Abstract

This study examines why electoral outcomes vary across representative polities by analyzing the structural and behavioral mechanisms governing democratic systems. Utilizing a comparative qualitative framework, the research investigates how electoral formulas, district magnitudes, and administrative models interact with socio-political cleavages and digital political marketing. Findings indicate that institutional independence and professionalized electoral management mitigate executive overreach and reinforce procedural integrity during contested electoral cycles. Furthermore, strategic communication and innovative campaign practices powerfully influence voter participation dynamics despite rising polarization and information fragmentation. Ultimately, maintaining democratic resilience necessitates strengthening institutional autonomy while addressing complex sociological fault lines within contemporary electorates.

Abstract

This study analyzes the implementation of the Self-Help Assistance Program for Uninhabitable Houses (BSRTLH) in Bintan Buyu Village, Teluk Bintan District, Bintan Regency, in 2025. The study employed a descriptive qualitative approach to examine policy implementation based on George C. Edward III's framework, encompassing communication, resources, disposition, and bureaucratic structure. Data were collected through in-depth interviews, documentation, and literature review involving government officials, Field Facilitators (TFL), village authorities, and beneficiary households. The findings indicate that communication was generally effective through socialization, coordination, and direct assistance, although some beneficiaries still misunderstood the stimulant nature of the program. Resources were relatively supportive through the availability of personnel, information, authority, and facilities, but administrative requirements, limited internet connectivity, and budget constraints remained challenges. Implementers demonstrated supportive dispositions through commitment, responsiveness, and active assistance to beneficiaries. Nevertheless, the allocation of six assistance units with only five realized, alongside the remaining housing needs, indicates that implementation has not fully addressed local demand. Strengthening communication, administrative assistance, resource allocation, digital infrastructure, and interinstitutional coordination is therefore necessary to improve program effectiveness and achieve more equitable access to adequate housing.

Abstract

Stunting remains a public health challenge in Indonesia, particularly in archipelagic regions where geographical conditions, limited resources, and unequal access to health services constrain intervention effectiveness. This study aimed to analyze the strategy of the Lingga Regency Health Office in preventing and reducing stunting among children in Lingga Subdistrict in 2025 using Geoff Mulgan’s Public Strategy framework. A qualitative case study approach was employed, with informants selected purposively from health officials, Community Health Center personnel, Posyandu cadres, and community members. Data were collected through in-depth interviews and documentation and analyzed using the Miles, Huberman, and Saldaña model, with triangulation to ensure credibility. The findings indicate that the strategy was implemented through five dimensions: purpose, environment, direction, action, and learning. Clear objectives, regulatory support, cross-sectoral coordination, health interventions, monitoring, and evaluation constituted strategic strengths. However, implementation continued to face challenges related to archipelagic geography, resource limitations, delayed reporting, and uneven community participation. Strengthening cross-sectoral collaboration, adaptive planning, community engagement, data management, and continuous evaluation is necessary to improve the effectiveness and sustainability of stunting prevention and reduction efforts in Lingga Subdistrict.
