qualitative method. This study incorporates the framework of Galtung’s triangle conflict theory and conflict resolution concepts to observe the effect of war crimes issue in conflict resolution between Azerbaijan and Armenia. This study found that the war crimes issue which affected the conflict resolution created the unconducive situation for negotiation. Therefore, it is necessary for those parties to build trust and to reaffirm the importance of international law and international humanitarian law enforcement, also putting conscience as the embodiment of a civilized society.
