Abstract

E-parking policy is an innovative electronic-based parking payment system implemented by the Surabaya City Government for managing on-street parking, aiming to improve parking governance and optimize regional retribution revenue. This policy is based on Surabaya City Regional Regulation Number 3 of 2018 concerning Parking Management and reinforced by Surabaya Mayor Regulation Number 26 of 2024 on the Implementation of Regional Taxes and Regional Retribution for Public Service Retribution, which regulates electronic parking payment mechanisms through parking meters, e-money, QRIS, mobile banking, bank transfers, or Electronic Data Capture (EDC) machines. This study aims to analyze the implementation of the E-parking policy and its contribution to parking retribution revenue in Surabaya. The research method employed is qualitative descriptive, with data collected through interviews, observations, and documentation at the Surabaya Transportation Agency, particularly the On Street Parking Technical Unit. The results indicate that the E-parking policy has been implemented through the provision of parking meters, the application of cashless payment systems, and monitoring and socialization activities for the public and parking attendants to minimize potential retribution leakage. In general, parking retribution revenue from 2016 to 2025 shows an increasing trend, although fluctuations occurred during certain periods. However, the realized revenue has not yet fully met the targets set by the local government. This condition demonstrates that the implementation of E-parking has contributed to improving parking management and retribution revenue but still requires optimization through strengthened supervision, expansion of E-parking locations, and enhanced socialization to the public and policy implementers.

Abstract

Child marriage remains a serious social problem in Indonesia due to its impact on education, reproductive health, and children’s welfare. Although the minimum age for marriage has been raised to 19 years through Law Number 16 of 2019, the practice of child marriage still occurs through marriage dispensation mechanisms in the courts. In Jepara Regency itself, the number of marriage dispensation recommendations fluctuates, necessitating more systematic prevention efforts. This study aims to analyze the collaborative governance process in preventing child marriage in Jepara Regency and identify factors influencing this collaborative process. This study uses a descriptive qualitative approach with data collection techniques through interviews, observation, and documentation. Data analysis was conducted using an interactive analysis model that includes data reduction, data presentation, and drawing conclusions. The research analytical framework uses the collaborative governance theory of Ansell and Gash, which emphasizes face-to-face dialogue, trust-building, commitment to the process, shared understanding, and interim results. The results show that the collaborative process has been carried out through socialization activities, marriage dispensation counseling, and coordination between the Religious Court and the DP3AP2KB. However, this collaboration has not been optimal due to the lack of specific regulations, incidental coordination, and the dominance of curative rather than preventive approaches. Therefore, strengthening institutional design, clear regional regulations, and increasing the participation of various actors are needed to strengthen the collaborative governance process in preventing child marriage in Jepara Regency.

Abstract

This study examines the implementation of the Employment Social Security program for informal- sector workers in Yogyakarta City and identifies key obstacles affecting its delivery. The research is grounded in the situation of informal workers who often lack employment certainty and have limited access to formal labor protection and social security. The study aims to describe how the program (particularly work accident, death, and old-age benefits) is implemented and to assess implementation dynamics using Merilee S. Grindle’s framework (content of policy and context of implementation), while obstacles are analyzed through the themes of communication, resources, implementers’ disposition, and bureaucratic structure. A descriptive qualitative approach is applied, using interviews, observations, and documentation; conclusions are drawn and verified by cross-checking evidence across different sources. Findings indicate that implementation has been carried out and shows adaptive efforts to reach heterogeneous informal workers by combining in-office services with digital channels, outreach (“jemput bola”), and partnerships with communities/actors closely connected to workers, which helps expand registration access when procedures run smoothly. However, membership sustainability is the most vulnerable aspect, shaped by income stability, service experiences, and workers’ trust in the ease of accessing benefits when needed. The most visible barriers lie in communication and participants’ understanding information is available through multiple channels but is unevenly distributed and often too technical or inconsistent. Other interrelated constraints include limited time and economic capacity to follow procedures, technical issues in digital services, variation in service responsiveness and explanation quality, and less flexible follow-up processes (e.g., data correction, reactivation, and claims) due to multi-step approvals and inter-unit coordination needs.

Abstract

The high growth of community mobility in the Bandung and Jakarta areas has caused various transportation problems, especially traffic congestion and dependence on private vehicles. The presence of the Jakarta-Bandung Fast Train (Whoosh) is expected to be a transportation solution that can improve travel efficiency and provide public value to the community. However, in its implementation, there are still various obstacles that affect the optimization of the use of this service, especially at the Summarecon Tegalluar Station. This study aims to analyze the public value in the use of the Jakarta-Bandung Fast Train public transportation at Tegalluar Summarecon Station. The study uses a qualitative descriptive method with data collection techniques through interviews, observation, and documentation. The research informants consisted of high-speed train service users and parties related to service operations. Data analysis was carried out through the stages of data reduction, data presentation, and conclusion drawing. The results of the study indicate that the creation of public value in the Whoosh High-Speed Train service at Tegalluar Station has not been fully optimized. Several aspects, such as user satisfaction and service comfort, have been fulfilled through adequate facilities and a fast travel experience. However, there are still obstacles in terms of accessibility, integrated transportation, and ease of access to the station, which affect the effectiveness of service use by the community. In conclusion, high-speed rail services have great potential in creating public value, but require improved intermodal integration, improved accessibility, and strengthened coordination between stakeholders. Therefore, it is recommended that a more integrated connecting transportation system be developed and the quality of access infrastructure to the Summarecon Tegalluar Station be improved.

Abstract

The New Student Admissions System (SPMB) in North Jakarta has used a zoning system as an effort to equalize access to education, bring students' residences closer to schools and eliminate the stigma of favorite schools. The implementation of this policy is based on Minister of Education and Culture Regulation Number 1 of 2021 and changed its name based on Minister of Education and Culture Regulation Number 3 of 2025 concerning the New Student Admission System, however there are still obstacles in the policy implementation process. The aim of this research is to analyze the implementation of the SPMB policy for the State Junior High School zoning system in North Jakarta and identify supporting and inhibiting factors for the implementation of this policy using the theory of public policy implementation according to Grindle and Van Meter and Van Horn. Data collection techniques were carried out using interviews, observation and literature studies through primary and secondary data sources as well as qualitative analysis. The results of this research show that policy implementation has been implemented but has not run optimally, as indicated by the existence of some people who choose schools based on the school's academic achievement, school reputation and school facilities. The supporting factors in implementing this policy are related to the policy targets, availability of resources, communication between organizations, characteristics of implementing agents and the attitudes of policy implementers. However, economic, social, and political conditions in the community and communication between organizations related to the manipulation of Family Card data so that the distribution of public school education is uneven & the lack of learning motivation of students who graduate through the domicile path with an older age than other paths. Researchers recommend optimizing socialization to the community, continuing efforts to improve education by the local government together with schools in facilitating facilities and infrastructure, human resources, and school management.

Abstract

Community empowerment in the Paguyuban Mitra Nelayan Sejahtera Juwana is an effort to accommodate fishermen who own purse seine vessels with a gross tonnage (GT) of more than 30. This study aims to analyse the empowerment of coastal communities, particularly fishermen who own purse seine vessels in the Paguyuban Mitra Nelayan Sejahtera Juwana, Kabupaten Pati. This study uses a qualitative descriptive method. The data sources in this study were obtained from interviews, observations, and documentation. The informant selection technique was carried out using purposive sampling. Data analysis was conducted using the empowerment theory perspective. The results of the study show that the empowerment of fishermen who own boats in the Paguyuban Mitra Nelayan Sejahtera Juwana has gone through three stages, including raising awareness among the fishing community of the problems or threats they face, enhancing the capacity of individual fishermen and fishing groups through discussion, education, knowledge transfer, and strengthening communication for policy advocacy that supports the sustainability of the fishing business, as well as increasing the empowerment of members in political, economic, and social aspects. The driving factors in the empowerment at the Paguyuban Mitra Nelayan Sejahtera Juwana are the motivation of members to join, the availability of sufficient funds from member contributions to cover operational costs, and the availability of adequate facilities and infrastructure. Meanwhile, the factors hindering empowerment activities are government policies in the form of laws, regulations, and directives from the central government that are not adaptive to the real conditions of fishermen who own boats.

Abstract

The Affordable Housing Financing Facility Program is a policy of the Jakarta Provincial Government to expand access to home ownership for Low-Income Communities (MBR). However, despite policy changes such as adjustments to administrative requirements and maximum income limits, the number of beneficiaries has actually decreased. This study aims to answer questions about how the program is being implemented and the factors hindering its implementation. The results indicate that the program's implementation adheres to the provisions of Jakarta Governor Regulation Number 14 of 2020, with a financing scheme with no down payment and fixed interest rates, involving local governments, banks, and developers. However, program implementation has not been optimal due to persistent barriers in communication, resources, disposition, and bureaucratic structure. These barriers include uneven information delivery, suboptimal use of digital media, banking prudence in risk assessments, delays in handling complaints, and fragmented authority that slows down financing disbursement and the resolution of problem loans. Based on these findings, this study recommends updating cooperation agreements with banks, reviewing the Environmental Management Fee (IPL) amount, and strengthening inter-agency evaluation and coordination to make the program more effective and sustainable.

Abstract

The parking fee policy on public roads is one of the local government's instruments to increase Local Own-Source Revenue (PAD) while maintaining order in the use of public space. However, in Wonosobo Regency, the realization of parking fee revenue has not been able to reach the target set by the local government. In 2024, the realization of parking fee revenue only reached around 53.38% of the target. This condition indicates a gap between the retribution revenue target and the collection practices in the field, which are characterized by parking fees that are not in accordance with the provisions, inconsistent use of parking tickets, and suboptimal parking supervision. This study aims to analyze the implementation of roadside parking retribution policy in Wonosobo Regency and identify the supporting and inhibiting factors in its implementation. The research used a qualitative method with a descriptive approach. Data collection techniques were carried out through interviews, observations, and documentation. The analysis of policy implementation used the concept of policy success according to Riant Nugroho, while the factors influencing policy implementation were analyzed using the theory of Van Meter and Van Horn. The results of the study indicate that the implementation of the roadside parking fee policy in Wonosobo Regency has not been optimal. This is evident in the failure to achieve the parking fee revenue target, collection practices that are still influenced by old habits, inconsistent use of parking tickets, and low compliance with parking fees among parking attendants. Factors supporting policy implementation include the existence of regional regulations and the commitment of the local government, while inhibiting factors include limited parking supervision personnel, inconsistent use of parking tickets, and irregular coordination between agencies.

Abstract

The creative economy in Subang Regency has considerable potential and has been supported by policies, institutional arrangements, and the involvement of actors within the pentahelix model; however, its collaborative governance has not yet operated optimally. The problem addressed in this study lies in the lack of alignment in the vision, interests, and roles among actors, the still limited capacity of some creative economy actors, and the unclear coordination mechanism in creative economy development. This study aims to analyze the actors involved and the stages of the actor network in the collaborative governance of creative economy development in Subang Regency. This research employs a descriptive qualitative approach based on Actor-Network Theory (ANT) and the actor identification concept of Olander and Landin (2005). Data were collected through in-depth interviews, observation, and documentation with informants selected through purposive sampling and further developed using snowball sampling. The findings show that the Department of Tourism, Youth and Sports (Disparpora), the Creative Economy Committee (KOEKRAF), and Subang Creative Hub are the key actors in the collaborative network. The stages of punctualization and translation have been relatively well implemented; however, problematization, interessement, enrollment, and irreversibility have not been optimal due to uneven actor participation, limited dissemination of information, incomplete mapping of creative subsectors, and coordination still influenced by differences in vision. This study recommends clarifying role distribution, promoting more inclusive participation from the planning stage, and strengthening coordination and sustainable regulatory support.

Abstract

The Regional Civil Service Agency (BKD) of Central Java Province is trying to implement an administrative system that is integrated with information technology. The concrete implementation of these efforts is the launch of the Personnel Services Information System Application (SINAGA) as a form of digital breakthrough in personnel services. The implementation of personnel services through the SINAGA Application is still not optimal. This is because there are still problems experienced by users, such as technical problems and server problems that often go down. This research aims to analyze the effectiveness of the SINAGA Application and the factors driving and inhibiting its effectiveness. The research method used is descriptive qualitative with data collection techniques through interviews, observation and documentation. This research uses effectiveness theory according to Tangkilisan (2005), namely target achievement, adaptability, job satisfaction, and responsibility, and uses the theory of driving and inhibiting factors that influence effectiveness according to Najidah (2019), namely planning, coordination, and accuracy of service. The research results show that the effectiveness of staffing services through the SINAGA Application is not yet optimal, this is because not all staffing services are available, limited annual budgets for updating the application, technical obstacles, and user discipline in following the guidelines in operating the application. Driving factors include the SINAGA Application contributing positively to efficiency, data accuracy and transparency in personnel services. The inhibiting factors found included misperceptions and lack of coordination between fields in BKD, as well as technical obstacles originating from external application factors. In order to improve the quality of SINAGA, the Regional Civil Service Agency (BKD) of Central Java Province needs to develop SINAGA in stages, as well as optimize infrastructure and server capacity to minimize the possibility of technical problems arising.
