Abstract

Pengelolaan sampah yang tidak optimal akan mengakibatkan terjadinya berbagai permasalahan salah satunya degradasi kualitas lingkungan hidup. Permasalahan pengelolaan sampah dialami Kabupaten Sleman, potensi timbulan sampah yang tidak sebanding dengan jumlah yang saat ini bisa dikelola di dua tempat pengelolaan sampah terpadu (TPST). Diperlukan adanya strategi baru pengelolaan sampah untuk segera mengatasi permasalahan pengelolaan sampah di Kabupaten Sleman. Penelitian ini bertujuan untuk menganalisis kondisi terkini pada pengelolaan sampah di Kabupaten Sleman dan merumuskan strategi berdasarkan pada analisis lingkungan internal dan eksternalnya. Metode penelitian yang digunakan adalah kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, studi pustaka, dan dokumentasi. Penelitian ini menggunakan teori perencanaan strategis yang dikemukakan oleh John. M. Bryson dengan teknik analisis menggunakan analisis SWOT untuk mengkaji kekuatan, kelemahan, peluang, dan ancaman, serta uji litmus guna merumuskan strategi yang tepat. Hasil dari penelitian ini ditemukan 13 isu strategis yang kemudian dilakukan uji litmus dan mendapatkan 3 isu yang bersifat strategis. Isu yang bersifat strategis bisa menjadi strategi pengelolaan sampah di Kabupaten Sleman. Strategi pertama yang bisa dilakukan adalah pembangunan TPST skala kecil yang lebih banyak, membentuk tim bagian sarana dan prasarana, dan menyusun standar operasional prosedur saat terjadi darurat sampah

Abstract

Penelitian ini dilakukan untuk mendeskripsikan implementasi kebijakan pengelolaan pasar tradisional di Pasar Tavip Kota Binjai Sumatera Utara, dan untuk mendeskripsikan faktor pendukung dan penghambat implementasi kebijakan pengelolaan pasar tradisional di Pasar Tavip Kota Binjai Sumatera Utara. Faktor pendukung dan penghambat implementasi kebijakan disampaikan dengan membandingan empat teori menurut Van Horn dan Van Metter, Edward III, Charles O. Jones dan Marilee Girdle. Metode penelitian yang digunakan yaitu deskriptif kualitatif. Hasil penelitian ini menunjukkan bahwa implementasi Peraturan Wali Kota Binjai Nomor 35 Tahun 2016 belum terlaksana dengan baik dikarenakan masih ditemukan permasalahan dalam memberikan arahan kepada para pedagang agar menjaga penggunaan fasilitas yang ada sesuai ketentuan yang ditetapkan belum optimal hal ini disebabkan para pengelola Pasar Tavip Kota Binjai belum melakukan sosialisasi kepada para pedagang dan belum tersedianya lokasi parkir kendaraan untuk para pedagang dan pengunjung serta fasilitas yang kurang memadai. Faktor pendukung dan penghambat implementasi kebijakan yang meliputi sumber daya manusia yang masih terbatas. Rekomendasi peneliti adalah Dinas Ketenagakerjaan, Prindustrian Dan Perdagangan Kota Binjai perlunya menyediakan lokasi khusus parkir kendaraan untuk para pengunjung pasar, perlu adanya penambahan jumlah tempat sampah serta penempatan tempat sampah yang strategis, melakukan sosialisasi kepada para pedagang dan perlunya penambahan jumlah sumber daya manusia

Abstract

Transportasi publik adalah sarana untuk memfasilitasi masyarakat umum, mendorong inklusi sosial, dan meningkatkan kualitas hidup dengan adanya akses yang mudah. Salah satu cara mengukur keberhasilan pemerintah dalam pelayanan transportasi adalah melalui penilaian masyarakat dengan konsep public value. Kota Semarang dengan tingkat kepadatan penduduk yang tinggi membawa pengaruh pada arus mobilitas, salah satunya kemacetan lalu lintas. Pemerintah membuat solusi efektif dengan menciptakan sarana transportasi publik, salah satunya adalah Bus Rapid Transit (BRT) Semarang. BRT Semarang diharapkan dapat mengurangi penggunaan transportasi pribadi di Kota Semarang. Penelitian ini bermaksud untuk menganalisis kesesuaian pelayanan BRT Semarang dengan public value dan memberikan rekomendasi kepada pengelola Trans Semarang untuk meningkatkan pelayanan yang lebih baik. Metode penelitian yang digunakan adalah deskriptif kuantitatif dengan jumlah sampel penelitian sebanyak 100 responden. Teknis analisis pada penelitian ini adalah uji validitas, uji reliabilitas, dan analisis deskriptif. Diperoleh hasil nilai public value yang tidak sesuai adalah penerangan halte, kelayakan kendaraan BRT, kesesuaian waktu tunggu, kesesuaian waktu berhenti BRT di halte, ketersediaan informasi jurusan halte, kenyamanan fasilitas penumpang prioritas, keluasan akses keluar masuk BRT, dan kecepatan supir BRT. Kesimpulannya, pelayanan BRT Semarang belum sesuai dengan public value. Saran yang diberikan adalah melakukan evaluasi terhadap kualitas pelayanan dan juga Sumber Daya Manusia (SDM).

Abstract

The Tourism Awareness Group (POKDARWIS) is the driving force of tourism at the village level. POKDARWIS Manggar is the manager of Wonolopo Tourism Village, Mijen District, Semarang City. POKDARWIS Manggar as the manager of the Tourism Village has several problems such as the lack of human resources, the lack of participation for the surrounding community, and the uneven knowledge of tourism villages among POKDARWIS members. The purpose of this research is to find out the capacity development of POKDARWIS Manggar in the development of Wonolopo Tourism Village along with the driving and inhibiting factors. This research method is descriptive qualitative. The data collection techniques used were interviews, observation, documentation, and literature study. Capacity development was studied using the theory proposed by Grindle which includes three dimensions of capacity development, namely human resource development, organizational strengthening, and institutional reform. The results showed that POKDARWIS Manggar has conducted capacity development in its organization, but experienced several obstacles in its implementation. The driving factors are shared commitment, leadership, innovation, internal participation, networks, and information. The inhibiting factors for capacity building at POKDARWIS Manggar are regulation and community participation.

Abstract

The thematic village program is one of the programs carried out by the Semarang city government to overcome environmental problems and improve the economy through poverty alleviation and active community participation. Kampung Batik Rejomulyo is one of the villages that has been able to maintain its existence since it was declared a thematic village. The method used in this research is descriptive qualitative with interview, observation and documentation data collection techniques. The indicators used to determine program effectiveness are target accuracy, program outreach, program objectives, and program monitoring. In addition, the driving and inhibiting factors for the program are seen from environmental conditions, inter-organizational relationships, organizational resources for program implementation, and the characteristics and capabilities of implementing agents. The results of the research show that the implementation of the thematic village program in Kampung Batik Rejomulyo cannot be said to be fully effective because there are still people who do not understand the aims and objectives of the program, improving the quality of the economy, environment and community participation is not yet optimal and program monitoring has not provided real changes to the community. Program inhibiting factors come from environmental conditions, inter-organizational relationships, organizational resources, and the ability of program implementers. Suggestions that can be given by the author to optimize the effectiveness of the program are the need to carry out intensive socialization using appropriate media for the community, strengthening cooperation between related parties to innovate in developing batik villages, mutual cooperation between communities to protect the environment and infrastructure as well as evaluation in carry out program supervision. Factors inhibiting the program can be overcome by making innovations in developing batik businesses, strengthening batik associations and coordinating and communicating between stakeholders.

Abstract

The high maternal mortality rate (MMR) cases in Semarang City in 2015, totaling 35 cases of MMR, has become a health issue that requires an appropriate health solution. Therefore, the Semarang City government established the SAN-PIISAN Program, which focuses on addressing MMR, child mortality (AKB), and stunting. The SAN-PIISAN Program is a health program that involves collaboration between the government, private sector, and civil society. In implementing the program, there is involvement of cadre roles as part of the civil society. However, there are issues with the cadre roles, the lack of awareness among cadres to fulfill their roles and the shortage of cadre workforce, resulting in dual roles. The aim of this research is to understand the role of cadres in the SAN-PIISAN Program in Semarang City and to identify the supporting and hindering factors for cadres in fulfilling their roles. The research method used is descriptive qualitative. The data collection techniques include observation, interviews, documentation, and literature review. The theory used is the role theory according to Jim Ife and Frank Tesoriero, which includes facilitative, educational, representative, and technical roles. The result of the research indicate that cadres have been fulfilling their roles, but they have some lack initiative in technical roles such as data collection and reporting. The supporting factor for cadre roles in fulfilling their duties is role behavior or a responsibility they had, while the hindering factors include the occurrence of dual roles among cadres and excessive job demands

Abstract

The implementation of the empowerment and increase in family prosperity program shows the implementation of the Strategic Plan document for the Population Control and Family Planning Service for 2021-2026. This research aims to analyze the implementation of the empowerment program and increase prosperous families and find the inhibiting factors for the empowerment program and increase family prosperity in Ponorogo Regency as seen through the implementation theory put forward by Van Meter and Van Horn. Ponorogo Regency was chosen based on its achievements in family planning villages in East Java, but in its implementation the program activity did not show compliance with applicable regulations. The method used in this research is qualitative research with an explanatory research type that explains an overview of implementation in an area. The research locus is in Ponorogo Regency. The subjects of this research were selected using purposive key person and snowball procedures. Data collection techniques use interviews, observation and documentation. Researchers carry out data analysis and interpretation by means of data reduction, data presentation, and drawing conclusions. Data quality is obtained through a source triangulation process. The choice of theory in this research uses the implementation theory proposed by Van Horn and Van Meter by looking at the dimensions of program size and objectives, resources, characteristics of implementers, attitudes or dispositions of implementers, communication between implementers, and the economic, social and political environment. The results of this research indicate that there are constraints in resources, attitudes or tendencies of implementers, communication, and the social environment of program recipients. The activity that has the biggest challenge is the effort to increase the income of the recipient family. The researcher's recommendation is to collaborate regarding program funding, carry out a frequency selection process for cadres, and innovate online programs.

Abstract

The Semarang City Government established the policy for relocating Johar Market through Mayor Regulation No. 19 of 2021 concerning Procedures for Placing Traders from the Former Johar Market Area Post-Revitalization. The implementation of the relocation policy is suspected to have not been executed properly due to several issues leading the Johar Market Traders Association to demand a restructuring. This study aims to analyze the effectiveness of the policy and the factors influencing the implementation of the Johar Market relocation policy in Semarang City. In this research, qualitative research methods were utilized with data collection techniques including interviews, observations, and documentation. The results of this study indicate that the Johar Market relocation policy in Semarang City is running less effectively due to constraints in terms of policy accuracy, implementation accuracy, and target accuracy dimensions, although the environmental accuracy dimension is functioning well. There are supporting factors for the implementation of the Johar Market relocation policy, such as communication, resources, and bureaucratic structure, while inhibiting factors for the implementation of the policy include disposition factors.

Abstract

The policy to control the use of plastic in the City of Semarang is motivated by the high amount of waste, particularly plastic waste, in the City of Semarang. To address this issue, the City Government of Semarang issued Perwali No. 27 of 2019 concerning the control of plastic use in the City of Semarang. This study focuses on business actors, specifically owners of restaurants/cafes/restaurants who still use plastic. The aim of this study is to evaluate the implementation of the plastic use control policy and the inhibiting factors of the Perwali No. 27 of 2019 policy on plastic control. The theories used are the policy evaluation theory by Dunn and the policy implementation success theory by Grindle. This study employs a descriptive qualitative method with the subjects being policy implementers directly involved in Perwali No. 27 of 2019 on plastic use control, selected through purposive sampling. Data collection was conducted through interviews, observations, and documents, while the data analysis used includes data collection, reduction, presentation, and conclusion drawing. The results of the study indicate that many restaurant/cafe/restaurant business actors do not comply with the Perwali; many business actors still use plastic and no sanctions are given. The inhibiting factors for the policy implementation are resource factors and the implementation environment. Thus, awareness and participation from the community, as well as firm action from the City Government of Semarang, are needed.

Abstract

Berdasarkan RENSTRA Disporabudpar Kabupaten Tangerang Tahun 2019-2023, Pantai Tanjung Kait adalah salah satu pantai yang sangat berpotensi karena tidak hanya memiliki objek wisata pantai, sehingga pantai ini sangat diminati oleh masyarakat. Namun, belakangan ini Pantai Tanjung Kait mengalami sepi pengunjung yang disebabkan oleh banyak faktor. Banyaknya permasalahan di Pantai Tanjung Kait tentu tidak dapat diselesaikan oleh satu instansi saja mengingat adanya keterbatasan sumber daya yang dimiliki, sehingga Pemkab Tangerang berupaya dengan melakukan kerja sama dengan berbagai pihak atau yang disebut collaborative governance. Penelitian ini bertujuan untuk menganalisis proses collaborative governance dalam pengelolaan wisata Pantai Tanjung Kait serta faktor yang mendorong atau menghambatnya. Metode penelitian yang digunakan adalah deskriptif kualitatif. Teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Hasil penelitian menunjukkan bahwa proses collaborative governance dalam pengelolaan Pantai Tanjung Kait sudah berjalan, tetapi masih belum optimal. Hal ini karena masih terdapat aktor yang belum menunjukkan komitmen yang kuat dalam kegiatan forum koordinasi, seperti kurang berpartisipasi secara aktif. Dalam upaya membangun kepercayaan juga masih terdapat aktor yang bersikap kurang terbuka yakni belum menyampaikan informasi secara menyeluruh. Faktor pendorong kolaborasi ini yaitu adanya kondisi awal yang baik karena para aktor memiliki kesadaran untuk berkolaborasi yang didorong oleh adanya keterbatasan sumber daya dari masing-masing aktor serta keberadaan pemimpin yang telah melakukan berbagai upaya dalam pemberdayaan aktor yaitu melalui pelatihan, pembinaan serta monitoring. Sedangkan, faktor penghambatnya adalah faktor desain institusional yaitu mencakup aturan dasar dalam proses kolaborasi dimana keterbukaan antar beberapa aktor dalam kolaborasi ini masih kurang.
