Abstract

Tourism is a significant economic sector in Indonesia. Mojokerto Regency, East Java, is one place with good tourism potential that deserves to be utilised as a tourist destination. COVID-19's existence has impacted tourism development and economic progress in the tourism sector. Based on the existing issues, the Mojokerto Regency Department of Tourism, Youth, and Sports is attempting to develop a strategy to address the impact of the Covid-19 epidemic on the tourism sector. The goal of this study is to look at the Department of Tourism, Youth, and Sports of Mojokerto Regency's strategic management of the tourism sector in the context of economic resilience during the pandemic. The theory in Fred.book, R.David's (2011) on Strategic Management, especially strategy formulation, strategy implementation, and strategy evaluation, is the topic of the research. The research approach used in this study is descriptive qualitative research. Interviews, documentation, and observation are all used to acquire data. Data collection, data reduction, data display, and conclusion drawing/verification were all done in real time during qualitative data analysis. The research findings on the topic of strategy formation are generally positive, albeit there are some flaws. Managers are provided training and coaching to help them improve their skills as part of the implementation. During the pandemic, when tourism objects were opened, Disparpora and Ubalan's strategies included the implementation and supervision of strict health protocols, tourism promotion, and the use of IT and media, which were already quite good; the only problem was that Ubalan's social media had little content. The adoption of the strategy can gradually enhance tourist visits during the assessment stage, albeit this has not been maximized because the quota for tourist attraction visitors is still limited. Building Ubalan social media material, socializing the "Tourism Information Center," doing routine training and implementing reward and punishment, and developing online marketing techniques are among the proposals made. Abstract

Coaching athletes is one of the most important steps that must be achieved to realize the ideals of all countries, including Indonesia. This coaching is also part of efforts to create achievements of the Indonesian nation through various fields; including sports (Harahap, 2018). Efforts in fostering athletes continue to be improved by governments in any country. Harahap called this the Indonesian government's response to produce outstanding athletes referring to Law no. 3 of 2005 which is the basis. Through this coaching and development, it is hoped that it will ensure equal access to sports, health and fitness, performances, and manage sports that can facing the challengesanddemands of changing nationals and global’s life.Sports coaching is carried out by both the government and local governments. The coaching also includes for Education, Recreation and achievement. This article discusses the development of athletes, especially those carried out by the government to create achievements. As is known, sports achievement is something that is visible and measurable, meaning that sports coaching is carriedout with a scientificapproach starting fromtalent scouting tothe training process. Sports coaching and athlete development are inseparable parts. Especially in sports that are directed at achieving achievements.This research focuses on national athletes in the framework of coaching that aims to form talented Athletes and know how athletes shoot to the International Level who are prepared to compete in the prestigious Summer Olympics Tokyo, Japan 2021 and National Sports Week 2021 held in Papua. Keywords: Regulation Implementation, Athlete, Training, Olympic Pembinaan atlet merupakan salah satu langkah terpenting yang harus dicapai untuk mewujudkan cita-cita semua Negara, termasuk Indonesia. Pembinaan ini juga menjadi bagian dari upaya menciptakan prestasi bangsa Indonesia melalui berbagai bidang; termasuk Olah Raga. Upaya dalam membina atlet terus ditingkatkan oleh pemerintahan di negara manapun. Harahap menyebut ini sebagai respon pemerintah Indonesia untuk menghasilkan atlet-atlet berprestasi merujuk pada UU No . 3 tahun 2005 yang menjadi landasannya. Melalui pembinaandan pengembangan ini, kami memastikan ada pemerataan akses kepada olahraga, meningkatkan kesehatan dan kebugaran, meningkatkan kinerja, dan mengelola olahraga yang mungkin menghadapi tantangan dan tuntutan perubahan dalam kehidupan nasional dan global. Pembinaan olah raga dilakukan baik oleh pemerintah maupun pemerintah daerah. Pembinaan tersebut juga mencakup untuk pendidikan, rekreasi dan prestasi. Artikel ini membahas tentang pembinaan atlet terutama yang dilakukan pemerintah untuk menciptakan prestasi. Seperti yang diketahui Hasil olahraga jelas terutur. Singkatnya, pelatihan ola hraga dilakukan dengan pendekatan saintifik, mulai dari pencarian bakat hingga operasi pelatihannya. Olahraga dan pembinaan atlet menjadi bagian yang tidak bisa dipisahkan. Terlebih dalam cabang-cabang olah raga yang diarahkan agar dapat meraih prestasi. Penelitian ini juga berfokus pada atlet nasional dalam rangka pembinaan yang bertujuan untuk membentuk atlet berbakat dan mengetahui bagaimana perjalanan atlet menembak hingga sampai pada tingkatan internasional yang dipersiapkan untuk berkompetisi dalam ajang bergengsi Olimpiade Musim Panas 2020 dan Pekan Olahraga Nasional 2021 yang diselenggarakan di Papua. Abstract

The existence of children is closely related to the continuation of a life process, there are problems that befall children so that there is a need for legal protection of children. The Lamongan Regency Government has an effort to protect children's rights with the ABH Social Rehabilitation Program which is handled by the Lamongan Regency Social Service. The formulation of the research problem is how to implement the ABH Social Rehabilitation Program, using descriptive research with qualitative research methods. Data collection techniques were obtained through interviews, observations, and documentation at the Lamongan District Social Service. The results of this study, firstly, the standards and policy objectives are in accordance with the regulations and procedures, namely the Criminal Investigation Department and the Ministerial Regulation, only that they do not have an official SOP made by the Lamongan District Social Service. Second, financial and human resources have met the need for the ongoing ABH Social Rehabilitation Program. Third, communication between organizations that are established with several government agencies and private organizations is well established through coordination meetings, meetings, and communication through social media. Fourth, the characteristics of the implementing agency, namely the Social Service of Lamongan Regency, have a disciplined character and are responsible for the ABH Social Rehabilitation Program. Fifth, there is support for ABH from government agencies, private organizations, and companies in providing support in the form of monetary donations, training, and places for ABH Social Rehabilitation. Sixth, the disposition of the implementers has applied their understanding and abilities to the tasks carried out by providing good service responses to ABH. The conclusion is that the implementation of the ABH Social Rehabilitation Program at the Lamongan District Social Service has fulfilled 5 of the 6 theoretical variables of Donald S. Abstract

The development of an area is followed by an increase in population mobility and traffic growth in terms of the number of vehicles that are increasing, causing a shortage of parking areas with an imbalance between parking supply and demand. To find a solution for how the parking system can operate more efficiently by implementing a subscription parking fee that can simultaneously support Regional Original Income (PAD). This research was made to know and describe the quality of subscription parking services in Sampang Regency and to find out and describe the implementation of the subscription parking policy in supporting local revenue. The main issue that develops in it leads to the low quality of service provided by government officials. This research uses qualitative methods with descriptive types. The focus of this research is (1) The implementation of subscription parking services in Sampang Regency has been able to support Regional Original Revenue or not, (2) Constraint factors in subscription parking services in Sampang Regency, and (3) Efforts that must be made by the Transportation Service to improve the quality of parking services subscribe to subscribed parking service users. The results of this study indicate that the subscription parking policy has not been able to support Regional Original Revenue (PAD), and in the implementation of subscription parking services in the Sampang Regency, it still needs to be improved.

Abstract

Lalu lintas merupakan permasalahan yang pasti dihadapi oleh negara berkembang salah satunya Indonesia, terutama di kota-kota besar. Kabupaten Sidoarjo dengan kondisi mobilitas kendaraa yang cukup tinggi dan secara tidak langsung mempengaruhi angka kecelakaan kendaraan bermotor di Sidoarjo. Solusi mengatasi masalah lalu lintas tesebut, kabupaten sidoarjo memiliki program kampung tertib lalu lintas yang dibuat melalui kerjasama antara Desa Kemiri dan Polresta Sidoarjo. Tujuan penelitian ini untuk mengetahui prinsip kerjasama antara Desa Kemiri dan Polresta Sidoarjo. Metode penelitian yang menggunakan penelitian deskriptif dengan pendekatan kualitatif. Fokus penelitian menggunakan teori prinsip khusus kerjasama desa yang berpedoman pada asas Undang-Undang Nomor 6 Tahun 2014 Pasal 3 tentang Kerjasama Desa yang berisi 6 indikator: dibentuk melalui pendekatan dari bawah melalui inisiasi lokal dengan menggunakan prinsip 3K (komunikasi, kerja sama dan koordinasi) melalui inisiasi dari masyarakat secara bottom up, dibangun untuk kepentingan umum dengan dibangunya fasilitas umum kampung tertib lalu lintas di Desa Kemiri , kerja sama tidak bersifat hirarkis melainkan merupakan jejaring kelembagaan, dalam kerjasama ini semuanya memiliki kedudukan yang sama, keterikatan yang dijalin didasarkan kebutuhan, kerjasama ini membutuhkan pihak Polresta sesuai dengan tugas pokok dan fungsinya, kerja sama harus saling memperkuat, kerjasama ini sudah memperkuat kedua pihak dalam memberikan edukasi, kerja sama dibangun harus saling percaya, menghargai dan memahami, kerjasama ini sudah menerapkan aspek saling percaya,memahami dan menghargai. Hasil penelitian menunjukkan 6 indikator dari prinsip khusus kerjasama tersebut telah dijalankan oleh para stakeholders dengan baik dibantu sinergitas masyarakatnya. Rekomendasi peniliti adalah agar stakeholder bisa mengembangkan kampung tertib lalu lintas ke desa lain. Kata kunci : Kerjasama Pemerintah Desa, Kampung Tertib Lalu Lintas, Kepolisian Resor Kota Traffic is a problem that must be faced by developing countries, Indonesia, especially in big cities. Sidoarjo with the condition of vehicle mobility which is quite high and affects the number of vehicle accidents in Sidoarjo. The solution to this problem is that the Sidoarjo has a trafficorder village program created through collaboration between Kemiri Village and Sidoarjo Police. The purpose of this study was to determine the principle of cooperation between Kemiri Village and the Sidoarjo Police. The research method using descriptive research with a qualitative approach. The focus of the research uses the theory of principles of village cooperation based on the principles of Law in Indonesia No.6 of 2014 Chapter 3 concerning Village Cooperation which contains 6 indicators: formed through a bottom-up approach using 3K principles (communication, cooperation and coordination) through initiation from the local community, built for the public interest by bulid public facilities in Kemiri Village, cooperation is not hierarchical, in this collaboration all have same position, the attachment that are made are based on needs, this collaboration requires the local police in accordance with their main duties and functions, cooperation must strengthen each other, it has strengthened both in providing education, cooperation is built to trust, respect and understand, this cooperation has implemented all the aspects. The results show 6 indicators of the principles of cooperation have been carried out by the stakeholders with the help of the synergy of the community.The researcher recommendation is that stakeholders can develop same program to other villages. Abstract

Having a healthy environment is everyone's right. In this case, the state is also responsible for this. However, slum areas are still a social problem that has not yet been resolved. It is recorded that in 2021, Sidoarjo Regency has 276.26 hectares of slum areas spread over 52 villages. In response to this, the Public Housing and Settlement Service Office of Sidoarjo Regency implemented the Slum-Free City Program in tackling slum areas. The Kotaku Program is a community-based infrastructure repair activity program whose main goal is to tackle slum areas. The purpose of this study is to see how the implementation and results of the Kotaku Program at the PUPR Office of Sidaorjo Regency are. The theory used in this study uses the public policy implementation model by Mulyadi (2015:12). This research approach uses a qualitative descriptive approach that will be carried out in Sidoarjo Regency. The result of this research is that the implementation of the Kotaku Program carried out by the PUPR Service has gone quite well by fulfilling every stage starting from the preparation stage, implementation stage, and completion stage. It was recorded that in 2021, 19 of the 52 villages targeted to become slum areas have been overcome and can reduce flooding and reduce slum areas in Sidoarjo Regency. This program can also help overcome unemployment due to the impact of Covid-19 by increasing the income of people who are heads of families who have lost their jobs so that it can reduce the unemployment rate that previously soared in Sidoarjo Regency. In addition, the implementation of this program will also carry out gradual evaluation monitoring both from activities and from implementing agencies so that in the future it becomes an effort to improve policies that are better and optimal.

Abstract

Publik agencies develop to provide satisfaction for the community through innovations to match the expectations of the community. One of them is innovation in technology. The implementation of public service innovations in the form of population administration in Jombang Regency is realized in a system called Ning Yonah. The inauguration of the online system took place in 2021 against the backdrop of the Covid-19 pandemic and wanting to make it easier for the public to apply for a system that can access the entire service process. However, in the process, several complaints were encountered by the community, such as obstacles to technological stuttering and procedures for using it. The purpose of the study was to explain the innovation of the service Ning yaonah to create community satisfactoin by service Ning Yaonah to create community satisfactoin by the population and civil regristry office of Jombang regency. The theory in research uses the stages of innovation according to Sherwood. Data collectoin techniques using observation, interviews, and documentation. The interview subject were employees of the Jombang regency population and civil regristry office. Data analysis consists of data collection, reduction, presentation, and drawing conclusions. The result of the research based on Sherwood, produced the ideas, Ning Yaonah is an innovation product from the pupulation and civil regristration office of Jombang regency, which was born against the backdrop of the Covid-19 pandemic and is an effort to update existing applications. Evaluating the idea, the existence of Ning Yaonah meets the needs and expectations of the community compared to services carried out directly at the Jombang regency population and civil regristry office. Implementation of the idea, the population and civil regristry office of Jombang regency carried out socialization efforts to the community in stages, both directly and through social media so that it was right on target and the public could easily use it. Abstract

The application of digital libraries is one way to increase the reading interest of people who are now more familiar with digitalization. Offering faster and easier access, digital libraries have been chosen to be one way to increase interest in reading. iMadiun is one of the digital libraries in Madiun Residency. As one of the pioneers of the first digital library in the Madiun Residency, iMadiun still has several problems, such as the length of verification of the registration email by the admin, the application is only available for the android version, so there are still errors application. This problem needs to be fixed so that the iMadiun application service can help increase people's reading interest. This research was conducted with the aim of knowing and analyzing the right strategy in increasing public interest in reading through iMadiun based on a SWOT analysis. The research method used in this research is descriptive qualitative with SWOT analysis data analysis technique (Strength, Weakness, Opportunity, Threat). SWOT analysis was carried out using primary and secondary data obtained by data collection techniques through in-depth interviews, observation and study of related documents. Then by using indicators and taking the right strategy from the SWOT analysis, it is hoped that it can provide a better plan for maximizing the potential of iMadiun in increasing public interest in reading. Abstract

Pemerintah Kabupaten Lamongan menginovasikan Ojek Darah Online yang disingkat ODO, sebagai solusi untuk meningkatkan derajat kesehatan masyarakat Lamongan. ODO merupakan inovasi rumah sakit umum daerah Ngimbang Kabupaten Lamongan, Jawa Timur. Inovasi ini untuk mengatasi permasalahan distribusi darah di rumah sakit umum daerah Ngimbang sekaligus untuk memberantas praktik percaloan transport darah. Keunikan inovasi ODO terletak pada peran masyarakat lokal (Paguyuban Ojek Terminal Ngimbang) dan proses distribusi darah dengan kendali berada dibawah rumah sakit. Inovasi ini muncul dari gagasan mempermudah, mempercepat, dan meringankan biaya untuk memperoleh darah. Tujuan dilakukannya penelitian ini untuk mendeskripsikan inovasi ojek darah online (ODO) dalam rangka meningkatkan derajat kesehatan masyarakat Lamongan. Peneliti menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data terdiri dari observasi, wawancara, dan dokumentasi. Teknik analisis data dilakukan dengan mengumpulkan data, mereduksi data, menyajikan data, dan penarikan kesimpulan. Fokus penelitian menggunakan teori komponen kapasitas inovasi yang dikemukakan oleh Emery et al. (2015) yaitu 1) innovative culture (budaya inovasi), 2) leadership (kepemimpinan), 3) expert knowledge (pengetahuan ahli), 4) stake holder engagement (keterlibatan pemangku kepentingan), 5) innovative work design (Desain Kerja yang Inovatif). Hasil dari penelitian ini menunjukan dari komponen budaya inovatif telah diterapkan pada RSUD Ngimbang yang selalu berusaha memperbaiki citra pelayanan serta mewujudkan pelayanan yang mensejahterakan masyarakat dengan menerapkan budaya inovatif dalam kegiatan penyelenggaraan pelayanan kesehatan sehari-hari, kepemimpinan RSUD Ngimbang bertanggung jawab serta sebagai koordinator yang memanjemen seluruh kegiatan yang berkaitan dengan inovasi ODO. Pada Komponen pengetahuan ahli menunjukkan bahwa tanggung jawab dalam pelaksanaan sudah cukup baik dan mumpuni, Komponen keterlibatan stakeholders RSUD Ngimbang melibatkan beberapa pihak eksternal yang menunjukkan bahwa semuanya telah mendukung, dan pada komponen desain kerja inovatif RSUD Ngimbang dan para ODO telah melakukan kerja sama yang baik dan memiliki kesadaran tanggung jawab yang tinggi akan pentingnya inovasi ini. Saran yaitu untuk kedepannya pihak RSUD Ngimbang semakin memperluas kerjasama dan melibatkan berbagai pihak lain dalam mengembangangkan inovasi ODO ini. This innovation is to overcome the problem of blood distribution at the Ngimbang general hospital as well as to eradicate the practice of blood transport brokers. The uniqueness of ODO innovation lies in the role of the local community (Paguyuban Ojek Terminal Ngimbang) and the blood distribution process with control under the hospital. This innovation arose from the idea of making it easier, faster and less costly to obtain blood. The purpose of this study was to describe the innovation of online blood motorcycle taxis (ODO) in order to improve the health status of the Lamongan community. The researcher uses a descriptive research type with a qualitative approach. Data collection techniques consist of observation, interviews, and documentation. Data analysis techniques are carried out by collecting data, reducing data, presenting data, and drawing conclusions. The focus of the research uses the theory of components of innovation capacity proposed by Emery et al. (2015) namely 1) innovative culture, 2) leadership, 3) expert knowledge, 4) stakeholder engagement, 5) innovative work design. ). The results of this study indicate that the innovative culture component has been applied to Ngimbang Hospital which is always trying to improve the service image and realize services that prosper the community by implementing an innovative culture in daily health service delivery activities. activities related to ODO innovation. The expert knowledge component shows that the responsibility for implementation is quite good and qualified, the Ngimbang Hospital stakeholder involvement component involves several external parties who show that all of them have been supportive, and the Ngimbang Hospital innovative work design component and the ODO have done good cooperation and have a high sense of responsibility for the importance of this innovation. The suggestion is that in the future the Ngimbang Hospital will further expand cooperation and involve various other parties in developing this ODO innovation. Abstract

The Covid-19 pandemic is a new problem that is being faced all over the world. Indonesia is one of the countries that is struggling against the impact of the pandemic which has affected the country's economic sector. The government has taken steps to refocus the village fund budget, including in establishing the Village Fund Direct Assistance (BLT-DD) program to deal with poverty problems caused by the Covid-19 pandemic. However, in the implementation of this program, there are still many problems such as data collection problems, double assistance, not on target and so on. This study was conducted to describe the effectiveness of the BLT-DD program carried out in Kepatihan Village, Jombang Regency. Collecting data in this study in the form of interviews, observations, literacy studies and documentation. The data analysis technique is carried out by the process of collecting data, reducing data, presenting data and drawing conclusions. This study assessed using eight indicators of effectiveness of the program is the precision of the timing, cost calculation, measurement, identify options, precision in thinking, accuracy in performing the command, set goals and target accuracy. Of the eight indicators of program effectiveness, there are four indicators that show less than optimal results, namely the indicators of timeliness, accuracy of choice, accuracy in measurement and accuracy of targets. The gap that occurs between the standards set and their implementation results in unsatisfactory results. Inharmonious policies that underlie the BLT program can be used as evaluation material for the central government and for village governments it is hoped that they will be more selective in selecting prospective beneficiaries.
