Abstract

This study aims to determine the relationship between discipline and employee capabilities with the performance of employees in Central Java Disaster Management Agency. The population of as many as 59 employees to as many as 32 samples taken employees.Hypothesis testing using the formula Kendall's tau-b to determine the relationship between each independent variable with the dependent variable, and the analysis of the Kendall concordance (W) to determine the relationship of the independent variables together on the dependent variable.Analysis of the relationship between two (2) independent variable discipline (X1) and the ability of employees (X2) with employee performance (Y), either alone or taken together show the following:1. Relations discipline with the employee's performance and significant positive correlation with the value of 0.595, which means that the relationship is positive, medium, whereas the significance level of the coefficient of 0.001, which means its value is below 0.05 (5%), which means significant.2. Employee relations skills with the performance of employees with a positive and significant correlation value of 0.622, which means that the relationship is positive, strong, whereas the significance level of the coefficient of 0.001, which means its value is below 0.05 (5%), which means significant.3. A positive relationship together - collaboration between discipline variable (X1) and the ability of employees (X2) with employee performance variable (Y) with the correlation value of 0.253, which means that the relationship is positive but weak, whereas the significance level of the coefficient of 0.000, which means well below 0.05 (5%), which means significant.

Abstract

PDAM is one company has duties and functions in organizing drinking water supply to all the society. Thus people use services PDAM, so the public has a duty routine a month in payment account. Service quality payment account PDAM Tirta Bening Juwana Pati district virtually less properly, resulting in a insatiability society to a performance given by the contamination. In this research was compiled to analyze a given quality of service offices in Juwana including dimensions that lead to less than optimal service. This research is descriptive research using this type of qualitative data collection techniques through observation, interviews, and in-depth study of the document. the informant was taken public as users of services and some of the officers PDAM.  In the research, the use writers five dimensions service quality namely dimensions tangible still signifying quality of being less well especially on providing facilities in support of service performance, dimensions reliability still signifying quality of being less well because human resource has not been done optimum dimensions responsiveness not signify good qualities because the officers in responding to customer problems still has sluggish yet responsive, dimensions assurance already signifying good qualities because pdam already guarantee cost according to the degree skill and the division of a group of customers. While dimensions empathy already signifying good qualities for concern officers on the good. Based on the research can be concluded that service quality payment account PDAM district starch virtually service quality less well or optimal for there is a mismatch between what people want with the quality imparted pdam in payment account so customer satisfaction has not come true. Therefore expected to done an improvement in some aspect dimensions not optimal especially in payment account with the online system the counter, the addition resources development of and availability of facilities sufficient; and others.

Abstract

The transfer of Property Tax authority into Local Tax raises a variety of opportunities and challenges in its implementation. Contradictory to the achievement of the revenue target of The Property Tax, The Property Tax of Village Urban Peterongan receipts decreased in 2011 and 2012 that did not meet the target of 100% as expected. The decrease shows that the implementation of the Semarang City Regulation Number 13 Year 2011 concerning The Property Tax in the Village Urban Peterongan not run optimally. This research goals are to find the causes and solutions by decreasing in The Property Tax receipt in the Village Urban Peterongan Semarang City in line with the changes in The Local Tax Regulations regarding The Property Tax authorities into The Local Tax. To answer the purposes of analysis used descriptive qualitative research design.  The results showed the lack of preparedness of the region, especially in the early days of the transfer of authority, particularly the Village Urban Peterongan Semarang City, in carrying out the Semarang City Regulation Number 13 Year 2011 on Property Tax. Factors inhibiting the implementation of policies derived from the intensity of the implementor disposition, law enforcement procedures, human resources, financial resources and infrastructure resources.  Recommendations of this study are based on the dissatisfaction of the tax authorities regarding the amount of the fee collectors billing optimization property tax, village officials to submit additional personnel emoluments to DPPKAD Semarang City and then forwarded to the Mayor of Semarang City as the fulfillment of property tax service accessibility, Semarang City Government should work with banks in property tax payments

Abstract

Semarang population growth increasing impact the growing need for housing . Housing is comfortable , safe and free society yearning flood the city, so that the hills become an alternative development of new settlements . Housing in the hills now have proliferated , it has become a new problem for the hills designated as a buffer zone of Semarang . Thus, in Regulation No. 14 of 2011 are mentioned in Article 119 of the restriction of land for housing in the hills . The purpose of this study is to investigate the implementation of Regulation No. 14 Year 2011 about Spatial Plan of the city, as well as to determine the factors that hinder the implementation of the policy . The formulation of the problem in this research is about how the implementation of the Regulation No. 14 of 2011 and what are the factors that hinder the implementation of the regulation.  This study used a qualitative research method because that will be examined are many phenomena that occur at the sites as well as an analysis of the relationship between the observed phenomenon . With this type of research is expected to get an overview of descriptive analysis in a systematic , factual and accurate information on the facts and the relationship between the phenomenon under study . Determination of the informants in this study using purposive sampling where the determination of informants chosen with special consideration of the researcher. The results of this research is the implementation of spatial planning policy has shifted very significant because most of Semarang space development policy is not in accordance with the land designated function . Interactions were constructed by policy makers actually prefer the interests of the public rather than the use of space that is expected to be affected by the use or management of space . While the factors that hinder the implementation of the Regulation on spatial planning is the lack of public interest a government priority ; existence of private parties that violate applicable laws ; yet supports adequate resources ; lack of concrete measures from the government to crack down on violations ; law is an advanced rules and procedures are already in the previous period so as to improve the system is not an easy thing.

Abstract

Semarang city is the capital of Central Java is sufficiently developed, the rapid development of the city followed by volume increases in population resulting in the amount of waste produced is increasing. However, waste management facilities and infrastructures owned by the city of Semarang is not proportional to the increase in the volume of the garbage. The problem that arises : How to waste management in the city of Semarang at this time, and what are the factors supporting and inhibiting factors ? How should the alternative strategies for the optimization of waste management in the city of Semarang ?. The purpose of this study was to describe the waste management, and what are the factors that support and hinder the application of waste management. Furthermore, the data obtained are used to formulate an alternative strategy of waste management in the city of Semarang. Attempts to answer issues and research purposes is done by using the theory of strategic management as a basic foundation in analyzing and formulating strategies. To identify strengths, weaknesses, opportunities, and threats as well as to evaluate the strategic issues using the SWOT analysis and the litmus test. Once the analysis is done, shows there are eight strategic issues in the implementation of the waste management. And after an evaluation by a litmus test, it can be seen the three most strategic issues can be found. It is maximize community empowerment related vision and mission to be achieved,  multiply the number of fleet and containers in Semarang in order to improve service to the public, and increase public participation in order to overcome the limitations of the available fleet and containers.

Abstract

Education is one of the very important factor in a country. The quality of a good education can make that developed and developing countries. The quality of education can be a tool to measure the progress of the country, because education is an important actor in improving human resources. Regulation of the Minister of national education No. 75 of 2009 About National high school Exam First mention that the national examination (UN) is an activity measurement and assessment of competence of learners nationwide at the level of primary and secondary education. National examination aims to evaluate the competence of graduates nationwide on certain subjects in the subjects of science and technology. This research aims to analyze the implementation of policy and the factors that support the national exam and impede the implementation of the national examination in JUNIOR HIGH SCHOOL Al Fattah Semarang. This research is a qualitative dekskriptif research. Data done with by means of study kepustakaan, documentation and deep interview with several informer. This research also use the model implementation policy according to george edward iii, there are four factors a mutually terkai one another in mempenggaruhi success and failure implementation communication, namely resources, the disposition and structure bureaucracy. Can be concluded that implementation policy national examination in smp al fattah city semarang still find the storm. It can be seen from some of the issues found in honesty and responsibility still weak, the students ( students ) that still mencontek and room ujian still not optimal. Ditemukanya factor inhibitors as resources in this facility not optimal from school, so that it needs to be repaired.

Abstract

The government of Semarang initiate old town Revitalization program by the Local Government Regulation No. 8 of 2003 on Spatial Planning and Environment Building (SPEB) Old Town area of Semarang . SPEB is an effort to produce guidelines to develop , organize and relive the Old City . SPEB of Old Town area is expected to support the development and revitalization through urban design . The Urban Planning will be followed by the revitalization which is a long-term program. It Aims to enable the revitalization of the Old Town in accordance with the demands of time and a positive impact for the city of Semarang both in terms of tourism , economic , social , and cultural . However there are some problems in revitalizing the Old Town of Semarang that results in a state of stagnation continues - constantly in the Old  Town of Semarang . The study analyzes the strengths , weaknesses , opportunities , and threats in order to obtain the proper management on strategic arrangement Old Town area of Semarang . The approach used is descriptive qualitative methods of data collection , interviews , and documentation studies . The data that have been collected will be presented and analyzed based on internal and external environment and the conclusions drawn . The conclusion of this study is by  recognizing the strengths , weaknesses , opportunities , and threats based on internal and external environment formulated using SWOT analysis and tested with litmus tests , The Strategic Arrangement of Semarang Old Town obtained as follows: Character building and improvement of Human Resources ( HR ) , Improving the quality of HR through the development of a strong characteristic in the socio-cultural values , Improving object optimal service through the cooperation of various sectors of business and community involved in revitalizing Old Town, Each stakeholder improvement respective roles, Handling and tidal flooding , Providing incentives and ease of investment, Increased cooperation with various business sectors in development , Improved complementary tool is still lacking , as well as increase the participation of local communities and businesses.

Abstract

Community demands for public services in the health sector is still considered low into the background of this research Batang Regency’s Public Hospital. Result of observations and interviews with several informants indicate that this hospital still has a low service quality and customer satisfaction have not been optimally viewed from the dimensions of service quality. Quality improvement and quality of these services should be started from a strong commitment and high professionalism that existing systems can run optimally so as to achieve customer satisfaction.

Abstract

In the era of good governance the government has to have competent performance in serving the public . However, there are still many government organizations that have low performance . Whereas previously civil servants have been educated and trained . This can be seen from the performance of the Board of Education and Training of Central Java is still not optimal in producing competent personnel . This study aims to analyze the phenomenon of performance consists of four dimensions of performance , productivity , responsiveness , and accountability Responbilitas . Identifying the factors that support and hinder performance and formulate solutions that have been and will be done in improving the performance . This study used a qualitative descriptive approach and techniques as well as using a purposive sample taxonomic analysis . Based on the results of the discussion of research in Education and Training Agency of Central Java is known conclusion that the performance of the Board of Education and Training of Central Java is good  in terms of quantity but the quality is not optimal . Judging from productivity , it can be quite good for achieving the target quantity is almost fulfilled . Judging from the responsiveness , still it is less because not capture the public 's aspirations . Judging from responbilitas , already based on the PP 101 of 2000 . Dililhat of accountability , it is good enough but no pertenggungjawaban to the public . Many factors affect the performance of the Board of Education and Training of Central Java Province which consists of factors supporting and inhibiting factors . To overcome the problems that occur in the process of performing the Board of Education and Training of Central Java province has made the solution be included in the employee Training Training Of Course and curriculum development . In order to improve performance by increasing productivity , through repairing the existing curriculum and the addition of competent lecturers in the Substantive Technical Training . For responsiveness and accountability through the use of the web . Responbilitas through increased reward and punishment.
