Abstract

This study examines the recruitment patterns of Expert Staff (TA) members of the Indonesian House of Representatives (DPR RI) and its impact on the quality of TA performance as stakeholders and supporting staff in supporting DPR members in carrying out their duties. The background of the study stems from findings that TA member recruitment is conducted in a closed manner based on member prerogatives, relationships, personal closeness, party recommendations, and extra organizational ties. This recruitment mechanism has the potential to reinforce negative public assumptions about the DPR RI's performance and reduce the quality of support provided by TA members. This study used a descriptive qualitative method with data collection techniques of interviews, observation, and documentation. The research location was within the DPR RI, with informants selected through purposive sampling. The results indicate that TA recruitment regulations serve only as an administrative framework, such as data and file verification conducted by the Secretariat General, while candidate eligibility decisions are dominated by members' prerogatives. This recruitment pattern opens up space for informal recruitment based on personal networks, political contributions, rewards, and organizational/party affiliations, potentially indicating patronage/spoils system practices. This type of recruitment pattern creates a mismatch between professional needs and the competencies possessed by TA candidates.

Abstract

Education is an essential instrument in improving the quality of human resources. However, economic limitations often become a major barrier for low-income communities in accessing proper education. The Tangerang City Government launched the Tangerang Cerdas Program as a policy intervention aimed at assisting education financing for students from underprivileged families. This study aims to evaluate the implementation of the Tangerang Cerdas Program in Tangerang City from a public policy perspective. The research method used is a descriptive qualitative approach with data collection techniques including interviews, observations, and documentation. The analysis is conducted using policy evaluation criteria proposed by William N. Dunn, which include effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The results of the study indicate that the program has been fairly effective in improving access to education and helping reduce the financial burden of education for the community. However, several challenges still exist, such as budget limitations, inaccuracies in beneficiary data, and technical obstacles in the fund disbursement process. Therefore, it is necessary to strengthen data integration among institutions and improve the program implementation mechanism so that the benefits can be distributed more evenly and optimally.

Abstract

Inclusive public transportation services are an important part of fulfilling the right to mobility for all citizens, including people with disabilities. Through the Regulation of the Minister of Transportation Number 63 of 2019, the government stipulates the Minimum Service Standard (SPM) for transporting people by train as a standard for providing safe, comfortable, and accessible services. However, practice in the field still shows a gap between provisions and implementation, including in PT. KAI DAOP 4 Semarang, which has the characteristics of a heritage station, is also a type A station with a fairly high number of passengers. This study aims to analyze the implementation of SPM at Semarang Tawang Station and Semarang Poncol Station, especially for people with physical disabilities, and identify supporting and inhibiting factors. Using the George C. Edwards III policy implementation model, this study examines four variables, namely communication, resources, disposition, and bureaucratic structure. This study uses qualitative methods conducted through interviews, field observations, and documentation, with resource persons station management officers, wheelchair users, and companions of people with disabilities. The results of the study show that internal communication runs systematically through multi-stage socialization, but information to users with disabilities is not evenly distributed. Human resources are considered quite adequate, while some physical facilities are still limited. The disposition of the officers shows a positive commitment, but it is not consistent in all service lines. The bureaucratic structure has clear SOPs, but cross-unit coordination and the involvement of people with disabilities in service evaluation still need to be strengthened.

Abstract

Public service is a government function to meet the needs of the community, including population administration services. The Department of Population and Civil Registration (Disdukcapil) of Grobogan Regency provides the Smart Rickshaw service (Once Printed, KTP/KIA Delivered) to make it easier for the public to manage population documents online. This study aims to analyze the community's perception of public service quality in the Smart Rickshaw service. The study uses a descriptive quantitative method with a SERVQUAL approach that includes the dimensions of Reliability, Responsiveness, Assurance, Tangible, and Empathy. The research sample consisted of 100 respondents, determined using Slovin's formula from a population of 7,582 service users in 2025. Data were collected through questionnaires and analyzed using descriptive statistics. The results showed that the quality of public service in the Smart Rickshaw service falls into the good category with an overall average score of 3.58. The Reliability dimension scored the highest (3.67), while Tangible scored the lowest (3.44). The highest indicator was fair service provided without discriminating against service users, with an average score of 4.12, while the lowest indicator was the clarity and ease of understanding of the digital service display, with an average score of 2.89. These findings show that Becak Pintar services make it easier to handle population administration, but improvements are needed in the digital service display to make service quality even better.

Abstract

The recurring occurrence of flooding and tidal flooding (rob flooding) in Semarang City indicates that the local government's disaster management capacity has not yet fully addressed the region's vulnerabilities. The districts of Genuk, North Semarang, Tugu, West Semarang, East Semarang, and Gayamsari are threatened by high rainfall, land subsidence, upstream water runoff, and the impacts of tidal flooding. This study aims to examine the role of the Semarang City Regional Disaster Management Agency (BPBD) in flood management in 2025 during the pre-disaster, emergency response, and post-disaster phases, as well as to identify the supporting and inhibiting factors affecting its performance. This study employed a qualitative approach using a case study method through interviews, observations, documentation, and literature review. A disaster management matrix was used to analyze mitigation, preparedness, emergency response, rehabilitation, and reconstruction efforts. The results show that during the pre-disaster phase, the Semarang City BPBD developed various disaster risk reduction measures, including the implementation of an Early Warning System, the Disaster-Safe Education Unit initiative, mitigation training, and risk mapping. In addition, Semarang City has provided flood control infrastructure, such as embankments, retention ponds, and drainage systems. The matrix findings indicate that these programs can enhance community preparedness; however, rapid urbanization, land-use change, and increasing vulnerability in coastal areas hinder their effectiveness. During the emergency response phase, BPBD demonstrated adequate response capacity through the operation of emergency posts, distribution of logistics, deployment of disaster response vehicles and inflatable boats, and cooperation with sub-district governments and related agencies. However, response efforts were uneven across affected areas due to limitations in personnel, operational facilities, and the distance to affected locations. Meanwhile, in the post disaster phase, BPBD carried out rehabilitation and reconstruction efforts to restore the social, economic, and infrastructural conditions of disaster-affected communities. However, recovery efforts remain focused on addressing disaster impacts rather than reducing long-term disaster risk. The findings indicate that the Semarang City BPBD has carried out its duties in accordance with its institutional functions within the disaster management cycle. Nevertheless, its performance continues to be constrained by limitations in institutional capacity and the increasing complexity of flood related risks. The main supporting factors include regulations, early warning systems, infrastructure support, and cross-sectoral cooperation. The inhibiting factors include limitations in operational resources, logistics, human resources, funding, and inter-agency coordination that has not yet been fully integrated. Therefore, strengthening institutional capacity, enhancing stakeholder collaboration, and integrating disaster risk reduction into regional development planning are necessary to improve Semarang City's resilience to flooding and tidal flooding.

Abstract

The Kartu Jakarta Mahasiswa Unggul (KJMU) program is an educational policy intervention by the Provincial Government of DKI Jakarta aimed at democratizing access to higher education for underprivileged citizens. This study aims to analyze the implementation effectiveness of the KJMU program following the enactment of Governor Regulation Number 101 of 2021 and to evaluate its governance. This study employs a descriptive qualitative approach. Data were collected through in-depth interviews with officials from the Center for Personal and Operational Education Funding Services (P4OP) and recipient students from various universities (UNJ, UIN Syarif Hidayatullah Jakarta, UPN Veteran Jakarta), supported by secondary data triangulation. The analysis is constructed using the implementation theories of Van Meter and Van Horn, Mazmanian and Sabatier, alongside the concept of Good Public Policy Governance. The findings indicate that: (1) The transition of quantitative welfare measurement using the Integrated Social Welfare Data (DTKS) successfully improved accountability and suppressed inclusion errors; however, its implementation is trapped in the pathology of bureaucratic fragmentation (Silo Effect) among P4OP, the Social Agency, and Bappenda, which slows down public services; (2) There is a deficit in preventive information transparency that triggered unilateral termination of participation (shock implementation), thereby spawning social innovation in the form of Target Group Resilience through the movement of informal campus actors (NaraMuda and Forum KJMU communities) to break through the bureaucratic deadlock; (3) At the outcome level, KJMU funds are proven to be highly effective acting as a "cognitive liberator" that eliminates both direct and indirect educational cost barriers. To suppress the bureaucratic pathology, the researcher recommends the establishment of a Single Window System based on cross-agency data interoperability, regulatory amendments accommodating a grace period, and host to-host digitalization of academic verification.

Abstract

The development of digital media has driven a transformation in political communication toward a more interactive approach closely tied to popular culture. In the 2024 Indonesian General Election, the Prabowo Subianto and Gibran Rakabuming Raka campaign leveraged the "Oke Gas" campaign song as a political communication instrument to reach young voters through social media. This study aims to measure and analyze the influence of the "Oke Gas" song as a pop culture-based political communication strategy on the electability of the Prabowo-Gibran ticket in Tembalang District, Semarang City. The study employed a quantitative explanatory approach using the Proportionate Stratified Random Sampling technique. Data were gathered from 423 respondents and analyzed using the Pearson correlation test, simple linear regression, and hypothesis testing with SPSS. Results indicated a positive and significant effect (R² = 0.547; t = 22.543; sig. 0.000), confirming that utilizing popular culture in digital campaigns can increase candidate recognition, interest, trust, and voting tendency—especially among young voters who are active social media users.

Abstract

The rapid growth of motorized vehicles in Semarang City, exceeding 1.6 million units in 2024, has made the parking sector both a strategic source of locally generated revenue and highly vulnerable to leakage. In response, the Semarang City Government issued Transportation Agency Decree No. 500.11.33/14187 of 2024, designating Jalan MH Thamrin and Jalan Depok as Electronic Mandatory Parking Zones. However, field observations revealed that all parking attendants had reverted to manual systems, indicating a serious implementation failure. This study employed a descriptive qualitative approach using George C. Edwards III's policy implementation theory, examining four variables: communication, resources, disposition, and bureaucratic structure. Data were collected through in-depth interviews with the Head of Parking Section and Field Supervision Team, four parking attendants, and five parking users selected through purposive sampling, supplemented by direct observation and document review with source triangulation. The findings reveal that none of the three main provisions of the Decree were carried out in practice. Most decisive was implementer disposition: parking attendants consciously chose to return to cash transactions because the electronic system threatened their income. This failure is not a technical problem but a social-economic one that requires simultaneous reform of incentive structures, recruitment mechanisms, and supervisory systems.

Abstract

This study aims to analyse the dynamics of money politics practices and evaluate the effectiveness of prevention efforts during the 2024 Jakarta Regional Head Election (Pilkada) through a comparative study between the Administrative Cities of Central Jakarta and South Jakarta. Employing a qualitative method that integrates the Patronage-Clientelism theory, George C. Edwards III's Policy Implementation model, and a cultural approach, this research reveals that the modus operandi of money politics is highly adaptive to the local socio-cultural ecosystem. In the communal setting of Central Jakarta, the practice operates conventionally through "dawn raids" (serangan fajar), taking refuge behind the culture of ewuh pakewuh (feeling of discomfort to refuse) and strong neighbourhood ties, whereas in the individualistic, middle-class-dominated South Jakarta, the practice transforms into club goods or disguised functional programs such as subsidized markets (pasar murah). Regarding the supervisory aspect, policy implementation by the General Election Supervisory Agency (Bawaslu) has proven ineffective due to resource limitations and technical application constraints, structural gridlocks within the Integrated Law Enforcement Center (Sentra Gakkumdu), the vulnerability of ad-hoc supervisors' integrity, and communication distortions caused by the strong cultural rationalization of the community, which normalizes money politics as a "blessing" (rezeki) or an acceptable tradition. In conclusion, money politics persists because broker networks adeptly exploit supervisory loopholes, thereby reaffirming the failure of the electoral justice system when rigid procedural law enforcement severely collides with permissive cultural realities at the grassroots level.

Abstract

Civil service administration are a vital public service for ensuring that citizens’roghts are upheld. However, there are still people who face limited access to these services due to geographical conditions, advanced age, disabilities, or a lack of knowledge regarding population administration. To address these issues, the Semarang Regency Population and Civil Registration Office launched the Outreach Population Administration Service Program. This study aims to analyze the performance of the outreach population administration service during the 2024–2025 period and to identify the factors that support and hinder its implementation. This study employs a descriptive qualitative approach, with data collected through interviews, observations, and documentation. Data analysis is conducted using Agus Dwiyanto’s service performance theory, which encompasses productivity, service quality, responsiveness, responsibility, and accountability. Research findings indicate that outreach services have successfully improved public access to civil registration services, particularly for vulnerable groups. Service performance was rated as good across all indicators, as evidenced by ease of access, satisfactory service quality, adherence to procedures, and transparent, free-of-charge services. Nevertheless, the program’s implementation still faces challenges, including limited human resources, insufficient outreach, the vast service area, and internet connectivity issues. Therefore, strengthened coordination, increased outreach, and optimized resource allocation are necessary to continuously improve service quality.
