Abstract

Poverty remains one of the persistent social challenges faced by local governments, including Semarang City. The paradox between the city's high economic achievements and the 119.04% surge in the number of the poor to 63,091 individuals in 2024 indicates that existing empowerment programs have yet to produce optimal economic independence. This study aims to analyze the stages of empowerment of the poor implemented by the Semarang City Social Service (Dinas Sosial) and to identify the factors influencing its implementation. A qualitative descriptive research method was employed, with data collected through observation, in-depth interviews, and documentation. Informants were selected using purposive and snowball sampling techniques, consisting of Social Service officials, PKH facilitators, district social workers (TKSK), and beneficiaries. The findings reveal that empowerment is carried out through three stages: the awareness stage, the capability transformation stage, and the intellectual capacity enhancement stage. At the awareness stage, beneficiaries began to recognize their own potential, although their understanding of poverty remains oriented toward short-term social assistance. At the capability transformation stage, vocational training through the Joint Business Group (KUBE) has enabled some beneficiaries to engage in productive activities, yet its application remains inconsistent due to challenges in business management and marketing. At the intellectual capacity enhancement stage, some beneficiaries have begun to make independent economic decisions, though the ability to systematically develop business plans has not been evenly distributed. The factors influencing the empowerment process include natural resources, human resources, institutional conditions, infrastructure, policy, and organizational administrative aspects. Low quality of human resources among the poor and budget constraints constitute the most significant obstacles. Strengthening post-program mentoring, improving managerial capacity, and updating the DTKS data are recommended to make the empowerment of the poor more effective and sustainable.

Abstract

Public transportation plays a vital role in supporting the mobility of urban communities and reducing traffic congestion. TransJakarta, as a Bus Rapid Transit (BRT) service in Jakarta, is expected to create public value through effective, affordable, and reliable service. This study aims to analyze the public value perceived by TransJakarta users in South Jakarta and to identify the factors that support and hinder it. This study employs a descriptive qualitative approach using data collection techniques such as interviews, observations, and documentation. The analysis utilizes Mark H. Moore’s Strategic Triangle framework with indicators developed by Wijewardena (2009), encompassing legitimacy and support, operational capabilities, and public value. The results indicate that TransJakarta services generally reflect these three dimensions through government policy support, adequate operational capacity, and public value in the form of affordability, service integration, and service responsiveness. However, challenges remain regarding service communication by staff and the equitable distribution of bus stop facilities.

Abstract

The Municipal Minimum Wage (UMK) is a wage policy that must be implemented by all districts/cities, including Cilegon City. However, violations of wage payments that do not comply with regulations still occur. The Cilegon City Manpower Office and the Labor Inspection Unit (UPTD) play key roles in monitoring and enforcing the policy, with Law No. 6 of 2023 serving as its legal basis. This study aims to analyze the implementation of the UMK policy and its driving and inhibiting factors using Merilee S. Grindle’s theory. It employs a descriptive qualitative method through interviews and observations, with purposive and snowball sampling techniques. The findings indicate that the UMK policy is intended to ensure workers’ decent living standards, wage certainty, and a balance between workers and employers. However, challenges remain, especially among service providers and small to medium enterprises prone to violations. Supporting factors include stakeholder commitment, policy benefits, and effective communication, while inhibiting factors include limited government capacity, tender system issues, budget constraints, dual complaint mechanisms, and weak supervision. Recommendations include strengthening institutional capacity, improving coordination, and enhancing supervision.

Abstract

Gender Mainstreaming is a development strategy that requires effective institutional coordination to ensure proper implementation. This article aims to analyze the challenges of institutional coordination within DP3AP2KB in implementing Gender Mainstreaming in Jepara Regency. The study employed a descriptive qualitative approach, with data collected through interviews, observation, and documentation. The analysis used Potter and Brough’s Systemic Capacity Building theory, focusing on role capacity, structural capacity, and systems capacity. The findings show that DP3AP2KB’s institutional coordination has been supported by the division of tasks, organizational structure, coordination forums, and reporting systems. However, its implementation remains suboptimal because Gender Mainstreaming is still concentrated in the PPPA Division, the effectiveness of coordination forums and follow-up actions is inconsistent, and standardized procedures are not yet fully established. Therefore, the main challenge lies in the weak integration of roles, coordination structures, and work systems in supporting the consistent implementation of Gender Mainstreaming.

Abstract

Community empowerment through the Tourism Village Program is a strategic approach to community-based tourism development aimed at improving social welfare and local independence. Kalongan Village, located in Ungaran Timur District, Semarang Regency, possesses diverse natural and cultural tourism potentials. However, the implementation of the Tourism Village Program still faces various challenges in empowering the local community. This study aims to analyze the process of community empowerment through the Tourism Village Program in Kalongan Village and to examine the factors related to its implementation. This research employs a descriptive qualitative approach, with data collected through in-depth interviews, observation, and documentation. The informants consist of representatives from the Semarang Regency Tourism Office, Kalongan Village Government, Tourism Awareness Group (Pokdarwis), and local community members. The results indicate that community empowerment in Kalongan Village has been carried out through the stages of awareness-building, capacity building, and empowerment. Nevertheless, the empowerment process has not yet been fully optimized due to limitations in human resource capacity, uneven community participation, and weak coordination among stakeholders. The study concludes that the Tourism Village Program in Kalongan Village has significant potential to enhance community welfare, but it requires strengthened capacity building, continuous assistance, and more inclusive empowerment strategies. Therefore, it is recommended that local stakeholders intensify community development efforts, strengthen local institutions, and optimize community participation in tourism village management.

Abstract

This study aims to evaluate the implementation of the Gumregah Tofu and Tempeh Thematic Village Program in Neighborhood Association (RW) 7, Lamper Tengah Village, Semarang City, using William N. Dunn's six policy evaluation criteria: effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The research method used was qualitative, with data collected through interviews, observation, and documentation with tofu and tempeh entrepreneurs, Semarang City Regional Development Planning Agency (Bappeda) officials and the village administration, and the local community. The results indicate that the thematic village program is conceptually relevant to the characteristics and potential of the region, but its implementation has not yet had a significant impact on increasing the capacity and economic independence of entrepreneurs and the wider community. Overall, the Gumregah Lamper Tengah Thematic Village Program has not been optimal in promoting local-based economic empowerment due to weak sustainability, mentoring, and active community involvement in all program stages.

Abstract

Population growth and increased mobility in Semarang City have resulted in high private vehicle usage, leading to traffic congestion and congestion in various parts of the city. The Semarang City Government introduced the Trans Semarang Feeder as a feeder transportation mode integrated with the Trans Semarang BRT to improve public transportation accessibility and reduce dependence on private vehicles. However, in its implementation, there are still various public complaints regarding limited routes, waiting times, driver behavior, officer attitudes, and long travel times. This study aims to analyze the public value of using the Trans Semarang Feeder public transportation in Semarang City. The study used a descriptive qualitative method with the Public Value Scorecard approach from Peter Gomez and Timo Meynhardt which includes five dimensions, namely utilitarian-instrumental (usefulness), moral-ethical (feasibility), hedonistic-aesthetic (positive experience), political-social, and economic-financial. The results show that the Trans Semarang Feeder has provided benefits in terms of fare affordability. However, the public value formed is not fully optimal because there are still obstacles in route accessibility, waiting times, punctuality, security, and the quality of officer service. Therefore, improving service quality, staff professionalism, and operational system improvements are crucial steps to increase public value and encourage public interest in using public transportation.

Abstract

The issue of plastic waste in Semarang City has shown a continuous increase along with population growth, economic activities, and the high consumption of single-use plastic products. This condition encouraged the Semarang City Government to establish Mayor Regulation of Semarang City Number 27 of 2019 on the Control of Plastic Use as a policy instrument aimed at reducing plastic waste generation and maintaining environmental balance. This study aims to analyze the implementation of the plastic use control policy in Semarang City and to identify the supporting and inhibiting factors affecting its implementation.This research employs a qualitative approach with a descriptive method. Data were collected through interviews, observations, and documentation, with informants selected using purposive sampling. The analysis is based on George C. Edward III’s policy implementation framework, which includes communication, resources, disposition, and bureaucratic structure. The findings indicate that the implementation of Mayor Regulation Number 27 of 2019 has not been fully optimized. The main obstacles include ineffective policy socialization to the public and business actors, limited human resources and supporting facilities, weak consistency in supervision and enforcement of sanctions, and suboptimal coordination among regional government agencies. Nevertheless, several supporting factors were identified, such as the commitment of the local government, the clarity of the regulatory framework, and the increasing awareness of some community members and business actors regarding the importance of reducing plastic use. Based on these findings, this study recommends strengthening continuous and participatory policy socialization, improving the capacity of implementing officials, providing environmentally friendly alternatives to plastic products, and enhancing supervision as well as consistent enforcement of sanctions. These efforts are expected to improve the effectiveness of policy implementation and contribute to achieving environmental balance and sustainable development in Semarang City.

Abstract

Drug abuse remains a serious problem that requires comprehensive handling through prevention, law enforcement, and rehabilitation. One of the government’s efforts is providing outpatient rehabilitation services through the National Narcotics Agency (BNN). From a public administration perspective, rehabilitation services are considered a form of public service that requires proper management to ensure service objectives are achieved. However, the implementation of outpatient rehabilitation services at the National Narcotics Agency of South Jakarta still faces several challenges, such as the imbalance between service capacity and the number of clients, as well as the low completion rate of rehabilitation programs. This study aims to analyze the management of outpatient rehabilitation services at the National Narcotics Agency of South Jakarta and to identify the factors supporting the implementation of service management. This research uses a descriptive qualitative method with data collection techniques including interviews, observation, documentation, and literature study. The research informants consist of the head of the rehabilitation division, the head of the rehabilitation clinic, rehabilitation counselors, and rehabilitation clients. The results show that the management of outpatient rehabilitation services has referred to the applicable public service standards. However, its implementation has not been fully optimal due to the limited number of service personnel compared to the number of clients served and the characteristics of productive-age clients who have high mobility. In addition, supporting factors of service management include human resources, service systems, and organizational culture that influence the continuity of outpatient rehabilitation services.

Abstract

Policy communication is a vital aspect of policy implementation, particularly in ensuring that policy-related information is effectively transmitted, received, and understood by both implementers and the policy’s target. In the context of preventing and handling violence in education aspect, policy communication plays a central role in disseminating information regarding the existence, roles, and operational mechanisms of the Task Force for the Prevention and Handling of Violence in Higher Education (Satgas PPK PT) to the academic community. This study aims to analyze how policy communication is implemented in the execution of such policies at Diponegoro University using a qualitative approach, with data collected through in-depth interviews to capture the perspectives and experiences of relevant informants. The analysis is guided by George Edward III’s policy implementation framework, which emphasizes three factors of communication, which are transmission, clarity, and consistency. The results reveal that policy communication conducted by the Satgas PPK-PT at Diponegoro University has not been fully optimal, particularly due to limited dissemination reach and the low visibility of messages among students, resulting in uneven levels of awareness regarding the task force’s functions and procedures. Consequently, there is a need to strengthen communication strategies by enhancing the reach, clarity, and consistency of information delivery so that policy messages can be more effectively and evenly understood across the academic community, thereby supporting the overall success of violence prevention and handling policies in higher education
