Abstract

Policy implementation of street children handling is one of the effort made by the government to remove the children lived in the street by fulfill their rights. Policy implementor are Social Service, Labour and Transmigration of Yogyakarta and the Association of Social Worker Yogyakarta. The purposes of this research are to analyze the process of policy implementation of street children handling and factors that support and hinder policy implementation of street children handling in Yogyakarta city. The effectiveness of the policy implementation process viewed from 4 factors: appropriateness of the policy, the accuracy of the executor, the target accuracy, and precision of the environment. For enabling and inhibiting factors using the theory of Van Meter and Van Horn are standard and policy objectives, resources, communication between organizations and implementing activities, the characteristics of the implementing agency, social, political, and economic environment and disposition implementor. This study used a qualitative approach with descriptive type of research, because research aimed to illustrate how the process of policy implementation of street children handling performed deeply by the facts. Analysis of this research were field observation, interview, and literature study. Then doing reduction data, data presentation, and drawing conclusions based on the analysis and presentation of data. The results of this research wasn’t able to solve the existing problems of street children yet, but able to reduced the number of street children. The inhibiting factors were funds, private role, social and economic environment of Yogyakarta city.

Abstract

Circulation and drug abuse in Indonesia is a multidimensional and multisectoral problem, all lines of life can be exposed to the dangers of drugs. Not apart from that students or young people are the main target of drug abuse, given the level of emotions that have not been stable so easily affected to abuse drugs. Based on Act No 35 of 2009, the Government established the National Narcotics Agency to tackle the drug problem that became a problem in Indonesia, BNN was given the authority of investigation and investigation of narcotics crime and narcotics precursor. In the effort to prevent abuse and illicit drug trafficking as well as handling of government drug problem to include all components of society both from campus environment and work environment. Based on the Regulatory Chief of BNN No 16 of 2014, a Community Participation Container was established to implement the policy towards the participation of the Higher Education Environment. Technical analysis to obtain data through interview with informant, observation, and supporting document. This research uses Merilee S. Grindle theory which argues that the driving factors of implementation have three main factors, namely policy content and policy environment, then the implementation result can be seen from the impact and change on society. The results of this study indicate that the Implementation of the Policy of the Role of the Environment of Higher Education with Anti-Drugs is quite successful in reducing the number of abuse in Semarang City, but still less than optimal with the decrease of performance, and the level of service provided, resulting in the decreasing interest of the Students to join the Unit Anti-drug duties. The desired changes to the creation of an Anti-Narcotics Based Higher Education Environment. The recommendations are to improve the performance and quality of training and counseling, innovation in order to provide facilities and infrastructure that are in line with community expectations.

Abstract

Purpose of this study ato determine whether there is communication or relationship between the government and the public on the implementing of law number 22 of 2009 on the application of SNI helmet standards in the city of Semarang. Used theory is the theory of Merilee S. Grindle, the study was designed and analyzed qualitatively deksriptif. Data collection was done by library research, observation, and in-depth interviews with a number of informants. Analysis used is deductive analysis, because the analysis of the data ini the study of the standard helmet SNI is taken based on the phenomenon that is being seen.The result of this study indicate a lack of socialization is intensified by Satlantas Polrestabes to the community in the implementing of Semarang city law number 22 of 2009 on the application of ISO-Standards helmets in the city of Semarang. Implementing of the application program needs to aa a more effective from of activity in the socialization process. So that people can understand the purpose of the policy, and shape its program of activities must be done continuously.It can be concluded that the standard helmet SNI policy implementing in the city of Semarang was considered quite good. But to get maximum result in its implementing, should be stepped up Satlantas Polrestabes continous dissemination to all the people in the city of Semarang.

Abstract

In addressing issues of social welfare, the Government and Local Government can provide assistance and social security as an embodiment of the implementation of the obligations of the state in securing the rights to the basic needs of citizens are poor and can not afford. The study will analyze the performance conducted by the Semarang District Social Service and the factors that drive and impede performance in the Semarang District Social Service assistance services and social security to social welfare issues (POM). This study uses the theory of organization and five dimensions of performance that productivity, the orientation of the quality of service, responsiveness, responsibility, and accountability with a qualitative descriptive approach. Data collection techniques used through observation, interviews, documentation and literature study with the informant Semarang District Social Service employee. The results showed that the performance is done Semarang District Social Service less than optimal because it is still a barrier such as issues of human resources, facilities and infrastructure is not sufficient enough, the limited budgetary funds to community participation is minimal. There needs to penyelenggarakan education, training and skills, and increases the number of HR from recruitment of civil servants or increase the number of temporary employees, proposed adding the amount of the budget in accordance with the needs required at the district budget Semarang, procurement of equipment and facilities, to disseminate to PMKSs with skills training, as well as improving coordination with the public and business community in supporting the program of advisory services and social security.

Abstract

The Tangguh Coastal Area Development Program (PKPT) is a National Community Empowerment Program for Marine and Fisheries that is regulated in the Regulation of the Minister of Marine and Fisheries No. 07 / Permen-KP / 2012. Through a qualitative descriptive approach, this study aims to evaluate the impact of the activities carried out in the program. PKPT activities consist of Human Development, Business Development, Community Development or Infrastructure and Disaster Preparedness or Climate Change. From the results of the evaluation, the outputs of the activities were the establishment of socialization of training on the development of small businesses, road construction, rehabilitation of road elevation bridges, road hardening, manufacture of bamboo taluds and concrete breakwaters. The benefit is that the community feels safe that they have not been affected by the tidal flood, the community has become enthusiastic about working and has alternative livelihoods. The impact is that the community has improved the socio-economic conditions of the community but the business development activities have no impact because the community does not want to continue the small business on the grounds that there is no business capital. The PKPT program has an inhibiting factor, namely the absence of cooperation with other agencies, difficult road access, adolescents on behalf of NGOs. This research gives recommendations that the preparation, socialization and training that is mature before the program really runs, the PKPT program needs cooperation with other agencies so that when the implementation of infrastructure development has stages in accordance with the rationality that should be, business training is needed as an alternative livelihood for the Bedono villagers. so that those who get business coaching are not just one hamlet, it requires seriousness and high commitment from all parties to synergize in building the coastal area so that the implementation is not impressed only to pursue budget absorption targets only.

Abstract

Poverty is a complex problem in Indonesia especially in central cities. Semarang is one of central cities which is facing poverty and trying to take an effort through Gerdu Kempling program. Gerdu Kempling program is a partnership program between government, citizen, and private in health, economy, education, infrastructure, and environment sector which manage to decrease poverty.The purpose of this research is knowing the implementation of Gerdu Kempling program at Palebon District and knowing factors which influence the succeess of it. This research is using the efectivity of policy implementation theory to analyze the success of  Gerdu Kempling program implementation at Palebon District and also using the policy implementation model of Merilee S. Grindle to analyze the factors which influence the succeess of it.The result of this research indicates the implementation of Gerdu Kempling Program at Palebon District has fullfiled the criteria of policy implementation efectivity. The factors which influence the success of policy implementation consist of content of policy, context of policy, and output, result, and impact of policy. The content of Gerdu Kempling program has matched with the target needs and the context of policy has supported the policy implementation. The output, result, and impact of policy indicates that the implementation of Gerdu Kempling program at Palebon District has increased the number of prosperity for Palebon citizens.

Abstract

Nowadays, quality of service become issues that keep occur in some publik services. We can see as there are complaints from people in mass media that they dont get an optimal service, it lead to emerge of bad image for the aparatus. Goal of this reasearch is to know and analyze whether the qualty of service in imigration first class semarang already surpass the expectation. Research use three components morgan and murgatroyd’s theory that is, “the triangel of balance in service quality” which are interpersonal component, procedure environment or process component, and technical or profesional component to make a better service. In practice, we can categorize is with dimensions in quality of services, tangibel, reliability, responsiviness, assurance, empathy. Reasearch use qualitative method. Reasearch try to understand public services management and effect from analyzing quality of service in process of making passport at imigration in semarang. The result indicates that the employees showed good attitude and friendly to customer, friendly attitude and smiles from the employees made the process is not awkward and better in service. The result shows that the customer felt comforable for the waiting room. However, the parking lot at the imigration class I in semarang is not big enough to contain all the customer. Based on the research about quality of service in process of making passport at immigration class I in semarang. Researcher concludes that there’s some room to improve in the passport service done by imigration first class in semarang.

Abstract

Pelayanan kesehatan yang diberikan oleh Rumah Sakit Umum Daerah Ambarawa berupa rawat jalan, rawat inap dan pelayanan kesehatan yang lain. Tujuan dari penelitian ini adalah untuk mendeskripsikan dan menganalisa pelayanan kesehatan yang diberikan oleh Rumah Sakit Umum Daerah Ambarawa yang diukur dari beberapa indikator kualitas pelayanan menurut teori Parasuraman yang melihat dari fenomena-fenomena berikut ini, realibility, responsiveness, competence, acces, courtesy, communication, creadibility, security, understanding the customer, tangibles.. Survey awal ditemukan beberapa ketimpangan yang menunjukan masih rendahnya kualitas pelayanan kesehatan yang terjadi pada Rumah Sakit Umum Daerah Ambarawa. Penelitian ini menggunakan tipe penelitian deskriptif kualitatif yaitu menggambarkan atau mendeskripsikan kualitas pelayanan kesehatan dengan pendekatann fenomenologis sebagai unit analisis, sedangkan teknik pengumpulan data diperoleh melalui teknik wawancara mendalam dengan informan, observasi, dokumentasi, dan studi pustaka.Sedangkan teknik dalam pengambilan keputusan meggunakan teknik Snowball, yaitu teknik penentuan sampel yang mula-mula jumlahnya kecil kemudian dikembangkan sesuai kebutuhan.Hasil penelitian menunjukan bahwa kualitas pelayanan kesehatan pada Rumah Sakit Umum Daerah Ambarawa masih rendah yang terlihat pada kemampuan petugas dalam memberikan pelayann yang belum akurat, kesediaan jenis pelayanan yang belum lengkap, keterampilan petugas yang ada belum sesuai standar, belum semua petugas yang ada bersikap sopan dan ramah, pelayanan yang diberikan belum sepenuhnya terbebas dari resiko, para petugas belum memahami kebutuhan pasien secara personal, fasilitas fisik yang ada belum lengkap.Kesimpulan yang dapat diperoleh bahwa kualitas pelayanan kesehatan pada Rumah Sakit Umum Daerah Ambarawa masih rendah. Oleh karena itu perlu adanya sistem manajemen dan pembenahan dalam memberikan pelayanan kesehatan. Misalnya : penerapan sistem absensi elektronik, melengkapi fasilitas medis, memberikan pelatihan kepada petugas, pemberian teguran langsung kepada petugas oleh direktur, penempatan petugas handal pada IGD, melakukan pendekatan personal kepada pasien.

Abstract

Fungsi ruang terbuka hijau memiliki fungsi utama (intrinsik) yaitu fungsi ekologis, dan fungsi tambahan (ekstrinsik) yaitu fungsi arsitektural, sosial, dan fungsi ekonomi. Pemerintah Kota Surakarta mengacu kepada Undang-Undang Nomor 26 Tahun 2007 Tentang Pentaan Ruang khusunya dalam pasal 29 untuk mengatasi permasalahan penyediaan ruang terbuka hijau di Kota Srakarta. Masih kurangnya luasan ruang terbuka hijau di Kecamatan Banjarsari melatarbelakangi dilakukannya penelitian ini. Penelitian ini dilakukan bertujuan untuk mengevaluasi dampak hasil pelaksanaan penyediaan ruang terbuka hijau di Kecamatan Banjarsari Kota Surakarta kajian Undang-Undang Nomor 26 Tahun 2007 Tentang Penataan Ruang khususnya di pasal 29. Pelaksana dari kebijakan ini adalah Bapppeda, Dinas Lingkungan Hidup, dan Kecamatan Banjarsari Kota Surakarta. Penelitian ini menilai keberhasilan pelaksanaan dari pencapaian azas dan tujuan, serta proses evaluasi dampak menurut Samodra Wibawa yaitu, dampak individu, dampak organisasi dan kelompok, masyarakat, dan dampak sosial budaya. Penelitian ini meggunakan jenis penelitian kualitatif dengan teknik pengumpulan data berdasarkan wawancara, pengamatan, dan dokumentasi. Hasil pelaksanaan dan dampak kebijakan penyediaan ruang terbuka hijau di Kecamatan Banjarsari Kota Surakarta kajian Undang-Undang Nomor 26 Tahun 2007 Tentang Penataan Ruang khususnya di pasal 29 terdapat beberapa hasil yang kurang maksimal sesuai dengan tujuan yang diharapkan. Hal ini karena masih minimnya ketersediaan ruang terbuka hijau di Kecamatana Banjarsari dan kurangnya partisipasi masyarakat dalam menjaga dan merawat ruang terbuka hijau yang saat ini sudah tersedia.

Abstract

Fisheries is human activities that deals with the management of resources and the utilization of biodiversity waters. In Indonesia according to law of Republic Indonesia no. 9/1985 and law of Republic Indonesia no. 31/2004 activities including in fishery started from before production, of production processing up to marketing that have been undertaken in a business systems fishery. In this way fisheries can be considered is a business agribusiness. The government made study of potentials in the fisheries sector where the trend in modern times is industrialization. While the findings in the field is of the increase in a good enough in term of production a food fish and the number of fisheries agents under cultivation that increase significantly. Of the findings that governments create a program that enables the formation of an industrial area good fishery of the stage before production, of production processing the result of production to the stages of marketing. The program is called Minapolitan program which was set in PERMENKP NO. PER.12/men/2010 about Minapolitan. The purpose of this research is to find the implementation of Minapolitan program in Rajapurbawa area in Banjarnegara regency and to know the motivation factor and an impediment to implementation of Minapolitan program in Rajapurbawa area in Banjarnegara regency. The theory used among others the theory of public administration, public policy, and the implementation of policy. Type of research is the type used by descriptive approach qualitative research method. The subjects in this research are 4 people who is chairman of the field in each team Minapolitan on them, and 2 people from a member of one of the field in the team Minapolitan on them. While data collection techniques conducted by interviews and the study of literature. Data analysis done by the technique of the data, the reduction of data, and withdrawal of the presentation of conclusions and verification. The results of the study showed that the implementation of the program Minapolitan in Banjarnegara regency seen from 5 policy indicators the accuracy still reap negative value where there was 3 indicators that has not been right and only 2 indicators that have done exactly in the implementation. This was due to the fact that various factors that hampers the implementation of programs namely resources, factors communication between the organization as disposition, and the organizational structure.
