Abstract

Penelitian ini menganalisis Implementasi Program Pengembangan Pemasaran Pariwisata di Mandalika, Nusa Tenggara Barat. Penelitian ini dilandasi dengan belum terangkatnya Destinasi Super Prioritas di Mandalika, Key Strategy yang dibuat Kemenparekraf belum semuanya berjalan baik, Daya tarik wisata masih sangat kurang, kurangnya kepekaan masyarakat Indonesia terhadap pariwisata di Mandalika Nusa Tenggara Barat. Tujuan penelitian ini memiliki dua aspek utama bagaimana implementasinya dan faktor-faktor yang mempengaruhi pelaksanaannya. Metode penelitian menggunakan pendekatan kualitatif dengan pengumpulan data melalui wawancara mendalam dan observasi. Hasil penelitian menunjukkan bahwa program pengembangan pemasaran pariwisata di Mandalika telah berjalan dengan sesuai rencana strategis meskipun masih ada beberapa area yang memerlukan perbaikan. Saran untuk perbaikan permasalahan yang dihadapi kelompok sasaran yang belum baik, kemampuan penerima manfaat untuk mengelola keluaran program serta ketersediaan sumber anggaran dalam pelaksanaan program yaitu dengan peningkatan pelatihan dan pendampingan bagi penerima manfaat, peningkatan kerja sama antar pemangku kepentingan, dan peningkatan pemanfaatan teknologi informasi dalam pemasaran pariwisata

Abstract

Permasalahan stunting ditemukan di Kabupaten Banjarnegara dengan prevalensi stunting masih berada di atas rata-rata prevalensi stunting Provinsi Jawa Tengah. Pelaksanaan kebijakan percepatan penurunan stunting di Kabupaten Banjarnegara masih belum optimal. Adanya fenomena tersebut analisis peran stakeholders penting untuk dilakukan. Tujuan penelitian ini untuk mengidentifikasi dan menganalisis peran stakeholders, faktor pendorong dan penghambat peran stakeholders dalam kebijakan percepatan penurunan stunting di Kabupaten Banjarnegara. Metode yang digunakan dalam penelitian ini adalah kualitatif dengan teknik pengumpulan data melalui wawancara dan studi dokumen. Hasil penelitian menunjukkan bahwa 5 peran dalam kebijakan percepatan penurunan stunting di Kabupaten Banjarnegara, yaitu Policy Creator, Koordinator, Fasilitator, Implementor, dan Akselerator. Peranan yang dilakukan oleh stakeholders telah memenuhi klasifikasi peran stakeholders, meskipun masih memiliki beberapa kendala. Peran Policy Creator dilakukan oleh Dinas Kesehatan, Baperlitbang dan OPD lainnya. Koordinator dilakukan oleh Baperlitbang. Fasilitator dilakukan oleh Dinas Kesehatan, Puskesmas, dan Posyandu. Implementor dilakukan oleh Dinas Kesehatan, Dispermades PPKB, Distankan KP, Dindikpora, dan Masyarakat. Akselerator dilakukan oleh Baznas, Kemenag, dan Forum CSR Faktor pendorong peran stakeholders berasal dari partisipasi aktor dan sumber kebijakan. Faktor penghambat peran stakeholders adalah berasal dari kurangnya keteramoilan kader posyandu dan perspektif buruk Masyarakat terkait stunting. Rekomendasi yang diberikan yaitu diperlukan pendekatan lebih intensif kader posyandu kepada anak yang menangis saat kegiatan posyandu dan diperlukan sosialisasi secara intensif pada masyarakat tentang pengertian stunting dan pentingnya pengetahuan gizi.

Abstract

The implementation of the Wolbachia program resulted in the discovery of several cases of dengue fever in Semarang City so that the spread of dengue fever cases in Semarang City has not been sufficiently controlled so this is a concern for the public. The aim of this research is to determine the implementation of the Wolbachia program in the community in Semarang City. Apart from that, to find out the driving and inhibiting factors related to the implementation of the Wolbachia program in Semarang City. The research results show that the Semarang City Health Service implements the Wolbachia program through five criteria, namely access, coverage, accuracy of services, accountability and resources. Based on the criteria that have been implemented at the Semarang City Health Service, only the access and coverage criteria are still not optimal, while the other criteria are already well implemented. Factors that need to be considered in implementing the Wolbachia program include communication, resources, disposition and bureaucratic structure. Recommendations that can be given are that socialization and education can be carried out with intensive information campaigns, training and workshops so that the insight expected by the government reaches the public and the provision of laboratories in Semarang City that are equipped with modern equipment.

Abstract

This research is based on the phenomenon that collaboration of waste management in Cirebon has not been effective. The aim of this research is to analyze collaboration in waste management in Cirebon and analyze the supporting and inhibiting factors for collaboration in waste management in Cirebon. The research was conducted by using qualitative methods with descriptive analysis. Data collection was conducted from interviews, observations and documentation. Data analysis was conducted by using qualitative analysis which included three activities which are reduction, data presentation, and verification and drawing conclusions. Meanwhile, data validity testing was conducted by using triangulation techniques. The results of the research are that collaboration in waste management seen from the aspects of input, process and outcomes has not been effective. From the input aspect, namely the lack of commitment of stakeholders to collaborate and the limited budget and infrastructure for waste management. From the process aspect, there are not many stakeholders who collaborate in waste management and there are still many RW heads who are less active in the waste bank program. From the outcomes aspect, the number of waste management facilities and infrastructure from collaboration has not been able to create optimal waste management, waste reduction has not been able to reach the target, and the improvement in the quality of waste management has not been significant. There are supporting factors in the form of the availability and clarity of laws and regulations and the availability of programs in the environmental field. The inhibiting factors are the lack of company awareness, the lack of implementation of rewards and punishments in the TJSL program, the limited facilities and infrastructure for transporting waste, and the difficulty in changing the mindset of the community regarding waste management. The recommendations given are that the Cirebon City Government needs to take a personal approach to the company, increase socialization to companies regarding their obligations in the TJSL Regional Regulation, be proactive by emphasizing the implementation of rewards and punishments, conduct ongoing socialization related to waste management to the community using simple language.

Abstract

As the development of public services has required all ASNs to continue to improve their performance in order to meet the needs of the community. For this reason, all ASN are required to always be guided by a work culture that refers to Pancasila in order to prevent behavioral deviations. Since 2021, the Minister for Empowerment of State Apparatus and Bureaucratic Reform has issued a new policy regarding ASN Core Values and Employer Branding which requires all ASNs in Indonesia to be able to implement it from the central to the regional level. The locus of this research is at the Rembang Regency DPRD Secretariat. This research aims to analyze the implementation of Core Values and Employer Branding policies for state civil servants based on the Circular Letter of the Minister for Administrative Reform and Bureaucratic Reform Number 20 of 2021 at the Secretariat of the Rembang Regency Regional People's Representative Council as well as supporting and inhibiting factors. The method used in this research is qualitative with interviews as the instrument. The respondents were 5 employees who worked at the Rembang Regency DPRD Secretariat office, especially those related to the implementation of Core Values and ASN Employer Branding policies. The research results show that the implementation of the ASN Core Values and Employer Branding policies has gone well, marked by an impact on the organization, change and acceptance by the organization. However, it is still hampered by employee competency, infrastructure, budget systems and employee discipline that are not yet optimal. Researchers provide recommendations for the DPRD Secretariat to reform of All Civil Servant, infrastructure, budget systems and strengthening work rules.

Abstract

The Si Polgan application (Information System and Online Services of Krandegan Village) is an innovation initiated by the Krandegan Village Government to meet the community's needs regarding administrative services, particularly in population management, as the population increases, including the issuance of Certificate of Recognition of Birth. This application- based innovation can be accessed via Android smartphones. This research aims to analyze the attributes of application-based service innovations in the successful implementation of birth certificate issuance, as well as the driving and inhibiting factors of the Si Polgan application innovation in Krandegan Village. The application is analyzed using M. Rogers's innovation attributes theory to examine the research phenomenon and the supporting and inhibiting factors of implementing the Si Polgan application-based birth certificate issuance innovation, using Suwarno's theory. The research results indicate that the application-based Certificate of Recognition of Birth service innovation of Si Polgan in Krandegan Village is not yet optimal because it has not met the criteria of relative advantage, compatibility, complexity, triability, and observability. Supporting factors for this innovation include the desire for self-improvement, availability of facilities and infrastructure, freedom of expression, wise leadership, and a supportive environmental condition. However, there are inhibiting factors, such as administrative constraints, insufficient socialization, lack of rewards or incentives, and a culture of risk aversion.

Abstract

The Kebondowo Village Government has carried out community empowerment through the use of water hyacinth for its community with the aim of improving the standard of living of the people of Kebondowo Village by utilizing the potential that exists in Kebondowo Village, namely Water Hyacinth, more optimally. This research aims to analyze community empowerment through the use of water hyacinth in Kebondowo Village and analyze the driving and inhibiting factors in community empowerment through the use of water hyacinth in Kebondowo Village. The method used is a descriptive qualitative method. Data collection techniques through interviews, observation, documentation and literature study. The results of the findings are that at the awareness and behavior formation stage there is an increase in awareness and willingness of the community to utilize water hyacinth, at the transformation stage the ability increases the skills of the Kebondowo Village community in terms of utilizing water hyacinth, at the intellectual enhancement stage there are results in the form of increasing the community's ability by being taught skills in how to finish products, only However, people have not been given knowledge about marketing methods so that people cannot independently sell their products. The driving factors for empowerment are natural resources and human resources. Factors inhibiting empowerment include limited managerial abilities and limited business capital. The recommendation of this research is to carry out retraining and mentoring by providing more diverse skills, apart from that the Kebondowo Village Government can form an empowerment task force to carry out regular control and monitoring.

Abstract

The city of Semarang, as an urban area, is not free from the problems of population density, slums and squatter settlements. Rusunawa Kaligawe was built to provide livable and affordable housing for MBR (Low Income Communities). The current condition is no longer suitable for the purpose of providing flats, namely providing adequate housing for MBR. Rusunawa Kaligawe is less than optimal in management, thus leading to a decline in the quality of housing. The aim of this research is to analyze the implementation of Rusunawa management policies and analyze the factors related to the implementation of Rusunawa management policies. The research method used is descriptive qualitative. The management of the Kaligawe Rusunawa has not been effective because it has not created adequate housing. Efficiency has not been achieved, the government has not been able to provide adequate housing from the budget provided, so management has not been able to achieve maximum effectiveness. Based on the physical environmental conditions and the role of institutions, it is not enough to provide adequate housing in Kaligawe Flats. However, judging from its connection with other areas, the location of Rusunawa Kaligawe is a strategic area. Residential units in Rusunawa Kaligawe can be distributed evenly to the target group, but there has been a change of ownership. The responsiveness of Rusunawa management has not been achieved because it has not been able to satisfy the residents and there has never been a social empowerment program from the management.

Abstract

Pati Regency ranks 95 out of 394 cities or districts for flood disasters. This proves that the highest natural disaster threat, as well as the most vulnerable one in Pati District, is flood alarms that often occur during the rainy season every year. During the years 2020–2022, flood disasters in Pati District continued to increase, both in terms of the affected area, the depth of water, and the duration of the water receding. Up to this point, the Regional Disaster Management Agency of Pati District, as a department responsible for addressing the phenomenon of floods, continues to strive to mitigate these occurrences. The purpose of this study is to describe and identify the supporting and inhibiting factors of the Regional Disaster Management Agency of Pati District in flood disaster management. The research method used is qualitative descriptive using management theory, according to George R. Terry in Harsuki 2012, p. 79. Based on the disaster management conducted, several functions have been well executed, including planning, organizing, and mobilizing. The implementation of flood disaster management is carried out collaboratively with local departments, stakeholders, and volunteers. However, there are obstacles in the supervision function, namely the lack of scheduled organizational performance evaluations. Other obstacles include a lack of facilities, personnel, and budget for the Regional Disaster Management Agency of Pati District.

Abstract

The Lawu Fresh tourist destination in Puntukrejo Village has the potential to be developed into a prominent tourist destination. Empowering the local community is seen as a crucial step in this development. Identifying the empowerment process that can optimize the development of The Lawu Fresh tourist attraction is necessary. The aim of this research is to identify the community empowerment process in developing The Lawu Fresh tourist attraction, along with factors that support or hinder this empowerment process. This study employs a qualitative descriptive research method. The findings indicate that the empowerment process is underway but not yet fully optimized. In the awareness-raising stage, some community members are reluctant to participate in empowerment activities, while in the capacity-building stage, there are constraints due to limited resources. Supporting factors include the welfare dimension, where community empowerment activities can enhance economic conditions and bring positive impacts to society; the access dimension, through availability of facilities supporting empowerment activities; and the control dimension, involving community involvement in management and equitable utilization. Hindering factors include the critical awareness dimension, where community consistency in participating in empowerment activities is lacking, and the participation dimension, constrained by budget limitations. Recommendations include intensifying community engagement through discussions on the benefits of empowerment and efficiently planning budgets while seeking external sponsors or investors.
