Abstract

The Motor Vehicle KIR Test Service is a series of activities to test and/or inspect motor vehicle parts or components organized by the Transportation Service, one of which includes the Semarang City Transportation Service. Motor Vehicle KIR Test Services need to be implemented to ensure technical safety, protect the environment from possible pollution, ensure that motorized vehicles in operation meet technical and roadworthiness requirements, thereby creating safe, comfortable, smooth and orderly land transportation. However, in practice, the Motor Vehicle KIR Test Service has not been implemented optimally. The aim of this research is to analyze the quality of Motor Vehicle KIR Test services at the Semarang City Transportation Department and related factors. This research uses descriptive qualitative methods with data collection techniques in the form of interviews, observation and documentation. The results of the research show that the Motor Vehicle KIR Test service at the Semarang City Transportation Department has been running well although deficiencies are still found in its implementation. Factors that influence the quality of Motor Vehicle KIR Testing services at the Semarang City Transportation Department are the regulatory system, organization and income.

Abstract

Partnership is part of governance to carry out governmental functions in fulfilling public service needs. Public-private partnership is one type of partnership that can be conducted by the government based on its partnership arena, namely the private sector as an institution outside of the government. SPAM Semarang Barat is an example of a successful public-private partnership project in Indonesia, as evidenced by the timely completion of construction and successful implementation of operations from water production, processing, to distribution to the community without encountering issues such as debt, or defaults. At its inauguration, SPAM Semarang Barat has successfully produced water and reached 62,4% of its capacity of 1,000 liters per second to later serve 7,000 household connections. This success is attributed to the coordination and good partnership between PDAM Tirta Moedal and PT. Air Semarang Barat. This research aims to analyze the implementation operational aspect of public-private partnership in SPAM Semarang Barat and to identify the driving factors for the success of SPAM West Semarang implementation. This research used a qualitative descriptive method with data collection through observation, interviews, and documentation techniques. The results showed that the public-private partnership in SPAM Semarang Barat has achieved success based on four partnership success principles consisting of transparency and commitment, partnership oversight, negotiation, and role equality carried out by both parties in the operation of SPAM West Semarang. The driving factors for the success of SPAM West Semarang implementation consist of good governance through central government support programs in capacity development and legal certainty

Abstract

The overcrowded conditions of correctional institutions and detention centers have made it challenging to enforce social distancing rules and are highly susceptible to the transmission and spread of the Covid-19 virus. In response, a new policy program to limit visits to detention centers as a prevention of Covid-19 in Jepara has been implemented. This qualitative research describes and analyzes the visit restriction program at the Class IIB Detention Center in Jepara as a strategic measure to prevent the spread of the Covid-19 virus. The program includes face-to-face visits, safekeeping of goods and food, and mechanisms for receiving complaints. The analysis shows that the policy's implementation is running well, with proper infrastructure and adequate support. However, challenges such as expensive telephone kiosks and non-transparent packaging for goods and food have been identified. The research suggests continued compliance with basic rules to control the pandemic and making adjustments to address the identified challenges.

Abstract

The current parking management strategy in Purworejo Regency requires synergy between various parties. This research aims to analyze parking management strategies and identify strategic planning stages. Method with a qualitative descriptive approach. The results of this research show that the parking management strategies carried out have mostly been running optimally, this is proven by the strategies and programs carried out through planning with target determination, movements to ensure the smoothness and safety of parking services, movements for monitoring in the field and supervision carried out in two directions. Problems are still found in the strategic planning stage, including the internal environmental analysis stage regarding the resources available which is still not optimal because there are still many employees who have honorary status. The strategy formulation has not been implemented optimally because it has not yet switched to an e-parking system due to the minimal quantity of human resources. The research is in accordance with the objectives of parking management regulations to improve order, security and comfort in parking lots, so that it can provide great benefits to the community and local government. The recommendation that can be given is that the Transportation Department carries out job training for employees with honorary status so that they are able to keep up with technological developments to improve the quality of employees and provide maximum service to the community

Abstract

Waste management is one of the main challenges faced by cities in developing countries, including Indonesia. This study examines the suitability of waste management policies through TPS 3R Pedalangan Banyumanik Semarang. The research method used is descriptive with a qualitative approach, involving observation, content analysis, and literature study. This research found that the success of the waste management program is influenced by several factors, including continuous socialization and education for the community, providing incentives to active participants, collaboration with educational institutions, as well as participatory monitoring and evaluation. Additionally, adequate infrastructure and active community involvement in every stage of the program are also key to success. The conclusion of this study indicates that appropriate waste management requires active participation from all community elements, government support, and adaptability and flexibility in policy alignment. The suitability of the waste management program at the 3R TPS Pedalangan has not been fully achieved, primarily due to the urgent need to improve socialization, education, coordination among implementers, and community participation so that the program can run more effectively and in accordance with applicable regulations. Based on the research findings, it is necessary to develop continuous socialization and education programs, enhance the capacity and competence of officers through advanced training, and establish community working groups for waste management.

Abstract

Employee performance refers to the achievement of employee goals and responsibilities in an organization. In carrying out its duties and authority, there are still complaints from the public regarding the services provided by the Pemali Juana River Regional Office. Apart from that, it was also found that there were actual activities that were not in accordance with the proper targets, which indicated that employee performance was still not optimal. Therefore, employee performance must always be improved in order to create good public services for the community. This research aims to analyze the influence of awareness, desire, knowledge, ability, and reinforcement on employee performance. Carried out through explanatory research with a total of 85 respondents, data collection was carried out using a questionnaire with a Likert scale and analyzed through descriptive analysis, validity test, reliability test, classical assumption test and multiple linear regression. The findings show that there is a significant positive influence between the ADKAR model variables and employee performance, with awareness showing the highest influence at 51.9%, desire at 21.5%, knowledge at 35%, ability at 43.7%, and reinforcement at 22% . Suggestions from this research improve the strengthening strategy in the ADKAR model to ensure successful implementation of sustainable change. In addition, it provides training to employees on time management, problem solving, and skills relevant to their duties.

Abstract

Waste is a problem that has not been resolved properly in Depok City. To reduce the resulting impact, Rumah Harum Main Waste Bank implements community empowerment in waste management. The aim of the research is to analyze community empowerment in managing the Rumah Harum Main Waste Bank, as well as analyzing supporting and inhibiting factors of community empowerment. The theory used is the stages of community empowerment according to Wrihatnolo and Dwidjowijoto (2007) and community empowerment factors according to Anggraini, Noor, and Said (in Tullatifah, 2020) . This research uses a descriptive qualitative method with data accumulation techniques including observation, interviews, and documentation. The research results show that community empowerment is carried out through three stages: awareness, capacity, and empowerment. Community empowerment in managing the Rumah Harum Main Waste Bank has not been running well. There is one stage of the third stage of empowerment that has not yet been underway, namely at the empowerment stage. Regarding supporting factors of empowerment consists of the involvement of surrounding communities and cooperation with other parties. Inhibiting factors of empowerment consist of indiscipline from waste bank customers and society's inappropriate mindset. Suggestions that can be given are training in making waste recycling products, training for administrators, improving waste bank customer discipline, and outreach involving several community leaders.

Abstract

Pariwisata merupakan sektor yang ikut berperan penting dalam usaha peningkatan pendapatan. Objek wisata di Kota Semarang yang menarik salah satunya yaitu Hutan Wisata Tinjomoyo. Hutan Wisata Tinjomoyo berada di bawah naungan dari instansi pemerintah yaitu Dinas Kebudayaan dan Pariwisata Kota Semarang. Masalah yang sering dijumpai pada aspek pariwisata khususnya di Hutan Wisata Tinjomoyo adalah belum baiknya infrastruktur sarana prasarana, kurangnya publikasi dan promosi, kurangnya sumber daya manusia yang berkualitas, kurangnya investasi, kurangnya daya tarik wisata. Maka dari itu, diperlukan strategi untuk mengembangkan pariwisata di Hutan Wisata Tinjomoyo. Penelitian ini bertujuan untuk menganalisis lingkungan internal dan eksternal menggunakan SWOT dan menganalisis isu isu strategis dengan menyelaraskan strategi eksisting. Metode penelitian yang digunakan pada penelitian ini adalah deskriptif kualitatif dengan menggunakan sumber data primer yang diperoleh melalui wawancara dan observasi di lapangan serta data sekunder. Pada penelitian ini peneliti menggunakan Analisis SWOT sebagai instrumen untuk menganalisis isu strategis. Hasil dari penelitian menunjukan bahwa pengembangan pariwisata pada Hutan Wisata Tinjomoyo belum dapat dikatakan optimal dikarenakan belum terimplementasi regulasi yang berpedoman pada Rencana Strategi Dinas Kebudayaan dan Pariwisata Kota Semarang yaitu pengelolaan keanekaragaman hayati di Hutan wisata Tinjomoyo dan kebijakan mengenai pembangunan Jembatan Kaca. Sehingga dibutuhkan strategi untuk meningkatkan potensi wisata yang ada di Hutan Wisata Tinjomoyo. Strategi yang disarankan antara lain dengan meningkatkan kerja sama dengan berbagai stakeholders guna meningkatkan daya tarik wisata dan mengoptimalkan anggaran yang diberikan untuk mewujudkan sarana prasarana yang inovatif dan mempromosikan wisata Hutan Wisata Tinjomoyo.

Abstract

Community empowerment is a process aimed at enhancing the abilities and strengths of a community, enabling individuals to become self-reliant in determining their own future. However, community empowerment through the Sukomakmur Tourism Awareness Group (Pokdarwis Sukomakmur) has been hindered by insufficient levels of training and guidance. The low educational level of its members has resulted in a lack of knowledge regarding tourism village management, and the leadership has been unresponsive to the needs of its members. This research aims to analyze community empowerment efforts through the Sukomakmur Tourism Awareness Group in the development of the Kandri Tourism Village in Semarang City, as well as to identify the supporting and inhibiting factors involved. The research utilizes Mardikanto’s community empowerment theory and Ambar T. Sulistyani’s stages of community empowerment. The method employed is qualitative, with descriptive analysis. Data collection was conducted through interviews, observations, and documentation. Sampling techniques included purposive sampling and snowball sampling. The research findings indicate that, among the three indicators of community empowerment stages, the capability transformation stage in Pokdarwis Sukomakmur is particularly affected by the low educational level of its members, limited human resources, and poor communication due to unresponsive leadership. The intellectual capability stage is also not yet optimal. Additionally, benchmarking studies with other tourism villages have not been effective, leading to a lack of understanding in managing the local tourism village. Inhibiting factors include limitations in human resources and communication. The recommendations from this research are that community empowerment efforts through Pokdarwis Sukomakmur should focus on improving the training and guidance provided to its members through targeted training programs, enhancing internal management and leadership within Pokdarwis Sukomakmur, and fostering better communication between the members and leadership by being more open to ideas and feedback.

Abstract

Desa Sulang menggunakan Perbup Rembang No. 61 Tahun 2022 Tentang Petunjuk Teknis Penggunaan Dana Desa Tahun Anggaran 2023. Dalam pelaksanaan Dana Desa di Desa Sulang untuk infrastruktur senilai 60% sedangkan non infrastruktur 40% yang berarti bahwa hal tersebut tidak sesuai dengan Perbup Rembang No. 61 Tahun 2022 karena seharusnya pembagian non infrastruktur 48% dan infrastruktur 52%. Tujuan penelitian ini adalah mengidentifikasi lingkungan strategi dan merumuskan Strategi Pelaksanaan Dana Desa pada Bidang Pembangunan di Desa Sulang Kecamatan Sulang Kabupaten Rembang. Metode penelitian yang digunakan mix methods (kualitatif dan kuantitatif) yaitu kualitatif untuk mencari solusi untuk memecahkan masalah fenomena sosial. Sedangkan kuantitaif untuk menentukan jumlah pembobotan dan rating untuk menentukan kuadaran Analisis SWOT. Hasil dari penelitian ini memberikan strategi pelaksanaan dana desa yang dapat dilakukan oleh pemerintah Desa Sulang dengan memanfaatkan Strength dan Opportunity (SO) yang ditandai dengan posisi Kuadran 1, yaitu mendukung Strategi Agresif diantaranya sebagai berikut: 1) Meningkatkan produktivitas masyarakat untuk meningkatkan ekonomi agar tidak bergantung kepada bantuan Dana Desa; 2) Ikut serta dalam pembangunan desa yang harus dikerjakan bersama antara pemerintah desa, masyarakat umum, lembaga desa dan pihak swasta; 3) Mengembangkan dan menggali potensi desa guna untuk mendapatkan pendapatan asli desa (PAD); 4) Menambah fasilitas pelengkap di kantor desa. Dari kesimpulan tersebut terdapat saran yaitu mendorong kolaborasi antar masyarakat, bekerjasama antara meningkatkan infrastruktur, mendukung petani dalam memberikan pelatihan gratis, dan memperbarui ruang tunggu di kantor desa.
