Abstract

Education is a planned effort in the development of self in order to realize the potential of a civilized society, morality, personality, intelligent and have a prosperous life skills (spiritual-knowledged based society). Which is currently able to improve the quality of education in Indonesia is through fund School Operational Assistance (BOS) allocated to schools at primary and secondary School Operational Assistance Program is a central government assistance to all students SD / MI and SMP / MTs underprivileged throughout Indonesia both public and private on reduction of fuel subsidy because it was feared that the increase in fuel prices and the global financial crisis caused a decline in purchasing power and will negatively impact the poor to get an education.The purpose of the research to find out and get a clear picture about the implementation of the BOS program on SDN Tlogosari Wetan 01 Sub Pedurungan, and used materials and used as an ingredient on the study of the implementation of the BOS program on SDN Tlogosari Wetan 01 Sub Pedurungan, Semarang.In this research used theory implementation of G Edward III which states "the successful implementation of depengaruhi by four variables: attitude, HR, Communications, Bureaucratic Structure"The method used in this research is descriptive qualitative research, where the research is more emphasis on the analysis and at the same time portraying the reality of the existing conditions, so the results of these studies are generating a lot of descriptive data in the form of words or in writing of the perpetrators were observed.Based on research conducted by the authors of the policy implementation of BOS in SDN Tlogosari Wetan 01 Semarang is fully effective, kaBerdasarkan research conducted by the authors of the policy implementation of BOS in SDN Tlogosari Wetan 01 Semarang is fully effective, because the indicators that lead to the achievement of BOS policy objectives set by the government much has been achieved, only the need for dissemination to relevant parties in relation to the BOS, and enhance the performance of human resources-related

Abstract

Asset or property is one of the potential areas to increase revenue so it can reduce dependence on subsidies from the central government. Therefore, local governments demanded to managing local asset in a professional, transparent, accountable, efficient, and effective. The planning process in asset management have more than the other management functions. Good planning is needed in the management assets to avoid waste in asset management related to a field that is wide enough, so need to think carefully about alternatives for decisions about the limited resources ownership.The reasearch used a descriptive qualitative method that lovated on the Departement of Revenue, Finance and Regional Assets. and focus on Process Optimization Analysis of Regional Asset Management Planning in the City of Salatiga. There were two data sources such primary and secondary. Its instruments used as research instrument, interview guide, and informant. The way how to determine its technique that applied purpisive sampling while collecting data using interview, observation, and library reasearch to get the whole data. Afterwards this analysis technicques using of qualitative data, with stage writing memos, coding, categorizing, display, and archive analytical.There were three phenomena which observed on this study, that is optimization of the regional asset management, asset management planning process, and indicators of asset management planning process optimization. From the research, that the optimization of the regional asset management is nor optimal, views of not compliance aspects in the implementation of regional wealth nmanagement. In the planning process has not running well because the stage not in accordance with the time schedule specified in the Standard Operating Procedure. Whereas, the indicator optimization of regional asset management planning process has not been in accordance with principle of legal certainty, the principle of accountability and principle of value.

Abstract

Five Feet traders or a street vendor is abbreviated term for merchandise vendors using carts. Along with the growth of street vendors, emerging issues, among others, is pollution, which is not appropriate spatial and causing traffic jams. To organize street vendors, Semarang City Government issued Local Regulation No. 11 Year 2000 concerning Regulation and Development Street Vendors. This study aims to provide an explanation of the policy-setting and coaching vendors in the District of South Semarang.The research was conducted using Dunn's theory of policy evaluation with several factors, namely effectiveness, efficiency, adequacy, alignment, responsiveness and accuracy. The study was designed and analyzed qualitatively descriptive. While the technique of data collection is done by the study of literature, documentation, observation and in-depth interviews with a number of informants.The results of this study indicate that the policy setting and coaching vendors in the District of South Semarang still unwell. It is seen from the many street vendors who violate the rules, PKL complaints regarding the facilities provided by the local government and calls socialization problems that have not performed optimally.The conclusion that can be derived that the policy setting and coaching vendors in the District of South Semarang still not good. Therefore the need for socialization and steady appeal to street vendors. Awareness and participation of traders to comply with the rules is also needed in addition to that required cooperation between vendors, officials and the community for the success of the policy.

Abstract

The test vehicle is a vehicle assigned to address safety issues in the field of publictransport safety concerns for users at both the regional and national level. This study aims toidentify and menganilisis quality of services performed by the Department of Transportation,Communication and Information Tegal regency. Type used is descriptive qualitative, by usingreference measurements on basis of the satisfaction indext KEP MENPAN No.63/7/2003which consists of 14 elements "relevan", "valid" and "reliable". The result of the satisfactionindex calculation for obtaning a yield of 74,08 or in the good category (B). To improve thequality of care testing of motor vehicles so much better, employee testing vehicles in Tegalregency should pay attention to the service user satisfaction by adding facilities andinfrastructure, as well as providing strict sanctions or penalties for employees who absentduring working hours or working days..

Abstract

This study aims to determine the relationship between discipline and employee capabilities with the performance of employees in Semarang District Secretariat (Observation Study in the General Section). The population of as many as 69 employees to as many as 35 samples taken employees.Hypothesis testing using the formula Kendall's tau-b to determine the relationship between each independent variable with the dependent variable, and the analysis of the Kendall concordance (W) to determine the relationship of the independent variables together on the dependent variable.Analysis of the relationship between two (2) independent variable discipline (X1) and the ability of employees (X2) with employee performance (Y), either alone or taken together show the following:1. Relations discipline with the employee's performance and significant positive correlation with the value of 0.372, which means that the relationship is positive, but weak, whereas the significance level of the coefficient of 0.030, which means its value is below 0.05 (5%), which means significantly.2. Employee relations skills with the performance of employees with a positive and significant correlation value of 0.353, which means that the relationship is positive but weak, whereas the significance level of the coefficient of 0.035, which means its value is below 0.05 (5%), which means significantly.3. A positive relationship together - collaboration between discipline variable (X1) and the ability of employees (X2) with employee performance variable (Y) with the correlation value of 0.244, which means that the relationship is positive but weak, whereas the significance level of the coefficient of 0.000, which means well below 0.05 (5%), which means significantly.

Abstract

This research is a qualitative research motivated by the National Program for Urban Community Empowerment (PNPM Mandiri Perkotaan) that still experience difficulties to reducing poverty in Indonesia. The research is focused on the implementation of PNPM Mandiri Perkotaan in Winong, Boyolali and it is influencing factors covering communication, resources, implementor dispotition, bureaucratic structure, implementing organizations, and socio-economic environment.The results showed that the PNPM Mandiri Perkotaan in Winong, Boyolali still less effective and also less positive impact on the development of community life caused by low levels of human resource and poor socialization. So it takes a strategy to improve the quality of human resources as well as good communication strategy in order to improve the welfare of the people in Winong.

Abstract

Ayo Wisata ke Semarang is a government program that aims to increase tourist visits to Semarang. Through this program, the government relied on three potential Semarang city tourism, religious tourism, cultural and culinary.Program which began in 2011 it contains strategic activities the government and the city of semarang tourist events . This program has a primary target increased by 1,834,886 tourists visiting in 2012. This research aims to know the implementation of the program in 2012 and how its achievement. This research was analyzed with a model monitoring Peter Rossi and using qualitative research type.This research uses descriptive qualitative research type. The research results obtained by conducting interviews to the actors involved in the programme, namely the Government of the city of Semarang, businessmen, tourists and tourist community. Researchers also spread a questionnaire to determine the level of satisfaction of tourists to tour the city of Semarang.From the results of the analysis, it can be concluded that the government reach all target the program in 2012 that have been determined. Tourists felt quite satisfied with the Semarang city tourism. The program also fosters enthusiasm some tourism businesses like T-shirt souvenirs. Promotion programs in a variety of media is a major factor in the success of this programs. Through Balanced Scorecard measurement tool, the program is achieving success of 83,69%.

Abstract

Improving the quality of teachers is the one of government's implementation inpassing policy and credit points appliance for non Governmental teachers. It’s based on regulation of national education minister No. 47 in 2005 and later revised to No. 22 in 2010. This research aims to provide an explanation of the policy implementation inpassing GBPNS happened in Semarang in particular private elementary school and the factors affect on that. It’s used used a qualitative descriptive method by analyzing the implementation of the policy inpassing GBPNS. These research uses the theory of George Edward III to analyze the factors that influence policy implementation. The results of this research showed that a lack of awareness of private schools for educational programs so there are many private teachers in particular Permanent Teachers Foundation (GTY) inpassed yet. In this policy the requirements and procedures of inpassing and implementation is not optimal. Another factor that caused the school administration hasn’t managed properly. Some suggestions for policy implementation of inpassing GBPNS can be better, with better motivation and further improvement on the performance of the Department of Education. Beside that private schools has to be more concerned on the education programs.

Abstract

The implementation of PNPM-MP is still have lots of weakness, it is proven that the number of poor families target years 2009-2011 and 2011-2013 Kemijen Village Semarang are still same. Based on the observation by researcher, PNPM-MP resistance due to weak human resources; institutional coordination; differences in perceptions and lack of understanding of the guidelines. Based on the description of the background of the problem, can be taken 3 problem, they are: How the role of actors in policy formulation for PNPM-MP on Kemijen Village Semarang City?; What are the obstacles in the implementation of PNPM-MP? And how handling the weakness in the implementation of PNPM-MP? According to James Anderson Charles Lindblom and James P. Lester and Joseph Stewart, Jr. actors or actors participate in policy formation process can be divided into two groups, namely the cast and the cast as well as official and unofficial. Which belongs to the actor and is the official government agency (bureaucracy), the president (executive), legislative and judicial. While belonging to the unofficial role include interest groups, political parties and individual citizens. This research uses the theory of James E. Anderson, the policy is as the behavior of a number of actors (officials, groups, government agencies) or a set of actors in a particular policy area. Talk of the policy cannot get out of the relationship between interest groups, both at the government and society at large. According to Walter J.M. Kickert, Erik-Hans Klijn and Joop F.M. Koppenjan, actors cannot be separated from each other and have connection with each other. According to Sri Suwitri, strong policy networks are the five things they are the interests of network members, membership, interdependence, isolation from other networks, and the distribution of resources among the members. Network integration of high membership, membership has stability, interdependence network members, and isolation from other networks. The larger the policy network will strengthen the pluralistic society. This study uses qualitative research and data collection based on interviews with key informants and direct observation conducted by researchers at Kemijen Village Semarang City.Based on theory, the actor cannot move on their own without collaboration of other actors, so that is needed a network diagram to known the role of each actor. In the implementation of PNPM-MP should refer to the operational guidelines PNPM-MP and develop accessibility advisory assistance from the sub-district or districts. Then, it is necessary establishes public complaints unit to accommodate all the complaints that can be sought alternative solutions. In finding such alternative PNPM-MP need to use incremental models so that any problems that arise can be done rectification and correction to create anew policy. Suggestions in this study are it need a similar view from actors to improve the welfare ofsociety and transparency in the implementation of PNPM-MP.

Abstract

Peraturan Pemerintah Republik Indonesia Nomor 15 Tahun 2005 tentang jalan tol berisi tentang pengaturan jalan tol, syarat-syarat jalan tol, wewenang penyelenggaraan jalan tol, pengaturan jalan tol, pembinaan jalan tol, pengusahaan jalan tol, pengawasan jalan tol, pengadaan tanah, dan standar pelayanan minimal jalan tol. Didalam standar pelayanan minimal jalan tol menurut Peraturan Menteri Pekerjaan Umum Nomor 392/PRT/M 2005 mencakup beberapa substansi pelayanan yaitu kondisi jalan tol, kecepatan tempuh rata-rata, aksesibilitas, mobilitas, keselamatan, dan unit pertolongan/ penyelamatan dan bantuan pelayanan.Penelitian ini bertujuan untuk mengetahui bagaimana implementasi kebijakan standar pelayanan minimal jalan tol di Kota Semarang menurut Peraturan Menteri Pekerjaan Umum Nomor 392/PRT/M 2005 dan faktor-faktor apakah yang mempengaruhi implementasi kebijakan tersebut. Metode yang digunakan dalam penelitian adalah tipe penelitian kualitatif bersifat deskriptif dengan wawancara mendalam kepada narasumber. Dalam penelitian kualitatif ini, penulis menentukan informan menggunakan teknik bola salju (snowball). Sumber data menggunakan sumber data primer dan sumber data sekunder. Teknik pengumpul data dengan wawancara, dan dokumentasi. Teknik analisis data menggunakan reduksi data (data reduction), penyajian data (data display), dan verifikasi (conclution drawing).Berdasarkan hasil penelitian, maka dapat ditarik kesimpulan yaitu : Pertama, impelementasi kebijakan yaitu ketepatan program yang ada saat ini berjalan kurang efektif, instrumen kebijakan ini kurang sosialisasi mengenai kebijakan SPM jalan tol kepada pengguna jalan tol, aktor kebijakan saat ini kurang responsif dalam menangani hambatan lalu lintas, dan tidak semua pengguna jalan tol belum mendapatkan manfaat dari adanya kebijakan tersebut. Kedua, faktor-faktor yang mempengaruhi implementasi kebijakan yaitu komunikasi belum dapat berjalan dengan efektif, sumberdaya saat ini belum bisa merealisasikan program-program yang akan dikembangkan, dan disposisi/sikap petugas jalan tol kurang tegas dalam menindak pengguna jalan tol yang melanggar aturan. Adapun saran penulis untuk permasalahan ini adalah Untuk pengelola jalan tol Semarang harus memberikan kejelasan mengenai program-program yang akan direalisasikan untuk meningkatkan kualitas pelayanan jalan tol sehingga masyarakat pengguna jalan tol dapat merasakan manfaat dari program yang akan dikembangkan. Selain itu petugas jalan tol harus lebih responsif dalam menangani kendala dan hambatan lalu lintas yang terjadi. Disisi lain masyarakat pengguna jalan tol harus bisa tertib dan taat lalu lintas terutama terhadap perambuan mengenai perintah dan larangan serta petunjuk.
