Abstract

This study aims to describe and analyze the performance of employees Karangkidul Village Central Semarang District and look at the factors that hinder the performance of the employee. The research approach using qualitative approaches. Research activities carried out by the activities of collecting, describing and interpreting data on the situation experienced, activities, views, attitudes or trends indicated that apparent in the performance that is being run. Data collection is done by in-depth interviews and documentation.Survey results revealed the performance of employees in the Karangkidul Village seen from the indicator reliability, access, staff communication, honesty, decency, security services, employee knowledge and direct evidence has been good in providing services while the other two indicators, namely responsiveness and competence of employees, including less well. The factors that hinder the performance of employees is the lack of socialization procedures effectively to the public services, lack of legal certainty to the employee who commits an offense and limited infrastructure and capacity utilization and access to information technologies that are less optimal by the employee.Suggestions related to the results of the study researchers gave them to improve employee responsiveness indicators it is necessary to Standard Operating Procedures of community service. To improve employee competency indicators leaders can develop employee development program. To avoid the impression of a complicated administrative and bureaucratic, and boards can use online Standard Operating Procedures information society services. Abstract

The dengue hemorrhagic fever control program (DBD) in Tembalang District, Semarang City is constrained by the lack of public awareness in conducting dengue fever control programs (DHF) such as eradicating mosquito nests (PSN) and routine larvae checks (PJR). This study aims to determine the impact of dengue hemorrhagic fever control programs (DHF) and the obstacles faced. The method used is a qualitative method with data collection techniques of observation, interviews, and documentation. Determination of the subject using purposive sampling technique, the validity of the data using data triangulation techniques. The results showed that RW 2, Rowosari and RW 7, Sendangguwo, in 2019, were the highest cases of dengue hemorrhagic fever (DBD). However, RW 7 in Sendangguwo Urban Village is faster in handling dengue hemorrhagic fever (DHF) cases, shown by the community who are diligent in conducting PSN, routine larvae checks (PJR) are carried out every week at each homestead (Dawis), increase in larval free rate (ABJ). The problem is the lack of health surveillance personnel (gasurkes), the community does not yet have the awareness to conduct PSN, there is no routine schedule of routine larvae inspection (PJR) activities in the community, the low rate of larval free (ABJ). Suggestions to increase the number of health surveillance personnel (gasurkes), increase public awareness to carry out dengue fever control programs (DHF), increase the routine of the community doing routine larvae (PJR) activities once a week.

Abstract

Semarang Local Government accelerate the realization of the development of Child Friendly City/Regency by creating mayor regulations number 20 year 2010 concerning child friendly policy using child friendly village approach, afterward follow up with the Regional Action Plan and Semarang mayor’s decision number 050/425 concern in determining the location of District Pilot Program in Semarang City in 2011-2015. Gayamsari Sub-district is chosen as the pilot of child friendly sub-district hereafter implement derivatives regulation that is child-friendly village, held in Gayamsari Sub-district. Even though has already set as the pilot child friendly village, however Gayamsari District still has low numbers of APK APM and low numbers of child welfare compared with other pilot districts. The research goal is to find out how to the program implementation of Child Friendly using Child Friendly Village Approach undertaken by Gayamsari Village using success indicator from RAD and PERWAL, also supporting factors and resistor factors of program implementation. This research uses the theory of George C. Edward III. The methods of this research uses qualitative research in descriptive type. The result of this research, the clusters of civil rights and freedoms, family environment and the right clusters alternative, clusters of education and utilization of leisure and arts activities, not in accordance with the indicators of success, Whereas the right cluster of basic health and welfare, and special protection cluster implementation is in conformity with the indicators of success. Driving factor of this implementation is a bureaucratic structure and disposition of the cadres, while the inhibiting factor of resources, communication, and the disposition of the employees of district and village The conclusion of this research program implementation KLA using Child Friendly Village approach in Gayamsari Village has not succeed yet. Because there are still several success indications has not fulfilled yet. Therefore, there are the factors which inhibits program implementation. It needs to be improved in manufacturing RAD, the communication between Semarang Government, Sub-district, Village, also the improvement in financial resources and disposition employees in village and sub-district.

Abstract

Skill Training Programs for Child Labour is one of the program created by Department of Labor and Transmigration in accordance with the Mayor regulation number 560.05 / 0289 about the plan of the removal of forms work worst of a child (RAK PBPTA) were intended for workers children under the age with the aim for improving knowledge and skill for workers children to increase their family economic and detached from their work worst. The number of child labor within Semarang City keep increasing every year, they generally work that jeopardize mental, physical and their own health. Children are entitled to a wide opportunity for the growth optimally both physically, mentally, science and social because children have an important role for the city of Semarang in the future. The literature review underlying this research uses George Edward III theory. The research method used is qualitative research method. Analysis using taxonomic analysis techniques. The result show that the implementation of Skill Training Programs for Child Labour in Semarang not yet optimally. It was apparent from three stage process of the implementation covering the first phase , the second phase and the third phase. It marked a little number of child labor who joined the skills training programs, the number of equipment training inadequate to include all child labor, availability of human resources, and the funds that are not enough, the use of a method of a bad for the program, volition implementor also weak, and no further action after the child gets the training. Based on this research, then need for structured socialization mechanisms and schedules, additional funding for facilities and human resources resources comparable to the number of child laborers, in-class replacement methods to outclasses, the establishment of specialized teams of skills training programs from the first to third stage, coordination with government agencies other or private parties related to subsequent action after the child has a skill training program.

Abstract

School Operational Assistance Program (BOS) is a very important program to support education funding. This study aims to determine the BOS program implementation and to identify factors that support or hinder the implementation. This study uses a descriptive qualitative method. Data collection is done by documentation and interview with a number of informants. Data analysis is implemented through data reduction, data presentation, and verification.Phenomenon is approached by a model study of public policy implementation by George Edward III in which the factors that support and hinder the implementation are; communication, resources, disposition, and bureaucratic structure. There are factors that support and hinder the implementation of BOS in Semarang. This is due to the unfavorable socialization, the lack resources and the lack of competence to handle the policy. In addition there is also additional organizations involved in the implementation of BOS

Abstract

Pembangunan tidak lain merupakan suatu proses perubahan yang berlangsung secara sadar, terencana dan berkelanjutan dengan sasaran utamanya adalah untuk meningkatkan kesejahteraan hidup manusia. Salah satu pembangunan yang menjadi perhatian adalah kebutuhan air bersih dan sanitasi. Pamsimas merupakan salah satu bentuk solusi dari kurangnya air bersih dan sanitasi di Indonesia. Tetapi pelaksanaan Pamsimas masih belum optimal, tidak terkecuali pelaksanaan di Kecamatan Tembalang Kota Semarang. Tujuan dari penelitian ini adalah untuk mengevaluasi Program Penyediaan Air Minum dan Sanitasi Berbasis Masyarakat (Pamsimas) di Kecamatan Tembalang. Dalam evaluasi ini digunakan enam kriteria evaluasi yaitu efisiensi, efektivitas, kecukupan, perataan, responsivitas dan ketepatan. Hasil penelitian ini menunjukkan bahwa Pamsimas di Kecamatan Tembalang sudah efektif dalam memenuhi kebutuhan air bersih dan sanitasi. Tetapi masih ditemui kekurangan, seperti kurang meratanya pembangunan tower air dan perpipaan Pamsimas, selain tidak merata masih banyak warga miskin yang masih belum dapat mendapatkan Pamsimas. Rekomendasi untuk meningkatkan perataan pembangunan Pamsimas dapat dilakukan pada saat musyawarah penentuan prioritas pembangunan dilakukan oleh seluruh elemen pelaksana Pamsimas, hal ini agar tercipta keadilan dan pemerataan pada pembangunan karena diawasi langsung oleh semua pihak yang terkait.

Abstract

The current problem of climate change has become an environmental issue because it has an big impact in society. Effort has been made by Indonesian government to resolve this climate change issue by applying Program Kampung Iklim (PROKLIM) which contains climate change adaptation and mitigation. Therefore, a management process is needed to manage those adaptation and mitigation effort. This research aimed to analyze management and the supporting and inhibiting factors of climate change adaptation and mitigation in Miroto Village Central Semarang Sub-district Semarang City. This study is a descriptive research with qualitative approach. This research was conducted in the Miroto Village with informants for the Kasie Pemulihan Lingkungan dan Perubahan Iklim Dinas Lingkungan Hidup dan Kebersihan Kota Semarang, Headman Miroto, Kasie Pemerintahan dan Pembangunan Kelurahan Miroto, Head of LPMK Miroto, and the society. The data was collected through interviews, observations, documentation and literature studies. Data analysis using data analysis techniques developed by Miles and Huberman. The result of this research showed that management of climate change adaptation and mitigation in Miroto village had not been optimal, because there were still many problem in planning, organizing and actuating aspects. In planning aspect, the comprehension of guidelines in Peraturan Gubernur Jawa Tengah Nomor 43 Tahun 2012 tentang Rencana Aksi Daerah Penurunan Emisi Gas Rumah Kaca tahun 2010-2020 were still very low, there were only a few the adaptation and mitigation activities of climate change, and there were not a spesific schedule for the activities. In organizing aspect, the special team that had been made did not function properly, and there were only a few cooperation. In actuating aspect, the social participation was still low. The recommendations is for planning by socialize the guidelines in Peraturan Gubernur Jawa Tengah Nomor 43 Tahun 2012 add more the adaptation and mitigation activities of climate change, and arrange a specific schedule; organizing by make an organizational structure in RT/RW, and adding more cooperation; actuating by holding routine voluntary work.

Abstract

Study about performance the committee of the occupational safety and health (P2K3) effected by human resources that are within the occupational safety and health (K3)  have a double job, any members who are in majority of P2K3 is not an expert in the field of K3. Lack of motivation of employees, and lack of motivation which is given by leader to the employee. This research was conducted using qualitative research methods are purely descriptive. Focus of research location on the PT. PLN (Persero) APJ Kudus. Selection of informants is done using a purposive sampling. To test the quality of the data used the technique of triangulation. Phenomena that affect organizational performance is measured through the dimensions of organizational performance according to Sudarmanto (2009: 13) by looking at the dimensions of productivity, quality, timeliness, resources management, and cost. As for looking at factors that affect organizational performance using the theory of Keith Davis of Mangkunegara (2006: 13) as seen from the factor of ability and motivation factors.  Performance of the committee of occupational safety and health (P2K3) has not been optimal which is viewed of the dimensions of productivity, the quality, punctuality, the management of resources, and charges.The factors that influences the performance of an organization that is the lack of the ability of human resources in the field of occupational safety and health, and lack of motivation given by leader.  Recommendations given that is, ( 1 ) held socialization about the importance of  K3 in a company so employees aprovident about the importance of occupational safety and health; ( 2 ) providing education and training to an employee about occupational safety and health ; ( 3 ) the committee of occupational safety and health (P2K3) supposed to be filled by people who are completely proficient in the occupational safety and health ; and ( 4 ) the maintenance and observation and equipment to work safety and health.

Abstract

Supervision of the utilization of spatial is a business activity to control the implementation of the spatial utilization in accordance with the plan agreed upon earlier. This surveillance is necessary because if a space in an area isn’t used properly and do not comply with it should it will negatively impact to the environment and if a spatial utilization in a certain area is used in accordance with the allocation area the it will impact both for the surrounding environment. With regard to the utilization of space. The city of Pekalongan is still not good and it has some negative impacts such as floods and the narrowing of the road. This oversight ensures implementation of the utilization of spatial plan which the government had already agreed. The plan is on Local Regulations No 30 in 2011 about Spatial Plan area of Pekalongan in 2009-2029. This research uses descriptive research methods with qualitative approaches. The result of this study supervision of the utilization of spatial in Pekalongan by using the theory of management, which are the determination of standard of supervision, monitoring, evaluation and corrective action. This surveillance is technically done by Spatial Department of public works city of Pekalongan. Supervisors who supervise the utilization of spatial consist four people who are divided in to the four regions and the amount is not enough because each region has a different wide. In addition the obstacles of this surveillance are the lack of socializing frequency and nit-on-the target socialization. If at the time of the supervision there is a violation done and it can be proven, it will be given administrative sanctions in accordance with sanctions. The inventory of the infringement is also still lacking. DPU Pekalongan should increase the number of supervisors in district that has a larger area. Socialization also needs to be held periodically throughout the year. Every infringement should be noted well up to the results of the act ss material for future evaluation

Abstract

Semarang city is a big city where it has high numbers and high activity of population, so that the public roads become crowded and packed by worker’s vehicle, especially 4 wheel riders which increased every year. Toll roads are roads which are created by the BUMN in coordination with the goverment to reduce the congestion level in major cities, because it is a freeway that uses a charge to use this facility, while for Jasa Marga side who carry out this toll road should be able provide the best service for the users of the highway with the standard operational procedure that have been established.This research was conducted in the city of Semarang. The method used in this research is descriptive-qualitative. The data was collected by using interviews, observation and literature review.This research objective was: first, to find out about the implementation of toll road management in Semarang city, second, to find out the factors that affect the success of toll road implementation.Research outcome shows that: (1) The implementation was conducted according to toll road management guidelines those dictated by BPJT of Jasa Marga central office, the toll road management in Semarang city has been going well, however, there is still some obstacle which hamper the success of this toll road. (2) there’s a unfavorable coordination inside the implementer actor that is Jasa Marga in giving service to the toll road users.Recomendations that author provide: (1) Jasa Marga should provide oversight to every branch towards policies that have been made, should be right on the target of the policies. (2) the need for improvement in every lini and technology so the toll road services become more controlable by the policy implementer side.
