Abstract

This research examines the process of obtaining land ownership certificates bordering forest areas. The background to this research is the lack of legal skills among village residents regarding the administrative requirements required to fulfill the document requirements for land ownership certificates. This research is a type of normative-empirical research using a legislative approach and conceptual analysis. The legal sources used are primary, secondary, and tertiary legal materials. The research findings indicate that many residents are unaware of the administrative requirements required to obtain land title certificates for land bordering forests. By forming groups, residents can report to the village office sporadically and obtain a recommendation letter from the Forestry Service. This allows them to proceed to the Village Head/BPN (National Land Agency) to obtain a land title certificate. Based on the research findings and the conclusions in the discussion chapter, the author proposes the following recommendations: The quality of land certificates will improve if the community actively participates in the land certificate registration process. The government needs comprehensive information about the creation and benefits of certificates, especially for land bordering protected forests, throughout Indonesia, to broaden public awareness.

Abstract

Land conversion in Bali Province continues to increase annually, driven mainly by tourism development, population growth, and infrastructure expansion. This phenomenon threatens ecological balance, the sustainability of subak irrigation systems, and the cultural identity of Balinese society. This study aims to analyze environmental law enforcement in preventing land conversion through national and regional legal instruments. The research employs a normative legal method using statutory, conceptual, and case approaches. Results indicate that although there is an adequate legal framework, law enforcement faces various challenges, such as weak monitoring, regulatory disharmony, and strong economic interests influencing licensing processes. The study recommends strengthening administrative instruments, enhancing technology-based monitoring, involving traditional villages, and harmonizing regulations to ensure effective and sustainable environmental protection in Bali.

Abstract

The development of the marine and fisheries sector is a strategic component of Indonesia’s blue economy agenda, particularly through the expansion of seaweed aquaculture, which has high economic value and contributes significantly to national exports. West Nusa Tenggara (NTB), as the third-largest seaweed producer nationally, possesses substantial coastal potential; however, the effectiveness of its utilization is highly dependent on the legal framework at both national and regional levels. This study examines how the legal regulations governing seaweed aquaculture are formulated and implemented, as well as the extent to which the alignment between national and regional regulations supports legal certainty for businesses and environmental sustainability. This research employs a normative legal method with statutory and conceptual approaches. The legal sources analyzed include the Marine and Coastal Management Law (PWP3K), Spatial Planning Law, Fisheries Law, Job Creation Law, relevant Government Regulations on spatial planning and fisheries, and the NTB Spatial Plan Regulation (RTRW) 2024–2044. Normative analysis is used to assess the relationship between national and regional norms, while the conceptual approach highlights the relevance of legal certainty, sustainability, and spatial integration in coastal management. The findings show that the national regulatory framework provides a comprehensive normative basis, yet its implementation in NTB requires stronger harmonization to prevent spatial overlaps, conflicts of interest, and licensing uncertainties. Strengthening regulatory integration is essential to support seaweed development as NTB’s leading blue economy sector.

Abstract

Worker/laborer is every person who works by receiving wages or other forms of compensation." who can fight for their rights by forming a trade union in the company where they work as regulated in Law Number 21 of 2000 concerning Worker Unions. The aim of this research is to determine efforts to fulfill worker/labor rights and the problems in their implementation. By using normative research methods, it is hoped that the research results can be used as a solution as an effort to improve the welfare of workers/laborers by entering into a Collective Labor Agreement between workers and the company where they work, and fighting for workers' rights to negotiate. The existence of internal and external obstacles is a problem that a solution must be found, and if there is a dispute it should be resolved by deliberation and consensus. The government is expected to continue to carry out outreach, especially regarding regulations in the field of employment.

Abstract

Human resources are a crucial asset for a company in maintaining the continuity of its business operations. Without an effective workforce, a company cannot function optimally. However, the challenge of retaining competent and qualified employees is increasing along with changing employee expectations and the dynamics of the work environment. One issue that frequently arises in an organizational context is the high rate of employee turnover, which is a major concern for management. Improving employee engagement and ensuring job satisfaction are considered effective strategies for reducing turnover intention, as both factors can strengthen employees' psychological attachment to the organization. This study aims to examine the partial effect of employee engagement and job satisfaction on employee turnover intention at Sadara Resort, as well as to examine their simultaneous influence. The findings of this study are expected to contribute to the literature related to the relationship between employee engagement, job satisfaction, and turnover intention, particularly in the hospitality industry. The results show that employee engagement and job satisfaction have a negative and significant effect on turnover intention partially. In addition, both variables simultaneously have been shown to have a significant effect in reducing employee intention to leave the company

Abstract

The author of the book as the creator of the intellectual property rights must get a fair reward if the author of the book transfers his exclusive rights to the book publisher to publish and commercialize his creation. Royalty payments to book authors are mandatory for book publishers if both parties have agreed on a licensing agreement. This research aims to examine how copyright law protects authors' royalties on book copyright on the basis of trust. It provides a further basis for an agreed royalty system, efforts to protect the author's royalty system, and the protection of book copyright by copyright laws. The research method used is normative with a legislative and conceptual approach. The results of the study show that for book publishing and royalty payments, publishers have used several systems, one of which is a broken royalty system or a system for purchasing book manuscripts at a certain price, a modified royalty system for books, a royalty system based on sponsorships, and a royalty system based on the results of large demand for books. Publishers choose a simple approach to protect the authors' royalty system from the law, which is by building trust with each other, publishers and authors take care of each other's rights.

Abstract

Regulations related to compensation for victims of trafficking in persons within the Indonesian legal framework still leave significant lacuna legis, or legal gaps. The purpose of this study is to identify and analyze lacuna legis in the provision of compensation for victims of trafficking in persons in Indonesia. This study uses normative legal research with a legislative and conceptual approach. The results of the study show that there are lacuna legis in the TPPO Law, PSK Law, PP 35/2020, and PERMA 1/2022, which do not categorize victims of trafficking in persons as recipients of compensation. but instead limit the scheme only to victims of gross human rights violations and criminal acts of terrorism, thereby creating inequality in protection with victims of other crimes and contradicting the principles of modern victimology and the state's obligations under international law, which require the state to provide effective recovery for all victims of serious crimes, including victims of trafficking in persons. The recommendation in this study is that it is necessary to reconstruct the compensation arrangements for victims of trafficking in persons as an effort to fill the legislative gap so that protection for victims of trafficking in persons is more inclusive, responsive, and in line with international standards

Abstract

Water loss in irrigation canals is one of the key factors affecting the efficiency of water distribution to agricultural areas. This study aims to analyze the difference in water loss between unlined earth canals and stone masonry–lined canals in the Gebong Irrigation Network, West Lombok Regency. The research employed a field experimental approach using the inflow–outflow method to measure inflow (Qin), outflow (Qout), and water loss (Loss). The results show that the earth canal experienced an average water loss of 2.4 m³ or 5.05%, while the stone masonry canal showed a lower average loss of 1.36 m³ or 2.78%. Statistical analysis using Welch’s t-test indicated that the difference was not significant in a two-tailed test (p = 0.1429), but significant in a one-tailed test (p = 0.0715), with the earth canal exhibiting higher water loss compared to the stone-lined canal. These findings demonstrate that stone masonry lining is more effective in reducing seepage than unlined earth canals. The results provide a scientific basis for irrigation rehabilitation planning and the selection of appropriate lining materials to improve the efficiency of irrigation water delivery
