Abstract

The Semarang Regency Government has stipulated Semarang Regency Regional Regulation Number 2 of 2018 concerning Policies for the Arrangement and Development of People's Markets, Shopping Centers and Supermarkets. This regulation serves as a guideline in implementing policies for developing the Babadan People's Market in Semarang Regency, but its implementation has not yet run optimally. This research aims to analyze the implementation of the Babadan People's Market development policy in Semarang Regency and analyze the supporting and inhibiting factors. The method used in this research is descriptive qualitative with data collection through interviews and documentation. The results of the research show that the implementation of the Babadan People's Market development policy in Semarang Regency has not been fully implemented properly according to applicable regulations. The phenomenon of the right policy, right implementer, right process, right environment and right target has not run optimally. Supporting factors for implementing this policy are communication, resources and bureaucratic structure. Meanwhile, the factor inhibiting policy implementation is the disposition of the implementer. This research recommends that market managers be more assertive in controlling traders who violate regulations, implement zoning related to levies for traders, and collaborate between implementers and policy formulators in collecting data regarding potential levies.

Abstract

Kertomulyo Beach Ecotourism has a long history and eventually gained advantages over other beaches in Pati Regency. The progress of Kertomulyo Beach Ecotourism has been achieved through collaboration between the government, private sector, and the community, as stated in Regional Regulation No. 2 of 2018 concerning the Pati Regency Tourism Development Plan 2018-2025. The purpose of this study is to identify the stakeholders involved and the collaboration processes occurring at Kertomulyo Beach. The method used is descriptive qualitative. Some of the theories applied include stakeholder mapping matrix vs. interest theory and stakeholder collaboration processes. The subjects of the study were determined using purposive sampling techniques. The research results focus on the study's objectives, yielding two main conclusions.The first conclusion shows that the stakeholders involved are categorized into four groups based on their level of importance and power: crowd, contest setter, subject, and player. No stakeholders were identified in the crowd category. The contest setter stakeholder is the Pati Regency Tourism, Youth, and Sports Agency (DINPORAPAR). The subject category includes traders, the community, village administration, and mass media. Finally, the player category includes PPUP, Tresno Segoro, and Misaja.The second conclusion indicates that overall, the collaboration process at Kertomulyo Beach can be considered good in terms of the transformation of the beach from barren to green, and its official designation as a tourist spot in 2017. However, in terms of tourism, the results are not significant, as evidenced by a decline in visitor numbers and issues in the collaboration process. Recommendations include enhancing collaboration in tourism at Kertomulyo Beach. Other issues, such as synergy between managers and village administration, must be addressed promptly to support sustainable ecotourism.Keywords: Collaboration, Stakeholder, Ecotourism.

Abstract

Mangrove Park Ecotourism in Pasar Banggi Village is a conservation-based tourist attraction in Rembang Regency. Since the Covid-19 pandemic, the existence of this tourist spot has diminished. This has also led to the neglect of the facilities. Additionally, there are other untapped potentials in the creative economy sector, which have not gained attention from the government. As the leading sector in local tourism affairs, the involvement of the Department of Culture and Tourism of Rembang Regency is needed to address the issues at hand. This study aims to describe the role of the Department of Culture and Tourism of Rembang Regency in the Development of Mangrove Park Ecotourism in Pasar Banggi Village and examine the supporting and inhibiting factors. The study utilizes Biddle and Thomas' role theory combined with Jim Ife and Frank Tesoriero's theories to delineate the role of the Department of Culture and Tourism of Rembang Regency in the development of Mangrove Park Ecotourism in Pasar Banggi Village. This research adopts a descriptive qualitative research method. The findings indicate that there are still roles that are not optimally performed, particularly in facilitative and educational roles, which are caused by role transitions and limited budgets. Recommendations include collaboration between the Department of Culture and Tourism of Rembang Regency and the Village Community Empowerment Agency to empower the communities around the Mangrove Park Ecotourism area in Pasar Banggi Village. Furthermore, cooperation with private entities such as accommodation providers can enhance the development of Mangrove Park Ecotourism in Pasar Banggi Village.

Abstract

Pernikahan dini di Kabupaten Wonogiri meningkat pada tahun 2020 dan 2021 sejak disahkannya Undang-Undang Nomor 16 Tahun 2019 atas Perubahan Undang-Undang Nomor 1 Tahun 1974 tentang Perkawinan. Berawal dari permasalahan tersebut, Pemerintah Kabupaten Wonogiri dengan inisiasi Pengadilan Agama Kabupaten Wonogiri menjalin kerja sama dengan Dinas Pemberdayaan Perempuan dan Perlindungan Anak (PPPA) sebagai upaya pencegahan pernikahan dini di kabupaten tersebut. Proses tersebut melahirkan efektivitas kebijakan karena adanya kesamaan dalam mencapai tujuan yakni menurunkan kasus pernikahan dini. Artikel ini bertujuan menganalisis efektivitas kebijakan batas minimal usia perkawinan dan faktor-faktor yang mempengaruhi pelaksanaan aturan tersebut di Kabupaten Wonogiri menggunakan teori Riant Nugroho yang meliputi 5 indikator, yaitu tepat kebijakan, tepat pelaksanaan, tepat target, tepat lingkungan, dan tepat proses. Metode yang digunakan adalah kualitatif deskriptif dengan pengambilan data melalui wawancara dan studi pustaka. Hasil penelitian menunjukan bahwa pelaksanaan kebijakan batas minimal usia perkawinan dini di Kabupaten Wonogiri yang meliputi lima indikator sudah dilaksanakan dengan baik oleh pihak-pihak terkait. Pelaksanaan aturan batas minimal usia perkawinan sebagai upaya penurunan kasus pernikahan dini di Kabupaten Wonogiri efektif menurunkan angka kasus pernikahan sebesar 29,3% pada tahun 2022-2023, yang dapat dikatakan cukup signifikan dibanding tahun 2020-2021 yang mengalami penurunan 6,1%. Beberapa faktor pendorongnya, yaitu kesamaan tujuan yang dicapai dan koordinasi yang baik antar pihak dalam pelaksanaan kebijakan batas minimal usia perkawinan di Kabupaten Wonogiri. Adapun faktor yang masih menjadi penghambat adalah belum adanya keterlibatan pihak eksternal dan minimnya partisipasi akademisi, serta minimnya pemahaman masyarakat tentang kebijakan batas minimal usia perkawinan dan dampak negatif dari pernikahan dini. Dengan demikian, diperlukan kerja sama pemerintah Kabupaten Wonogiri dengan pihak swasta dan akademisi agar dapat menambah sumber daya baik SDA dan sumber daya anggaran dalam mengoptimalkan kebijakan dan menambah pemahaman masyarakat terkait pernikahan dini.

Abstract

Pelayanan publik menjadi salah satu kebutuhan krusial bagi masyarakat untuk menunjang kepentingan dalam berbagai keperluan yang berkaitan dengan keoptimalan pelayanan suatu institusi pemerintah. Dalam hal ini, terdapat satu aspek penting dalam pelayanan publik yakni dengan memaksimalkan kualitas pelayanan kepada Masyarakat. Salah satu institusi yang berkaitan dengan pelayanan publik yakni Kantor Imigrasi Kelas I Semarang. Kualitas pelayanan dapat dilihat dari jumlah penerbitan paspor pada tiap kurun waktunya dalam hal kemampuan memberikan kualitas pelayanan publik yang prima. Penelitian ini membahas tentang kualitas pelayanan Kantor Imigrasi Kelas I Semarang dalam pembuatan paspor dengan menggunakan 5 (lima) dimensi kualitas pelayanan yang meliputi aspek tangibles, reliability, responsiveness, assurance dan empathy. Lebih jauh, penelitian ini menganalisis kualitas pelayanan menggunakan teknik analisis Spradley. Adapun penelitian ini menggunakan pendekatan kualitatif dengan sumber yang diperoleh dari observasi, wawancara, dan studi kepustakaan. Hasil yang ditemukan dalam penelitian ini adalah pada aspek tangibles dan responsiveness membuktikan bahwa masih kurang baik. Hal ini ditandai ditandai dengan fasilitas parkir yang kurang nyaman serta kesan acuh dari petugas dalam menanggapi keluhan masyarakat. Untuk meningkatkan kualitas pelayanan, maka petugas segera menanggapi keluhan masyarakat dan melakukan penataan kembali fasilitas parkir tersebut.

Abstract

Presidential Instruction Number 3 of 2003 requires the Indonesian government to implement E- Government as an effort to increase efficiency and transparency in providing public services. One form of effort to implement E-Government through the tourism sector is by creating digital-based media that facilitates tourists and tourism destination managers. This digital tourism media is very helpful for the tourism sector, especially during the Covid-19 pandemic and the new normal period. D.I Yogyakarta is one of the provinces that uses digital media as a center for DIY tourism information, the application is called Visiting Jogja. However, in its implementation, there are still several problems in the visiting jogja application. The main complaints of users are problems during registration and applications that cannot be used. The purpose of this study is to analyze the effectiveness of the management of the visiting jogja application in developing tourism in DIY using the effectiveness theory by Siagian. This study uses a descriptive qualitative research method with data collection techniques through observation, interviews, and documentation. The results of the study show that the effectiveness of the management of the visiting jogja application is good, but there are several dimensions that need to be improved. The dimensions include the dimensions of facilities and infrastructure, where the computer equipment used is not too sophisticated and seems outdated and the information service facilities are inadequate. The second dimension is the time dimension, where the target achievement time is not determined.

Abstract

Tujuan penelitian ini adalah untuk mendeskripsikan tahapan proses collaborative governance serta faktor pendukung dan penghambat proses collaborative governance dalam Penanggulangan Kemiskinan Ekstrem (PKE) di Desa Ngemplakrejo. Penelitian ini memiliki metode kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data menggunakan teknik wawancara, observasi, dan studi dokumentasi. Penelitian ini menggunakan empat fenomena, yaitu kondisi awal, desain kelembagaan,kepemimpinan, dan proses kolaboratif. Hasil penelitian menunjukkan bahwa sesuai dengan situasi masyarakat desa yang membutuhkan banyak bantuan, telah terdapat collaborative governance dalam upaya menangani kemiskinan ekstrem di Desa Ngemplakrejo dapat dikatakan cukup karena keempat tahapan proses kolaboratif masih terdapat aspek yang perlu diperbaiki serta terdapat tiga faktor yang belum berjalan dengan baik yaitu faktor struktur jaringan dan sumber daya modal. Peneliti memberikan saran untuk memperluas basis pemangku kepentingan dengan melibatkan pihak akademisi serta media massa, melakukan peningkatan kualitas sumber daya, mendorong partisipasi yang inklusif dan aktif dari semua pemangku kepentingan, meningkatkan peran masyarakat dalam pemberdayaan masyarakat, menetapkan jadwal pertemuan rutin untuk melakukan dialog tatap muka, membentuk kesepakatan formal di setiap kerjasama yang akan dilakukan, membuat struktur organisasi dan pembagian peran setiap stakeholder yang terlibat dalam kolaborasi, menggandeng pihak-pihak dari sektor korporasi melalui kemitraan CSR.

Abstract

Plastic waste has become a problem at the local and international levels. Both directly and indirectly, plastic waste affects ecosystems in the sea, land, and even freshwater sustainability globally. As the amount of plastic waste increases, more and more governments from various regions are banning or imposing levies on single-use plastics. Semarang City through Semarang Mayor Regulation No. 27/2019 has regulated the use of single-use plastics, which aims to control the generation of single-use plastic waste. The public is asked to switch to using environmentally friendly substitute products, including food and beverage businesses. This study aims to analyze the target compliance and factors inhibiting the target compliance of single-use plastic policy in Semarang City. This study aims to analyze the target compliance and factors inhibiting the target compliance of single-use plastic policy in Semarang City. The method in this study uses a mixed method with primary data derived from questionnaires, interviews, and observations. Supported by secondary data from news, social media, and various literatures. The results showed that the target compliance of food and beverage business actors is at a low level, which is equivalent to 46,3%. Meanwhile, based on the target compliance factor, it is found that the compliance of food and beverage business actors is still not optimal due to inhibiting factors, including the lack of information received by the target group, there are no incentives and sanctions, and weak supervision by the government.

Abstract

This research is based on the problem of employee performance at the Ponorogo Regency Environmental Service who have not achieved their performance targets. This research aims to determine how much influence Employee Ability and Employee Motivation partially and simultaneously have on Employee Performance at the Ponorogo Regency Environmental Service. This research uses an explanatory quantitative approach. The number of samples was 60 people obtained using the Slovin formula. The sampling technique uses random sampling. The primary data collection method uses a questionnaire. The research results show that the variables Employee Ability and Employee Motivation simultaneously and significantly influence employee performance. Apart from that, Employee Ability and Employee Motivation have a correlation with Employee Performance of 83.7%, while the rest is influenced by other variables not examined in this research. In conclusion, based on the research results, it is stated that Employee Ability and Employee Motivation have a positive and significant effect on Employee Performance at the Ponorogo Regency Environmental Service, however improvements are needed, such as strengthening employee regulations so that they do not arrive late and improving facilities to support employees in carrying out their performance.

Abstract

Tourism sector is used as an effective means of encouraging regional development. The government initiated the Tourism Village Program as a strategic effort to empower the community through the tourism sector. Candirejo Tourism Village is the first tourist village in Magelang Regency as well as pilot project tourist village in Magelang Regency. However, Candirejo Village still has a high number of underprivileged families, there are many people who dont have jobs. So, this research aims to examine and analyze program evaluation as well as supporting and inhibiting factors in implementing the Candirejo Tourism Village Program. This research use a qualitative descriptive method through evaluation measures according to Kendall (1992). Indicators of Measurement Result, Cost Efficiency, Organizational Change and Unplanned Effect has been able to have a positive influence and bring situation changes for some people in Candirejo Village. Meanwhile on indicators Goal Achievement, Measurement of Improvement, Unarticulated Hopes has not been able to achieve all of the program objectives and there are still program targets who are not participating. The supporting factors for implementing the Candirejo Tourism Village Program are communication, community participation and resources, while the inhibiting factors related to the organizational structure which still needs to be improved.
