Abstract

The potential for disasters in various parts of Indonesia from year to year is very threatening to people's lives, one of which is in Kudus Regency. Kudus Regency has the potential for floods, landslides, strong winds, fires, and droughts due to low topographic conditions, heat intensity, and steep slopes. Thus, the government issued a policy in the form of the U-Garuda 112 call center program as an emergency response service when experiencing disaster and emergency events. However, its practice shows problems that it does not yet have a specific and clear local regulation on 112 services, human resources, infrastructure, and budget have not reached the target, there is a data gap that occurs with the reported data, prank calls, lack of information disclosure and does not yet have an official website. The purpose of this study is to evaluate the U-Garuda 112 call center program policy and analyze the supporting and inhibiting factors for program evaluation. This research uses Bridgman and Davis policy evaluation indicators and Muh. Mujab's supporting and inhibiting factors for program evaluation. This research uses descriptive qualitative methods through interviews, observation, and documentation. The results showed that the U-Garuda 112 program has not run well and effectively due to constraints in the quality of human resources and infrastructure, lack of role clarity, and lack of fulfillment of tasks and functions. Supporting factors for program evaluation are financial support, general and community management, apparatus dominance in policy, private involvement, and stakeholder commitment. Meanwhile, the inhibiting factors are lack of understanding of the program, miscommunication, sectoral ego, difficulty in being on time, and lack of involvement of other agencies. Recommendations that can be given are to conduct regular coordination and open communication, conduct routine maintenance on the system, conduct active and massive socialization, and improve regulations, agendas, and information disclosure.

Abstract

Pengelolaan sampah yang tidak optimal akan mengakibatkan terjadinya berbagai permasalahan salah satunya degradasi kualitas lingkungan hidup. Permasalahan pengelolaan sampah dialami Kabupaten Sleman, potensi timbulan sampah yang tidak sebanding dengan jumlah yang saat ini bisa dikelola di dua tempat pengelolaan sampah terpadu (TPST). Diperlukan adanya strategi baru pengelolaan sampah untuk segera mengatasi permasalahan pengelolaan sampah di Kabupaten Sleman. Penelitian ini bertujuan untuk menganalisis kondisi terkini pada pengelolaan sampah di Kabupaten Sleman dan merumuskan strategi berdasarkan pada analisis lingkungan internal dan eksternalnya. Metode penelitian yang digunakan adalah kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, studi pustaka, dan dokumentasi. Penelitian ini menggunakan teori perencanaan strategis yang dikemukakan oleh John. M. Bryson dengan teknik analisis menggunakan analisis SWOT untuk mengkaji kekuatan, kelemahan, peluang, dan ancaman, serta uji litmus guna merumuskan strategi yang tepat. Hasil dari penelitian ini ditemukan 13 isu strategis yang kemudian dilakukan uji litmus dan mendapatkan 3 isu yang bersifat strategis. Isu yang bersifat strategis bisa menjadi strategi pengelolaan sampah di Kabupaten Sleman. Strategi pertama yang bisa dilakukan adalah pembangunan TPST skala kecil yang lebih banyak, membentuk tim bagian sarana dan prasarana, dan menyusun standar operasional prosedur saat terjadi darurat sampah

Abstract

The city of Semarang implemented electronic e-retribusion system in 2018. E- Retributions were carried out with the aim of increasing the efficiency and reducing the costs of retribusion colletion . However, there has been a decline in E-Retribution income at Bangetayu Market, one of which is due to changes in the form of public services from previously manual system to automatic through the use of E-Retribution. The aim of the research is to determine the public value with Bangetayu Market traders in using e-retribusi in add the research finds.. Apart from that, to find out the factors that encourage and hinder traders in using e-retribution at Bangetayu Market.. In this research, the researcher used a qualitative descriptive method using data collection techniques in the form of interviews, observation and literature study. Based on data obtained from research results, Bangetayu Market traders do not accept e-retribution because traders consider e-retribution to be less profitable for traders, less suitable for use, traders are less happy in using it, traders have difficulty using e-retribution. However, the existence of levies can increase traders' trust in officers and increase traders' knowledge in using e-money.

Abstract

This research aims to determine the effectiveness of the program for handling and preventing acts of violence against children in Wonogiri Regency, as well as analyzing the factors that hinder the effectiveness of the program for handling and preventing acts of violence against children. This research use desciptive qualitative approach. Data collection techniques through interviews, observation and documentation. The research results show that the program for handling and preventing acts of violence against children in Wonogiri Regency is not fully effective. This can be seen from the goal which cannot be said to have been achieved because there are still cases of violence. Then we still encounter obstacles such as employees who are less committed to carrying out their duties, lacking facilities and infrastructure, and community culture that is difficult to change.

Abstract

Peningkatan kualitas sumber daya manusia di Indonesia terhambat, salah satunya, oleh masalah gizi stunting. Sebagaimana diuraikan dalam Rencana Kerja Pemerintah, pengurangan stunting telah ditetapkan sebagai prioritas nasional. Pendekatan yang digunakan oleh Dinas Sosial Pemberdayaan Perempuan dan Keluarga Berencana Kabupaten Rembang untuk mengurangi stunting adalah dengan mengadopsi 8 Aksi Konvergensi Percepatan Pencegahan Stunting. Analisis terhadap input, proses, dan hasil dari kebijakan penurunan stunting merupakan tujuan dari penelitian ini. Dengan desain penelitian deskriptif, studi ini menggunakan metodologi kualitatif.Berdasarkan hasil penelitian, ditemukan bahwa pelaksanaan Evaluasi Kebijakan yang dilakukan di Kabupaten Rembang belum terlaksana secara optimal karena masih rendahnya tingkat keterlibatan masyarakat dalam mengikuti kegiatan yang mengindikasikan masih kurangnya kesadaran dan pemahaman para ibu yang memiliki balita akan pentingnya pembentukan pola pengasuhan anak yang baik dan benar yang diberikan untuk mencegah terjadinya bayi stunting sejak dini

Abstract

The main element of the collaborative governance process is the involvement of multistakeholder roles in problem alleviation arrangements, especially the acceleration of stunting reduction. The problem in the study is that the average stunting Purworejo Regency is higher than stunting in Central Java. The research aims to analyze the collaborative process of accelerating stunting reduction Purworejo Regency using the collaborative governance theory Ansell and Gash. The research uses a qualitative descriptive approach and data collection through interviews, observations, and document studies. The results show that face-to-face dialogue has been carried by the Health Office, Social Service for Population Control and Family Planning with private sector, academics, and the community through formal and informal meetings. Build trust by creating a positive image of accelerating stunting reduction with communication, coordination, and information disclosure. The commitment in the stakeholder collaboration process is different but in line with its role and responsibility in reducing stunting. A common understanding already in hands of OPDs, but the problem of stunting is still underestimated, so it’s necessary to involve the community in stunting reduction programs. Provisional results of Purworejo Regency are committed to starting from government, private sector, academics, and community to alleviate stunting. Factors that hinder Collaborative Governance to accelerate the reduction of stunting prevalence Purworejo Regency are cultural factors, institutional factors, and political factors. This research provides recommendations to make consistency meetings, optimize information dissemination and publication as a form of openness, and expand collaboration networks with private sector so that collaboration process achieves goal of reducing stunting Purworejo Regency.

Abstract

Stunting merupakan kondisi terhambatnya pertumbuhan fisik anak pada periode 1.000 Hari Pertama Kehidupan (HPK) akibat kekurangan gizi kronik dalam jangka waktu yang panjang. Di Kelurahan Bandarhajo penyebab tingginya angka stunting karena kurangnya asupan nutrisi yang diterima anak dan minimnya pengetahuan orang tua mengenai kebutuhan gizi anak. Upaya penurunan stunting di Kota Semarang, Pemerintah mengeluarkan regulasi melalui Peraturan Walikota No. 27 Tahun 2022 tentang Percepatan Penurunan Stunting di Kota Semarang dan menjadi pedoman dalam penelitian ini. Tujuan dari penelitian ini menganalisis proses implementasi kebijakan dan faktor pendorong serta penghambat pelaksanaan program PMT di Kelurahan Bandarhajo. Penelitian ini menggunakan metode deskriptif – kualitatif dengan pengumpulan data melalui kegiatan observasi, wawancara, dan dokumentasi. Teori yang digunakan untuk menjabarkan faktor pendorong dan penghambat pelaksanaan kebijakan dengan menggunakan teori implementasi kebijakan melalui pendekatan top-down. Hasil penelitian menunjukkan bahwa pelaksanaan PMT berjalan optimal dan memberikan dampak positif bagi penurunan angka stunting di Kelurahan Bandarhajo. Hal tersebut didukung dari banyak stakeholder baik instansi maupun LSM yang berkontribusi melalui PMT sejak tahun 2021. Penurunan angka stunting semula 104 anak pada tahun 2021 menjadi 44 anak pada tahun 2023 dilihat dari data operasi timbangnya. Keberhasilan pelaksanaan kebijakan ini didukung faktor pendukung yang meliputi ketersediaan dan kualitas tenaga pelaksana yang kompeten, tersedianya anggaran dana dari Pemerintah untuk program PMT, komunikasi yang baik antar pelaksana, dan adanya disposisi implementor yang baik. Akan tetapi, peneliti menemukan beberapa faktor penghambat, di antaranya terbatasnya kuantitas tenaga pelaksana yang menjadi kader stunting dan pengasuh di Rumah Pelita, adanya tumpang tindih tugas dan peran antar kader stunting dengan anggota TPPS, tidak tersedianya dana insentif untuk kader serta beberapa sikap dari kelompok penerima sasaran menunjukkan penolakan.

Abstract

The thematic village program is a program to address community problems in Kota Semarang. Thematic villages are implemented based on unique characteristics that each thematic village has. One of the thematic villages that needs to be researched is the home industry in Karanganyar Gunung Village, Candisari District, Semarang City. The aim of this research is to determine the implementation of the home industry thematic village program and to identify the driving factors and inhibiting factors in the implementation of the home industry thematic village program. Researcher used descriptive qualitative research methods using interview, observation and documentation techniques. The research results show that the home industry thematic village program process is being implemented based on the Mayor's Regulations regarding Guidelines for Implementing Thematic Villages. Starting with the stages of planning procedures, including financing to monitoring and evaluation (monev) which are carried out in accordance with established guidelines. However, its implementation has not yet optimal. This can be seen through the socialization and implementation process which still face several obstacles. Recommendations that can be given are that government needs to be more in-depth in providing information to MSME administrators and actors, the Chair of RW conducts more regular meetings, so that MSME actors increase their self-awareness of technology.

Abstract

Website Vaksinasi COVID-19 Kota Semarang Terintegrasi (VICTORI) merupakan layanan publik yang diinisiasi oleh Dinas Kesehatan Kota Semarang yang memungkinkan warga Kota Semarang untuk melakukan pendaftaran untuk memperoleh vaksinasi di berbagai lokasi vaksinasi Kota Semarang. Namun demikian, masih terdapat beberapa masalah dengan implementasi Website Victori, seperti server yang lamban sehingga membuat pengguna menunggu lama dan tidak dapat mengakses situs web karena mengalami penolakan akses. Penelitian ini bertujuan untuk menganalisis faktor-faktor dalam implementasi Website Victori di Dinas Kesehatan Kota Semarang. Penelitian ini menggunakan Teori Indrajit tentang 3 Elemen Sukses Penerapan E-government (2016). Metode penelitian yang digunakan yaitu kualitatif dengan analisis deskriptif. Hasil penelitian menunjukkan bahwa pada elemen support, Dinas Kesehatan telah memberikan dukungan dalam hal anggaran dana dan tenaga , pengembangan website, serta sosialisasi kepada masyarakat. Pada elemen capacity, masih terdapat kendala yakni dalam penyediaan hosting dan domain website serta kendala pada sistem yang error. Kemudian, pada elemen value, Website Victori memberi manfaat kepada Dinas Kesehatan dalam hal efisiensi pengelolaan data vaksinasi serta memberikan manfaat kepada masyarakat hal pendaftaran vaksinasi dan penyediaan informasi seputar vaksinasi. Dari analisis yang telah dilakukan berdasarkan teori dan fenomena di lapangan, ditemukan faktor pendorong yakni kerja sama antar organisasi dan upaya sosialisasi yang menyeluruh, serta faktor penghambat yakni gangguan jaringan dan sistem error pada Website Victori. Rekomendasi yang dapat diberikan yakni memastikan keberlanjutan dukungan anggaran dan tenaga, pemeliharaan dan pembaharuan website serta melakukan evaluasi terhadap keluhan masyarakat.

Abstract

National waste management is the government's effort to reduce waste generation. Various efforts have been made by the Indonesian government which are followed up by the Regional Government to overcome waste generation in each region. One of the efforts is the Desa Mandiri Sampah Program, this program is an effort to manage waste independently at the village level to achieve a clean and healthy environment. This research uses descriptive qualitative methods with interview techniques, literature studies and documentation. The use of theory to answer research problems is Siagian's theory with aspects of effectiveness with the aim of analyzing the effectiveness of the Desa Mandiri Sampah program in Jugo Village, Donorojo District, Jepara Regency and the inhibiting factors in the implementation of the Desa Mandiri Sampah program. The results showed that the clarity of the objectives to be achieved was understood by the people of Jugo Village, the process of analyzing and determining a stable policy was quite effective because there was a Village Regulation on Waste Management specifically for Jugo Village, and infrastructure facilities were not effective enough and helped in the implementation of the Desa Mandiri Sampah. In contrast, the aspects of the effectiveness of program preparation, clarity of goal achievement, careful planning, effective and efficient task implementation, and supervision have not run optimally. The lack of effectiveness of the Desa Mandiri Sampah program is influenced by inhibiting factors, namely human resources, budget resources and the informal sector of waste management by collectors. Recommendations that can be given are to increase motivation regularly to the community, coordinate wages by distinguishing between other needs and waste management needs, establish communication and remind collectors regularly to be on time.
