Abstract

Pelayanan publik merupakan suatu sistem yang dibangun oleh pemerintah untuk memenuhi kebutuhan serta kepentingan rakyat. Pemerintah diharapkan dapat memberikan pelayanan yang profesional, akuntabel dan optimal untuk dapat memenuhi hak dari warga negara. Salah satu hak warga negara yang tercantum dalam Undang-Undang Republik Indonesia yaitu tentang kebebasan melakukan perjalanan dan memanfaatkan waktu luang dalam wujud berwisata. Penelitian ini menggunakan Teori Measuring the quality of e-government from the user perspective menurut Kozak, yaitu Ease of use (Kemudahan Pengguna), Content and apperance of the information (Isi dan Tampilan Informasi), Reliability (Keandalan), Citizen support (Dukungan Masyarakat), Trust/Security(Kepercayaan/Keamanan), dan Support in Completing Forms (Dukungan dalam mengisi formulir). Metode pendekatan yaitu kualitatif dengan jenis penelitian deskriptif. Teknik sampling yaitu menggunakan teknik purposive sampling. Teknik pengumpulan data berupa observasi, wawancara dan dokumentasi. Teknik analisis data menggunakan data collection, data reduction, data display dan conclusion drawing. Hasil penelitian menunjukan bahwa kualitas e-government dalam pelayanan publik berbasis website yaitu Tiket Wisata Surabaya telah berjalan dengan baik. Walaupun, masih terdapat kendala dalam pelaksanaannya seperti sistem yang terkadang erorr saat digunakan secara bersama-sama, jumlah kuota tiket yang sedikit dibandingkan dengan permintaan dari masyarakat, pemberian informasi terkait wisata yang kurang cepat dan cara pembayaran dalam pembelian tiket wisata. Maka dari itu, penelitian ini merekomendasikan agar Dinas Kebudayaan, Kepemudaan dan Olahraga serta Pariwisat Kota Surabaya dapat memperbaiki sistem yang sering erorr, memberikan informasi dengan lebih cepat, dan memberikan kuota tiket wisata yang lebih banyak. Kata Kunci: kualitas e-government, pelayanan publik, pariwisata. Electricity Public service is a system built by the government to meet the needs and interests of the people. The government is expected to provide professional, accountable and optimal services to fulfill the rights of citizens. One of the rights of citizens listed in the Law of the Republic of Indonesia is the freedom to travel and utilize leisure time in the form of traveling. The results showed that the quality of e-government in website-based public services, namely Surabaya Tourism Tickets, has been running well. Although, there are still obstacles in its implementation such as a system that sometimes errs when used together, the number of ticket quotas is small compared to requests from the public, providing information related to tourism that is not fast enough and how to pay in purchasing tourist tickets. Therefore, this study recommends that the Surabaya City Culture, Youth and Sports and Tourism Office can improve systems that are often erroneous, provide information more quickly, and provide more tourist ticket quotas. Abstract

Pemberdayaan masyarakat menjadi kunci dalam meningkatkan ekonomi masyarakat secara produktif sehingga mampu meningkatkan kesejahteraan. Kelompok masyarakat yang perlu diberikan perhatian ialah petani. Terdapat cukup banyak program pemberdayaan masyarakat yang diluncurkan pemerintah sebagai upaya dalam mengatasi kemiskinan petani. Desa Pucakwangi Kecamatan Babat Kabupaten Lamongan terdapat proses pemberdayaan melalui Budidaya Sorgum. Program ini diharapkan dapat meningkatkan kesejahteraan petani dengan cara meningkatkan sumber daya manusia khususnya Kelompok Tani Desa Pucakwang. Tujuan penelitian ini adalah untuk mendeskripsikan pemberdayaan masyarakat melalui program budidaya sorgum di Desa Pucakwangi Kecamatan Babat Kabupaten Lamongan. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan metode kualitatif. Fokus penelitian menggunakan teori pokok pemberdayaan meliputi bina manusia, bina usaha, bina lingkungan, bina kelembagaan. Teknik pengumpulan data menggunakan observasi, wawancara, dan dokumentasi. Analisis data yang dilakukan dengan reduksi data, penyajian data, penarikan simpulan dan verifikasi data. Hasil penelitian menunjukan bahwa Pemberdayaan Masyarakat melalui Program Budidaya Sorgum dalam upaya meningkatkan SDM, produktivitas sorgum, peningkatan harga jual dengan melakukan pengolahan serta membantu pembudidaya dalam melakukan pemasaran. Namun, masih terdapat kendala dalam pelaksanaanya seperti pelatihan yang jarang dilakukan, toko Sorghum Center yang kurang terawat, belum adanya kebijakan terkait penanaman sorgum hingga belum adanya kebijakan yang jelas. Maka dari itu, penelitian ini merekomendasikan agar pemerintah dapat memperhatikan kebutuhan para pembudidayasorgum di Desa Pucakwangi. Kata Kunci: pemberdayaan, pertanian, sorgum Community empowerment is key in improving the community's economy productively so as to improve welfare. The community group that needs to be given attention is farmers. There are quite a number of community empowerment programs launched by the government as an effort to overcome poverty among farmers. Pucakwangi Village, Babat Sub-district, Lamongan Regency has an empowerment process through Sorghum Cultivation. This program is expected to improve the welfare of farmers by increasing human resources, especially the Pucakwang Village Farmer Group. The purpose of this research is to describe community empowerment through the sorghum cultivation program in Pucakwangi Village, Babat District, Lamongan Regency. This research uses descriptive research with a qualitative method approach. The research focus uses the main theories of empowerment including human development, business development, environmental development, institutional development. Data collection techniques using observation, interviews, and documentation. Data analysis is done by data reduction, data presentation, conclusion drawing and data verification. The results showed that Community Empowerment through the Sorghum Cultivation Program in an effort to improve human resources, sorghum productivity, increase selling prices by processing and assisting cultivators in marketing. However, there are still obstacles in its implementation such as training that is rarely carried out, the Sorghum Center shop that is less well maintained, there is no policy related to sorghum cultivation until there is no clear policy. Therefore, this research recommends that the government can pay attention to the needs of sorghum cultivators in Pucakwangi Village. Keywords: empowerment, farmers, sorghum

Abstract

Besutan Innovation (Provide Special Integrated Population Administration Services) is an innovation by the Jombang Regency Population and Civil Registration Service by providing population administration services with a pick-up system, especially for managing KK and electronic-KTP documents. This service was created to make it easier for people with special needs due to physical and mental disabilities, as well as old people and chronically ill people to be able to obtain residence rights as citizens.The type of research used is descriptive research with qualitative methods. The focus of this study uses the theory of innovation capability components according to Emery et al., (2016: 14-31), namely 1) innovative culture, 2 ) leadership, 3) expert knowledge, 4) stakeholder engagement, 5) innovative work design. Data collection techniques used using observation, interviews, and documentation. The analysis technique used consists of data collection, data reduction, data presentation, and drawing conclusions.The results of the study show that the implementation of Made Innovation has been going quite well and includes the five components of innovation capability even though there are still some obstacles in its implementation. Innovative culture has been implemented in daily activities. Leadership has a great sense of responsibility and is able to coordinate its employees. Expert knowledge is sufficient and qualified to carry out their duties and there are no significant difficulties. Stakeholder involvement shows that all parties play an active role and support the Besutan program. Innovative work designs that are applied flexibly and make it easier for people with physical and mental limitations.

Abstract

East Java Province is one of the provinces in Indonesia with a high rate of drug abuse cases based on the results of the 3rd Quarter 2022 Infographic. Efforts to prevent drug abuse cases in East Java need to be carried out to minimize the impact that occurs. These prevention efforts can be carried out by BNN East Java Province through appropriate strategic management so as to reduce the wrong use of drugs. The purpose of this study is to conduct further analysis regarding strategic management carried out by BNN East Java Province. This research is included in the type of descriptive qualitative research with data collection methods through interviews, observation, documentation, and literature review. The focus of this study uses the theory of J. David Hunger and Thomas L. Wheelen which includes environmental observation, strategy formulation, strategy implementation and evaluation and control using snowball sampling. While the data analysis technique is carried out through four stages, namely collecting related data, reducing the data obtained, presenting the data after being processed and drawing conclusions to find out the expected results. The results showed that the BNN of East Java Province conducted environmental observations by identifying internal factors and external factors of the organization, the formulation of strategies was carried out to determine the vision, mission, strategy and policies of the organization, then at the strategy implementation stage the BNN of East Java Province carried out four programs which included advocacy programs , alternative empowerment programs, community empowerment programs as well as information and education management programs that are well implemented and have a positive impact on efforts to prevent drug abuse by conducting an evaluation at the last stage to find out the various obstacles and obstacles faced. Provinsi Jawa Timur menjadi salah satu provinsi di Indonesia dengan tingkat kasus penyalahgunaan narkoba yang tinggi berdasarkan hasil Infografis Triwulan III Tahun 2022. Upaya pencegahan kasus penyalahgunaan narkoba di Jawa Timur perlu dilakukan guna meminimalisir dampak yang terjadi. Upaya pencegahan tersebut dapat dilakukan oleh BNN Provinsi Jawa Timur melalui manajemen strategi yang tepat sehingga mampu mengurangi penggunaan yang salah dari narkoba. Tujuan dari penelitian ini untuk untuk melakukan analisis lebih lanjut mengenai manajemen strategi yang dilakukan oleh BNN Provinsi Jawa Timur. Penelitian ini termasuk dalam jenis penelitian kualitatif deskriptif dengan metode pengambilan data melalui wawacara, observasi, dokumentasi, dan kajian literatur. Fokus penelitian ini menggunakan teori J. David Hunger dan Thomas L. Wheelen yang meliputi pengamatan lingkungan, perumusan strategi, implementasi startegi dan evaluasi serta pengendalian dengan menggunakan snowball sampling. Sedangkan Teknik analisis data dilakukan melalui empat tahap yaitu mengumpulkan data terkait, reduksi data yang diperoleh, penyajian data setelah diolah dan penarikan kesimpulan guna mengetahui hasil yang diharapkan. Hasil penelitian menunjukan bahwa BNN Provinsi Jawa Timur melakukan pengamatan lingkungan dengan mengidentifikasi faktor internal dan faktor eksternal organisasi, perumusan strategi dilakukan menentukan visi, misi, strategi dan kebijakan organisasi, kemudian pada tahap implementasi strategi BNN Provinsi Jawa Timur melaksanakan empat program yang meliputi program penyelenggaraan advokasi, program pemberdayaan alternatif, program pemberdayaan masyarakat serta program pengelolaan informasi dan edukasi yang dilaksanakan dengan baik serta memberikan dampak positif dalam upaya pencegahan penyalahgunaan narkoba dengan melakukan evaluasi pada tahap terakhir guna mengetahui berbagai hambatan dan kendala yang dihadapi.

Abstract

The increasingly complex development of digitalization makes the government continue to develop electronic government as a form of accelerating bureaucratic reform, it also applies to the digital archive management system. Digital archives form an electronic archival container, so that it can make it easier to access these information sources where, the disruptive era makes digital archives continue to develop, one of which is through an application called SRIKANDI (integrated dynamic archival information system) which is a general application in the field of archives. The purpose of this research is to describe the application of electronic government through an integrated dynamic archiving information system (SRIKANDI) at the Probolinggo City Library and Archives Office. This type of research uses qualitative research with a descriptive approach. This research analyzes the success of electronic government by Hafid (2017) which includes: Institutional Success Factor, Organizational Success Factor, Technological Success Factor. The results showed that the application of the SRIKANDI application at the Library and Archives Office has been running well and maximally. This is supported based on the success factors of implementing electronic government according to Hafid (2017). In the leader authority factor, a leader at the Probolinggo City Library and Archives Office strongly supports the application of the SRIKANDI application through the socialization of all internal employees of the office, then the SOP factor is still in the process of being prepared and using the Manual Book. The project management and financial factors have been running well and there are no problems with the budget. Furthermore, the technological infrastructure factor and technological expertise, the application of the SRIKANDI application is still lacking in support from technological infrastructure, while technological expertise already has employees whose basic knowledge is qualified to manage the SRIKANDI application as an admin.

Abstract

The urgency of public service quality in Indonesia is increasing and has become the main focus for improvement. The innovation of SIPENTOLMANIS (Sistem Pelayanan Terpadu Online Kecamatan Jetis) website-based services was created by Jetis District to bring services closer for community by facilitating online administrative processes without visit the district office. However, a problem was found regarding the widespread lack of awareness among the community about the existence of SIPENTOLMANIS innovation. As a result, people often experience confusion when trying to request services because they are unaware of the new procedures for the online service. Therefore, this study aims to analyze and describe the implementation of the website-based service innovation SIPENTOLMANIS (Sistem Pelayanan Terpadu Online Kecamatan Jetis) in Mojokerto Regency. The research used a descriptive research with a qualitative approach. The research focused on the theory of public sector innovation attributes by Halvorsen (2005) consisting of four indicators: technology procurement, technology development, bureaucracy and organizational reform, and new policies. Data collection techniques included observation, interviews, and documentation. The result of technology procurement indicator showed the implementation of the website as an integrated online service medium. Technology development indicator demonstrated the utilization of hardware and software technologies in every service process. Bureaucracy and organizational reform indicator indicated an improvement service transparency through innovations involving collaboration with village institutions, SMKN 1 Jetis, also Mojokerto District Communication and Information Office. New policies indicator highlighted the policy implementation of using the online service SIPENTOLMANIS as a change from the previous manual service method. Urgensi kualitas pelayanan publik di Indonesia semakin meningkat dan menjadi fokus utama dalam upaya perbaikan. Inovasi layanan berbasis website SIPENTOLMANIS (Sistem Pelayanan Terpadu Online Kecamatan Jetis) diciptakan oleh Kecamatan Jetis sebagai upaya untuk mendekatkan pelayanan kepada masyarakat melalui kemudahan proses pengurusan administrasi secara online tanpa harus datang ke kantor kecamatan. Namun, ditemukan permasalahan terkait masih banyaknya masyarakat yang belum mengetahui adanya inovasi SIPENTOLMANIS. Akibatnya masyarakat sering mengalami kebingungan saat hendak mengajukan permohonan layanan karena tidak mengetahui bagaimana prosedur baru dari pelayanan online tersebut. Maka dari itu, penelitian ini bertujuan untuk menganalisis dan mendeskripsikan pelaksanaan inovasi layanan berbasis website SIPENTOLMANIS (Sistem Pelayanan Terpadu Online Kecamatan Jetis) di Kabupaten Mojokerto. Jenis penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif. Fokus penelitian menggunakan teori atribut inovasi sektor publik oleh Halvorsen (2005) mencakup empat indikator meliputi, technology procurement, technology development, bureaucracy and organizational reform, dan new policies. Teknik pengumpulan data melalui metode observasi, wawancara, dan dokumentasi. Hasil penelitian pada indikator technology procurement menunjukkan adanya pengadaan website sebagai media pelayanan tepadu online. Indikator technology development, menunjukkan adanya penerapan teknologi hardware dan software dalam setiap proses pelayanan. Indikator bureaucracy and organizational reform, menunjukkan adanya peningkatan transparansi pelayanan melalui inovasi yang turut melibatkan kerja sama dengan perangkat desa, SMKN 1 Jetis dan Diskominfo Kabupaten Mojokerto. Indikator new policies menunjukkan berlakunya kebijakan untuk menggunakan pelayanan online SIPENTOLMANIS sebagai perubahan dari metode pelayanan manual sebelumnya.

Abstract

Indonesia is traversed by volcanic eruption-prone routes in a series of passages of The Pacific Ring Of Fire which causes the areas it traverses to frequently experience earthquakes and volcanic eruptions. This is what causes Indonesia to be vulnerable and have the potential for volcanic disasters. One of the natural disasters that occurred in East Java was the eruption of Mount Semeru. Many efforts have been made by the Lumajang Regency Government to deal with the impact of the eruption, one of which is the provision of temporary housing for victims in collaboration with the East Java Scout Movement. The purpose of this research is to analyze the process of cooperation to the form of cooperation between the Government of Lumajang Regency and the Scout Movement of East Java in disaster management after the eruption of Mount Semeru. This study uses descriptive qualitative research methods with data collection techniques through observation, interviews, and documentation. This study uses the Collaboration Governance model according to Ansell and Gash (2007), with 4 variables namely starting conditions, facilitative leadership, institutional design, and collaborative processes. The results of the study showed that the collaboration between the Government of Lumajang Regency and the Scout Movement to organize temporary housing for survivors of the 2021 Mount Semeru eruption was well achieved to improve the welfare of the people affected by the eruption of Mount Semeru. In the collaboration process, there are 5 stages including face-to-face dialogue, trust building, commitment to process, shared understanding, and intermediate outcomes. Indonesia dilalui jalur gunung api rawan erupsi dalam rentetan jalur lintasan The Pasific Ring Of Fire yang menyebabkan daerah yang dilaluinya sering mengalami gempa bumi dan gunung erupsi. Inilah yang menyebabkan Indonesia rawan dan memiliki potensi bencana gunung berapi. Salah satu bencana alam yang terjadi di Jawa Timur yaitu erupsi Gunung Semeru. Banyak upaya yang telah dilakukan oleh Pemkab Lumajang untuk menanggulangi dampak erupsi, salah satunya penyelenggaraan hunian sementara bagi korban yang berkolaborasi dengan Gerakan Pramuka Jawa Timur. Tujuan dari penelitian ini adalah untuk menganalisis proses kerjasama hingga bentuk kerjasama Pemerintah Kabupaten Lumajang dengan Gerakan Pramuka Jawa Timur dalam penanggulangan bencana pasca erupsi Gunung Semeru. Penelitian ini menggunakan metode penelitian kualitatif deskriptif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Penelitian ini menggunakan model Collaboration Governance menurut Ansell dan Gash (2007), dengan 4 variabel yaitu starting condition, facilitative leadership, institutional design, dan collaborative process. Abstract

This study aims to investigate the influence of the leadership skills of the Jeblogan Village Head on the implementation of Good Village Governance. This research uses a quantitative approach by collecting data through questionnaires distributed to the people of Jeblogan Village. The probability sample method was used to select research samples based on predetermined criteria with 115 respondents involved. The results of data analysis show that the coefficient path between the leader ability constructs produces a t-statistic value of 19.227 and a p-value of 0.000, with the test criteria that with an alpha value (a) = 5%, the coefficient path is declared significant if the t-statistic value is more than 1.96 and the p-value is less than 0.05. Thus, the ability of the leader of the Jeblogan Village Head has a positive and significant influence on the implementation of Good Village Governance. This indicates that the higher the leader's ability to lead and manage the village, the better the implementation of good governance principles in Jeblogan Village. These findings have important implications for village development in Indonesia. Greater attention needs to be given to the development of leadership skills for the Jeblogan Village Head and other village leaders, so that they can be effective in implementing Good Village Governance. In addition, stakeholders, both government and community, also need to support and actively participate in efforts to improve the implementation of good governance principles at the village level. Penelitian ini bertujuan untuk menginvestigasi pengaruh kemampuan pemimpin Kepala Desa Jeblogan terhadap penerapan Good Village Governance. Penelitian ini menggunakan pendekatan kuantitatif dengan pengumpulkan data melalui kuesioner yang dibagikan kepada masyarakat Desa Jeblogan. Metode sampel probabilitas digunakan untuk memilih sampel penelitian berdasarkan kriteria yang telah ditetapkan dengan responden yang terlibat sebanyak 115. Hasil analisis data menunjukkan bahwa jalur koefisien antara konstruk kemampuan pemimpin menghasilkan nilai t-statistik sebesar 19,227 dan nilai p-value sebesar 0,000, dengan kriteria pengujian bahwa dengan nilai alpha (a) = 5%, jalur koefisien dinyatakan signifikan jika nilai t-statistic lebih dari 1,96 dan nilai p-value kurang dari 0,05. Sehingga, kemampuan pemimpin Kepala Desa Jeblogan memiliki pengaruh positif dan signifikan terhadap penerapan Good Village Governance. Hal ini menunjukkan bahwa semakin tinggi kemampuan pemimpin dalam memimpin dan mengelola desa, semakin baik penerapan prinsip-prinsip tata kelola yang baik di Desa Jeblogan. Temuan ini memiliki implikasi penting bagi pengembangan desa di Indonesia. Diperlukan perhatian yang lebih besar terhadap pengembangan kemampuan kepemimpinan bagi Kepala Desa Jeblogan dan pemimpin desa lainnya, agar mereka dapat efektif dalam menerapkan Good Village Governance. Selain itu, para pemangku kepentingan, baik pemerintah maupun masyarakat, juga perlu mendukung dan berpartisipasi aktif dalam upaya meningkatkan penerapan prinsip-prinsip tata kelola yang baik di tingkat desa.

Abstract

Tourism is the biggest contributor that can boost the economy from regional to national. Watukarung Village is one of the villages in Pacitan Regency with the most tourism potential having around 14 tourist points that can be developed. Watukarung Village has Pokdarwis as community empowerment actors in developing tourism. The purpose of this research is to describe community empowerment efforts by Pokdarwis in developing tourism in Watukarung Village. This research uses descriptive research with a qualitative approach. The focus of this research is community empowerment efforts which include enabling, empowering, and protecting. Sources of data come from informants and supporting documents. Data collection techniques used are interviews, observation, and documentation. Data analysis techniques used are data collection, data reduction, data presentation, and drawing conclusions. The results of the study show that community empowerment through tourism development in Watukarung Village is going well. Enabling efforts by Pokdarwis Tirto Mukti and Pokdarwis Selogoni have been carried out with an analysis of tourism potential and community involvement, although improvements are still needed for Pokdarwis Selogoni. Empowering efforts are carried out by strengthening tourism branding, building facilities and infrastructure, as well as tourism awareness training for the community. Efforts to protect are carried out by safeguarding the interests of the weak community, as well as efforts to develop group legality. So that researchers provide suggestions, namely the need for continuation of the analysis of tourism potential that is being carried out, agency involvement in tourism development, and tourism promotion innovation. Pariwisata merupakan penyumbang pendapatan terbesar yang dapat mendongkrak perekonomian dari daerah hingga nasional. Pemanfaatan potensi wisata dapat diterapkan guna meningkatkan perekonomian suatu daerah. Desa Watukarung merupakan salah satu desa di Kabupaten Pacitan dengan potensi wisata terbanyak memiliki sekitar 14 titik wisata yang dapat dikembangkan. Pengembangan pariwisata tentu membutuhkan peran aktif masyarakat, dalam hal ini Desa Watukarung memiliki Pokdarwis sebagai aktor pemberdayaan masyarakat dalam mengembangkan pariwisata. Tujuan dari penelitian ini adalah mendeskripsikan upaya pemberdayaan masyarakat oleh Pokdarwis dalam mengembangkan pariwisata di Desa Watukarung. Penelitian ini menggunakan penelitian deskriptif dengan pendekatan kualitatif. Fokus dari penelitian ini adalah upaya pemberdayaan masyarakat yang meliputi enabling, empowering, dan protecting. Sumber data berasal dari informan dan dokumen pendukung. Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan dokumentasi. Teknik analisis data yang digunakan adalah pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pemberdayaan masyarakat melalui pengembangan pariwisata Desa Watukarung berjalan dengan baik. Upaya enabling oleh Pokdarwis Tirto Mukti dan Pokdarwis Selogoni sudah dilakukan dengan analisis potensi wisata dan pelibatan masyarakat meskipun masih dibutuhkan peningkatan pada Pokdarwis Selogoni. Upaya empowering dilakukan dengan penguatan branding wisata, pembangunan sarana dan prasarana, serta pelatihan sadar wisata kepada masyarakat. Upaya protecting dilakukan dengan menjaga kepentingan masyarakat lemah, juga adanya upaya pembangunan legalitas kelompok. Sehingga peneliti memberikan saran yaitu perlunya kelanjutan dari analisis potensi wisata yang di lakukan, keterlibatan dinas dalam pengembangan wisata, dan inovasi promosi wisata.
